Employing decoupling index and industrial structure characteristic bias index methods, this study analyzed the spatial-temporal characteristics of industrial structure transformations and their resulting carbon emissions in the Xuzhou Metropolitan Area from 2000 to 2014, with a focus on their relationships and driving factors. Our research indicates that carbon emission intensity from industrial structures in the Xuzhou Metropolitan Area at first showed an increasing trend, which then decreased. Furthermore, the relationship between emissions and industrial economic growth has been trending toward absolute decoupling. From the perspective of the center-periphery, the Xuzhou Metropolitan Area formed a concentric pattern, where both progress towards low emissions and the level of technological advancement gradually diminished from the center to the periphery. In terms of variation across provinces, the ISCB index in the eastern Henan has decreased the slowest, followed by the southern Shandong and the northern Anhui, with the northern Jiangsu ranking last. During this period, resource- and labor- intensive industries were the primary growth industries in the northern Anhui and the eastern Henan, while labor-intensive industries dominated the southern Shandong and capital-intensive industries dominated the northern Jiangsu. In terms of city types, the spatial pattern for industrial structure indicates that recession resource-based cities had higher carbon emission intensities than mature resource-based cities, followed by non-resource-based cities and regenerative resource-based cities. Generally, the industrial structure in the Xuzhou Metropolitan Area has transformed from being resource-intensive to capital-intensive, and has been trending toward technology-intensive as resource availability has been exploited to exhaustion and then been regenerated. Industrial structure has been the leading factor causing heterogeneity of carbon emission intensities between metropolitan cities. Therefore, the key to optimizing the industrial structure and layout of metropolitan areas is to promote industrial structure transformation and improve the system controlling collaborative industrial development between cities.  相似文献

In this study, by carrying on the spot investigation to the seven coal cities in Northeast China and interviewing with the local authority and the residents, the authors definite the vulnerability that is closed to exposure, sensitivity and resilience, and set up vulnerability model of coal cities in Northeast China. At the same time, the authors broadly illustrate how the components of natural-social-economic system act in the coal area, so as to probe the ways to reduce vulnerability more effectively, such as preferential national policy and so on. Furthermore, the article studies the relationship between vulnerability and sustainable development. Vulnerability is a spatio-temporal function of sustainable development. The regional sustainable development refrains the spiral ascending of vulnerability. And the regional vulnerability and sustainable development appear in turn. Then the article analyzes the natural vulnerability, social vulnerability and economic vulnerability of coal cities in Northeast China. At last, combing vulnerability model and situation of coal cities in Northeast China, the authors put forward regional technology innovation mode, multi-dimension structure transformation mode, attracting investment mode and recycling economy mode to reduce vulnerability.  相似文献

Measuring the economic and social effects of the Northeast China Revitalization Strategy is critical to addressing regional sustainable development in China. To shed light on this issue, an integrated perspective was adopted that is combined with the difference-in-differences method to measure the effects of the strategy on economic growth and social development in Northeast China. The findings suggest that the strategy has significantly improved regional economic growth and per-capita income by increasing its gross domestic product(GDP) and GDP per capita by 25.70% and 46.00%, respectively. However, the strategy has significantly worsened the regional employment in the secondary industry of the region. In addition, the strategy has not significantly improved regional infrastructural road, education investment or social security, and has had no significant effect on mitigating regional disparity. In addition, the policy effects are highly heterogeneous across cities based on city size and characteristics. Therefore, there is no simple answer regarding whether the Northeast China Revitalization Strategy has reached its original goals from an integrated perspective. The next phase of the strategy should emphasize improving research and development(RD) and human capital investments based on urban heterogeneity to prevent conservative path-dependency and the lock-in of outdated technologies.  相似文献

Industrial transformation represents a unique economic phenomenon in China‘s regional economy,and old industrial city reconstruction has long been a key problem that affects state security. As a typical old indus-trial city in China, Shenyang established its heavy industrial city position in the First Five-year Plan period (1953-1957), and this industrial structure has been consolidated for a long time. After 1978, Shenyang began its long last-ing industrial reconstruction in an all-round way by 3 main initiatives including restructuring economic system, up-grading traditional industrial technology and developing high-tech industry. In the end of the 1990s, it could be i-dentified that remarkable structural changes took place in city economy at large as well as individual industrial sec-tor. According to the GDP proportion change, Shenyang is on the way to a high level industrial structure. The sec-ondary industry also engendered significant shifting as smelting and textile industry declined sharply but IT industry increased largely. Although the ratio of the heavy industry to the light industry changed periodically, the heavy in-dustrial output value most time kept a high proportion over 60% of the gross industrial output value in the past five decades. Shenyang has favorable conditions for developing equipment manufacturing industry, but it should carry out the program by establishing its leading role in urban economy plan, building “Theme Industrial Parks“, improv-ing Tiexi Industrial Zone, removing any kind of system barrier, enlarging private and other ownerships economy and improving technology, marketing and management by IT application. In response to economy globalization,Shenyang needs to expand the cooperation worldwide and improve the cohesion with surrounding cities.  相似文献

This paper develops a conceptual model and an indicator system for measuring economic resilience of resource-based cities based on the theory of evolutionary resilience and the related concepts of persistence, adaptation, and transformation. Nineteen resource- based cities in Northeast China were analyzed using the indicator system. The results showed that Liaoning and Jilin provinces had higher economic resilience than Heilongjiang Province. Panjin, Benxi, and Anshan in Liaoning Province were the top three cities, while Shuangyashan and other coal-based cities in Heilongjiang Province ranked last. Metals- and petroleum-based cities had significantly higher resilience than coal-based cities. The differences in persistence, adaptability, transformation, and resilience among resource-based cities decreased since the introduction of the Northeast Revitalization Strategy in 2003. Forestry-based cities improved the most in terms of resilience, followed by metals-based and multiple-resource cities; however, resilience dropped for coal-based cities, and petroleum-based cities falling the most. The findings illustrate the importance and the way to develop a differentiated approach to improve resilience among resource-based cities.  相似文献

Based on the data of gross domestic product (GDP), industrial added value and the proportion of industrial employees from 2000 to 2008, this paper studies the effect of industrial structure change on the regional economic growth of Beijing-Tianjin-Hebei Metropolitan Region in China using the shift-share method. The results show that: 1) In the 21st century, the industrial output of three industries, namely, primary, secondary, and tertiary, and the GDP grew rapidly in the study period. The tertiary industry grew the fastest; it had the largest contribution to the GDP and meanwhile had become the most competitive industry in the metropolitan region. 2) The development of cities within the region was not balanced. Firstly, compared with Tianjin, Beijing, as one of the two core cities, was more rational in the industrial structure. Secondly, the surrounding eight cities, which are Shijiazhuang, Qinhuangdao, Tangshan, Langfang, Baoding, Cangzhou, Zhangjiakou, and Chengde, were all uncompetitive than the two core cities. 3) There was a great industrial gradient in the region (especially between the two core cities and the cities of Tangshan, Baoding, Zhangjiakou, Chengde, Cangzhou, and Langfang). As a result, it is foreseeable that the industry transfer in the Beijing-Tianjin-Hebei Metropolitan Region will be one of the trends in regional development, and the industry transfer is inevitably to promote the regional integration.  相似文献

Since China opening to outside world, the economy in the Pearl(Zhujiang) River Delta(PRD) has been dou-ble digit growth. It has been known as one of mature fast growth areas in the world and become the model and hope of Chi-nese reform and opening to outside world. The regional development in PRD is the outcome of polarization effects. The polar-ization effects actually are extension of international regional division and a combination of Hongkong‘‘s influence and re-form and open-door policies on the mainland. Since the 1990s, driven by knowledge-based economy, the PRD has furtheradjusted the industrial structure and achieved good progress in upgrading industrial structure. Its high technology industryhas developed quickly and the economic internationalization has deepened, meanwhile, the region is going through transforma-tion and some new trends have begun to appear, which include: university towns springing up, industrial globalization andthe construction of Hi-tech development zones. The paper suggests that with the economic growth changing from relying onthe low level production elements to relying on high level production elements, the regional policies in GuangdongProvince should develop correspondingly: 1) make a plan to prohihite the blind construction in innovative spatial construc-tions; 2) make measures to attract the overseas talents to establish a pool of talent; 3) work out the favorable policies forabsorbing larger capital; 4) formulate the policy of attracting a cluster of industries to speed up the upgrade of industrialdevelopment.  相似文献

The recession and revitalization of old industrial cities concerns urban industrial evolution and its characteristics. Based on the theory of evolutionary resilience, we developed an analytical framework for the industrial structure evolution of old industrial cities, and applied the framework to a case study in Shenyang. The following conclusions are drawn. First, since 1978, Shenyang's industrial growth capacity has shown fluctuation between ‘contraction-expansion'. As the secondary industry has a much stronger expansionary and contractionary capacity for growth, this results in lacking stability leading to industrial structure transformation. Second, since 1999, the orientation towards a high-end manufacturing industry in Shenyang has weakened, and the evolution of the new and old growth path is characterized by low-end orientation. Third, since 2007, Shenyang's industrial innovation output capacity has dropped sharply which has been significantly affected by scientific and technological personnel and enterprise-owed science and technology institutions and to a less extent by RD expenditure. We applied the resilience theory to study the industrial evolution of an old industrial city, explored new study perspectives on industrial evolution and verified the applicability of the resilience theory. This paper provides a scientific reference for understanding the recent deceleration in economic growth in the Northeast old industrial base, and for exploring new paths toward revitalization.  相似文献

Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a backward region by contrast with the coastal areas. This paper elaborates the evolutionary process of the old industrial base of Northeast China, analyses the main reasons for the decline, gives a preliminary evaluation on the revitalizing polices in recent years, and points out major long-term challenges for future revitalization. It concludes that for Northeast China, a relative declining area: 1) it is indispensable to get the long-term policy support from the central government; 2) system reform and structure adjustment are the crucial strategies, particularly the reform of the large and medium state-owned enterprises; and developing new industries is as important as upgrading traditional advantaged industries; 3) the local governments should play an indirect role, avoiding from any unnecessary intervention on economic activity; and 4) social security and investment climate must be improved simultaneously. In addition, the author stresses that the lack of knowledge on the nature of old industrial base had led to failures of the past initiatives, and revitalizing the old industrial base should be treated as a holistic regional project including economy growth, society progress and environment improvement.  相似文献

Since 1978, many changes have happened on the background of urban regional structure in China, such as the economy system restructuring, the social transforming including the population flow accelerating and social demand diversifying and individualizing, the political and economic systems reforms, the rise of the real estate market and the changing relationship between human and nature. From the macroscopic view, these changes make the national urban system to be a newer pattern with a widening gap among the cities in spite of the rising of the cities as a whole. At the same, the urban land use structures are changing with both the trends of intensification and diversification, and the trends of the regional diversification and the economic integration. Besides, urban structures with multiple centers are emerging in several metropolitan areas in China. These changes and trends mentioned above are confirmed by a case study of Nanjing City, a growing metropolitan area in east China. The case study also points out some problems in urban regional structure reforming, especially the poor social and ecological considerations. We should pay more attention to some ideas like balance of intensification and decentralization, development of suburban centers and a reasonable mixing of the functional activities to develop a sustainable urban regional structure. Quality of life(QOL) is a hotspot issue that has attracted increasing attention from the Chinese Government and scholars, it is also a vital issue that should be addressed during the cause of ′establishing overall well-off society′. Northeast China is one of the most import old industrial bases in China, however, the industrial structure of heavy chemical industry and the development mode of ′production first, living last′ have leaded to series of social problems, which have also become a serious bottleneck to social stability and economic sustainable development. Through applying the methods of BP neural network, exploratory spatial data analysis(ESDA) and spatial regression model, this paper examines the space-time dynamics of QOL of the residents in Northeast China. We first investigate the indexes of QOL of the residents and then use ESDA methods to visualize its space-time relationship. We have found a spatial agglomeration of QOL of the residents in middle-southern Liaoning Province, central Jilin Province and Harbin-Qiqihar-Daqing area of Heilongjiang Province. Two third of the counties are low-low spatial correlation, and the correlative type of about 60% of the prefecture level areas keeps stable, indicating QOL of the residents in Northeast China shows a certain character of path dependence or spatial locked. We have also found that economic strength and development levels of service industry have positive and obvious effect on QOL of the residents, while the effect of such indexes as the social service level and the proportion of the tertiary industries are less.  相似文献

The emergence of rapid transit, primarily represented by high-speed railway(HSR), while reshaping the regional traffic patterns, leads to the reconstruction and redistribution of population and industry. This leads to either shrinkage or expansion of urban scale. However, research on the influence mechanisms of the urban scale has mostly concentrated on historical, economic and social factors. The influence of traffic factors is rarely mentioned in current research. Therefore, this study examines Northeast China, where the change in urban scale is most significant, to discuss the spatial impact of high-speed railway on the urban scale. This is of great significance in terms of enriching current understanding of the factors affecting the urban scale. The results included the following: 1) The high-speed railway produced considerable space-time convergence effects, however, simultaneously aggravated the imbalance in traffic development in Northeast China. The increase in accessibility presents attenuation characteristics from the high-speed railway. Additionally, the high-speed railway has changed the mode of cooperation between cities in the provinces, inter-regional and inter-provincial cooperation models gradually become popular. 2) The change rate of accessibility and the urban scale present significant spatial coupling phenomena, with the change rate of the Harbin-Dalian trunk lines and its surroundings being more significant. 3) There are predominantly four modes of the influence of high-speed railway on the urban scale, which make difference city present expansion or shrinkage.  相似文献

This study focuses on China's coastal area and its marine economic development. Applying the information diffusion method, the study establishes a kernel density function and its decomposition using a marine economic per capita as the index of the model to depict the dynamic evolution law and the internal influential factors of the Chinese marine economy during 1996–2013. The relative development rate was introduced to analyze the spatial differences in the marine economy's development. In this way, space and time dimensions fully characterized the evolution of the Chinese marine economy. Additionally, the influence of growth and inequality in the process of its development can be analyzed. The study shows that the Chinese marine economy as a whole has been growing, and regional marine economic development is relatively coordinated. In addition, the marine economy began to develop even more rapidly after 2004. There are three factors affecting the dynamic evolution of China's marine economy: first, the most influential mean effect, followed by, second, the variance effect, and third, the least influential residual effect. The biggest influence on the dynamic evolution of the marine economy is the improvement of the development level of the marine economy in the coastal area. Meanwhile, due to the existence of inequality, provinces at higher development levels are more dispersed. Furthermore, the existence of the residual effect weakens the influence of the mean effect, and the influence on the dynamic evolution of the marine economy continuously increases. In the analysis of the influencing factors of the evolution and spatial difference of marine economic development, the level of opening to the outside world, the level of investment in fixed assets and the industrial structure have a positive role in promoting economic development. However, capital investment in scientific human research has a negative correlation with economic development, and does not pass the significant test. The difference in regional development levels and development speed is also very apparent; namely, the provinces with higher development levels generally displayed faster development speeds while those with lower development levels showed slower development speeds across the four periods analyzed.  相似文献
