This article presents an analysis of the relationship between urban governance restructuring, and global, national, and local action through a case study of the Toronto city‐region. The Toronto city‐region recently underwent a massive reorganization of its governance structures, functions, and jurisdictional boundaries. This restructuring raises questions about why these changes occurred at this particular juncture in the region's history. Why did the city that had always been known in the academic and political discourse as the “city that works” stop “working”? What global and national forces might have accounted for such a radical restructuring? And what did local action contribute? These questions are explored in both historical and contemporary contexts by drawing on insights from regulation theory, urban regime theory, and an analysis of Canada's changing fiscal federalism. This approach informs the role that institutions — regardless of their origin or territorial scope — play in sustaining a local accumulation system, and how this “local” accumulation grounds a national regulatory mode and regime of accumulation. The approach also explores the relationship between regime and regulation theories in the context of policy formation and institution building. The study concludes that the current policy set is incapable of resolving the region's crisis tendencies. Notwithstanding external forces, the current policy set is not inevitable. Globalization does not predetermine all spatial‐economic outcomes.  相似文献

A significant percentage of the smaller urban centres around the world are losing people which raises questions regarding the appropriate responses to this challenge. Responses from the state have generally been muted, and as a result, concepts of new localism and new regionalism are useful for understanding the role played by place‐based leadership and partnerships between local businesses, community groups and individuals. Key within this space is the role of endogenous responses anchored on local social capital and resilience. This paper overviews key themes in the literature before examining statistical evidence of small town growth, stabilisation or decline in New Zealand. This leads into an examination of how three small towns in the country are responding to demographic and economic change. The cases illustrate the importance of local‐led responses to the debilitating effects of change and the degree to which place based development can be critical in the context of coping with change in small towns. The paper further argues that “right‐sizing” to a new economic and demographic reality may be the appropriate focus of local attention.  相似文献

ABSTRACT. Theme towns are an often‐overlooked but significant form of tourism in rural areas. Many a small town across the United States, faced with a declining resource‐based economy, has turned to “theming” as an economic‐development strategy. In hopes of creating an alluring landscape, the built environment is radically transformed, and a variety of invented traditions are instituted. This article explores one such place‐Leavenworth, Washington‐that “went Bavarian” in the 1960s and is widely viewed as a success story. We examine four interrelated concepts that produce the symbolic economy of Leavenworth: emulation of other theme towns, authenticity, visual difference, and place marketing. After discussing each, we turn to the questions of how residents are affected by tourism and what it is like to live in Leavenworth.  相似文献

ABSTRACT. Wilbur Zelinsky's classic 1977 account of the Pennsylvania town as a cultural place type–the urban component of the nationally influential Pennsylvanian culture region–acknowledged that it was not exported intact across the successive western frontiers of the United States. But, aside from Edward Price's specialized study of courthouse squares, we know little that is systematic about how town‐planning ideas diffused across the continent. This investigation offers evidence from the Willamette Valley in Oregon of the eventual variety and geographical distribution of town‐platting conventions that developed in this Pacific Coast “destination’ setting and the possible provenance in the Ohio Valley of certain early Oregonian town‐plan features. The evidence raises questions about the resilience of town‐planning conventions in light of the distance carried, cultural time lags, and changing ideas about best practice and local suitability.  相似文献

It is commonly assumed that the development of tourist attractions, the formulation of tourism policies, and the marketing of destination areas are dictated by the needs and interests of foreign visitors. What is ignored is the role that local factors and agencies play in these processes. This paper explores the way local and non-local factors are responsible for shaping the form and function of tourism development. Drawing upon the case of Singapore, I examine the country's heritage tourism phenomenon as the outcome of “local” and “global” forces. This argument is elaborated along three lines of enquiry. They include: (a) a study of the government's tourism policies; (b) an examination of marketing and promotional strategies; and (c) a look at a particular urban landscape—the Little India Historic District. To conceptualize the global-local nexus, the paper embraces two bodies of theory. They are the “locality concept” advanced by industrial geographers in the 1980s, and writings on “globalism/localism” by cultural/economic geographers in the 1990s. Both theoretical discussions reinforce the argument that place uniqueness need not be sacrificed as a result of globalization. They also provide a way of viewing tourism geographies as the product of global and local forces.  相似文献

In his article, “Whither Geography?,” Jay R. Harman raised a number of important issues regarding the nature and direction of geographic scholarship. In this response I critically address some of those issues and offer an alternative perspective. In doing so, I support Harman's desire for the discipline to “help answer deep human questions” but argue that rather than reinforce the vitality and legitimacy of the discipline, a market‐based approach of the sort he advocates could instead potentially undermine such objectives and compromise disciplinary integrity by discouraging critical inquiry. While acknowledging the influence of “the market,” I defend a place for critical inquiry within the discipline.  相似文献

For exploring vegetarian eating in contemporary Guangzhou, this article employs the concept of ‘ethical eating’ and the framework of ethical consumption as outlined by Clive Barnett and his coauthors to examine food practices in a vegetarian restaurant through two dimensions: the restaurant dimension and the consumer dimension (2005b). Drawing on the ethnographic observations and interviews on food practices in a vegetarian restaurant conducted by Refreshing Vegetarian Food (Yixin Su Shi), in Guangzhou, the capital city of Guangdong province, this article argues that, on the one hand, the restaurant can provide an ethical environment for vegetarian eating and connects ethics and human bodies encountered through eating experiences. On the other hand, the restaurant is reshaped as an ethical food space through the performance of consumers' social identities and “self‐other” relations.  相似文献

OpenStreetMap (OSM) is an online public access database that allows for the collaborative collection of local geographic information. We employ this mapping technology to discuss a new social theory of poverty that moves away from income poverty to an economy that directly produces individuals' basic needs. Focusing on urban farming in Philadelphia as an example, we use OSM to support the argument that money, land, labor, and capital do not limit food production in the city. OSM is a type of “commons” that allows community members to depict features of interest to them that might otherwise be underrepresented in official or commercially produced maps such as Google Maps. Using the concept of facilitated volunteered geographic information (VGI) we developed an open framework for combining residents' local knowledge of food resources with expert guidance in data input. We believe this helps overcome problems with ad hoc data submission efforts to which collaborative online projects are susceptible. The program for “tagging” food resources in OSM was deployed in a public “map-a-thon” event we organized in Philadelphia, bringing together technical experts and food enthusiasts. To share the results, we present the Philly Fresh Food Map as an interactive online Web map that can be used and updated by the public.  相似文献

Much of the development literature and the theory of urban transition have been based on an arbitrary division of production space into city and countryside. Despite growing recognition of the need for an integrated approach to urban‐rural relations, controversial issues related to the definition and measurement of the phenomenon remain unresolved. This case study of spatial transformation in China's Pearl River Delta analyzes with greater precision the geographic extent and functional attributes of a zone of urban‐rural interaction located outside and between major metropolitan centers. This zone has been the spatial focus of industrial and commercial development, although most of its population remains officially classified as “agricultural.” The peri‐urban zone was initially left behind by the central cities in terms of its contribution to the regional economy. After a decade of postreform development, this zone has moved ahead of the central cities and become the region's main destination for in‐migrants and foreign investment. The growth of the zone of urban‐rural interaction outside the central cities has absorbed a significant amount of the increased urban population, but it has not brought about a reduction of regional economic inequality because of the persistence of a backward economy in the periphery. Theoretical questions are raised concerning the validity of several fundamental assumptions underlying the conventional model of urban transition.  相似文献

Affection for agrarian livelihoods and rural and small‐town environments has long been held by residents in many of the world's “more developed” countries. Although the rural proportion of the U.S. population has shrunk to a minority over the last century, fondness for rurality continues to manifest itself in a number of ways. Attachment to the rural ideal or rural idyll can be considered as attachment to the idea of a type of place, rather than specific place attachment. Based on literature, field observation, computer searches, and data from the U.S. Census of Agriculture, connections to idea(l)s of rurality apparent in popular culture are identified and illustrated. These include rural and agricultural tourism, small‐scale farming and large‐lot rural subdivisions, urban agriculture, farmers’ markets and community‐supported agriculture, creation of housing developments around farm activities, and rural‐named housing and business developments. Idealized relationships with rurality call upon health and well‐being, connecting to nature, aesthetics, privacy, and respect and nostalgia for rural livelihoods.  相似文献

This article explores refugee economic subjectivity in the context of restrictive asylum policies and disrupted transnational family lives. Drawing on fieldwork with young Syrian refugees pursuing IT training in Jordan, I focus on the “coding boot camp,” an emerging educational format in the field of refugee professional training. I thus explore how Syrian youths approach humanitarian policies in which, in the absence of full social and economic rights for refugees, the question of livelihoods is addressed through the paradigms of self‐reliance, creativity, and innovation. Reframing the refugee from a “protected” to a “productive” subject, and offering individual solutions to a structural economic impasse, these policies produce tensions between individual responsibilities and more‐than‐individual relations and identifications—with families, religious identities, and national communities—that remain unresolved. The findings contribute to geographical scholarship on economic subjectivity, familial relations, and the migrant and refugee condition, while shedding light on some of the effects of the encounter between technology‐centred, neoliberal approaches to humanitarianism and restrictive migration regimes in responses to the Syrian displacement.  相似文献

On April 17, 1975, Phnom Penh, the capital of Cambodia, fell to the armed forces of the Communist Party of Kampuchea (CPK). Cambodia, however, was not primed for revolution. This is significant in that it contributed to specific postconflict policies and programs initiated by the CPK, including the promotion of geographic education and the use of propaganda photographs. In this article we examine six photographs produced during the Khmer Rouge era. Our main thesis is that when viewing these photographs, we are witnessing the photographic production of a nationalist landscape. As geographers have argued, photographs are inauthentic from the standpoint of “truthful” representations. However, the photographs produced by the CPK are authentic simulacra in their “truthful” representation of how the CPK envisioned both the revolution and subsequent administration of Democratic Kampuchea. In so doing, our research is positioned within a longer tradition of cultural‐political geography that has examined the use of landscape photographs as political instruments used in nation‐building.  相似文献

Focusing on the growth of Real Estate Investment Trusts in Brazil, the paper explores how financializing policy instruments intertwine financial markets and the urban built environment. It studies the career of REITs and questions the role of financial market capital and actors in urban dynamics. The paper uncovers three processes usually considered separately: i) how a network of public and private financial market actors coaxes state bodies into using their regulatory powers and financial resources to transform real estate into an asset class; ii) how the government-run financial market authority and banks lure urban households into liquid real estate through marketing and education campaigns; and iii) how asset managers are “applied economic geographers” insofar as they channel households’ capital into a selected cities and properties. The active role played by financial actors in the design, enhancement and implementation of such a policy instrument leads us to conclude on their role as urban policy-makers.  相似文献

“Geographic polarization”, the spatial concentration of “like” voting behavior, is a phenomenon closely related to “partisan polarization”, the intensification of diametrically ideological positions, is understudied, and is critical to the understanding of current American electoral behavior. To date, few studies have examined geographic polarization, and those that do have done so at the scales of regions, states, and counties. However, local influences operating within areas smaller than counties influence voting behavior and can produce geographic polarization. To address these scalar and methodological shortcomings, this research focuses on the smallest political units, precincts, using a case study of the Greater Cincinnati Metropolitan Area. Presidential election data from 1976 through 2008 were collected by precincts, analyzed using spatial statistics, and mapped to examine evolving geographic polarization over this 32-year period. The results measured at the precinct-scale, suggest an increased concentration of partisan behavior and emphasize a local residential spatial pattern of geographic polarization.  相似文献

Batam Island, Indonesia, located a short ferry ride away from Singapore, is a place where tourism and industry have been developed simultaneously and a border area where “developed” and “developing” nations meet. Government officials, investing international corporations and the “factory women” who work in the island's industrial estates arrive in Batam ‐ native to none of them ‐ with their own preconceptions and goals. When challenges not foreseen through master planning arise, the authorities cling ever more tightly to their physical and structural development model: the nearby city‐state of Singapore. Conversely, the factory workers who travel intranationally to work in this export processing zone (EPZ) find their objectives contested in the face of the Master Plan, corporate agendas and ethnic fusions characterising this transnational capitalist space. Entering into the homes of three groups of women migrants living and working in Batam, the relationship between the private realm that they inhabit and the social contexts in which they participate publicly is investigated. Some of the choices that women make at and about home are identified, and their ability to “micro‐resist” these external structures is explored. At home, the dynamic relationship between the Batam development project and the women's own hopes and visions of the place ‐ sometimes parallel and sometimes incongruous ‐ are revealed. As they experience life on Batam, their “social imaginaries” of it are shaped into various new realities, and their homes, removed from the confines of the factory floor, thus become spaces of release from these tensions.  相似文献

ABSTRACT. The purchase and subsequent demolition of Cheshire, Ohio‐located in the shadow of the General James M. Gavin Power Plant‐has attracted national attention. According to a New York Times report, “the deal … is believed to be the first by a company to dissolve an entire town.” In this article we consider historical precedents for the case, explore the thirty‐year history of community‐plant relations in Cheshire, and recount the series of incidents that ultimately led to the town's sale. We discuss the impact that the town's sale has had on the local community and the larger implications of American Electric Power's actions.  相似文献

城市老工业园区更新中的空间治理涉及多元主体博弈与产业用地发展权重构问题,是当下城市研究的重要学术议题。本文以转型理论中多层次视角的形势、体制与利基为立足点,深层次挖掘城市更新中空间治理转型创新的演化过程与内在机制,提出一种不同层次多种因素间相互作用、动态演化下理解中国老工业园区更新空间治理的方法。该解释框架被应用于上海上钢十厂园区更新转型中,通过关注2004年后两次更新转型的过程和机理,研究发现:上钢十厂的更新转型是由宏观外部形势、空间利基创新、空间体制转型三个层次互动而实现的,上钢十厂两个阶段的更新均在产业转型、城市发展需求变化等宏观形势下诞生创新“新奇”,政府、社会团体或企业等空间治理行为主体共同参与推动“新奇”合法壮大并形成利基,在空间资本积累、产业类型转换中,驱使空间体制成功转型,其本质是利基层的空间创新“新奇”在宏观形势或空间体制要素的影响下解构重塑空间体制的过程。城市更新促进了老工业园区产业转型,提高了环境品质、土地利用强度和经济效益。多层次视角能结合城市更新中空间治理的外部环境、内在驱动因素和演变过程等多方面,有助于从动态演化维度理解城市更新空间变迁及转型治理的内在机制。  相似文献

根据景观基因及其图谱理论,探讨景观基因及其图谱和画卷式旅游规划概念,建立了基于三者之间内在关系的古城镇“画卷式”旅游规划技术;遵循“一目标、二意义、三功能、四特性、五要素”的理论结构,探讨以基因信息的遗传路线和文化故事表达为图谱形态的“画卷式”旅游规划模式。在此基础上,以靖港古镇为例,结合实地走访与历史文化特色分析等方法,探寻了该古镇景观主体基因图谱,构建并运用了“画卷式”旅游规划模式。结果表明:靖港古镇宜居宜业的生态文明是主体基因图谱表达的画卷模式;军事科教的活动体验是内在唯一基因图谱表达的画卷模式,地方性很强的民俗活动是外在唯一基因图谱表达的画卷模式;宗教文化活动是局部唯一基因图谱表达的画卷模式。  相似文献

ABSTRACT. Landscape interpretation, or “reading” the landscape, is one of cultural geography's standard practices. Relatively little attention, however, has been paid to reading landscapes transformed by insurgency movements or civil wars. Those landscapes can tell us a great deal about past and present political and social relationships as well as continuing power struggles. Guatemala presents a complicated postwar landscape “text” in which the struggle for power continues by many means and media, including how the war is portrayed on memorials, and in which the Catholic Church and the military/state are the two main competing powers. This essay explores some of the images and the text presented in Guatemala's postconflict landscape through contrasting landmarks and memorials associated with the country's thirty‐six‐year‐long civil war that formally ended in 1996.  相似文献
