In South Africa attempts are being made to address the socio-spatial distortions of the apartheid era through a more equitable distribution of resources, and the re-drawing of municipal geographical boundaries. However, boundaries are not neutral geographic lines. Boundary changes are often associated with a redistribution of political power and resources. The aim of this paper is to analyse the effects of the contemporary territorial and administrative restructuring on urban dynamics in South Africa. More specifically, the focus is on how the process of territorial restructuring impacted on metropolitan areas as well as on secondary cities and their hinterlands. Examining and elucidating the manner in which various social, economic and political forces have manifested themselves in the process of boundary delimitation in a major metropolitan centre as well as adjacent rural areas is a central theme of this paper. There were considerable contestations over the delimitation of new local government boundaries. Affluent metro authorities like that in Durban were opposed to the spatial extension of their boundaries because of the costs of the providing services and infrastructure in the deprived margins. Similarly, there was concern that incorporation of rural areas will result in increased municipal service charges being imposed on these communities. Tensions were heightened between urban and rural regions because traditional leaders believed that their territorial jurisdiction and authority were being undermined. In other parts of the country, the merger of traditionally white and black fragments of secondary cities often resulted in many black locations continuing to be marginalized. There appears to be neither the political will nor the economic capacity to upgrade these zones of marginalized urban communities. While the Municipal Demarcation Board was largely successful in eliminating the political geography of apartheid at a macro- scale, this paper suggests that the greater challenge for government and policy makers is to reduce the socio-spatial and economic inequalities which appears to be still very high and perhaps increasing. Research of the interrelation between regional planning, division into economic districts and urban-planning, division into economic districts and urban planning is here emphasised. In the USSR development of a network of territorial economic complexes, economic districts including subregions of the II and III order, economic subregions and microdistricts is continuous. The outlook of regional planning is defined by the elaboration of its scientific theory including the geographical concept of regional planning. The use of geographical methods widens the scientific basis for the development of a systems approach and improves forecasting, the choice of aims and strategy of developing production, population distribution and the solution of ecological problems. The efficiency of regional planning depends not only on purely economic advantages, but on a more sensible use of nature. Regional planning is concerned with bio-economic systems, and must avoid conflict between the most important subsystems, natural and anthropogenic. Preservation of ecological balance has become the most important task of regional planning. When locating industrial enterprises in the process of regional planning, ecological factors are taken into account to an ever-increasing degree. The main tasks of regional planning concerning the distribution of agriculture stem from the aim of interrelated development of all elements of the agrarian and industrial complex. During the scientific and technical revolution the distribution of production orientates more and more and not towards individual towns but towards a system of populated areas. Systematic improvement of conurbations and their transformation into group systems of populated areas, regulated according to plan and having a broader economic and territorial base, are the most important task of regional planning and urban development.  相似文献

Building on recent criticisms within the literature on queer migration raised by Andrew Gorman-Murray and Nathaniel Lewis, the article explores ‘unconventional’ trajectories of queer migration: a Global North metropolitan area-Global North metropolitan area one and a Global North metropolitan area-Global North ordinary city one. Two very different migration patterns are analyzed: the movement of young queer ‘creative’ Italians from different metropolitan areas (Rome, Milan, Bologna, Catania, Naples, Padua and Turin) towards Berlin (Germany) and the relocation of young queers from the major Italian cities (Rome and Milan) towards ordinary/small size towns. Aimed at highlighting the complexity of material and immaterial factors leading the decision to migrate in times of crisis, austerity politics and increasing unemployment, the article introduces the role of welfare regimes in shaping migration’s choices. This way, queer migrants and their socio-economic status and possibilities find materially situated within national/local welfare regimes, thus challenging the teleological binarism of the ‘coming-out’ journey always presuming a rural/urban movement for queer subjects. Within such a framework, the ordinary/small size town can become a place for ‘outness’ and self-realization of queer migrants who create bridges and connections with the metropolitan areas, thus queering the provincial contexts.  相似文献

Recent trends towards local democracy and increased citizen-participation in the process of urban government and management would clearly be aided if the boundaries of neighbourhoods and administrative, political and service areas were coincident. The path of urbanization in the People's Republic of China is largely shaped by the nation's industrial development strategies. In the first three decades of socialist construction, and especially after the Sino-Soviet rift at the end of the 1950s, the adoption of strategies of self-reliance had led to urban biased patterns of development. The introduction of economic reforms and the open door policy in 1978 paved the way for and facilitated national economic development. Two issues, which feature significantly in the processes of development in China, are assessed. The first is the relationship between economic development and the protection of arable land. The second is the quest for a coordinated hyper-development in both urban and rural areas. This paper concludes by proposing a sustainable metropolitan development strategy that suits the case of China. A relationship between globalization, cities and immigration is increasingly apparent. Whether one is trying to understand Dubai, Toronto, or London, immigrants are culturally, economically, and spatially changing cities in significant ways. This study compares the roster of world cities with that of major urban immigrant destinations. The number of major urban immigrant destinations is growing due to the acceleration of immigration driven by income differentials, social networks and various state and local policies to recruit skilled and unskilled labor and replenish population. This study will present urban-level data on the foreign-born for 145 metropolitan areas of over 1 million people. It will focus on the world’s 19 metropolitan areas with over 1 million foreign-born residents. Analysis of the data suggests that there is a range of destination types. Although not all world cities are immigrant gateways, many are.  相似文献

In recent years, central Seoul has been experiencing a dynamic transformation. In the process of reorganization of the urban industrial structure including tertiarization and quaternarization of the economic base of Seoul, business services are growing very rapidly and large scale urban renewal projects are quickly implemented. Downtown office activities become a nucleus for economic performance of Seoul and high-rise office buildings steer the landscape transformation of central Seoul. Even though there appears to exist some evidence that office districts have dispersed to several subcenters, major office activities are still concentrated in central Seoul. This paper redefines office industry in a narrow sense comprising only relevant economic sectors and office buildings as office activity-functioning units. It then explores the industrial networking and territorial specialization of office activities focusing on the dual process of concentration and dispersion in Seoul. The changing characteristics of the downtown linkages of office activities in this post-industrial era transforms the spatial economy of central Seoul into a more flexible and volatile system, while territorial concentration of power and control functions are fortified at the same time. Finally, the paper addresses the development of manufacturing- tertiary-quaternary industrial complexes, which can be regarded as emerging industrial clusters, producing the cultural economy of urban space and images for clients and customers, in relation to urban competitiveness and territorial specialization of large metropolitan areas. Until recently the traditional spatial configuration of the European geography was based upon the core-periphery model. The ‘pentagon’, broadly defined as lying between London, Paris, Milan, Munich and Hamburg, was seen as the core area characterised by having the highest concentration of economic development in the European Union (EU), with the remainder of the European territory viewed as peripheral, albeit to varying degrees. In a number of cases such peripheral areas equated with clear regional disparities. The elaboration of the European Spatial Development Perspective (ESDP) (CEC, European spatial development perspective, towards balanced and sustainable development in the territory of the European Union, 1999) challenged this core-periphery model. European spatial planning policies, aimed at encouraging social and economic, and with ever increasing importance, territorial cohesion, seek amongst other aspects to encourage the development of a balanced and polycentric urban system. This paper adopts a network analysis approach to the analysis of air passenger flows between some 28 principal European metropolitan urban regions. The evaluation of these flows contributes to an enhanced comprehension of the spatial dynamics of the European metropolitan territory which goes beyond that deriving from the more standard analyses of the individual components of the urban system. Several indicators are used, deriving from gravitational modelling techniques, to analyse the complexity of the air passenger flows. A multidimensional scaling (MDS) technique is introduced in order to interpret and visualise the resulting spatial configuration and positioning of the different metropolitan centres within the conceptual European ‘space of air passenger flows’, thereby contrasting with the more traditional map-based geographical image of Europe, based upon Cartesian coordinates.

While the capital city and its surrounding territory often forms the most important nodal region in any country, this very nodality may give rise to social problems. In the case of the Tbilisi metropolitan region, Georgia, U.S.S.R., social development has been conditioned by such factors as the Soviet centralized economic management system, administrative control of population in-migration, state ownership of land, and the tendency towards hyperurbanization. For most Georgians Tbilisi is the republic's most attractive city, and it is in actual fact the leading city in terms of material welfare. Nevertheless, the metropolitan region suffers from a number of concrete social problems whose significance is analysed by means of an opinion poll of metropolitan region inhabitants and a comparative poll conducted in a rural area. While some problems such as retail trade deficiency and the low quality of consumer goods appear to cause universal concern, others such as housing provision and design, ecological problems and social pathology (crime, alcoholism, drug abuse, prostitution) cause greater anxiety among metropolitan residents. It is hoped that recent policies of decentralization and economic reform will help solve some of these difficulties.  相似文献

Calabar was selected for settlement by the Efik people in 1600 because of its suitability for controlling the slave trade. It did not develop into a major urban centre till the 1970s. This was because of poor transportation development. The available water transport was poorly run by a privately managed British Company, the Elder Demster.With the creation of a state capital in 1967 the government developed ferry services. Theses did not only encourage the migration of people from the rural areas to the newly created state capital for employment in the government and industrial establishments, but triggered off urbanization processes. The opening of a land route in 1978 increased population migration, concentration and urbanization.The increased population is not accompanied by increased food supply. Food is scarce and very highly priced especially the protein-rich foods. The low labour productivity is not unconnected with the prevalent malnutrition and undernourishment in the municipality. Here the government is reminded of its responsibility in meaningful planning that will take care of the necessary food supply now lacking in the area.  相似文献

Dongying City, which is the most important central city in the Yellow River Delta, is located in the estuary of the Yellow River. With a short land formation time, ecological environment is very weak in this area. To realize the sustainable economic development of the Yellow River Delta, resource environment and resource environmental bearing capacity (REBC) must be improved. This study builds assessment system of regional REBC through resource and economic characteristics in Yellow River Delta and uses principal component analysis (PCA) method to evaluate REBC of five counties and districts in Dongying City in 2011-2015 on the dimensions of time and space. Results show that, on the time dimension, Guangrao County is ranked first, Dongying district second for four years and Hekou and Kenli districts with lower ranks in 2012-2015, indicating that more attention needs to be paid to REBC of Hekou and Dongying districts and these two districts should be included into key monitoring areas. From space scale, REBC in five counties and districts has been gradually improving. In order to further develop REBC in Dongying City, measures such as intensifying protection of urban ecological environment and developing circular economy, etc. should be implemented.  相似文献

Retrospective understanding of the magnitude and pace of urban expansion is necessary for effective growth management in metropolitan regions. The objective of this paper is to quantify the spatial–temporal patterns of urban expansion in the Greater Kumasi Sub-Region (GKSR)—a functional region comprising eight administrative districts in Ghana, West Africa. The analysis is based on Landsat remote sensing images from 1986, 2001 and 2014 which were classified using supervised maximum likelihood algorithm in ERDAS IMAGINE. We computed three complementary growth indexes namely; Average Annual Urban Expansion Rate, Urban Expansion Intensity Index (UEII) and Urban Expansion Differentiation Index to estimate the amount and intensity of expansion over the 28-year period. Overall, urban expansion in the GKSR has been occurring at an average annual rate of 5.6 %. Consequently, the sub-region’s built-up land increased by 313 km2 from 88 km2 in 1986 to 400 km2 in 2014. The analysis further show that about 72 % of the total built-up land increase occurred in the last 13 years alone, with UEII value of 0.605 indicating a moderate intensity of urban expansion. Moreover, the metropolitan-core of the sub-region, being the focal point of urban development and the historical origins of expansion, accounted for more than half of the total built-up land increase over the 28-year period. Over the last decade and half however, urban expansion has spilled into the neighbouring peripheral districts, with the highest intensity and fastest rate of expansion occurring in districts located north and north east of the sub-regional core. We recommend a comprehensive regional growth management strategy grounded in effective strategic partnerships among the respective administrative districts to curb unsustainable urban expansion.  相似文献

Located in the circum-Pacific seismic zone, Taiwan is continually threatened by such natural disasters as typhoons, floods, landslides, and earthquakes, which increase risk of property loss and severely endanger public safety. Taipei City, the political and economic capital of Taiwan, must address disaster prevention and relief operations for compound disasters and extreme climatic events in addition to existing metropolitan disaster prevention operations. This study formulates 48 compound-disaster scenarios based on threats to Taipei City due to heavy rainfall and surrounding faults. Hydrology and flood analysis results and the Taiwan earthquake loss estimation system are utilized to assess the potential for compound disasters and the number of people they would displace in Taipei’s administrative districts. Analytical results can be used to create a pre-disaster static potential diagram and a refuge or shelter capacity assessment table. The disaster potential diagram is adopted to conduct geographic information system spatial and data analysis, and temporary refuges or shelters planned by the city government are integrated for shelter capacity comparison. Furthermore, a dynamic assessment curve for the number of displaced people during a disaster is plotted using data mining and attribute filtering. Subsequently, a cross table is obtained and employed to predict the number of refugees in the various administrative districts. Finally, conclusions and recommendations are provided for making disaster prevention and relief decisions simultaneously concerning earthquakes and flooding.  相似文献

利用1997-2010年长株潭地区的土地利用现状数据和社会经济数据,运用耕地压力指数模型和主成分分析法分析了长株潭地区耕地压力的时空分布及驱动因素。结果表明:(1)长株潭地区耕地总量总体呈阶梯减少趋势;(2)整体看,长株潭地区耕地压力指数小于1,耕地压力不明显,但耕地压力指数呈上升-下降-上升走势,耕地压力呈上升势头。(3)具体看,长株潭地区耕地压力:长沙市>株洲市>湘潭市;并且县域空间差异明显,尤其是城区耕地压力指数远大于1,表明城区耕地压力非常大,其他县市压力相对较小。(4)人口快速增长、经济跨越式快速发展、农业机械化普及与农业投入的增加等4个方面是长株潭地区耕地压力变化的主要驱动因素。研究成果有利于提高人们对长株潭地区的耕地保护意识,为促进区域土地合理利用规划,实现两型发展提供科学依据。   相似文献

Over the last two decades, accompanying their rapid economic development, many `mega-cities' in China have devoted themselves to changing their relationships to the global economy and some have aimed at attaining global (world) city status as a key future development goal. This paper examines the relationship between global (world) city status and the emerging world economic system, and discusses the intense competition between `mega-cities' in the Asia-Pacific region that Chinese cities will face in the 21st century, especially after the Asia financial crisis. It also explores the potential and possibility of achieving global or world city status in China. The main arguments are that only Hong Kong, Shanghai and Beijing have the possibility to attain leading positions in the global urban system in the future. Post-1997, it has been very important for the Chinese government to find a way to coordinate the functions of Hong Kong and the other major cities which allows them to operate smoothly together under quite different political systems. Finally, the authors analyse the relationships between these three metropolises and suggests some possibilities for coordinating their roles in the global urban system.  相似文献

Abak was opened by the colonial government as an administrative centre in the early 1900s. Since then the town and its surrounding areas are still rural in outlook. Development possibilities are very slim unless transportation is viewed seriously by both the government.The difficulty here is that the Kwa Iboe River with its tributaries that crosses the area has created transport bottlenecks. Entry into the area from the E, W and S is through narrow onelane bridges on the rivers. The inefficient transport development has led to difficulties in the movement of farm products to the market. The prices of manufactured goods are higher in the area than in other places about 12 or 14 kilometres away.  相似文献

The paper questions the pluralization of policing devices and security agents across the Johannesburg metropolitan area, which has been accelerated and actually encouraged by public policies in the post-apartheid period. Are the various security initiatives and networks coordinated in a metropolitan security “system” – the regulation of which would need to be analysed – or does their development lead to urban fragmentation? Based on an analysis of an extensive documentation of security services, as well as a series of interviews with involved (street level) actors, different dimensions of potential urban fragmentation linked to security are examined: spatial fragmentation, with the development of road closures and their contestation; financial fragmentation, emblematised by business improvement districts encouraged by the municipality; and political fragmentation, as reflected by the analysis of the broader security policy framework. The paper argues that although the integrated vision of Johannesburg’s policing creates the basis for redistribution of resources and forms of policing regulation at a metropolitan level (in contrast with the apartheid period), the choice of neo-liberal urban policies, of which security strategies form a part, tends to encourage policing fragmentation, or in other words, the differential and unequal provision of security services according to place, income and race.  相似文献

The Sao Paulo Metropolitan Area is the second largest urban centre in terms of population among the developing countries of the world. The federal and state government authorities responsible for planning urban development in the State of Sao Paulo in Brazil have been actively considering whether to advocate a new policy initiative to decentralise manufacturing industry from the metropolitan area as a further strategy to restrain future growth. This paper discusses the particular situation facing policy-makers in Sao Paulo in the mid-eighties, as well as using the Sao Paulo policy problem to illustrate a number of themes of relevance to all would-be large city restraint strategies in developing nations. The paper draws upon a programme of research undertaken in the World Bank between 1980 and 1982; in particular, on a large industrial survey of companies establishing in new locations during 1977–1979 in the State. The policy recommendations are cautious, given continuing levels of ambiguity in policy objectives and of uncertainty in the pattern of underlying market forces.  相似文献

The experience of San Diego County, California, indicates that none of the commonly used legislative methods of preserving valuable agricultural land (large lot zoning, differential taxation, purchase or transfer of development rights, creation of exclusive agricultural districts) may be successful in very rapidly urbanizing metropolitan areas. Unless a local municipality can purchase the land outright, the profits to be made from selling greatly appreciated suburban land for development will tempt even the most dedicated farmer to sell and seek out less vulnerable land elsewhere. Steps such as large lot zoning need to be taken early to keep large blocks of agricultural land intact, the retention of these lands must be made part of a mandatory rather than a voluntary program in order to be successful, and the local jurisdictions must be sure that adequate economic incentives are available for those persons who do wish to continue farming the land.  相似文献
