Chapter 17 of Agenda 21 requires new approaches to marine and coastal area management and development, approaches that are integrated in content and precautionary in ambit. With this understanding, Korea is moving in the direction of a more sustainable society along the general action plans outlined in Agenda 21. This paper describes how Korea has transformed its marine environmental policies at different economic development stages, examines how Korea follows up the UNCED's recommendations, and reviews how various domestic and international strategies for marine and coastal management are being prepared.  相似文献

The paper aims to consider and compare some background trends in policy and science that are concerned with sustainable development, and, which may, influence the evolving approach to the sustainable management of islands, particularly that of the small island states. The presentation will consist of three steps.General trendThe sequence of some cardinal documents from intergovernmental organisations, which have been concerned with island management, is considered. Attention is concentrated on their teleological approach, as it has evolved moving from the 1992 Agenda 21 (Chapter 17, Subject Area G, Sustainable development of small islands), and from the 1994 Programme of Action for the Sustainable Development of Small Island Developing States, to the 2000 United Nations Millennium Declaration, and to the subsequent 2002 World Summit on sustainable development (WSSD) Plan of Implementation. Analysis is inclined to put into evidence how the approach to sustainable development has evolved passing through some stages, respectively marked by: (i) the focus on the ecological issues, leaving the other components of sustainable development in the background, and therefore concentrating on the first component of sustainable development, namely ecological integrity; (ii) an increasing consideration of economic and social issues, therefore concentrating on the second component of sustainable development, namely economic efficiency; and (iii) the diffusion of attention to human conditions, therefore focusing on the third component of sustainable development, namely social, intra- and inter-generational equity. The third stage has been marked by a peculiar consideration of culture, which has been regarded by decision-makers from two perspectives: first, as a resource for development, and secondly as a heritage to protect and transfer to future generations.Specific operational platformsWhere the role of island culture is the focus, two arenas are worthy of consideration. The first arena concerns United Nations Educational Scientific and Cultural Organization (UNESCO). In this respect, the criteria through which island places have been included in the UNESCO world heritage list (WHL) may be referred to the concept of sustainable development with the final aim of evaluating whether and how they could be used as an operational platform. A more specific relevance may be attributed to the inclusion of cultural landscapes in the WHL, and to the proclivity to design and to operate the protection and valuing of intangible culture, in that focusing on two streams—landscape and intangible culture—which have marked the recent implementation of the 1972 UNESCO Convention on the Protection of Cultural and Natural Heritage. It might be considered to what extent this articulated operational arena could help the protection and sustainable use of island cultural heritage. The second arena is concerned with the 2000 European Landscape Convention, which was designed by the Council of Europe, entering into force in 2003. In this respect, at least two peculiar features are relevant to island sustainable development: on the one hand, the aim of the Convention consists of framing the landscape in planning and management, therefore attributing a cardinal role to culture in designing praxis; on the other, the perception of the landscape by the individual local communities is regarded as the reference basis for protection, management, and planning, therefore focusing on those geographical features that are regarded as culturally relevant to the local systems. This approach leads to considering whether and how the landscape may be assumed as a focus for implementing sustainable development in small islands states.The role of scienceAt this point, attention shifts to science, in order to discuss how culture has been recently approached, and what inputs may be identified with respect to small islands and small island states. In this respect, two speculative arenas have solidified: the structuralist arena, where culture is essentially identified in tangible realities, such as archaeological remains, old buildings and monuments, therefore opening the perspective of attributing them a peculiar role in planning and management; the humanistic arena, according to which culture is thought of as a mantle of symbols, and as the associated values attributed to places by local communities, therefore opening the perspective of considering the intellectual and spiritual endowment of the individual communities as an essential basis for designing culturally sound strategies and actions. The question is how these two conceptual approaches may be integrated and, jointly, how they may be used to optimise the strategies carried out by UNESCO and other intergovernmental organisations involved in island management, being sensitive to the role of culture vis-à-vis sustainable development.ConclusionMoving from this three-step pathway some deductions are sketched in order to design how the cultural identity of islands may be assumed as a cardinal basis for spatial praxis, and it may be framed into a comprehensive view by also embracing ecological identity.  相似文献

Global commitments agreed in the last two years at Doha, Monterrey, and Johannesburg represent the potential for a political turning point in reversing the degradation of coastal and large marine ecosystems (LMEs). International finance institutions, bilateral donor agencies, international organizations, and governments of the North and South all align their policies and programs if progress is to be made. Since 1992, the Global Environment Facility (GEF) has supported countries to address Chapter 17 of Agenda 21, and in early 2003 GEF adjusted its strategic priorities to align with World Summit targets. This paper outlines GEF support in targeting development assistance for countries in the biodiversity and international waters focal areas related to oceans, coasts, and islands since 1992 with a focus on large marine ecosystems and small island developing states. Examples of GEF projects are provided that illustrate interventions at different scales for coastal and marine systems. Since 1991, GEF has approved 47 projects in its international waters focal area for $454 million GEF and $1.49 billion in total cost as well as 58 projects in the biodiversity area for $330 million from GEF and $1.22 billion in total cost for some 118 countries supporting coastal and marine ecosystem interventions described in the World Summit's Plan of Implementation. While GEF has become the top source of financial assistance for reversing degradation of oceans, coasts, and islands, the pilot scale activities it is able to fund need to be scaled up to meet global poverty reduction, economic security, and World Summit targets through partnerships for individual LMEs.  相似文献

The need for building human and institutional capacity has been identified in Agenda 21 of the UNCED conference as well as by a number of international environmental institutions as essential for integrated coastal management (ICM) and sustainable development in developing coastal states. There is a growing need for coastal management practitioners and organizations with expertise in planning and implementation for ICM. The application of strategies for institutional development and building human capacity in coastal management and other fields shows that short-term intensive training efforts and long-term institutional strengthening programs are appropriate to address the issues and needs of ICM. An overview of the experience of the URI/USAID International Coastal Resources Management Program in Sri Lanka, Thailand and Ecuador presents lessons learned for strengthening ICM efforts in developing countries.  相似文献

The words taboo, conservation area, reserve, protected area, and marine protected area (MPA) are used to refer to the community-based closures of the Pacific islands. Diverse definition and interpretation have led to confusion and debate, particularly as the Pacific islands engage with international protected area policies and partners. This case study from the Republic of Vanuatu traces the introduction, evolution and contemporary implementation of protected area typology. Higher-level debates often center more on symbolism and post-colonial ideologies than on the operational specifics of closure regimes. Island communities, indifferent to ongoing national-level discussions, are continuously adapting closures to contemporary contexts, utilizing indigenous and non-indigenous terms to differentiate among them. Protected area policy in the Pacific islands could be improved by recognizing the diverse closure typology of the region and building on the discursive status quo that is emerging at the community level. Future policy will be enhanced if it embraces the inherent flexibility and heterogeneity of Pacific island custom and culture to manage natural resources.  相似文献

Cape fur seals Arctocephalus pusillus pusillus were estimated to kill some 6 000 Cape gannet Morus capensis fledglings around Malgas Island in the 2000/01 breeding season, 11 000 in 2003/04 and 10 000 in 2005/06. This amounted to about 29%, 83% and 57% of the overall production of fledglings at the island in these breeding seasons respectively. Preliminary modelling suggests this predation is not sustainable. There was a 25% reduction in the size of the colony, the second largest of only six extant Cape gannet colonies, between 2001/02 and 2005/06. There has been a large increase in predation by Cape fur seals on seabirds around southern African islands since the mid-1980s, coincidental with both an increase in the seal population, altered management of the islands and an altered distribution of prey for gannets and seals. At Malgas Island, most gannet fledglings were killed between 10:00 and 18:00, the period when most are in the water around the island, from mid-January to mid-March, the main fledging period. The Cape gannet is classified as Vulnerable.  相似文献

The tuna industry in the Western and Central Pacific Ocean (WCPO) is one of the largest and most valuable fisheries in the world. Since the 1980s, Pacific island countries have used licensing agreements with foreign fishing interests—known as access agreements—to earn tuna-related revenue and control the environmental impacts of fishing, with only minimal success. To date, there has been little work detailing the structure of access agreements and assessing how this structure relates to economic and environmental outcomes in the sector. This article helps to fill this gap by providing an overview of various access structures and a detailed empirical assessment of how these structures are applied in access agreements between Pacific island countries and the major foreign fishing interests active in the WCPO. This analysis is placed in the context of evolving regional fisheries management structures. The study reveals that while there is no uniform formula for access agreements, each structure is subject to distinct political, economic and environmental considerations that influence outcomes for Pacific island countries. As Pacific island countries develop the mechanism to allocate fishing rights under the new Vessel Day Scheme, drawing on their long history with access agreements will assist efforts to use access to achieve policy objectives. Improved transparency will enable Pacific island countries to identify successes and problems and adapt the Vessel Day Scheme allocation mechanisms accordingly.  相似文献

The broad acceptance and collective commitment of countries to the tasks involved in the implementation of Agenda 21, Chapter 17, have profound implications vis-à-vis the interplay between coastal zone management (CZM) and national development planning (NDP). It appears that in many countries, CZM has evolved in isolation from the mainstream of national development processes. 海岛绿色发展是保护海洋生态环境、建设海洋强国的重要途径和必然要求。本文提出海岛绿色发展指数(IGDI)概念,从能源消耗与资源利用、环境管理与治理、环境质量与安全、经济增长质量、绿色生活水平、公众满意度等6个方面选取22个指标构建海岛绿色发展指数评价指标体系,运用DEMATEL与AHP相结合的方法,对海岛绿色发展关键影响因子进行识别,并以12个海岛县(市、区)(以下简称“海岛县”)为例进行评价与分析。结果显示:(1)经济聚集程度(2.15)、单位GDP能耗(2.01)指标影响度大于2,环境污染治理投资占GDP比重、碳排放强度、生态损害和环境污染情况、岛陆开发程度、第三产业增加值比重、生活垃圾处理率等指标影响度均大于1,反映出环境管理与治理、能源消耗与资源利用、经济增长质量是决定海岛绿色发展成效的关键。(2)12个海岛县的海岛绿色发展指数评价值均值为74.37,其中嵊泗县的评价值最高(88.24),崇明区的评价值最低(65.57),反映出我国海岛绿色发展程度整体不高,海岛之间的绿色发展程度差异较大。(3)推动海岛绿色发展需坚持以人民为中心的发展思想,强化基于绿色发展理念的海岛综合管理,推动海岛产业绿色转型升级,实施海岛生态整治修复,提升海岛生态系统碳汇能力。  相似文献

文章从自然环境和社会环境2个系统层,精选景观多样性和可利用土地面积比重等14项评价指标,采用层次分析法计算评价指标权重和综合评价影响指数,探索建立旅游型无居民海岛环境承载力评价体系。以海南省蜈支洲岛为例,评价其环境承载力,研究结果表明:自然环境条件是影响蜈支洲岛环境承载力的首要因素;目前蜈支洲岛仍有一定的环境承载力,可持续发展潜力较大;原生态的自然环境以及科学合理的开发利用规划和措施是提升蜈支洲岛环境承载力的核心要素。旅游型无居民海岛环境承载力评价体系的建立和应用,对无居民海岛的旅游开发利用和生态环境保护具有重要的参考价值。  相似文献

The sustainable development in the ocean and costal areas has been an issue for the archipelago nation. Since two decades ago, some archipelago nations have attempted to implement the concept of both scientifically and politically sounding sustainability. The vulnerability assessment is one of the methods that are being used to measure the ocean and coastal sustainability in order to have better evaluation and redesign of the land development as well as policy making. Most of the vulnerability assessment has been conducted based on pressures, damages and changes that involve in the region. A common understanding of the vulnerability assessment is that there are three aspects to be considered: hazards, resilience and damages. These three aspects must be well defined at first in order to have better indicators or sub-indices for the vulnerability index. There are several issues and factors that should be considered before performing the vulnerability assessment. Firstly, each country has different coastal characteristics due to a different geologic process. Secondly, the three aspects of the vulnerability (i.e. hazards, resilience and damages) are impacting on each country at a different scale. Thirdly, the vulnerability of a small island region is different from that of a large island region. Finally, policies and regulations vary in each country.From the data analysis results, it is found that the urban settlement in Seribu Islands is one of the resilient factors in addition to the geological and geomorphological conditions. The resilience factors in Seribu Islands are classified into four categories: 1) settlements area, 2) population density, 3) hard infrastructure such as airfields, ports and roads, 4) geological process such as abrasion and erosion. Based on the island characteristics of Seribu Islands, a unique vulnerability index that fits to this locality is developed. It is shown that the vulnerability index developed in this study can measure the resilience of Seribu Islands. In addition to the aforementioned resilience factors, the unique geographical condition and the geological stability in Seribu Islands made the outer islands become a barrier from oceanographic conditions and made the inner islands protected. However, the population growth made significant changes in terms of ecology, water, sanitation and pollution within the region.  相似文献

Various authors have suggested that the Islas Marias archipelago, Mexico, may play a significant biogeographic role in the dispersal of Indo Pacific coral species into the Eastern Pacific; however, the coral communities of this archipelago have received scarce attention to date. Here, we first addressed coral community structure across the islands and, by employing ordination analysis, minimum spanning tree and particle‐tracking experiments, used this information to evaluate the relevance of the archipelago for coral dispersal. Twenty‐four coral communities were recorded in the archipelago. Coral cover varied significantly among islands: Maria Cleofas had large values (38.5%), intermediate values were observed for Maria Madre (26.5%) and Maria Magdalena (22.84%), and relatively low values were recorded for San Juanito (18.5%). Coral communities mainly consisted of Pocillopora (57.3%) and Porites (25.5%) species, while species of Pavona (16%) and Psammocora (0.6%) made relatively minor contributions. Thirteen stony coral species were identified in the archipelago; of these Psammocora profundacella and Pavona duerdeni represent new records. Ordination analysis, minimum spanning tree and particle‐tracking experiments suggested similar connecting paths in the studied area; in general, the Islas Marias stands as a route for coral dispersal of Indo Pacific species into the Northeastern Pacific. In a regional context, the Islas Marias has three major biogeographic implications to coral dispersal: (i) the archipelago stands as a major stepping stone for the transport of species and individuals among the Revillagigedo archipelago, the Gulf of California and the tropical Mexican Pacific; (ii) the Islas Marias may play a seminal role in maintaining the genetic connectivity between southern and northern coral populations along the Mexican Pacific and (iii) because of its relatively pristine status and low levels of human impact, the archipelago may potentially serve as a source of coral propagules for ecosystem recovery in the Gulf of California and along the Pacific coast of the Mexican mainland following natural and/or human induced perturbations.  相似文献

Integrated coastal management (ICM) is accepted world-wide as a comprehensive, multi-sectoral integrated approach to the planning and management of coastal areas. ICM is particularly suited to the island member countries of the South Pacific Regional Environment Programme (SPREP) because of their size, the interconnectedness of the coast and terrestrial areas and the high degree of association and community involvement with the management of coastal systems. With the exception of the highly migratory pelagic fish stocks, the narrow natural resource base of many Pacific islands make them particularly vulnerable to inappropriate development and mismanagement. Fortunately, the governments of many Pacific Island countries (PIC) have become aware of the benefits of integrated coastal management and are looking at ways of making it an established practice. This paper uses the framework of ICM to illustrate some of the author's experience of coastal management within the South Pacific region. Within the ICM framework, a range of tools and techniques are available to manage coastal problems. The success of any approach depends on the scale and magnitude of the problems to be addressed and the availability of information, institutional support and commitment from all stakeholders. The way in which programmes are conducted and implemented is particularly important. Top down initiatives may work at the regional level but tend to fail at the national and community level unless there are other incentives to support them. On the other hand, bottom up, process driven initiatives have enjoyed more success at the community level. Demand-based approaches have tended to be very successful at all levels, whether they be at the community, country or regional levels, particularly where all of the interested parties can collaborate and contribute to finding solutions to their problems.  相似文献

Pleistocene glaciations were among the important historic events that shaped the population structures of marine organisms. Genetic studies of different marine fauna and flora have demonstrated the effect of Pleistocene glaciations on taxa that reside in marginal seas. However, how marine island species responded to Pleistocene glaciations remains relatively unstudied, especially in Asia. Genetic analyses based on the island‐associated barnacle Chthamalus moro collected from 14 sites in Asia reveal that C. moro comprises three distinct lineages, with COI divergence ranging from 3.9 to 8.3%. Population genetic analyses on respective lineages reveal signs of demographic expansion within the Pleistocene epoch at different times. The Ogasawara lineage, which has a more oceanic distribution, expanded the earliest, followed by the population expansion of the Ryukyu and Southern lineages that inhabit islands closer to the continent. The data suggest that the inhabitants of outer islands may have been less affected by Pleistocene glaciations than those that reside closer to the continent, as the former were able to maintain a large, stable, effective population size throughout the late Pleistocene.  相似文献

Marine pollution does not recognise maritime boundaries. Consequently, protection of the marine environment from pollution must involve an international cooperative effort, with near neighbours, in particular, working together to protect coastal and ocean areas close to their political boundaries. This paper describes a regional approach adopted from 1988 to 1994 in the South Pacific Region to address marine pollution problems. Some 25 countries and territories lie within the region. Apart from Australia, New Zealand and Papua New Guinea, the countries of the region consist basically of a large number of small islands separated by substantial stretches of ocean. Growing populations and demands for better living standards are exerting increasing pressures on coastal and marine resources, leading in some cases to significant marine pollution. The Region has limited financial and technical resources to address such problems and countries have therefore determined to assess and control them through a concerted regional approach. This paper reviews aspects of this effort, outlining the methods adopted, describing the outcomes and discussing the problems and lessons learned.  相似文献
