基于约束性CA的土地利用规划预评估及警情探测 总被引：2，自引：0，他引：2
土地利用规划是协调土地利用矛盾、实现土地可持续利用的重要空间管制措施之一。当前,规划方案的评估多偏重规划实施效果评估,对规划方案进行预评估尚不多见。该文根据我国土地利用规划框架,构建约束性CA对建设用地布局方案进行预评估,用于检测土地利用规划关于建设用地空间布局的合理性。以广州市为案例,对其2006-2020年土地利用总体规划的建设用地布局进行了预评估,对比了模拟方案与规划方案的差别,并提取冲突区域供规划决策参考。结果表明,约束性CA可以预测建设用地的空间布局,并能有效检测与规划相冲突区域,可为违法用地遥感督查提供更有效的空间信息。 相似文献

土地利用规划环境影响评价,是针对土地利用的宏观结构调整与布局对环境与生态的可能影响作出的预测性评估。本文从生态保护、土地退化防治、耕地资源保障、建设用地增长的适度性与后效、耕地占补平衡的生态风险等5个方面,设计了11个指标用于预测和评估土地利用规划对环境、生态和土地资源的可能影响程度,并以《1997~2010年全国土地利用总体规划纲要》为案例进行了实际应用。结果表明,所提出的指标能较好的预估土地利用规划方案的实施对环境、生态和土地资源的潜在影响,为规避土地利用调整可能出现的不良环境与生态影响,提供有益的决策支持。 相似文献

运用概率统计分析、GIS空间分析技术等方法对区域地质灾害进行评价,探讨地质灾害对土地利用空间布局的影响及其分区在规划中的应用.研究结果表明:①所构建的地质灾害风险评价系统及其指标体系,整体上能够反映研究区域的地质灾害风险因素特征,统计分析结果较好体现研究区域地质灾害空间分布现状;②提出的基于地质灾害分区的建设用地和农用地的空间布局设计方案更加切合区域土地利用环境特征,具有更强的实践性与针对性.研究结论显示:在土地利用规划中分析地质灾害因素对土地利用空间格局的影响,可进一步提高规划对未来区域土地利用的指导作用. 相似文献

根据云南省施甸县土地利用综合情况,共选取该区域社会经济、土地资源和生态环境3方面13个相关指标建立评价指标体系。先运用主成分分析法对施甸县进行土地利用综合评价,再运用系统聚类分析法对结果进行划分,并结合施甸县的地理特征,将施甸县划分为了中部山区半山区土地利用综合区、西南部山坝结合土地利用综合区、西北部山坝结合土地利用综合区、南部山坝结合土地利用综合区、东南部高寒山区5个土地利用综合区。同时,运用ArcGIS技术绘制施甸县的土地利用综合分区图。分析施甸县土地利用综合分区情况,区域特点明显,差异较大。应在不同区域内统筹安排生产、生活、生态空间。并根据区域实际,融合"多规合一"理念,调整土地利用结构,优化其空间布局,完善基础配套设施等。 相似文献

农村居民点用地整理是新农村建设的重要内容。深入开展区域范围内待整理农村居民点分区研究,对于指导农村居民点用地的有序整理具有重要现实意义。以河北省136个县(市)为研究单元,选取农村居民点用地自然条件、区域经济实力和整理迫切度等8个指标,构建了农村居民点用地整理分区评价指标体系,利用熵值法确定权重,计算农村居民点整理的综合评价值。进一步基于人均农村居民点用地和综合评价分值,运用层次筛选法将研究区划分为优先整理区、重点整理区、适度整理区、生态型整理区和优化调整区。农村居民点整理分区,可为制定农村土地整理规划以及确定、实施土地整理项目提供决策依据。 相似文献

本文通过对《锡林郭勒盟土地利用总体规划(2006-2020)年》土地利用规划主要指标实现程度、土地利用变化与经济增长速度适应程度、规划空间布局等进行综合分析和全面评价,确定锡林郭勒盟耕地保有量可实现规划控制目标,基本农田、城乡建设用地和交通水利用地均与规划目标产生不同程度偏离,并针对规划实施过程中存在的问题,提出完善规划顺利实施的相关措施和建议. 相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations.
