ABSTRACT

Households and community organizations are involved in the creation, use, care, and management of urban spaces, including through food practices such as planting, foraging, harvesting, weeding and pruning at the ambiguous edges of public and private property. Drawing on case studies in Boston, Massachusetts, we examine how commons are articulated through these practices, particularly in relation to multiple dimensions of property rights. Specifically, we ask how food practices can open urban spaces to negotiations around access, responsibility, care, and ownership, especially when (property) ownership is not an end-goal, but a circumstance shaping other practices. Using interviews and participant observation of individuals and organizations involved in urban food provisioning, we explore how households and community organizations are interrupting fixed notions of property ownership, by practicing urban commons. These practices and negotiations demonstrate ongoing shifts in the meanings of urban space with flexible understandings of property and ownership.  相似文献

This essay takes as its provocation a question posed by the feminist philosopher Nancy Fraser: “What’s Critical about Critical Theory?” In urban studies, this question has been usefully reframed by Neil Brenner to consider what is critical about critical urban theory. This essay discusses how the “urban” is currently being conceptualized in various worlds of urban studies and what this might mean for the urban question of the current historical conjuncture. Launched from places on the map that are forms of urban government but that have distinctive agrarian histories and rural presents, the essay foregrounds the undecidability of the urban, be it geographies of urbanization or urban politics. What is at stake is a critical urban theory attentive to historical difference as a fundamental constituting process of global political economy and deconstruction as a methodology of generalization and theorization.  相似文献

Abstract

The built-up area of Addis Ababa and its surrounding towns is expanding into the peri-urban region leading to high losses of farmland, directly influencing the food production for the urban population. This paper investigates the patterns of settlement growth in the region surrounding Addis Ababa and their impact on peri-urban agriculture using an urban spatial scenario design model. The effects of two population density scenarios are explored within the framework of a proposed master plan. The model output was used to estimate areas of different suitability levels that would be lost to the modelled settlement expansion. The settlement area in 2038 would represent 29% of the case study’s total area in the low-density scenario but only 19% in the high-density scenario. Compared to the low-density scenario, the high-density scenario would only require a third of the agricultural land transformed into settlement areas. Settlement development would contribute to higher losses of land suitable for cultivating important export products, high nutritional value and import-substituting products. The scenario approach can support sustainable regional planning for settlement expansion that conserves valuable farmland in the peri-urban area and contributes to building capacity for strategic planning of the city regions of sub-Saharan Africa.  相似文献

Urban centres in the Caribbean face a wide variety of infrastructural and planning challenges. One of the key strategies that has been adopted by national governments to address these challenges is the formation of urban development corporations. These are governmental agencies with powers to facilitate urban regeneration in specific areas. This paper examines the history, role and function of urban development corporations in Jamaica, Antigua and Barbuda, and Trinidad and Tobago. The Urban Development Corporation (UDC) was formed in Jamaica in 1968, the St John's Development Company (SJDC) in Antigua and Barbuda was created in 1986, and the Urban Development Corporation of Trinidad and Tobago (UDeCOTT) was established in 1994. These bodies share the characteristic of having far-reaching planning and development powers within specific areas. For example, the SJDC is able 'to acquire, manage, or dispose of lands and to lay out, construct, and maintain roads, buildings, public parks, piers, car parks, and other public amenities' within specified designated areas, whilst Jamaica's UDC is empowered 'to carry out and/or secure the laying out and development of "designated areas". These three urban development corporations can be seen to act as developers in the public interest, as agents of modernisation, and as responses to neoliberalisation. However, whilst they have succeeded in effecting large-scale transformations to the urban landscape, this has often been achieved through a top-down development process with exemption from planning regulations and little accountability to the residents of the cities.  相似文献

We can collect, store, and analyze a huge amount of information about human mobility and social interaction activities due to the emergence of information and communication technologies and location-enabled mobile devices under cyber physical system frameworks. The high spatial resolution of population data on a multi-temporal scale is required by transport planners, human geographers, social scientists, and emergency management teams. In this study, we build a space-time multiple regression model to estimate grid-based (500 m × 500 m) spatial resolution at multi-temporal scale (30-min intervals) population data based on the space-time relationship among geospatially enabled person trip (PT) survey data and incorporate both mobile call (MC) and geotagged Twitter (GT) data. Since using geospatially enabled PT survey data as dependent variables enables us to acquire actual population amounts, which strongly depend on MCs and social interaction activities. Although many grids have a strong correlation between PT and MC/GT, some show fewer correlation results, especially where the grids have factories, schools, and workshops in which fewer MCs are found but a large population is presented. Although GT data are sparser than MCs, people from amusement and tourist areas can be detected by GT data. The space-time multiple regression model can also estimate the different amounts of populations based on human travel behavior that changes over space and time. According to accuracy assessments, the night-time estimated results, especially between 00:00 and 06:30, strongly correlate with national census data except in places where the grids have railway and subway stations.  相似文献

ABSTRACT

Some have heralded a resurgence of urban living in the U.S., particularly among young adults. Are Americans abandoning suburbs in favor of more urban lifestyles? What is the scope and scale of this urban resurgence? We develop a typology of neighborhoods to analyze the residential location of young and older U.S. adults from 2000 to 2011–15. Census and national travel survey data reveal that suburban population growth continues to outpace that in urban neighborhoods. Although young adults are more likely than older adults to live in urban neighborhoods, recent urban population growth is neither associated with suburban decline, nor being led by young adults. Significant recent population growth in the newest, suburban neighborhoods suggests that greenfield development remains the primary means to increase American housing supply. Shifting metropolitan growth from the suburban fringe would likely require expanding housing supply in urban neighborhoods, and bringing urban amenities to established inner-ring suburbs.  相似文献

Urban regeneration has intermittently been identified within Commonwealth policy circles as central to the functioning of Australian cities since the 1940s. This paper adds to existing knowledge by exploring the role of the Commonwealth Department of Urban and Regional Development (DURD) in the 1970s in facilitating a series of urban regeneration projects in Sydney. Drawing upon ministerial correspondence and minutes recently out of confidential embargo, the genesis of a holistic urban regeneration agenda is explored. The paper traces the approaches to Commonwealth intervention at a time marked by disillusionment with the comprehensive redevelopment paradigm. It explores the relationships and tensions apparent between and within different levels of government in establishing a Commonwealth presence, focusing on three inner city neighbourhoods: Waterloo, Glebe and Woolloomooloo. The significance of the interventions is considered to lie primarily in the pioneering of an all-of-government approach to urban governance.  相似文献

Planners around the Arab Gulf states are increasingly drawing on narratives about “urban sustainability,” despite the fact that the explosive growth of urban centers in the Arabian desert largely defies the logic of sustainability. In this article, I consider how and with what effect these narratives have been deployed by various actors in Doha, Qatar. Eschewing a simple economistic reading, I highlight political geographic context and analyze how actors mobilize and rework these discourses. Drawing on mixed-methods fieldwork in Fall 2013, I illustrate how sustainability narratives are mobilized together with nationalist tropes about modernizing Qatar and building up the country’s international prestige, while preserving local traditions and culture through the built environment. With a focus on recent efforts to green Doha, this analysis sheds light on the disciplining function of nationalist discourses in the production and constitution of what it means to label development practices “green” in contemporary Qatar.  相似文献

Gated communities and other forms of privatized enclaves have become features of many cities. The rise of urban mixed-use enclaves, which integrate functions of work, entertainment and living, is a relatively new and understudied phenomenon that is expanding rapidly throughout the Global South. In this article, we advance the concept of enclave urbanism through a case study of Eastwood City in Metro Manila, the Philippines. We trace the enabling factors for mixed-use enclave creation and assess how the different functions are marketed and integrated in practice into one “live–work–play” development. Based on extensive qualitative research, we argue that the global capital accumulation strategy of real estate developers leads to a strong focus on production and entertainment functions, but neglects questions of liveability. We reflect on the implications of our findings for mega-urban regions and urban studies research.  相似文献

ABSTRACT

In much of the contemporary academic inquiry and political discourse on Chinese cities, urban entrepreneurialism and environmentalism often appear to be analyzed disjointedly and unreflectively. They are portrayed as two conflicting interests. Commentators also view urban planners as a homogenous group of professionals and/or state agents being forced to give up environmental goals to pursue economic value of space. Using the case of Tianjin Eco-City planning, this article interrogates the bargaining process between the “ecological value” and “commodity narrative”. It offers three major arguments. First, even though the discourse of environmental sustainability has been used to legitimize economic transformation, ecological demands are creating new pressures on entrepreneurial urban governance. Second, rather than treating Chinese planners as a fully constituted, internally coherent, organizationally-fixed, and operationally-consistent group, they should be viewed as hybrid, and diverse entities that represent divergent and sometimes contentious state interests. Third, planners, though still under tremendous pressure from landed interests, can become active players to positively influence urban transformation toward more environmental care.  相似文献

Playa Vista is a massive mixed-use development built on coastal wetlands in west Los Angeles. Its land use story illustrates how strategically constructed discourses shape contested urban spaces. Through an analysis of newspaper reporting and government documents, this paper traces how pro-Playa Vista interests changed their growth discourses rationalizing the development between 1979 and 2015. Findings suggest that pro-growth coalitions are resilient when they modify their discourses to negotiate new regulatory and political contexts, specifically pursuing sustainability fixes. They are not dogmatic in their adherence to orthodoxies of private property rights and “highest and best use” of land but rather continually reconstruct growth discourses incorporating enough of the values of their opponents (i.e. “green” values such as growth management and smart growth) that some environmental and homeowner citizens’ groups join the growth coalition, forming a “green growth machine” that not only profitably builds on the land but finances ecological restoration.  相似文献

Climate change resulting from CO_2 emissions has become an important global environmental issue in recent years.Improving carbon emission performance is one way to reduce carbon emissions.Although carbon emission performance has been discussed at the national and industrial levels,city-level studies are lacking due to the limited availability of statistics on energy consumption.In this study,based on city-level remote sensing data on carbon emissions in China from 1992–2013,we used the slacks-based measure of super-efficiency to evaluate urban carbon emission performance.The traditional Markov probability transfer matrix and spatial Markov probability transfer matrix were constructed to explore the spatiotemporal evolution of urban carbon emission performance in China for the first time and predict long-term trends in carbon emission performance.The results show that urban carbon emission performance in China steadily increased during the study period with some fluctuations.However,the overall level of carbon emission performance remains low,indicating great potential for improvements in energy conservation and emission reduction.The spatial pattern of urban carbon emission performance in China can be described as"high in the south and low in the north,"and significant differences in carbon emission performance were found between cities.The spatial Markov probabilistic transfer matrix results indicate that the transfer of carbon emission performance in Chinese cities is stable,resulting in a"club convergence"phenomenon.Furthermore,neighborhood backgrounds play an important role in the transfer between carbon emission performance types.Based on the prediction of long-term trends in carbon emission performance,carbon emission performance is expected to improve gradually over time.Therefore,China should continue to strengthen research and development aimed at improving urban carbon emission performance and achieving the national energy conservation and emission reduction goals.Meanwhile,neighboring cities with different neighborhood backgrounds should pursue cooperative economic strategies that balance economic growth,energy conservation,and emission reductions to realize low-carbon construction and sustainable development.  相似文献

ABSTRACT

This article argues that contested cities are inherently characterized by uncertainty and uses the interconnections between conflict, uncertainty and urban planning as a new analytical framework for investigating conflict cities. In the contested city of Jerusalem, geopolitical uncertainty stems from the Israeli occupation over East Jerusalem. Focusing on recent urban regeneration plans for West Jerusalem’s city center, the article explores how the municipality locates, plans and imagines the city center when the city’s external and internal boundaries are contested and unfixed. A two-tier analysis is employed. First, a historical analysis shows that the “city center”, as defined by authorities, is an unfixed locale that shifts in concurrence with shifts in the city’s boundaries. Then, a geopolitical analysis shows that by shifting the city center’s boundaries, the Israeli authorities decouple the city’s economic development (in the west) from Israel’s continuing ethno-national policies (in the east).  相似文献

Geographic scholarship in critical toponymy has highlighted the importance of place naming as a form of discursive power within processes of urbanization. This paper builds on such literature and advances a novel theory of toponymic assemblage to interpret findings from a participatory research project in the Downtown Eastside of Vancouver, Canada. We foreground neighborhood history in the form of a Japanese Canadian enclave and its wartime uprooting and dispossession, and trace the historical antecedents of a resurrected toponymy of “Japantown” that has appropriated and renarrated Japanese Canadian history to facilitate further rounds of dispossession. Using a genealogical method, we highlight three “moments” of Japanese Canadian uprooting, return, presence, and activism, demonstrating how toponymies are assembled in place in heterogeneous and historically contiguous ways. This approach expands on current research in critical toponymy, offering a novel methodology for exploring the enrolment of toponymy, discourse, and materiality in the formation of place.  相似文献

What has made the urbanization of capital possible in China since the late 1990s? A major strand of literature in urban geography has pointed out land as the main trigger of urbanization. Scholars have highlighted the empowerment of local governments and their subsequent role in implementing China’s national urbanization objectives because of substantial revenues from the commodification of land. Other scholars have looked beyond the supply side, emphasizing the role of demand in stimulating urban development in China. In terms of demand, the speculative rationale of urban households aided land and property development during the 2000s, when property became a main alternative financial asset. However, this still raises the question of how urban production is financed. Based on a case study of the fourth-tier city of Qujing, in Yunnan province, this article investigates the financing of urban production from the perspective of the development industry. For the time being, little is known about how these companies finance their operations.  相似文献

The global food system is coming under increasing strain in the face of urban population growth. The recent spike in global food prices (2007–08) provoked consumer protests, and raised questions about food sovereignty and how and where food will be produced. Concurrently, for the first time in history the majority of the global population is urban, with the bulk of urban growth occurring in smaller-tiered cities and urban peripheries, or ‘peri-urban’ areas of the developing world. This paper discusses the new emerging spaces that incorporate a mosaic of urban and rural worlds, and reviews the implications of these spaces for livelihoods and food security. We propose a modified livelihoods framework to evaluate the contexts in which food production persists within broader processes of landscape and livelihood transformation in peri-urban locations. Where and how food production persists are central questions for the future of food security in an urbanising world. Our proposed framework provides directions for future research and highlights the role of policy and planning in reconciling food production with urban growth.  相似文献

Different government departments and researchers have paid considerable attention at various levels to improving the eco-environment in ecologically fragile areas. Over the past decade, large numbers of people have emigrated from rural areas as a result of the rapid urbanization in Chinese society. The question then remains: to what extent does this migration affect the regional vegetation greenness in the areas that people have moved from? Based on normalized difference vegetation index (NDVI) data with a resolution of 1 km, as well as meteorological data and socio-economic data from 2000 to 2010 in Inner Mongolia, the spatio-temporal variation of vegetation greenness in the study area was analyzed via trend analysis and significance test methods. The contributions of human activities and natural factors to the variation of vegetation conditions during this period were also quantitatively tested and verified, using a multi-regression analysis method. We found that: (1) the vegetation greenness of the study area increased by 10.1% during 2000-2010. More than 28% of the vegetation greenness increased significantly, and only about 2% decreased evidently during the study period. (2) The area with significant degradation showed a banded distribution at the northern edge of the agro-pastoral ecotone in central Inner Mongolia. This indicates that the eco-environment is still fragile in this area, which should be paid close attention. The area where vegetation greenness significantly improved showed a concentrated distribution in the southeast and west of Inner Mongolia. (3) The effect of agricultural labor on vegetation greenness exceeded those due to natural factors (i.e. precipitation and temperature). The emigration of agricultural labor improved the regional vegetation greenness significantly.  相似文献

Urban development charges (UDC) are considered relevant taxation instruments that can improve the economic sustainability of urban areas and the financial health of the respective local governments. The economic formulation and justification based on the ‘direct benefit principle,’ the ‘accountability principle,’ and the ‘proportionality principle’ requires a methodology that can be supported by a geographic information system (GIS) application. This article presents the research output of a real case study – the municipality of Aljezur, Portugal – and the fundamentals of the GIS tool that was designed. This GIS-based methodology comprises a multi-annual infrastructure capital plan and an accurate zoning map for spatial differentiation of values combining municipal-wide and site-specific approaches, following ‘pay as the urban areas grow’ perspective applied to urban development and new buildings. It requires data integration of the urban planning process with infrastructure and urban growth data in order to manage and monitor the computation of this charge over time, thereby increasing the accuracy, the objectivity and the clarity of the process. The results obtained show that this UDC-GIS application seems well adapted to small municipalities. Its possible replication and use in other contexts require adaptations derived from different urban and taxation policy options and from different legal, organizational, technological, and informational local systems.  相似文献
