Abstract

In most developing countries, the provision of municipal services and infrastructure invariably fails to match the pace and demands of urbanization. The outcome is often increased informality due to improper planning, official bureaucratic barriers and perhaps insufficient and shrinking public resources, which then makes leveraging private capital for public service provision imperative. Drawing on in-depth qualitative fieldwork in two Ghanaian cities, this paper aims to extend literature on the divergence between service provision and urbanization in developing countries. More specifically, it attempts to qualify recent macro-level data indicating that access to water, sanitation and electricity services in Accra and Sekondi-Takoradi is improving substantively. Contrary to dominant policy narratives circulating in Ghana, we illustrate how the acceptability of key municipal services within urban settings is often inadequate, and how acceptability is tied to spatial and temporal factors. We then identify and examine the reasons underpinning these variations. Through exploring residents’ perceptions of key services, and examining critically the possibility and feasibility of meeting urban service needs through leveraging private resources, this paper contributes to broader academic debates over urban service provision, while also feeding into contemporary policy discussions concerning how to achieve several of the Sustainable Development Goals by 2030.  相似文献

Abstract

Nonhuman animals are part of the dynamism that typifies cities, yet prior research has obscured this condition by focusing upon a limited subset of animals and the privatized spaces that contain them. Consequently, previous research provides little guidance in developing a post-human conception of cities. This paper redresses this deficiency by redefining conceptions of “the public” and analyzing data from San Diego's Dead Animal Removal Program (DARP). Commensurate with modern political conceptions, “the public” is defined simultaneously as a spatial formation and (akin to democracies) a quantitative body of bodies. The DARP data indicate the pervasive presence of nonhuman animals in urban environments and the difficulties they face. As a nexus, the DARP illustrates how urban practices and bureaucratic systems reinstantiate “the public” in humanized form through the death and disposal of nonhumans. These hybrid relations challenge geographic methods.  相似文献

Abstract

Appropriate technology (AT) has become an integral part of the programmes for decentralized regional development in the Third World. ‘Appropriate’ techniques are usually low in capital costs; they can be maintained without a high level of expertise; and they do not involve patents, expensive copyrights and royalties. By these criteria a commercial geographical information system (GIS) is not an appropriate technology to be used in decentralized development However, the use of local renewable resources involves the adoption of end-use analysis for matching end-uses to specific sources so as to minimize the consumption of material and energy (i.e., minimize entropy). This matching requires much information which leads to what may be called the 'information-entropy trade-off; minimization of entropy requires an inverse increase in information. In this respect computers and GIS have an important contribution to make to decentralized regional planning. Drawing on a case study in Sri Lanka, this paper presents some ideas on how to incorporate GIS into local-level planning information systems.  相似文献

This paper tracks the changing role of public participation in planning thought. In doing so, the paper shows that the role of public participation in planning is largely determined by the nature of the planning enterprise being undertaken. The definition of the planning problem, the kinds of knowledge used in planning practice, and the conceptualisation of the planning and decision-making context are the important determinants of the extent of participation offered to the public. The paper therefore contributes to thinking about how to evaluate public participation by showing that it can only be understood in terms of the decision-making context in which it is embedded. The wetlands in Australia are of great physical,chemical and biological variety due to the continent's age,geological history and climate.The traditional physical and biological threats remain as the main challenges for wetland preservation in Australia.However,it has been increasingly recognized that the immediate survival of wetlands are being affected by more subtle threats,such as administrative and political threats.This paper identifies these non-physical threats and discusses how and why they have become the major barriers for sustainable wetland preservation in Australia.Finally,this paper calls for more practical policies and solutions to be implemented for sustainable wetland preservation in Australia.  相似文献

When reindeer ( Rangifer tarandus tarandus ) were introduced to Alaska's Seward Peninsula between 1892 and 1902, other ungulates were not present and large predators were either absent or less abundant than after reindeer were established. During the next 100 years reindeer numbers and distribution increased and declined precipitously on the Seward Peninsula; wildlife species repopulated this region through natural processes or translocations by man; the non-Native human population of Alaska increased dramatically and wildlife management became an issue of national concern creating diverse public desires regarding resource use; and both range and wildlife became intensively managed through complex, politicized processes. This paper provides an historical overview of reindeer and wildlife abundance on the Seward Peninsula during the 20th century and describes the effects of wildlife on the reindeer industry. Cooperative public processes have been initiated to bring diverse public interests together; meld indigenous, scientific and local knowledge of resources; and supplement governmental wildlife management programmes. Even so, the Seward Peninsula reindeer industry has been severely impacted by wildlife, especially caribou ( R. t. granti ).  相似文献

基于环境设计预防犯罪理论(CPTED)和社会失序理论,利用2012年10―12月在广州门禁小区进行的大规模入户调查数据,采用多层次回归模型从社区内部环境角度对广州门禁小区家庭的入室盗窃受害情况及其发生的环境机理进行研究。通过5个多层次回归模型的对比分析发现:家庭被盗情况主要受到家庭的住房特征和人口特征的影响,小区变量对家庭变量有非常重要的调节作用。住房特征、公共空间使用率、家庭人口特征和小区的正式控制机构失效度对家庭是否被盗有着非常显著的影响;环境形象和人口流动性、小区开放度和功能混合度通过对家庭特征的间接影响而影响家庭的被盗情况。  相似文献

遗产区域思想是世界遗产领域内专门针对跨区域、综合性遗产保护提出的新理念和新方法,其关注遗产要素到环境的整体保护。该理论为滇藏茶马古道这条在我国西南地区具有重要文化意义的带状遗产区的保护提供了借鉴,是根本改变当前滇藏茶马古道遗产备受破坏现实的迫切需求。茶马古道遗产区域保护关键在于确定遗产区域保护边界、贯彻整体保护理念和构建协作保护机制,基于此,提出古道遗产区域保护策略,具体包括编制整体保护规划、细分保护层次、落实三大必备系统、组建"省部际会商小组"协作保护机构和申报世界文化遗产等,以期创新茶马古道遗产保护理念,改善古道保护现状,完善我国线状文化遗产保护体系。  相似文献

The provision of public services by the local state involves the full range of politics, structural forces, and actors at work in the world system. Materialist theory provides a means by which these disparate elements can be integrated as the state performs its two primary functions: maintaining conditions favorable for the accumulation of capital and ensuring the legitimacy of the economic and political systems. National and local governments attempt to provide conditions in specific places that will foster growth; the politics of production characterize these efforts. On the local level the state also provides a forum in which the demands of less organized and powerful interests can be heard, as it attempts to maintain the loyalty of the public; the politics of consumption characterize this activity. An empirical analysis of local government expenditures for public services in the United States indicates the role that public services play in the performance of these two functions of the capitalist state.  相似文献

Because geomorphology is a science, it is permeated by theory. Overt recognition of this actuality is frequently resisted by geomorphologists. Earth history does not represent an alternative to earth science, it is an essential component of earth science. In its broadest sense science seeks to discover new knowledge through a two-stage activity involving the creation and justification of ideas (theory). Deduction is generally regarded as the only logically-consistent method of justifying ideas. The creation of ideas is a much more controversial topic. Some methodologists deem it beyond logic; certainly deductive arguments, which are nothing more than formal, logical expressions of theory, play no role in the conception of new ideas. Many earth scientists generate possible explanations of observed phenomena based on abductive reasoning. Others advocate reliance on purported forms of “pure” induction, such as serendipity and intuition, in which observations assume primacy over theory. Besides lacking consistency and educability, the latter posture is flawed because it mistakenly implies that becoming well-versed in theory is irrelevant to or impedes scientific discovery. Irrational or subjective factors play a role in the creation of ideas, but it is erroneous to claim that these factors are divorced from theory. Science is first and foremost a cognitive activity; thus, the primacy of observations in science is a myth. All observations are theory-laden in the sense that the act of observation inherently involves interpretation and classification, both of which can only occur within the context of theoretical preconceptions. Even discoveries based on unexpected observations require the fortunate investigator to recognize the theoretical importance of what is seen or measured.The most useful view of geomorphology as a science is one in which theory is seen as central, but fragile, and in which theory and observation are viewed symbiotically with theory providing the generative force and observation providing a vital policing role. Much of the current debate in geomorphology centers around differences in characteristics of theory, type of scientific arguments, and metaphysical perspectives among investigators working at different temporal scales. Full recognition and understanding of these differences are essential for developing a unified approach to the science of geomorphology.  相似文献

This paper focuses on a case study of an 'alternative' food network based in the Abruzzo National Park, Italy, to explore how ideas of sustainable farmland management can be expressed through broader understandings of developing networks of care concerned with local economies and societies, high-quality specialist food products, particular 'traditional' farming practices and livestock breeds, as well as the ecology of a farmed landscape. The scheme allows customers, internationally as well as in Italy, to 'adopt' a milking sheep on a large mountain farm. In return, adopters are sent food products from the farm. The adoption scheme is inter-twined with an agri-tourism project which provides accommodation, runs a restaurant and engages in educational activities. The scheme is the result of the individual initiative of its founder, and is associated with a strongly expressed ethical position concerning the value of sustaining valued local rural landscapes and lifestyles, and the importance of 'reconnecting' urban dwellers with rural areas, farming and 'quality' food production. Yet the localness of the scheme is sustained through wider national and international networks: volunteer and paid workers are drawn from several European countries, funding has been acquired from the EU LEADER programme, and internet and transport technologies are essential in connecting with and supplying an international customer base. The broader economy of care instanced in this case study draws attention to a need to develop strategies for sustainable farmland management constructed around wider programmes of social, economic and cultural, as well as environmental, concern.  相似文献

This article uses research about non-timber forest products (NTFP) gathering in Seattle, Washington, USA to examine how people gain access to natural resources in urban environments. Our analysis focuses on gathering in three spaces: parks, yards, and public rights of way. We present a framework for conceptualizing access, and highlight cognitive mechanisms of access associated with foragers’ internal moral judgments about harvesting. Key findings are: (1) internal moral calculations about whether it is right or wrong to harvest a particular NTFP in a particular place are an important but previously unacknowledged mechanism governing resource access; and (2) these calculations may help prevent over-harvesting of NTFPs, which are common pool resources, in urban environments where social and environmental conditions lend themselves to a de facto situation of open access. Our findings suggest that voluntary codes of conduct may be the best way to manage NTFP access in cities.  相似文献

The remarkable ease with which the xenophobic tenor of the Hindu Right nationalist organizations or Sangh Parivar found favour with many privileged Indians in the early 1990s cannot be easily or comfortably discounted. Indeed, it even perniciously swayed a moderate secular central government led by the long dominant Congress Party. By mid–1992, when Sangh Parivar made the manifold dangers of the unsanctioned immigration by growing numbers of poverty–stricken Bangladeshi Muslim peasants their rallying cry, the lenient attitude of the Indian state towards these immigrants had hardened with astonishing rapidity. Unsettled by this sweeping tide of Hindu chauvinism, a hurriedly enforced "Action Plan" to locate and identify these undocumented immigrants was followed by brisk efforts under "Operation Pushback" to deport them from New Delhi — India's capital city and locus of bureaucratic, political and financial power. Haphazard and sporadic in implementation, Operation Pushback, while unmasking partisan dispositions coursing through the Indian bureaucracy, also exemplified Congress' belated attempts at redeeming its enervated standing. It is also worth noting that the highly circumscribed material realities of the Bangladeshi immigrants residing in Delhi's numerous slums made them easy targets of these perverse politics, and that subsequent opposition, internally and from neighbouring Bangladesh, to the gratuitous brutality displayed towards the first groups of deportees contributed to the Operation's abrupt truncation.  相似文献

This paper explores the ad hoc networks that form to move policies to new sites by examining the process through which the city of Bandung, Indonesia adopted a creative city policy. As revealed through the Bandung case, attention to the formation of these networks highlights the way that power operates within them, privileging certain ideas and structuring the ways in which information flows through their channels. This insight suggests that the concept of policy mobilities would be enriched by a closer attention to the way power is used to construct networks that promote specific policies and places as sites of ‘best practice’. Furthermore, this paper extends the concept of policy mobilities to a city ‘off the map’. In contrast to most existing policy mobilities research that tends to focus on the stable, large‐scale networks through which policies travel and on the high‐profile cities constructed as policy models, the case of Bandung provides a study of how policy mobilities may occur differently outside of its well‐established locations.  相似文献

ABSTRACT

With combined insights from evolutionary economic geography and transition studies, the article examines the engagement of different regions in Norway in the innovation networks created within the European Union’s environmental programmes. The aim is to explore the programmes’ potential for supporting green economy and economic restructuring through branching and new path creation. The authors assess which regions participate in the programmes, which international networks they build, and which organisations participate in different regions. They compare three regions with different restructuring needs and research capacity – the counties of Rogaland, Hordaland, and Sør-Trøndelag (now part of the county of Trøndelag). They find that overall, Norwegian organisations participate relatively frequently in the programmes, but private firms play a marginal role. Their partners are mainly in core EU regions. Regional participation in the programmes is a function of research capacity as well as oil dependence. The authors conclude that in research-oriented regions, research establishments tend to dominate participation, creating potential for restructuring mainly through path creation. In oil-dependent regions, private firms account for a higher share of participants, enhancing the potential for branching. As the former regions participate more, the programme can mainly stimulate path creation.  相似文献

Municipalities create a local political geography that can institutionalize subordinate positions for minority groups. Most importantly, local governments determine which areas are incorporated into a municipality through annexation and which are excluded. Through these powers, local governments can diminish or deny minority political standing in local affairs, limit access to public services, and reduce the value of minority property. The boundaries are a component of racial residential segregation. Racially disparate application of local governments' power to shape local political geography creates barriers to equality that are difficult to discern on the ground, but which can be made visible by the mapping of spatial data. This study presents four cases where governmental decisions concerning a municipal boundary have institutionalized racial inequality, which is documented with maps created from public GIS data and other public records (e.g., City Council meeting minutes) as well as legal documents. This pattern of systematic exclusion of minority neighborhoods is receiving attention in the legal community, but studies in the social sciences have been limited.  相似文献

Questions of “integration” are normatively assumed to promote particular ideals of the multicultural city and lead to a “settlement” culture that bodes well with the hegemonic majority. This paper, however, questions the concept from an alternative perspective – that is, it aims to explore how “integration” is imagined and understood by displaced migrants through the contextual specificities of multiple and peripheral “public spaces” – defined in this paper as the everyday practices of integrative multiplicity. Exploring these questions in Scarborough, a post-war primarily ethno-racialized suburb of Toronto, the unique experiences of migrants, many who have faced histories of trauma and violence suggest that the settlement experience is not devoid of anxiety and pain. Memories of places and communities left behind, sometimes never to be returned to, harness a longing and deeper need for home-making often spilling into the public realm. Understanding public space and its inherent conceptual and political complexity as defined, used, and valued by recent migrants, allows integration to be understood through the dynamics of power relations. The findings reveal how recent migrants not only understand and use the city but also how they reflect upon and envision the city-building process, through their own individual subjectivities of inclusion/place-making and exclusion/displacement. Through such complex spaces of encounter, civic engagement and grounded experiences, the participants frame Scarborough in multiple and metaphorical forms: from a City of Refuge and Peace; City of Memory, Desire, and Imagination; City of Multifariousness; to a City of Civic Engagement and Fluid Resistance. This stands in stark contrast from how the city is framed in dominant discourse and the unsettling debates on how to reform it.  相似文献
