New explorations of justice are arising in the wake of post-structuralist and feminist critiques of abstract, generalized notions of justice in Western liberal democracies. These interventions are opening new avenues of study on discursive practices and performances that contest social and environmental injustices in everyday life. Feminist scholars argue for greater attention to the local and the particular, the embodied, gendered, emotion-based, ethnic subject of justice and injustice. Yet, limited research has been conducted on performative and performance-based relationships to justice, despite its potential to inform matters related the use and conservation of public goods and common spaces in everyday life. This critical review examines the notion of performativity and its application to justice, aiming to clarify and advance understanding and theorizing of a potentially valuable direction in environmental and social justice at the local level. We draw on Hobson’s articulation of performative justice, as it offers some useful insights into how injustices related to the appropriation of public green spaces agendas are being identified and new meanings are being constituted through local-level citizen practices. We argue, however, that such attempts appear to be identifying injustices and demonstrating the ‘what is’ of environmental and social justice, but not ‘what ought to be’. Directions for future research are offered, which include clarifying the application of performative theories to the study and practice of justice at the local level.  相似文献

The concept of environmental justice (EJ) has recently gained currency, both as a factor for and a goal of sustainable development. Its implementation in practice implies establishing current environmental injustice patterns and analysing planning policies, with the aim to reduce socio-demographic inequalities in the negative environmental impact borne by different population groups. This paper proposes a method to assess differential exposure to excessive pollution levels by socio-demographic groups in intra-urban spaces.The approach developed in this paper is based upon GIS and quantitative spatial analysis techniques. It incorporates the idea of an ‘environmental justice weighting scale’ for policy-making, using normative pollution thresholds to measure inequalities more objectively and consistently. Spain’s two largest cities, Madrid and Barcelona, have been chosen as case-studies, taking nitrogen dioxide as the pollutant, and the geographic distribution of six vulnerable population groups (children, elderly people and international immigrants) in the year 2010. The results reveal that a large part of these groups suffer exposure to air pollution exceeding the maximum permitted levels disproportionately, which would imply a case of environmental injustice.  相似文献

The practical application of environmental justice in natural resource management depends upon moving beyond generic principles to situated understanding. This understanding in turn requires knowledge of both historical and geographical contexts, including how decision-making frameworks develop and the nature of the biophysical environment itself. This paper examines these requirements based on case material from the Hunter Valley, New South Wales. In the Hunter Valley, the colonial history of river management was one of the creation, and subsequent inclusion and exclusion, of particular ‘stakes’ from the decision-making process, resulting in a narrowly defined ‘community of justice’ that became institutionalised at the catchment scale. However, even within this restricted community, distributive injustices occurred due to a failure of policy to engage with environmental variability at both spatial and temporal scales. This combination of procedural injustice and environmental variability also resulted in ecological injustice - that is a disconnected or even antagonistic human-nature relationship that restricted the opportunity to redress the severe degradation of riverine ecosystems that had occurred since European settlement. In the light of these examples, broader challenges in the application of environmental justice to river management are explored in terms of ecological complexity and contested perceptions of environmental health. Based on this material, a historically and geographically situated, ecologically informed vision of environmental justice is proposed as an essential part of sustainable river management.  相似文献

This intervention argues for the need of research to examine how information and communication technologies (ICTs) shape human mobility in the context of environmental change. ICTs are becoming increasingly central in the daily lives of migrants and communities at risk of environmental events. There is a lack of research, however, exploring how access to and the use of ICTs influences practices and dynamics of human mobility in the face of environmental change. I will outline this research gap and highlight areas for further research. I will do so by bringing together literature from human geography and environmental studies on migration and social resilience, and from sociology on the influence of our mobile and network society. In conceptualizing the role that ICTs play, I argue that the use of ICTs shapes human mobility through its impact on social network activities and relations. In this manner, this intervention builds on a growing body of research conceptualizing social networks – and related dynamics of power, access, in/exclusion – as shaping migration trajectories and abilities to cope with environmental events.  相似文献

In this paper we examine two central concepts of urban metabolism (‘system boundaries’ and ‘flows’), and explore how to approach them as a means to politicise urban metabolism research. We present empirical findings from two case studies of waste management, in Mexico City and Santiago de Chile, looking at: the materiality of waste flows, the actors involved in them, and how waste flows relate to issues of environmental justice. We argue that urban metabolism, as a methodology to understand urban sustainability, has the potential to produce knowledge to trigger urban transformations, and to analyse the social, political and environmental aspects of waste management in urban areas.  相似文献

This article sets out an agenda for research that (re)connects research on children’s geographies and childhood studies with studies of spatial literacy. Research on children’s environmental cognition and, latterly, spatial literacy, has been artificially and problematically separated from the majority of research in childhood studies. Our fundamental aim in this article is to argue for – and to evidence – greater attention to how spatial literacy and children’s everyday lives are embedded in one another. To support our broader call for a synthetic research agenda, we draw on some more focussed, qualitative empirical material taken from a large-scale project about children’s mobilities and everyday lives in newly-built urban communities. Our analysis focuses upon children’s interpretations of Global Positioning Systems (GPS) tracks of their mobilities, set against a background of Google Earth imagery. In doing so, we showcase one suite of ways in which research on environmental cognition and children’s geographies might proceed together. We demonstrate that children not only displayed analytical skills (for instance, in relation to scaling effects and pattern recognition) but that many also exercised higher-level, critical analysis, especially in relation to errors on Google Earth outputs. Simultaneously, we interrogate the recursive articulation of a range of qualitative indicators of spatial literacy, with children’s everyday mobilities, routines, emotions and memories. The paper analyses how new conceptual languages and technologies being propounded by spatial literacy scholars could afford a more enriched understanding of key contemporary concerns for children’s geographers, and, recursively, what spatial literacy scholars might gain from engaging with (especially qualitative) research prompted by those concerns.  相似文献

In this paper we outline the limitations of Environmental Justice theory when it comes to explaining and theorising the politics of contemporary environmental movements. Justice, we argue, needs to be understood not as a formalised and preconceived ‘thing’ to be delivered or applied but as an open egalitarian ideal that movements across the world continuously redefine in embodied and performed ways which are historically and geographically distinct. Drawing upon the fifteen year long anti-mining struggles of Rosia Montana, Romania, we explore the tension between seeking ‘traditional’ forms of justice (i.e. dialogic consensual politics) and putting forward more radical demands for socio-ecological change, in which representation and recognition are seen as insufficient practices for distributing justice. Visibility (rather than recognition) and egalitarian politics (rather than distribution) become the quilting points of struggles of many contemporary environmental movements, equality can only be enacted (or staged) through praxis that disrupts the distribution of the sensible experience and exposes the arbitrariness and incompleteness of power. We argue that in order to analyse and theorise the praxis of contemporary environmental movements, it is imperative for geographical literature to engage with post-foundational theory, and ‘un-do’ pre-conceived ideas and theorisations of (environmental) justice.  相似文献

This paper examines India’s participation in ongoing climate politics with a lens of environmental justice (EJ). Using key-informant interviews conducted in Delhi and Copenhagen, I sought to understand how Indian officials conceptualized EJ in the context of climate change. I found my respondents to largely privilege ideas of historical responsibility and per capita equity in a North–South context. The North was seen to have an ecological debt towards the South and the South was seen to have a right to development and ecological space. I highlight two questions that inevitably arise from this framing of international environmental justice. What are the implications of this line of argument for the issue of domestic inequities within states? A related question is that if justice is seen as right to development, what exactly is meant by development? My findings indicate for the most part an uncritical acceptance of a neo-liberal vision of development based on an economic growth paradigm. Consequently, a direct link is observed between emissions and development, despite the impetus to delink them. There was also a marked reluctance among officials to discuss the topic of domestic inequities in India, and an inclination to dismiss them as a sovereignty issue. I suggest that an approach to EJ that combines the imperative of historical responsibility and ecological debt in an international context, with a ‘capabilities’ approach to EJ and development within the domestic context has potential to be more forceful and convincing than one that emphasizes the former but ignores the latter.  相似文献

Based on recent research in Windhoek, this paper demonstrates that it is the well established and widespread social linkages that persist between rural and urban households that are central to the ability of poor urban households to survive. Whereas informal coping mechanisms that include borrowing, piecework and credit are pervasive in rural areas of Namibia, intra-urban sources of food are poorly developed, and outside of kinship circles, social networks within Windhoek are used sparingly, even in times of greatest need. In addition, urban agriculture plays a very limited role at present in urban food supply. The research demonstrates that urban households that are most vulnerable to hunger are those that have limited social connections to the rural areas, and must rely on intra-urban opportunities to get food (including borrowing, begging, piecework and crime). The most vulnerable are female- and male-headed households with no access to farm income and limited/irregular urban incomes. In contrast, those with active rural-urban linkages enjoy significant transfers of food from rural areas that offset hunger and vulnerability in the urban context. Urban-rural reciprocity is therefore not only a one-way movement of people and resources from the urban to the rural areas, but also a transfer of food from rural to urban households.  相似文献

In the past five years the numbers of enclosed neighbourhoods have significantly increased in South Africa. These are existing neighbourhoods that are closed off through gates and booms across the roads. Many of these neighbourhoods are fenced or walled off as well, with a limited number of controlled entrances/exits, manned by security guards in some cases. The roads within these neighbourhoods were previously, or still are public property and in most cases the local council is still responsible for public services to the community within the enclosed neighbourhoods. In this way public urban space is privatised, whether formally or informally. I will explore the distribution of enclosed neighbourhoods in South Africa on a national scale and within two metropolitan municipalities, viz., the cities of Johannesburg and Tshwane. Then I proceed to highlight the nature and impact of these neighbourhoods on the privatisation of public space and draw on a wide basis of empirical data obtained through a national survey and in-depth case studies. Finally I will conclude with examples of lessons learnt from South Africa and how these may relate to international experience and future research on gated communities.  相似文献

冻结缘是正冻土中从未冻区向冻结区过渡、并且非常薄的冰水共存带. 由于冻结缘在正冻土中位置的特殊性和其对冻胀的重要性, 从其概念的提出并在试验中得到证实后, 基于冻结缘的第二冻胀理论得到了快速发展. 通过分析近些年冻结缘的研究现状及冻结缘内冰-水压力关系基本可以发现, 由于受到现有观测和测试技术的限制, 描述冻结缘的很多参数大多来自于经验. 土体在冻结过程中, 在温度梯度小的情况下, 可以形成不连续的多层分凝冰. 只有了解冻结缘的特性才能更深刻了解分凝冻胀. 但关于分凝冰的形成判据却有很多种, 主要分为两类:一类是以热物理方面作为判据; 另一类是以力学方面作为判据. 通过对分凝冰形成的各种判据的综合分析和比较, 发现用冰压力和未冻水膜压力判断分凝冰形成是比较合理的, 而用孔隙压力则因为水压力概念的不清而显得模糊. 这些分析将为冻土冻胀理论的研究提供科学参考.  相似文献

This paper examines hourly wage payments for women who live in the rural districts of England, both in terms of variability within such districts and in terms of comparisons with non-rural districts. Drawing on the Labour Force Survey’s Local Annual Database, the paper argues that, once education, industry and occupation are taken into account, there is little to distinguish wage rates in rural and urban districts. Regionally there are important differences in wage rates, but these apply to rural as well as urban districts and are largely confined to contrasts between South East England and elsewhere. Rural-urban contrasts in wage levels are apparent in pay differences for men and women, although even here distinctions along a rural-urban divide are restricted to managerial workers, with the key distinction for professionals and technicians being between South East England and the rest of the country. For other occupations there is little to distinguish the relative magnitude of difference in men’s and women’s pay along rural-urban or regional lines. It is suggested that more attention to gender relations in wage determination practices within the workplace and within professions are worth exploring to develop a stronger understanding of division lines in wage inequalities.  相似文献

During the 1990s, urban livelihoods in Zimbabwe began to suffer a series of economic stresses, which accelerated in 1997 and then accelerated again, with the inception of fast-track land reform, from 2000. This has reduced urban living standards significantly and devastated real urban income levels. After a discussion of the economic and political parameters of this period, this paper links these to empirical changes in the urban livelihoods and perceptions of urban living standards of recent in-migrants to Harare. This draws on a longitudinal database of four surveys of recent migrants to the city conducted in 1985, 1988, 1994 and 2001. Among a range of qualitative issues explored in these surveys has been the question of migrants’ future plans in relation to their intended length of stay in town. It is shown that migrants have been feeling increasingly negative or unsure about their urban experience since structural adjustment began in the early 1990s, and that these perceptions had greatly strengthened by 2001. By the last survey only a small minority felt they would remain permanently in town and most of the migrants from rural areas felt that their living standards in Harare were either worse than rural living standards, or no better. While Zimbabwe’s current political and economic crisis is exceptional, serious urban poverty is a feature across sub-Saharan African countries and it is argued that this has had a depressing effect on net rural-urban migration rates.  相似文献

This paper presents a macro level geographic vista and a theoretical vista as research avenues for an approach to the study of part-time farming. In Canada about one-third of all farm operators have reported off-farm work in addition to farming in each census period since 1941. The utility of the Canadian Census is illustrated and the temporal and spatial variations in the degree and intensity of part-time farming in Canada are examined. Variations in the degree of part-time farming appear to represent an aggregate response to the needs, opportunities and traditions associated with specific regions while variations in the intensity of off-farm work appear to represent some component of the form or nature of part-time farming.The theoretical vista is a call for agricultural geographers to incorporate part-time farming as one of the elements in the systems approach to the study of agriculture and as a key index in agricultural typologies. It is also suggested that specific typologies of part-time farming be developed. In the Canadian context a theoretical spatial order consisting of 1) areas of symbiotic relationship; 2) areas of low economic opportunity; 3) rural-urban fringe areas and; 4) areas of high agricultural potential, can be utilized to synthesize the degree, intensity and form of part-time farming.  相似文献

Concerns with the politics and practices of resource rights and access are integral to contemporary debates over environmental justice. Struggles over identity politics, especially the strategic articulation and deployment of particular identities at diverse geographical scales, have recently emerged as important mediators of justice claims in respect of resources rights, but also of recognition and procedural justice. To date, critical, multi-scalar analyses of identity-based claims for environmental justice have focused largely on the indigenous peoples’ movement. In doing so, they have failed to embrace an emergent dimension of identity-based, trans-scalar justice, namely the fledgling global pastoralists’ movement, the empirical focus for this paper. In the early years of the 21st century mobile pastoralists have begun to carve out new global spaces, through which diverse groups have attempted to negotiate common ground and forge common identities in their struggles for justice. In particular, mobile pastoralists have become increasingly visible in conservation politics and contests over land rights as they lay claim to both discursive and material ground as ‘custodians of the commons’ in an era of global climatic change. This paper draws on empirical work amongst pastoralists, NGOs and activists from Kenya, Mongolia and Spain to explore these identities, their implications for resource rights and access and the multi-scalar chains of accountability and legitimacy between global activists and their local constituents.  相似文献

Environmental justice research has of late expanded beyond its’ original focus on the distribution of environmental ‘bads’ to debate injustices at a wide array of sites and scales. Despite this expansion, the applicability of an environmental justice framework to seemingly apolitical and banal expressions of environmental concerns remains open to question. This paper argues that environmental justice struggles can be located in the mundane environmental politics of Singapore, by employing a performative rather than rights-based approach to both justice and politics. It draws on qualitative research into volunteers’ practices in one Singaporean environmental organisation, and asserts that through their focus on experiential learning and re-inscribing ‘developmental’ spaces as spaces of care and justice, volunteers seek to redress the social, political and environmental injustices replete within the spatial politics of Singapore.  相似文献

In this paper, the plexiglass experimental column was used to analyze the capillary fringe thickness of three kinds of lithologies-silty sand, silt and silty clay-providing a basis for defining the interface in the study of hydrodynamics at the water table between vandose water and groundwater. The capillary fringe generally refers to the subsurface layer in which the groundwater seeps up to the air-entry suction value due to capillary action, and is nearly saturated with water. The thickness of the capillary fringe varies with different lithologies. In this experiment, self-made stable water supply devices were used to study the height of capillary rise, capillary water volume and capillary fringe thickness of the three lithologies through capillary experiment and numerical simulation. Experimental results show as follows:(1) Rising height of capillary water is related to time, particle radius, volume, etc., and the relationship between height and time is in line with the Hill model.(2) The smaller the particle radius, the more water the pores contain, and the ratio of the unsaturated portion of capillary water to the total water content gradually rises. Experimental results obtained by numerical simulation, segmentation and actual measurement are consistent.(3) The thickness of the capillary zone is related to the lithology. The larger the particle size, the smaller the thickness of the capillary fringe, and vice versa. In silty sand, the thickness measures about 13 cm. The figure rises to 16 cm in silt, and 37 cm in silty clay. This work studies the law of soil water transport at saturated-unsaturated interface. Experimental results are of great significance to the study of soil water and salt transport and soil salinization control in unsaturated zone.  相似文献

The present article examines two Latin American gold mining conflicts, one in the city of Esquel (Patagonia in Argentina) and the other in Pascua–Lama (Chilean border with Argentina). We identify the emergence of three dimensions of environmental justice (distribution, recognition, participation) in the anti-mining movements of these two cases. The study finds that some dimensions of justice appear first (participation and recognition), while distribution emerges later, as movements jump scales engaging with national and international networks that provide a systemic perspective of the conflicts. The findings are consistent with other studies that refer to environmental justice as multi-scalar and context related. We also point to the relevance of studying decision-making procedures and jumping scales to understand how environmental justice claims are framed in resource extraction conflicts.  相似文献
