Armed conflict has played an increasingly important role in the transformation of key social and environmental systems at multiple spatial and temporal scales. Accelerated resource flows and environmental change dynamics intersect with conflict processes in ways that are substantial and yet inadequately understood. Drawing on research along the Pakistani border in eastern Afghanistan’s embattled province of Nangarhar, we employ a coupled systems approach for understanding the ways in which social-ecological processes shape and are shaped by armed conflict. Based on field surveys, geospatial analysis of land and forest change, and participatory research among local communities, government agencies and military actors, we identify several causal processes linking conflict and dynamics of social-ecological change in the context of multiscalar geopolitical processes. We focus attention on four inter-related elements: (1) transitional modes of resource governance relating to armed militia groups and state intervention, (2) forest changes related to illegal logging and trade networks, (3) the erosion of upper-montane rangelands through encroachment and changing pastoral responses to conflict, and (4) significant land use changes in the agricultural sector toward the cultivation of opium poppy. Our research highlights the importance of center-periphery relations, the problematic nature of local agency, and the ways in which local social-ecological elements—here, particularly, timber and opium—become political objects within competing narratives of (in)security and ongoing state formation.  相似文献

This article explores the relevance of spatial global legal pluralism—an emerging field at the interstices of geography, anthropology, and socio-legal studies—for research on the global land rush, and the study of land law and investment in particular. I argue that a focus on the spatial dimensions of law—coupled with attention to the interlegality, scalar politics, and spatio-temporalities of semi-autonomous law—offers important insights into the dynamic forces, actors, and stakes in the global land rush. In Myanmar, the prospects for peace—however tenuous—have led to an acceleration of land law development including the creation of ‘semi-autonomous land law’ by ethnic armed groups and activists in its borderlands. I discuss the ways in which such policies not only anticipate peace but seek to shape its political-economy over multiple spatio-temporalities. By recognizing both international human rights law and customary law, such ‘non-state’ laws bring these two scales into an intermediary legal jurisdiction, contributing to the sedimentation of Kawthoolei and Kachinland as political scales in their own right.  相似文献

The life of those seeking asylum from persecution and other human rights abuses has become interminably precarious. As minority world governments deploy various apparatuses of security to govern the circulation of ‘unruly’ populations, the world’s most vulnerable people have been reconstituted as security threats. In this paper I trace this ‘transfer of illegitimacy’ and criminalisation of asylum seeker bodies in the context of the Australian government’s newly deployed Operation Sovereign Borders. Drawing on Foucault’s governmentality as a domain of security and Butler’s articulation of recognition, precariousness and grievability, I explore both the subjectivities formed as a function and technique of securing Australia’s borders and the way this framing produces a certain governed reality that ‘acts upon the senses’ to delimit public discourse. I argue that the range of discursive and non-discursive practises that make up Operation Sovereign Borders has dire implications for those seeking asylum in Australia. Not only do these practises constitute a social crafting where conditions for a flourishing life are diminished, but this crafting of precarity is carried out in the name of securing citizens lives. The life of the asylum seekers is a life unrecognised in the violent frames of Operation Sovereign Borders.  相似文献

Analyses of sustainable design and commodity networks often make a priori assumptions about the capacity of markets to provide solutions to environmental problems; and have a tendency to celebrate local scales of action. This paper offers a contrasting account, in which the national state sought to carefully manage scarce natural resources and to ensure equitable consumption at a time of deep crisis. We utilise the historical example of the British wartime Utility furniture scheme in order to draw out three lessons for sustainable and equitable environmental practice. First, we argue that national states do not simply provide an institutional backdrop to sustainable production but rather can act as important organising agents. Second, the paper emphasises that sustainability is best achieved through interventions across a commodity network, beyond simply modifications to a single node such as design. Finally, we underscore the value of ‘pragmatic centralism’ in environmental decision-making, calling attention to the collaborative practices that underpinned the scheme. The example of Utility’s adaptive responses—borne out of crisis, scarcity and shortage during wartime—offers much that is of intrinsic interest to current concerns about resource consumption and the drivers of sustainability in commodity networks.  相似文献

This paper examines the increasing complexity of interactions between temporary staffing agencies and their client firms within the local labour market of Birmingham, UK. Temporary Staffing Agencies have been identified as active and influential agents in local, national and international labour markets. Their influence on local labour market functioning, national labour regulation and international regulatory frameworks is growing. Existing literature demonstrates the power of large multinational temporary staffing agencies in both established and emerging temporary staffing markets. Such analyses also contend that multinational agencies operate in very different ways to smaller independent ‘back-street’ temporary staffing agencies, with different types of clients and at different ends of the market. However, the research conducted in Birmingham, UK suggests that the reality is more complex. It is argued that there can be more subtle and intricate nuances of relevance to the temporary staffing industry in respect of the relationships that exist between large and small temporary staffing agencies, as well as between such agencies and their clients. We highlight how smaller agencies in Birmingham are utilising a variety of strategies and tactics to creatively ‘bolt-on’ to more formalised national agreements established by multinational agencies with their clients. Moreover, smaller agencies – in some instances – are able to exploit their knowledge of local labour markets to subvert, sabotage and/or infiltrate the activities of multinational agencies in increasingly astute ways. In turn, this generates a series of questions for understanding the nature of ‘market making’ associated with the temporary staffing industry more broadly.  相似文献

The development of agriculture is recognised to be an essential preliminary and on-going element in the economic development strategies of most developing countries. The contribution of agricultural production to gross domestic product, food self-sufficiency and export income are amongst the major development goals exercising the governments of such countries. In addition, in many countries the agricultural sector is regarded as one with a potential for generating a surplus to sustain other economic activities and to have an important stabilising role in reducing the movement of population from rural areas. This article discusses renewable natural resources, soil and water, as the basis for agricultural development and especially of irrigated farming. A number of case studies will be referred to which illustrate the idea that many national governments attribute quite unreal qualities to soil and water resources. Once development schemes were launched appropriate rhetoric was mobilised to invest the reclamation of ‘virgin lands’ and ‘new lands’, with the character of ‘green revolutions’. These ventures have been sustained not because of their success but because the ‘fantasies’ have been circulated amongst ill-formed urban populations, remote from the arduous realities of land reclamation. Case studies in the Soviet Union and the Middle East are discussed.  相似文献

This paper forms part of an endeavour to elicit the cultural-geo-politics of rapprochement tourism between China and Taiwan from a grounded approach. It seeks to examine cross-strait tourists’ travel experiences on ‘the other side’ through the lens of ‘border’, ‘materiality’ and ‘identity’ in an attempt to move beyond the often state-centric analyses of cross-strait ties. Discussion shows that travel documents that are close to the personal or those that are part and parcel of a touring experience are far from inert; they participate in the social and political lives of their owners, feature in bordering practices between the Chinese and the Taiwanese, and are often platforms through which identities are performed. Importantly too, as the various travel narratives reveal, the ubiquitous border certainly does not exist only in its physical form; imagined and perceived social borders are equally potent in (re)shaping cross-strait relations. A study that captures the often neglected field of comparative tourists’ travel experiences is timely in the advent of a warming relationship between China and Taiwan and the unprecedented increase in tourism exchanges that ensues.  相似文献

This paper uses the resource curse hypothesis to explore diamond exploitation in Sierra Leone during the period 1930–2010. Focusing on national and local level analysis, it examines whether the net impact of diamond exploitation was a ‘resource curse’ or ‘blessing’ during four time periods: colonial and early post-independence era, the APC era, the civil war period, and post-war era. The paper argues that the net impact of diamond exploitation in Sierra Leone has not been constant; rather it has changed between resource blessing and curse over different major periods of Sierra Leone’s history and at local and national scales since inception of diamond exploitation. This paper illustrates that during the period 1968–1992 patrimonial politics undermined official diamond exploitation and significantly contributed to a pendulum shift in the net effects of diamond exploitation from resource blessing to curse. The study shows that the net effect of diamond exploitation was: a resource blessing (especially at the national level) prior to 1968; more of a resource curse during the APC era; a full blown manifestation of the curse during the civil war period; and that governance of the diamond sector has improved sufficiently in post-civil war Sierra Leone to start the gradual transformation of diamonds to resource blessing, at national and local levels.  相似文献

In order to address the impacts of climate change, global multilateral institutions, development organizations, and national and regional science organizations are creating climate services – packages of useful climate information intended to help decision makers. This diffuse collection of actors and institutions suggest that producing climate services will help bridge gaps between climate scientists and decision-makers and will therefore help vulnerable countries and people manage the risks and optimize the impacts of climate change. This article examines this global science-policy ecosystem using the case of climate services produced by Australian science agencies for consumption in adaptation programming in the Pacific Island countries of Kiribati and Solomon Islands. Linking research on geographies of marketization and the neoliberalization of science, I demonstrate that within the climate service movement a focus on usefulness is paired with an emphasis on commercialization. As a result, this case shows the inherent tensions in the climate service model: first, a focus on competition and circulating service products at the expense of collaborative relationships; second, difficulties in negotiating uncertainty; and third contradictions between ‘objective’ and ‘entrepreneurial’ science. In each of these instances, the commercialized mechanisms through which climate services are governed, and the political economic circumstances within which they are produced, magnify rather than ameliorate gaps between science and policy.  相似文献

After decades of relative silence, the study of frontiers and boundaries is resuming a prominent place in political geography. The impetus for the revival of limology (border studies) comes from the global context of a post-Cold War order, which has led to challenges to existing political arrangements, and from the identity turn in human geography and related disciplines. The study of frontiers and borders needs to be integrated into the main theories of the discipline. World-system theory, long criticized for its lack of a territorial footing, offers an opportunity for extension of its three geographic scales (world-economy, nation-state and locality) to incorporate two newly-emerging spatial dimensions at the macro-regional (bloc) and sub-national levels. Global and geopolitical trends, as well as shifting identities at national and sub-national scales, are reviewed and their effects on the changing scales of territoriality are reviewed. A geographic model illustrating the shifting and overlapping nature of borders is developed based on the contemporary developments in Eastern Europe. The case of contemporary Ukraine, as an example of state-and nation-building, shows these geopolitical changes as complex and dynamic. The competitive pressures of neoliberal economies have compelled employers to devolve responsibilities to contractors and subcontractors. The rise information technology platforms have significantly accelerated this trend over past decade. “Sharing economy” companies have such widespread adoption of neoliberalism’s industrial relations that a new moniker—“the Gig Economy”—has taken root. Although shareholders and consumers have benefited, middle-class jobs have been squeezed in the process. This paper uses Uber as a case study to discuss how Sharing Economy entities are merely the latest iteration of companies to enact the neoliberal playbook, including (a) (mis)classifying workers, (b) engaging in regime shopping, and (c) employing the most economically vulnerable, rather than giving rise to a new world of work altogether. The result is a crowding out of middle-class employment by precarious ‘gigs’ that lack legal protections and benefits.  相似文献

Through a case study of Egypt’s agri-food industry this paper examines biosecurity as a set of technologies, institutions, and practices that attempt to govern national agri-food industries and global agri-food trade by marrying a political economy perspective and an analysis of ‘nature–society relations’. Consistent with other agri-food industries in the global South, Egypt’s agri-food industry has undergone waves of corporate consolidation during the neoliberal period. By detailing the growth of the poultry industry and the endemic spread of HPAI H5N1 (avian flu), this paper presents an argument that the industry grew and consolidated through emergent and recurrent zoonotic and plant diseases, the management of which has been governed in part by biosecurity measures.  相似文献

How does the resistance of local people to hydroelectric projects take shape in a country where globalization (in the guise of ‘regional integration’) seeks the rapid transformation of rural landscapes into industrial zones? Why do local people resist energy- and income-generating `modernization' projects that promise to help end poverty and save the rain forest, among other goals? During the course of their resistance, why are human violations committed by forces of globalization — and who or what is responsible for the beatings, threats, and murders that accompany Honduran hydro projects such as the one described below? The ethnographic details below suggest that the onus of guilt rests on local investment-hungry power elites whose repressive tactics are tolerated by development entities such as the Central American Bank for Economic Integration (CABEI). My case in point is the CABEI-funded Babilonia Hydroelectric Project (Proyecto Hidroeléctrico Babilonia, PHB), a 4-megawatt initiative of the private company Energisa in the Department of Olancho. I first describe the essence of the issue as a conflict between local land rights and globalization that gained national notoriety after the murder of an anti-project activist, at which point actors at the national and international scales became involved in mediation efforts. I then backtrack to an earlier local meeting in which are evident the tensions and delineations that point to the primary culpability of the provincial power elite in systematic human rights violations. I continue with an analysis of land rights groups on both sides (pro- and anti-project) and conclude by discussing the power and scope of heterogeneous coalitions in confronting the fast-moving advances and abuses of globalization.  相似文献

The governance of labour in global production networks (GPNs) has become a critical area of concern amongst academics and policymakers alike. To date, GPN research has focused on the role of private company codes and multi-stakeholder ethical initiatives primarily driven by lead-firms. Other GPN studies highlight the critical role of civil society organisations (CSOs) in challenging lead-firm purchasing practices and shaping regulatory outcomes at local production sites. However, GPN research has not sufficiently incorporated the role of nation states in regulating work through legislative frameworks and enforcement regimes, often referred to in the literature as ‘state’ or ‘public’ governance. This is despite a ‘regulatory renaissance’ taking place across certain developing countries, seeking to strengthen their national regulatory labour institutions (Piore and Schrank, 2008:1).The GPN framework provides an analytical lens through which to conceptualise cross-cutting strands of trans-scalar governance regimes, involving complex networks of state, private and civil society actors operating at multiple scales. Notions of territorial and societal embeddedness are used to elucidate how global ethical standards derived from particular country contexts become enmeshed in national regulatory frameworks and local societal relations, shaping governance outcomes for precarious workers incorporated into GPNs. The paper draws attention to the ‘trans-scalar embeddedness’ of labour governance regimes which interact across geographical scales and, in the case of South African fruit, reflect a ‘trans-scalar governance deficit’ for precarious workers. It is argued that the influence of national regulatory regimes should be more fully incorporated into analytical frameworks for understanding governance outcomes in GPNs.  相似文献

In East Africa, financially strained governments increasingly experiment with voluntary, market-based carbon offset schemes for enhancing the public management of protected areas. Often, conservationists and governments portray these as ‘triple-win’ solutions for climate change mitigation, biodiversity preservation, and local socioeconomic development. Examining such rhetoric, this paper analyses the rise and decline of an integrated carbon offset and conservation initiative at Mount Elgon National Park in eastern Uganda, involving a partnership between the Uganda Wildlife Authority (UWA) and a Dutch NGO, Face the Future. In doing so, the paper reveals the ways in which the uncompensated dispossession of local residents was a necessary precondition for the project’s implementation. Although external auditors expected the project to sequester 3.73 million tons of carbon dioxide equivalent (tCO2e) between 1994 and 2034, conflicts forced the scheme to cease reforestation in 2003. Noting this rapid decline, we problematize the ways in which Face the Future and other carbon market intermediaries represented their activities via project documents and websites, obscuring the violence that was necessary for the project’s implementation. In so doing, we argue that the maintenance of a ‘triple win’ spectacle is itself integral to the management of carbon sequestration projects, as it provides consumers with a form of ‘ethical’ use value, and greatly enhances the capacity of carbon market brokers to accumulate exchange value by attracting ‘green’ investors. Consequently, what we term a ‘spectacular failure’ manifests in at least two ways: first, in the unravelling of the heavily mediatized spectacle of harmonious, profitable conservation, and, second, in the deleterious nature of the consequences that accrue to local communities and ecosystems alike.  相似文献

Guatemalan protected areas have been sites for genocidal massacres, drug trafficking landing strips, and remilitarized “states of emergency,” but these activities are rarely considered in relation to conservation practices. This paper employs a political ecology approach to analyze interpellations of transboundary spaces as security threats, arguing that threat narratives produce insecurity in conservation spaces. Instead of assuming the primacy of neoliberalism in producing protected areas as sites of violence in the service of capitalism, the analysis traces the changing meanings of security in relation to Guatemala’s borderlands, from Cold War National Security Doctrine to discourses of citizen security in the twenty-first century Drug War. It is in the unmanned “blind passes” (pasos ciegos) of the Guatemalan–Mexican border, rendered as insecure spaces through the state’s putative absence, that policing paradoxically seeks to ensure “citizen security” through violence.  相似文献

In this critical review we reflect on findings from a socio-historical study of golf’s relationship with the environment. We focus especially on the golf industry’s pursuit of modernization from the early 1900s to the present. Golf’s quest to ‘be’ modern, we contend, has specifically constituted three particular ‘turns’: a first turn in the early 1900s involving the scientific rationalization of golf course development and maintenance; a second, ‘exemptionalist’ turn in the post-war years whereby science and technology fueled a perception of immense control over nature; and a third, more recent turn to ecological modernization (EM) whereby science and technology are leveraged toward environmental stewardship – or at least claims thereof. We ultimately argue that the golf industry’s recent adoption of EM principles in their environment-related work has political implications, as it ‘protects’ the industry from more radical environmental alternatives.  相似文献

3-Dimensional correlation diagrams have advantages over 2-dimensional ones (‘isochrons’) for interpreting the results of KAr measurements on suites of coeval samples, since they display all the data without making a priori assumptions. This is a particular advantage for distinguishing between ‘initial’ argon of constant isotopic composition and ‘excess’ argon of constant concentration, because at present their detection has relied upon separate diagrams constructed upon mutually exclusive assumptions.The method also permits the relationships between the various models in use to be more easily grasped but—like all such plots—can only show that a given physical model is consistent with the data, not that it is the only consistent one.  相似文献

Mexico’s national payments for ecosystem services (PES) programs pay rural landholders for hydrological services, carbon sequestration, biodiversity conservation, and improvement of agroforestry systems. The intention of the programs’ initial funders and designers was to create a PES program that would introduce market efficiency into environmental policy and “green” the market by creating and recognizing the economic value of healthy ecosystems. This article traces the complex processes through which this ideal type conceptualization of market-efficient environmental policy was subverted and the practice altered to more closely fit national interests, rural realities and alternative conceptions of the ‘value’ of socio-nature. This article examines how the market-based notions of the programs’ designers were hybridized at four distinct sites of articulation: (1) the federal politics of poverty alleviation in Mexico; (2) rural social movements with distinct conceptualizations of ‘conservation’ and ‘development’; (3) the institutional and cultural context of the ecosystem services being commodified; and (4) the socio-natural knowledges and grounded practices of rural Mexico. This analysis is based on a multi-sited ethnography conducted with program participants, intermediary organizations, and designers. The article draws on a growing critical literature on market-based mechanisms and minutely examines the process through which the Mexican national PES program was altered at multiple scales and in multiple forms, from the rhetoric of political speeches to the specific elements of the policy’s design and from the theoretical tinkering of neoclassical economists to the quotidian practices of rural environmental managers.  相似文献
