The occurrence of disasters such as extreme flooding in urban environments has severe consequences, not only on the human population but also on critical infrastructures such as the road networks, which are of vital importance for everyday living and particularly for emergency response. In this article, our main goal is to present-conceptually and in praxis-a model that could be used from the emergency responders for timely and efficient emergency management and response in an urban complex environment. For the city of Cologne in Germany, we aim to indicate possible ways to decrease the emergency response time during an extreme flood scenario through the development of an accessibility indicator, which consists of different components. Therefore, we will investigate the opportunities that occur, in a flood risk scenario, from the use of geographic information in different forms such as Volunteered Geographic Information (VGI) and open-source data in an ArcGIS environment, to increase urban resilience through the decreasing emergency response time. We will focus on network analysis for the fire brigades (first acting emergency responders) during a flood scenario to calculate their emergency response ranges and emergency response routes through flooded road networks, for the assistance of the possibly affected hospitals, refugee homes and fire brigades, which can be flooded. At the end of the paper, we suggest that the vulnerable community of the refugees could be taken into consideration as a new source of VGI, as an additional component that would lead to the decrease in the emergency response time. The geo-located information that could be provided by the refugee community can be very useful in emergency situations, such as those examined in this article where timely information can be forwarded to the proper authorities for a more focused and timely emergency response, increasing the resilience of the urban population and their community.

Blackouts aggravate the situation during an extreme river-flood event by affecting residents and visitors of an urban area. But also rescue services, fire brigades and basic urban infrastructure such as hospitals have to operate under suboptimal conditions. This paper aims to demonstrate how affected people, critical infrastructure, such as electricity, roads and civil protection infrastructure are intertwined during a flood event, and how this can be analysed in a spatially explicit way. The city of Cologne (Germany) is used as a case study since it is river-flood prone and thousands of people had been affected in the floods in 1993 and 1995. Components of vulnerability and resilience assessments are selected with a focus of analysing exposure to floods, and five steps of analysis are demonstrated using a geographic information system. Data derived by airborne and spaceborne earth observation to capture flood extent and demographic data are combined with place-based information about location and distance of objects. The results illustrate that even fire brigade stations, hospitals and refugee shelters are within the flood scenario area. Methodologically, the paper shows how criticality of infrastructure can be analysed and how static vulnerability assessments can be improved by adding routing calculations. Fire brigades can use this information to improve planning on how to access hospitals and shelters under flooded road conditions.

While the term “volunteered geographic information” (VGI) has become a buzzword in debates on the geoweb, online cartography and digital geoinformation, the scope and reach of VGI remains underexplored. Drawing on literature on social implications of VGI, this article, firstly, explores differences between VGI initiatives at the example of a comparative case study on social biases within data of OSM and Wikimapia in the fragmented social setting of Jerusalem, Israel. The results of this analysis turn out to be highly contradictive between both projects, which challenges widely accepted assumptions on the imprint of social inequalities and digital divides on VGI. This observation guides, secondly, a discussion of diversity within the category of VGI. Arguing that mapping communities, data formats and knowledge types behind VGI are extremely dissimilar, the paper proceeds by questioning the consistency and utility of VGI as a category. Seeking for a more comprehensive typology of VGI, Edney’s notion of cartographic modes will be presented as an approach towards a more contextualized understanding of VGI projects by embracing their underlying cultural, social and technical relations. Consequently, the paper suggests empirical research on the cartographic modes of a broad series of VGI projects through qualitative and quantitative methods alike.  相似文献

During disasters, many researchers highlight the efficiency of the various information techniques that are used for emergency response. However, only a few information systems consider on-site and off-site information requirements synchronously. The results achieved by the emergency responders will not be as effective as they should be, since the emergency responders cannot access necessary information. Therefore, this study proposed an approach for dealing with three problems associated with emergency situations, i.e., inadequate escape guidelines for people, incomplete geographical information for relief workers, and insufficient on-site information for disaster managers. In a simulated scenario, when serious debris flows occurred, this study tested the approach. The test results showed that the people rapidly finished self-evacuation, the relief workers effectively completed their on-site relief work, and the disaster managers successfully managed the on-site activities regarding the people and relief workers. Overall, the recommended approach improved information access for emergency response and provided a useful reference for similar applications in disaster management.  相似文献

Communities everywhere are being subjected to a variety of natural hazard events that can result in significant disruption to critical functions. As a result, community resilience assessment in these locations is gaining popularity as a means to help better prepare for, respond to, and recover from potentially disruptive events. The objective of this study was to identify key vulnerabilities relevant to addressing rural community resilience through conducting an initial flood impact analysis, with a specific focus on emergency response and transportation network accessibility. It included a use case involving the flooding of a rural community along the US inland waterway system. Special consideration was given to impacts experienced by at-risk populations (e.g., low economic status, youth, and elderly), given their unique vulnerabilities. An important backdrop to this work is recognition that Federal Emergency Management Agency’s Hazus, a free, publicly available tool, is commonly recommended by the agency for counties, particularly those with limited resources (i.e., rural areas), to use in developing their hazard mitigation plans. The case study results, however, demonstrate that Hazus, as currently utilized, has some serious deficiencies in that it: (1) likely underestimates the flood extent boundaries for study regions in a Level 1 analysis (which solely relies upon filling digital elevation models with precipitation), (2) may be incorrectly predicting the number and location of damaged buildings due to its reliance on out-of-date census data and the assumption that buildings are evenly distributed within a census block, and (3) is incomplete in its reporting of the accessibility of socially vulnerable populations and response capabilities of essential facilities. Therefore, if counties base their flood emergency response plans solely on Hazus results, they are likely to be underprepared for future flood events of significant magnitude. An approach in which Hazus results can be augmented with additional data and analyses is proposed to provide a more risk-informed assessment of community-level flood resilience.

This paper presents a fuzzy system to assure the quality of volunteered geographic information (VGI) collected for the purposes of species surveillances. The system uses trust as a proxy of quality. It defines the trust using both the provenance of user expertise and the fitness of geographic context and quantifies it using fuzzy set theory. The system was applied to a specific scenario—VGI-based crop pest surveillance—to demonstrate its usefulness in handling VGI quality. A case study was conducted in Jiangxi province of China, where location-based rice pest surveillance reports generated by the local farmers were collected. A field pest survey was conducted by the local pest management experts to verify the farmer-generated reports, and the survey results were used as ground truth data. The quality of the farmer-generated reports were also assessed through the fuzzy system and compared to the pest survey results. It was observed that the degree to which these two sets of results agreed to each other was satisfactory.  相似文献

Citizen participation is a crucial democratic practice in many western societies. In contemporary societies, different social agents utilise information and communication technology using Internet-based systems, to establish two-way communication in order to promote citizen participation. One such approach is volunteered geographical information (VGI). It is considered that VGI provides a new space for citizen engagement, as well as an arena for political contestation, however little attention has been paid to the reasons, drivers and limitations for voluntary citizen participation. Although there is an extensive literature on both VGI and citizen participation, this rarely considers how much citizen participation is necessary to run a VGI platform, what are the drivers for non-participation, and what happens within a democratic political space when citizens are apparently not interested to participate with a VGI deployment These topics are explored in this paper, through the lens of a particular case study of a University deployment for VGI developed in Mexico and a wider analysis of other VGI deployments taken from the literature. By critically assessing the extent to which the VGI deployments have enabled citizen participation, and the degree and quality of this participation, we draw conclusions as to how far and under what circumstances VGI can support government agencies to engage citizens in a meaningful dialogue as part of democratic governance initiatives. This leads us to identify key areas for further research by geographers and related social scientists exploring these socio-technical systems and their effects on democratic societies.  相似文献

Over the past few years, political systems have changed in several countries of the Middle East as a result of citizen revolutions on the ruling regimes. These geopolitical changes have had effects on the names of artificial geographical features, such as roads and schools. Many of the names, especially those that were associated with previous regimes, were changed to become associated with the revolutions, their dates, their leaders, or their martyrs. The recent change in the paradigm of Web use towards data sharing and crowd-sourcing in the Web 2.0 provides new opportunities to get insight into a local community’s perception of political events. Crowd-sourced spatial data, often referred to as Volunteered Geographic Information (VGI), can be contributed and accessed through various websites and data repositories. These data can supplement traditional data sources, such as road maps hosted by governmental offices. Libya’s governmental maps of urban infrastructure are scarce and incomplete. This provides an incentive for citizens and grassroots groups to collect and generate spatial data on their own and to express changed realities of feature names by the means of crowd-sourced mapping. Using two districts in Libya this study evaluates for five Web 2.0 platforms (OpenStreetMap, Wikimapia, Google Map Maker, Panoramio, and Flickr) to which extent VGI reflects name changes of geographical features as a result of the revolution in 2011. Other data sources, such as school directories posted by teachers on Facebook, serve as additional information for feature name change detection. Results show that the extent to which VGI reflects name changes based on the 2011 revolution in Libya varies strongly between VGI data sources. VGI provides a useful supplement to limited governmental resources to better understand how names of artificial geographical features are affected by changes in political systems.  相似文献

The proliferation of information sources as a result of networked computers and other interconnected devices has prompted significant changes in the amount, availability, and nature of geographic information. Among the more significant changes is the increasing amount of readily available volunteered geographic information. Although volunteered information has fundamentally enhanced geographic data, it has also prompted concerns with regard to its quality, reliability, and overall value. This essay situates these concerns as issues of information and source credibility by (a) examining the information environment fostering collective information contribution, (b) exploring the environment of information abundance, examining credibility and related notions within this environment, and leveraging extant research findings to understand user-generated geographic information, (c) articulating strategies to discern the credibility of volunteered geographic information (VGI), including relevant tools useful in this endeavor, and (d) outlining specific research questions germane to VGI and credibility.  相似文献

受全球气候变化和人类活动影响,近年来极端降水事件增多,由此引发的城市洪涝灾害频发。行人在洪水作用下易失去稳定,威胁生命安全,研究洪水中人体的失稳机理与判别标准,能为城市洪涝灾害的风险评估与管理提供科学依据。本文首先总结了国内外城市洪涝中人体失稳机理研究的相关成果,评估了现有人体失稳判别标准的适用范围及优缺点。基于力学分析和实测数据率定的计算公式虽然在推导过程中有一定的简化,但能较好地反映洪水中人体失稳的动力学机理,可以评估不同人群与不同洪水条件下的人体稳定性。针对当前城市洪涝中人体稳定性研究存在的不足,需要开展真实洪水中行人逃生以及沿漫水楼梯行走时的失稳机理与判别标准研究,并深入研究行人站立姿势调整对洪水中人体稳定性的影响;还需基于大数据等手段获取互联网上洪水中人体失稳的影像资料,构建洪水中人体失稳的实测数据库;同时还需推动人体失稳判别标准在洪水风险管理中的具体应用,最大程度地降低城市洪涝灾害带来的不利影响。  相似文献

Flooding is one of the major natural hazards in Taiwan, and most of the low-lying areas in Taiwan are flood-prone areas. In order to minimize loss of life and economic losses, a detailed and comprehensive decision-making tool is necessary for both flood control planning and emergency service operations. The objectives of this research were (i) to develop a hierarchical structure through the analytic hierarchy process (AHP) to provide preferred options for flood risk analysis, (ii) to map the relative flood risk using the geographic information system (GIS), and (iii) to integrate these two methodologies and apply them to one urban and one semi-rural area in central Taiwan. Fushin Township and the floodplain of Fazih River (1 km on either side of the channel) in Taichung City were selected for this study. In this paper, the flood risk is defined as the relative flood risk due to broken dikes or the failure of stormwater drainage systems. Seven factors were considered in relation to the failure of stormwater drainage, and five to that of broken dikes. Following well-defined procedures, flood maps were drawn based on the data collected from expert responses to a questionnaire, the field survey, satellite images, and documents from flood management agencies. The relative values of flood risk are presented using a 200-m grid for the two study areas. It is concluded that integration of AHP and GIS in flood risk assessment can provide useful detailed information for flood risk management, and the method can be easily applied to most areas in Taiwan where required data sets are readily available.  相似文献

Regional snowmelt flood disasters (RSFDs) can cause significant direct tangible damage which generally refers to the physical destruction due to direct contact with the flood water, such as damage to buildings, croplands, livestock, and infrastructure. Information about people, habitations, and infrastructure affected by the flood is essential for disaster responders and the humanitarian community to plan and coordinate emergency response activities. However, this direct tangible damage information obtained in the ground is limited, incomplete, contradictory, and sometimes impossible to obtain in a short time. Earth observation satellites help overcome operational uncertainties after the RSFDs. Here, we present an improved rapid direct tangible damage assessment model using HJ-1 and GF-1/2 satellite images. We selected the Altay region in northern Xinjiang, China, as the study area, and investigated a RSFD occurring in spring 2017. A series of HJ-1 and GF-1 images were used to track the flood extent over the duration of the disaster, and the maximum affected flood area was assigned as the area in which direct tangible damage occurred. Pre-disaster GF-2 images were then used to estimate direct tangible damage to habitations (2375 households and 6388 rooms), infrastructure (102 km of roads), and affected population (7125) in the flood area, which covered an area of 185,240 m2. Our method is an effective approach for the design of rescue plans and disaster subsidy programs.  相似文献

Each year during the rainy seasons, the Ghanaian media is dominated by banner headlines of flooded urban landscapes along with emergency response teams doling out relief items to the victims. However, when the rains subside and the floods are no longer newsworthy, the key stakeholders return to their normal duties only to await the next cycle of rains with bated breath. Based on the analyses of secondary and fieldwork data, the paper found no significant change in recent rainfall patterns that could account for the city’s flood problems. Rather, the impervious surfaces created through the removal of wetlands, riparian lands and urban vegetation, along with deposits of sediments and domestic wastes into streams and drains, have combined to slow down the velocity of stormwater flows and allowing it to disperse into the surrounding built up areas in lower terrains. The paper recommends the construction of modern city-wide sewerage systems to cope up with the current and predicted rainfall patterns, complemented by non-structural approaches including the protection of wetlands and urban vegetation to reduce the amount of storm water flows. Planners should anticipate and project future land use demands to cater emerging activities such as LPG stations which currently take sites in open space or flood ways and manage and direct physical development into low risk locations. Other measures would include the consideration of free domestic waste collection systems, mandatory flood insurance schemes on properties, with premiums assessed based on site risks, the development of early warning systems to minimize the effects of floods.  相似文献

Large volumes of solid, gaseous, or liquid materials that are of potential concern from an environmental or public health perspective are commonly produced by natural or anthropogenic disasters, such as earthquakes, volcanic eruptions, wildfires, urban fires, landslides, hurricanes, tsunamis, floods, windstorms, industrial spills, and terrorist attacks. Geochemical processes play key roles in the environmental and health impacts of these materials. Yet, process-focused environmental geochemistry expertise and characterization methods are often underutilized in disaster response and planning. In part, the scientific studies needed for detailed process characterization are difficult to plan and implement while the events are still underway, and delayed responses can miss key transient processes and byproducts. Further, emergency responders are focused primarily on identifying the types, amounts, and health hazards of contaminants produced by the event, thus the responders do not have the time or the need to collect the full range of appropriate geological, geochemical, microbiological and other data necessary to understand the full range of physical and chemical processes that influence contamination from these extreme events. A thorough characterization and understanding of geochemical and environmental processes that occur during specific disasters can be used to better anticipate effects of and plan for similar future disasters. A broad spectrum of environmental geochemistry capabilities can be applied to help emergency response authorities and the public health community in their initial hazardous materials assessments immediately following disasters.  相似文献

Taiwan has long made efforts to increase community emergency response capability, due to its vulnerability to earthquakes, typhoons, landslides and debris flows. Not until recent major natural disasters, such as the 1999 Chi–Chi Earthquake, Typhoon Toraji and Typhoon Nari, has the government reformed its policy toward empowering the community to take actions in hazard mitigation, emergency preparedness and emergency response. A new initiatve, Integrated Community-Based Disaster Management Program (ICBDM), was launched in 2001 by the Executive Yuan to achieve the goal of strengthening community resistance. The paper, taking Shang-An Village as an example, describes Taiwan’s new community-based disaster management program. Through a participatory process, community residents have learned how to analyze vulnerable conditions, discover problems, develop solutions and establish an organization to implement disaster management tasks. Further, basic response training courses and a disaster scenario were held in order to improve their emergency response capability. Based on the case study, a phased process, including initiation, assessment, planning and practice, is generalized.  相似文献

In the province of Concepción (Chile), floods are considered one of the main natural hazards. One of the most important cities of this area is Talcahuano. During the last years, Talcahuano has been affected by a number of flood episodes, as a consequence of an increase in the frequency of extraordinary atmospheric events, along with a higher exposure to the flood risk caused by an intense urban development. On 27 February 2010, an 8.8° earthquake (Richter scale) occurred in central southern Chile and originated the tsunami which flooded a large percentage of the residential area and military base of the Talcahuano city. This flood event affected a population higher than 180,000 people (including 23 casualties and invaluable economic and environmental losses). The objective of this study is to investigate the social perception and knowledge of Talcahuano residents affected by different types of flood, including tsunami, emphasizing which are their risks, vulnerability, resilience and coping capacity concepts. In addition, the kind of measures that have been proposed to improve their capacity to face floods after having suffered the natural disaster will be determined. This social assessment has been carried out based on a survey to permanent residents. Research results reveal that their endogenous and exogenous characteristics have resulted determinant to explain their perception.  相似文献

This paper reports exploratory research conducted in a flood-impacted rural Australian town to identify the factors which residents perceived as supporting community resilience to disaster. There is a gap in this research area centred in the Australian disaster context. Since Australia is predicted to be highly impacted by the effects of climate change in the form of an increased incidence of flooding, an urgent need exists to examine the factors that confer resilience to disaster-impacted localities to inform suitable disaster mitigation and adaptation policies for the future. Because of the complexity of community resilience and its interrelationship with individual resilience, a multi-method approach was used: a demographic study to assess community stability and functioning before and after the flood disaster, focus group interviews to obtain from community members their views on what supported them and their community resilience and a survey to generalise the interview findings. Our operating hypothesis was that individuals remaining in the town post-flood were likely to be resilient to the flood disaster. The demographic study results pointed to a resilient community after the floods as they reflected stability in population numbers and socio-economic indicators. The interviews and survey showed that individual resilience was promoted by social connectedness and a sense of place, a factor that was also negatively linked to the desire to relocate from the community. The use of structural equation modelling of our results provided verification of prior research findings about the role of sense of place in supporting individuals’ resilience. Results are discussed in the context of future climate change adaptation policy.  相似文献

The factors that explain the speed of recovery after disaster remain contested. While many have argued that physical infrastructure, social capital, and disaster damage influence the arc of recovery, empirical studies that test these various factors within a unified modeling framework are few. We conducted a mail survey to collect data on household recovery in four small towns in southern Indiana that were hit by deadly tornadoes in March 2012. The recovery effort is ongoing; while many of the homes, businesses, and community facilities were rebuilt in 2013, some are still under construction. We investigate how households in these communities are recovering from damage that they experienced and the role of social capital, personal networks, and assistance from emergency responders on the overall recovery experience. We used an ordered probit modeling framework to test the combined as well as relative effects of (a) damage to physical infrastructures (houses, vehicles, etc.); (b) recovery assistance from emergency responders (FEMA) as well as friends and neighbors; (c) personal network characteristics (size, network density, proximity, length of relationship); (d) social capital (civic engagement, contact with neighbors, trust); and (e) household characteristics. Results show that while households with higher levels of damage experienced slower recovery, those with recovery assistance from neighbors, stronger personal networks, and higher levels of social capital experienced faster recovery. The insights gained in this study will enable emergency managers and disaster response personnel to implement targeted strategies in facilitating post-disaster recovery and community resilience.  相似文献

Over the last 40 years there has been a movement to increase opportunities for public participation in the decision and policy-making processes for design and planning projects. The emergence of online digital mapping systems and enhancements in Web technology to support sharing and collaboration have allowed the general public to generate their own spatial content via Web applications and other geospatially enabled devices. The resulting data from this recent phenomenon has been called Volunteered Geographic Information (VGI). When facilitated through digital mapping interfaces, VGI can provide landscape architects and allied design professionals with local, detailed and spatial information that can be used to create a more informed design solution. This paper describes several digital interfaces the author has developed to elicit facilitated-VGI (f-VGI) over the past decade, and examines their use in community design projects and their lessons for implementing future f-VGI initiatives.  相似文献
