This study examines the effect of severe wind events on the mean and variance of housing price indices of six metropolitan statistical areas (MSA) that are vulnerable to hurricanes and/or tornadoes. The research focuses on three areas that experienced significant tornado activity (Fort Worth-Arlington, Nashville, and Oklahoma City) and three hurricane-prone areas (Corpus Christi, Miami, and Wilmington, NC). An econometric time series model that captures the housing market responses to severe windstorms is utilized. The model estimates changes in the local housing price index (HPI) as a function of several control variables as well as dichotomous variables that correspond to the tornadoes and hurricanes. As expected, the statistical findings indicate an immediate but short-lived decline in housing prices following a tornado or hurricane. Somewhat surprising is the result that the impact on the housing market is remarkably consistent whether the wind event was a hurricane or a tornado. Hurricanes and tornadoes are vastly different in terms of the point probabilities of a hit, the scope of the affected area and the lead time that supports last minute preparation to mitigate damage. It appears that the market response to destruction of real property does not distinguish between the types of wind event that produced the damage to the region. Results suggest that windstorms result in an immediate one-half to two percent reduction in total MSA housing value. This corresponds to a range of $34 million to $580 million in lost housing value. Estimates indicate some differences in how long market values continue to decline in the periods following the wind event; however, most of the decline occurs within four quarters after the windstorm. These differences can be attributed to the particular time series characteristics of the specific housing markets and their respective housing price indices. The market serves the purpose of integrating and normalizing the losses. In so doing the market provides a metric— a method for calibrating and comparing structural damage caused by different phenomenon.

Tornado shelters and the manufactured home parks market   总被引:2,自引:2,他引:0  
Manufactured or mobile homes represent a fast growing portion of the housing market but are particularly vulnerable to tornadoes. In the US over 40% of tornado fatalities occur in mobile homes even though they comprise about 8% of US housing units. We examine the market for tornado shelters in manufactured home parks in Oklahoma. Almost 60% of parks in the state have shelters, with 90% of the shelters underground. Parks with shelters are not concentrated in urban areas but spread across the state, with parks with shelters in 32 counties. We find that rents for lots in parks with shelters are 5–8% higher, which generates sufficient revenue to approximately pay for shelters, but the point estimate is statistically significant in only one specification.

The Department of Housing and Urban Development (HUD) and the state of Florida implemented new wind load and tie-down regulations for manufactured homes following Hurricane Andrew. This article examines the effect of the new regulations on the likelihood that occupants of mobile homes would survive a tornado. On February 2, 2007, three tornadoes struck central Florida, resulting in 21 deaths in Lake County, all in manufactured homes. The deaths occurred almost exclusively in homes rated as leveled by the county tax appraiser. Manufactured homes built to the new regulations, however, were significantly less likely to be leveled. Regression analysis finds that manufactured homes built to the post-Andrew requirements were 79% less likely to be leveled than homes built prior to the HUD Code in 1976, and 68% less likely to be leveled than homes built after 1976 but before the 1994 wind load regulations. Construction of all manufactured homes in the tornado paths to the wind load and tie-down requirements could have reduced fatalities by 70%.

The paper compares the results of two studies of salt damage at the Wakefield Tower, Tower of London. The first, in 1993, was based on semi-quantitative salt analysis and hygroscopicity measurements. The second was based on quantitative analysis and a thermodynamic model, ECOS. Both studies aimed to predict environmental conditions that would minimise salt damage to the interior stonework. Their predictions are markedly different, and this paper examines the reasons for the differences. It is shown that hygroscopicity alone is not a reliable indicator of crystallisation from mixed salt solutions.

Sex offenders are currently a major focus of crime control policies at the local, regional, state and federal levels throughout the United States. In part, the perceived threat of offender recidivism has motivated legislators to launch stringent community notification programs and to establish spatial restriction zones (SRZs) around schools, daycare facilities and public parks. The purpose of these restriction zones is to help protect children and minimize their exposure to convicted sex offenders living in the community. In addition to the concern that the implementation of SRZs dramatically reduces viable housing options for registered sex offenders, there are concerns that offenders will be forced to reside in socially disorganized areas that may encourage recidivism. The purpose of this paper is to explore the demographic and socioeconomic differences between areas inside and outside SRZs. Implications of these results for sex offender policies are discussed.

SPIDR (Space Physics Interactive Data Resource) is a standard data source for solar-terrestrial physics, functioning within the framework of the ICSU World Data Centers. It is a distributed database and application server network, built to select, visualize and model historical space weather data distributed across the Internet. SPIDR can work as a fully-functional web-application (portal) or as a grid of web-services, providing functions for other applications to access its data holdings.

This paper examines the effect of economic interdependence, intergovernmental organizations, political freedom, and spatial relationship on foreign diplomatic presence in the U.S. from 1980 to 2000. Spatial perspective is largely missing in the mainstream international theories. Spatial relationship has three measures: spatial proximity measured as distance, spatial dependency measured as neighborhood effect, and spatial heterogeneity measured as regional effect. We found that the effect of economic interdependence is directional. The U.S. sensitivity to foreign trade rather than foreign sensitivity to trade with the U.S. explains much of the variation in the foreign diplomatic presence in the U.S. Spatial effect is mainly manifested as spatial dependency; the effects of geographic proximity and geographic regions on foreign diplomatic presence are, however, mild. Spatial dependency in the variation of foreign diplomatic presence in the U.S. could not be well explained by the liberal perspective without using the spatial model.

This paper gives a brief explanation of the earthquake in Bam. It also reports on the rescue and relief operations, including the construction of emergency shelters and temporary housing, and on the country’s plan for the reconstruction of the city, which includes debris removal, the rebuilding of rural and urban residential and commercial units, the reconstruction of state and public buildings and public facilities such as schools, rural and urban water aqueducts and grids, the construction of a sewage system, power network and telecommunication system, the provision of water to orchards and farmlands, the renovation of industries and the revival of the cultural heritage, particularly the historical Bam citadel, among others. We also report briefly on the effect of the Bam earthquake on the Iran Earthquake Risk Reduction Strategy and actions.

A conjunctive use model has been developed to evaluate alternative management options for surface and groundwater resources. A simple water balance approach was used to estimate net recharge to the aquifer. The groundwater model FEFLOW takes net recharge as an input for the water balance calculation and simulates flow in the groundwater under all boundary stresses. The developed model was applied to an irrigated area in the Indus Basin, Pakistan, to predict groundwater levels up to 2010 in response to the possible need for intervention in irrigation and/or agricultural practices. A geographical information system (GIS) was used to assemble various types of spatial data. The study revealed that an increase in pumpage from the present rate would further strain the scarce water resources. Lining of watercourses and adjustment in cropping pattern could be adopted as alternatives for better management of surface and groundwater resources.

This article explores the impacts of floods on the economy, environment, and society and tries to clarify the rural community’s coping mechanism to flood disasters in Central Viet Nam. It focuses on the social aspects of flood risk perception that shapes the responses to floods. The research findings revealed that flooding is an essential element for a coastal population, whose livelihood depend on productive functions of cyclical floods. The findings also revealed that floods, causing losses and damages, often inhibited economic development. The surveyed communities appeared to have evolved coping mechanisms to reduce the negative impacts of the floods, yet these coping mechanisms are under pressure due to environmental degradation. Integrated flood risk management is considered as a suitable paradigm for coping with flood disasters.

Information on air passenger flows is potentially a prime data source for assessing spatial patterns in the global city network, but previous analyses have been hampered by inadequate and/or partial data. The ensuing analytical deficiencies have reduced the overall value of these analyses, and this paper examines how some of these deficiencies may be rectified. First, we review the rationale for using airline data to analyse the global city network. Second, we assess the data problems encountered in previous research. Third, we elaborate on the construction of datasets that may circumvent some of these problems. The proposed refinements include the omission of the hub function of major airports and ways to extract relevant business flows from the data.

Subsidizing cross-border regions is a method to close the gap between citizens and the European Union. This analysis of PAMINA, a cross-border region in the Rhine Valley near Karlsruhe, discusses some of the difficulties of this policy. There are structural mismatches between the scales of different cross-border relations. These vertical mismatches are linked to the differences in the horizontal logics of economic and administrative cross-border relations. Especially cross-border commuting, made possible by European economic integration, has improved the daily life of many inhabitants of this region. Paradoxically this regional success of European economic integration is disconnected from the EU funded cross-border region. They not only relate to different scales, but the same spatial asymmetry generating this cross-border behaviour hinders administrative cross-border cooperation in PAMINA.

Important aspects of melt inclusion formation and potential compositions effects have been addressed through a series of experiments using anorthite/fosterite saturated anhydrous mafic liquids. Experimental charges were cooled from 1,300 to 1,230 and 1,210°C at rates of 1–10°/min followed by 0–24 h isothermal periods. Hopper and skeletal crystal morphologies with variable degrees of completeness developed during the cooling period. Planar overgrowth of these textures during isothermal periods led to the formation of inclusions, the majority of which formed after 6 h of isothermal run time. We suggest that the change in morphologies is related to a decrease in growth rates and changes in dominant growth mechanisms. In general, inclusion compositions were uniform and similar to the host glass, indicating that with the isothermal times required for most inclusions to form, a boundary layer was not entrapped that could be detected within the limits of our analyses.

Throughout the 20th century, government in the U.S. has gone through significant changes; initially responding to the disorder of early capitalism, and later, to the economic crisis of the 1970s. This article will explore the changes in the U.S. political landscape over the last century, as well as the recent rise of neo-liberalism. In addition, with the analysis of the model laissez-faire municipal government, the City of Houston, the article will illustrate how the basic weaknesses of neoliberalism at the national level are also evident at the local scale of government.

A groundwater/surface-water interaction model was developed for the shallow alluvial aquifer of the Choele Choel Island in Patagonia, Argentina. In this semiarid climate, agriculture is sustained by an irrigation/drainage system. During the irrigation season, seepage losses through unlined distribution canals in irrigated fields contribute to elevated groundwater levels, jeopardizing fruit productivity in some areas. Moreover, high stream stages during the irrigation season interfere with groundwater drainage. The model utilized MODFLOW and its stream package, and was successfully calibrated for a historical irrigation season. Modeling results indicate that drainage through streams is significantly higher than drainage through artificial drains. The stream/aquifer relationship proved very responsive to water table rises caused by irrigation. This response manifested as changes in the gaining/losing character of stream reaches. A synthetic run aimed at isolating the effect of streamflow changes on groundwater levels showed that the effect of higher streamflows dissipates toward the interior of the island, disappearing completely at the island center. Even though some results were qualitative, the model helped to provide a better understanding of the coupled system to elucidate some of the causes of a rising water table on the island.

Earthquake damages are assessed based on a holistic approach using structural as well as non-structural factors to model earthquake damage distributions with Decision Tree Techniques, using the Answer Tree program and the damage data from recent major earthquakes in Turkey. The damage dataset consists of approximately 9,400 buildings that were surveyed to evaluate the factors affecting building damage after Erzincan [1992], Dinar [1995], and Kocaeli [1999] earthquakes. The earthquake damage is defined as the dependent variable, while earthquake magnitude (M), intensity (I) in the city, peak ground acceleration (PGA) in each city, epicenter distance (ED), building types (BT), number of storeys (NS), presence of soft storey (SS), building position (BP) on the site, and site conditions (SC) are independent variables in the proposed model. The damage level (DL) was classified with respect to red, yellow, and green codes. The main purpose was (1) to identify the factors controlling building damage during earthquakes; (b) to determine the most significant factor; (c) to evaluate the effects of different factors for different earthquakes; (d) to develop damage distribution models for different subgroups based on the Decision Tree Techniques.

This paper describes an application of the geographic information system (GIS) technology to a ground stability assessment in the karst area of Dzerzhinsk, Russia. In the stability analysis, the groundwater level changes in the karst aquifer could cause suffosion sinkholes when the gravitational force was greater than the soil strength. The GIS technology was used to combine various data and to delineate the zones of potential gravitational collapse and suffosion collapse in the area.

The regular solid solution model has been applied to solid solubility in the monazite–xenotime systems and is verified against the available experimental data for LaPO4–YPO4 and CePO4–YPO4 systems. The model is then used to predict the miscibility gaps in a number of other monazite–xenotime systems. The implications for prospective two-phase monazite–xenotime fiber coatings for applications in ceramic matrix composites (CMCs) are discussed.
