改革开放以来，我国行业协会、商会（以下统称行业协会）发展较快，在提供政策咨询、加强行业自律、促进行业发展、维护企业合法权益等方面发挥了重要作用。但是，由于相关法律法规不健全，政策措施不配套，管理体制不完善，行业协会还存在着结构不合理、作用不突出、行为不规范等问题。党的十六届三中全会指出，要按市场化原则规范和发展各类行业协会等自律性组织；十六届六中全会进一步强调，要坚持培育发展和管理监督并重，完善培育扶持和依法管理社会组织的政策，发挥各类社会组织提供服务、反映诉求、规范行为的作用，为经济社会发展服务。为加快推进行业协会的改革和发展，更好地适应新形势的需要，经国务院同意，现提出以下意见。[编者按] 相似文献

青岛市勘察设计协会成立于1985年。20年来，伴随改革开放的不断深入和国民经济的快速提升，青岛市勘察设计行业实现了跨越式的发展。目前，全市共有勘察设计单位181家，从业人员近万人，其中，注册执业人员1000余人，初步建立起了以甲级资质为主导，建筑设计资质为中心，工程勘察、测量、海洋、港口等各类行业设计、专项设计构成的门类较齐全的行业结构体系，基本适应了城市建设和经济发展的客观需要，为青岛市的城市发展、社会进步做出了独有、积极的贡献。同行业的发展相适应，青岛市勘察设计协会与行业发展相依存、相促进，遵循“桥梁、纽带、服务、自律”的工作理念，以“加强自身建设、协助政府管理、维护行业发展、服务社会公众”为指导思想，在实践中创新工作、在变革中探索发展，各项事业取得长足的进步。 相似文献

去年7月，国务院发布了《决定》，提出了深化改革的指导思想目标和原则措施，其中，两次专门提到对中介机构的管理的改革。①加强政府投资项目的中介服务管理，对咨询评估、招标代理等中介机构实行资质管理，提高中介服务质量。②加强对巾介服务机构的监管。健全和完善投资中介服务机构的行业协会，确立法律规范、政府监督、行业自律的管理体制。打破地区封锁和行业垄断，建立公开、公平、公正的投资中介服务市场，强化投资中介服务机构的法律责任。 相似文献

This paper, through certain printing techniques, examines the types of occupational pollutants and the adverse impacts of the printing process. Also, it proposes the measures for better preservation and environmental protection. The paper analyzes the results of the quantitative identification of hazardous materials from various printing techniques: pad, screen, offset, flexographic, and digital. The study included the analysis of waste printing inks and purification of printing wastewater with adsorption methods. Besides that, the preliminary monitoring of ambient indoor air quality was performed. The multiple regression analysis was applied on the obtained experimental results, in order to determine the mutual correlation between the ozone and the total volatile organic compounds and microclimate parameters. It was observed that a quantitative correlation exists between the investigated occupational hazards, which also indicate the strength of the agreement. The obtained results could be useful to evaluate the tendency of hazardous air pollutants in printing industries worldwide. 相似文献

The paper introduces the sugar industry as one of the important agricultural raw material-based industries, and compares it, operative-wise, with ten other East African manufacturing and service industries. Location of the East African sugar industry is then examined territorially, provincially or regionally and district-wise mainly quantitatively. The factors of location are next introduced and briefly discussed. Considerable details are provided regarding sugarcane hectarages, sugar production, consumption, exports and imports. These are followed by future forecasts relating to sugar output, especially in Kenya and Tanzania. A brief discussion touching on the significance of, at least, three by-products of the sugar industry, particularly as they relate to possible future establishment of important ancillary industries in or peripheral to the sugar belts, is incorporated. Moreover, the sugar processing complexes together with their possible ancillary industries and linkages are briefly examined as potential development points in future regional, especially rural, development planning. This paper evaluates the development of India's mining industry, its present status and future outlook. Despite its growth, the contribution of India's mining industry to GDP has remained relatively stable since 1970. At present the nation is a leading world producer of 11 major mineral and energy commodities, including bauxite, chromite, coal, iron ore and manganese. Recent economic reforms have stimulated industrial expansion in India; however, problems, including a restricted private sector role in resource development and ineffective government mineral strategies, may limit future growth in output.
