This research uses empirical data to explore the link between spatial plans and ‘actual development’ occurring in Kumasi, Ghana. The research found that urban development is determined by both spatial plans and spontaneous informal development patterns (i.e. self-organisation). However, self-organisation is more widespread compared to spatially planned neighbourhoods. This phenomenon was expressed in a context of uncertainty created by weak institutional planning system which promote and reinforce haphazard development disregarding urban planning requirements. These findings provide a perspective on urban development that differs from that occurring in cities of developed countries, where planning institutions in consultation with urban residents determine the patterns of urban development. Unfortunately in Kumasi, self-organisation is not viewed as important in mainstream planning system. The paper concludes that more needs to be done in terms of understanding self-organisation processes, and the way they could be integrated into mainstream planning process to respond more fully to the urban development challenges in Kumasi.  相似文献

In the early stages of economic development in Korea, national territorial planning was used as a policy tool to guide spatial structure and to provide physical infrastructure for urban and industrial development. Such a top-down approach was inevitable because Korea maintained the centralized political and government system until the early 1990s. Circumstances, however, have changed recently since the 1990s with progress in democratization and localization. In addition, forces of globalization are making significant impacts on the parameters of national territorial planning. Reflecting these changes in both internal and external conditions, the Fourth National Territorial Plan (2000–2020) has adopted a different approach from the past three territorial plans. This paper reviews the socio-economic background that necessitated such changes in approaches to national territorial planning. A major thrust of the Fourth Plan, a focus on emergent or anticipated planning issues in Korea, is discussed. Finally, the paper examines the rationale for long-term strategic planning in the highly fluctuating situation facing Korean society in the new century.  相似文献

近一个时期以来,国际地缘政治形势不断恶化,美国、欧盟、日本等经济体愈发重视矿产资源安全,陆续出台战略性矿产政策."十三五"期间,我国及时出台了战略性矿产政策,对保障国家资源稳定供应起到了重要作用.2020年是"十四五"矿产资源规划的编制年,战略性矿产是国家资源规划的核心,为了更好的支撑规划的编制,有关单位开展了深入研究,取得了一批重要成果.我们组织了长期从事战略性矿产研究工作的二十余家单位的60名专家,编写了22篇有关战略性矿产的文章,组成"战略性矿产研究"专辑.专辑包括综合篇、清洁能源篇、战略性大宗金属篇、战略性关键金属篇和战略性非金属篇5个部分,本文将对收录本专辑的文章做一简要介绍,对深入开展矿产资源相关研究工作以及国家矿产资源战略、规划、政策的制定具有一定参考价值.  相似文献

我国土地研究领域知名学者,原中国土地勘测规划院(现中国国土勘测规划院)院长、党委书记,曾担任中国土地学会副理事长的黄小虎研究员,应邀于2020年11月21日在清华大学土地利用与住房政策研究中心主办的“后疫情时代:国土空间规划与城乡高质量发展”论坛上作主题报告。他在发言中指出:传统规划体系存在多类型规划矛盾冲突的问题,多规合一为解决这一问题指明了方向、奠定了基础。十八大以后,中央对经济社会的发展战略、路线方针等陆续做出重大调整,国家发展内涵发生转变,要求突出发展质量,强调环境保护、农业农村优先。在体制机制上明确由新组建的自然资源部负责建立空间规划体系,其他部门不再编制涉及空间布局的规划,“多规合一”得到实现。国土空间规划的核心内容是国土利用和土地利用的功能分区,这也是用途管制的依据。  相似文献

The article identifies some of the challenges facing local structure planing of sea areas since the mid-1980s, and asks what has been achieved. This question concerns the quality of plans as tools for spatial ordering and development. On the basis of theories of communicative and strategic planning, a framework of assessment is evolved round two main concepts: the legitimacy and the flexibility of plans. These are supplemented with a conformance concept applicable to project planning. The article then examines specific planning problems and assesses processes and achievements in selected fish-farming communes on the coast of West and North Norway.  相似文献

This study examines the modernising role played by infrastructure and the transition of emphasis from physical infrastructure to knowledge-based infostructure as a source of economic growth in Singapore, noting the factors behind the change in strategy. Occupying a strategic sea route location and serving a resource-rich hinterland, Singapore inherited from the old British empire a well-established infrastructure when it achieved self-government in 1959. Since 1965, Singapore's development has been led by a pro-business developmentalist government, and strongly linked to technological advances in the West on which it also relies heavily for its exports and multinational corporation investments. From the 1980s, the government has launched a series of pro-IT plans to prepare the city-state's transition to an `intelligent island', and a regional hub for high-technology, and international financial transactions, a full-swing state-initiated strategy to leap from a semi-peripheral economy to be part of the developed core, and enhance its status to that of a world city. Despite barriers, some positive results have been observed. In terms of IT's spatial effect, it is largely overshadowed by the predeterministic long-term plans of the state's powerful planning authority. This article addresses the alternatives posed by urban decentralization as a new institutional framework within which change in city planning goals and administrative practices can take place. Considering that, traditionally, the professions of city planning and public administration have been haunted by a low level of implementation of plans and a high level of dissatisfaction with public-service delivery, the attempt is made to identify the root causes of the two shortcomings. In the process, the thesis is sustained that neighbourhoods endowed with formal decision-making powers have the potential to increase the degree of implementation of plans and to ensure greater efficiency in, and satisfaction with, the delivery of public services. A case study provides a data base to illustrate a number of working hypotheses.  相似文献

Groundwater vulnerability assessments calculate the sensitivity of quality of groundwater to an imposed contaminant load which is essential element of the aquifer management plans. Seventy five groundwater samples have been analyzed for different chemical parameters to understand the groundwater quality of the lower Varuna river basin, Uttar Pradesh, India. The intrinsic groundwater vulnerability map of the lower Varuna catchment area in the north of the city of Varanasi (India) shows a high dependency on the depth to groundwater. The topmost layer of alluvial silty clay, protects the groundwater against contamination in this urban area, but the retention time in the unsaturated zone can be estimated to several months only. The input dataset is very sparse i.e. groundwater levels were measured twice (pre- and post-monsoon 2009) and the geological map shows only alluvium as the outcrop. Several boreholes in this area show, that the alluvium has a thickness of about 4 m and below that are fine grained sands. The surface information does not allow the development of a risk map since land use changes very fast and contamination areas can not be identified accurately. The vulnerability maps developed in this study have become important tools for environmental planning and predictive management of the groundwater resources in the fast urbanizing region in the Varanasi area.  相似文献

More than ever before, the last decade revealed the immense vulnerability of the world??s cities to natural hazards. Neither the tsunami in the Indian Ocean in 2004, the hurricane Katrina in 2005, the cyclone Nargis in 2008 nor the earthquakes in Sichuan in 2008 or in Haiti 2010 found the people, the city administrations or the national or international organizations well prepared in the advent of anticipated but to a large extent disregarded natural disasters. It is evident that the lack of tailor-made disaster management plans and standard operational procedures are often the crucial point in proper risk reduction approaches. This study presents an approach to transfer knowledge of an extensive multidisciplinary scientific study on risk identification into recommendations for risk reduction strategies. The study has been conducted by means of a combination of experts from different scientific communities coming from civil and coastal engineering, remote sensing, social sciences, evacuation modelling and capacity development. The paper presents the results of this research approach and interweaves key findings with recent experiences from an eyewitness on a previous hazard event. Thus, necessary tsunami hazard and vulnerability information as well as valuable insights into preparedness activities have been derived for initiating updated infrastructural designs and practical recommendations for emergency management as well as strategic spatial planning activities at the local scale. The approach was applied in the context of tsunami early warning and evacuation planning in the coastal city of Padang, Western Sumatra, Republic of Indonesia.  相似文献

依据煤炭地质勘查现状和宁夏回族自治区环境以及经济发展趋势,运用SWOT矩阵以及波特“五力模型”等研究方法,提出厂宁夏煤田地质局总体发展战略和实现战略规划的具体对策,确定了企业使命、发展愿景、发展目标(中期和长期)、产业定位以及实现目标的“四个板块”,即:一是立足主业,做强做精煤炭资源勘查;二是做强天然气、石油、煤层气以及大口径钻孔、煤矿立井冻结孔等高技术工程;三是实施探采一体化,不局限于煤炭等资源勘查.应逐步向开采转化,延长产业链,实现可持续发展目标;四是稳定多种经营产业。而宁夏煤田地质局总体发展的最终落脚点要落实在建立企业化的运行体系上,其是实现战略规划的根本问题,为此提出了实施企业化运行机制的一系列措施,如建立企业化的组织机构、薪酬与绩效管理体系以及提高技术装备水平、优化人力资源结构.实现“走出去”等。  相似文献

This research examines urban sculpture production to understand how a public art (called “urban sculpture” in China) scene is produced in the country, using Shanghai as a case study. Theories of Chinese urban planning are innovatively applied. The findings generate theoretical implications for “contextualizing” public art production in geographical studies. All the chief officials in charge of urban sculpture planning in Shanghai were interviewed, and documentary analyses were conducted. The article argues that urban sculptures are conceived of as both symbolic capitals and didactic tools in the cultural policies of Shanghai. Urban sculpture planning plays an important role in coordinating and manipulating development of symbolic resources to advance urban entrepreneurialism within the ideological framework of the Communist Party’s leadership. The main features of the urban sculpture planning system of China are twofold: (1) The two-tier planning structure combines a master plan at the municipal level and detailed plans for site analysis and design guidance at the district level, all collaboratively working to create an attractive city image for urban entrepreneurialism. (2) An authoritarian style of planning system controls the contents and expression of urban sculpture within the ideological framework of urban sculpture planning.  相似文献

企业文化对企业长期经营业绩有着重要的影响,它很可能成为决定企业兴衰的关键因素,但是直到今天把企业文化发扬光大并成为核心竞争力的企业仍然是极少数。究其原因,主要是理论研究的多,企业家在实践中把企业文化建设当作一种自觉行动的少,没有把企业文化的价值上升到战略高度来加以认识,企业文化缺少核心思想和系统规划,缺乏对企业愿景的描绘,对职工群众缺乏吸引力和凝聚力,以至在市场竞争中难以发挥文化制胜的作用。如何把企业文化培育成一种不可复制的重要战略资源,笔者认为首先要对企业文化进行提炼,找出企业的核心价值观,系统策划企业文化内容,并在员工队伍及客户全体中持续宣贯培育,最终达到员工拥护、客户认同的目标,以文化的软实力为企业创造出硬价值。  相似文献

The political changes in South Africa after 1994 necessitated that the Bantustans, the main servers of apartheid planning, be re-incorporated into the mainstream of South Africa, implying the transformation of apartheid residential planning. Since then there has been much speculation about the type of transformation that would be implemented in the Bantustans to effect change in a non-racial South Africa. The aim of this paper is to analyze the effects of post-apartheid territorial restructuring in the former South African Bantustans. Examining and elucidating the manner in which the diverse social, economic and political factors have manifested themselves in the process of transformation of spatial residential planning in Umtata (the former capital city of the Transkei Bantustan) since 1994 is the central theme of this paper. Using property registers together with changes in legislative policies and land ownership, the transformation pattern was analysed in the former Bantustan capital city (Umtata). The findings indicate that the new South African policies and development strategies have been partially successful in eliminating the incongruencies of the past with regard to access to housing in Umtata. More critical is that this paper suggests that there still remains a greater challenge lingering from the influence of the Bantustan government in the city.  相似文献

Considering rapid population growth and migration, higher accumulation of communities is noticed in coastal areas. This is especially true with the coastal areas of the Caspian Sea. In the present investigation coastal areas between Jouybar to Behshahr region is selected for their special geographical and ecological locations. Further, adverse impacts of human, agriculture and industrial activities was examined along side the above mentioned coasts. It should be pointed out that protected Miankaleh Wildlife zone which is an internationally recognized wetland, falls within area of study. In the present study strengths, weaknesses, opportunities and threats method is used for the evaluation of environmental management status. In this regard, internal and external factors gained 2.28 and 2.58 scores. This is indicative of the abundance of weaknesses over strengths and it also shows that opportunities are more than threats. Subsequently 27 strategies were developed and quantitative strategic planning matrix method was also used to score each strategies. The results of quantitative strategic planning matrix method analysis was programmed in strategic position and action evaluation matrix. The present situation falls within “competitive” classification. This is indicative of weakness in coordinating development and environmental strategic plans. The result of present investigation strongly emphasis on compilation of strategic environmental plans for the control of population, pollution emission and land use planning changes. The most important strategies include development of environmental regulations and better supervision on enforcement of laws.  相似文献

深圳是我国经济高速发展的海滨城市。最近20年城市发展中对海洋资源开发已取得巨大成就,特别在 海港建设、围海造地开拓城市用地空间等方面。文章是配合深圳城市发展建设,从海岸海洋环境资源的调查分析 着手,对海岸带利用作出空间规划。 深圳西岸是珠江口冲积平原,正处珠江河口区的最大浑浊带范围,泥沙淤积使岸线外移,是深圳海涂资源主要 分布区。至2000年深圳在海涂区已围海造地26.8km2,按规划至2010年,将再填海28km2。西岸的填海已影响到 珠江口深槽淤积、浅滩扩大及深圳湾污染加重。至2010年,预期围海工程完毕后,已达海涂开发与海洋环境容量 的极限,今后不能再围海造地。 深圳是中国南方主要外贸进出口港,可能会发展成与上海并列为中国的两个国际航运中心。2020年运量将超 过2亿吨,西岸深水港发展将饱和,深圳深水港后备基地将在东部海岸,大鹏湾东岸下沙、南澳沿岸是理想的大型 深水港后备基地。 利用深圳河及开凿梧桐山,贯通大鹏湾与深圳湾,这一深圳运河工程是改善深圳湾海洋环境、根治深圳河污染 的重要生态工程,同时还具有航运与旅游功能。  相似文献

Planning strategies in Barcelona are linked to its capital city aspirations. Like other European cities, capitals and non-capitals, Barcelona throughout the course of the 20th century has drawn upon a number of different planning strategies, directed towards reinforcing its prestige at both a national and international level. During this period Barcelona has sought to become Spain's second capital, the cultural capital, the industrial capital, capital of Catalonia, capital of the West Mediterranean, etc. Always in competition with Madrid, the aspirations of capital status ranking have been ambiguous. The dream of the great monumental Barcelona of the start of the century tried to emulate the European capital cities (especially Paris). By contrast more recent strategies emphasise the new role that Barcelona can play within a south-west European macro-region. The subject raised in this paper then is two-fold. On the one hand the continuity or not in the capital aspiration starting from the recuperation of Catalonia's autonomy, with its corresponding urbanistic and architectonic connotations. On the other hand the originality and analogies between strategies carried out in Barcelona, in relation to other European cities, capitals and non-capitals.  相似文献
