River fisheries in Bangladesh is characterized as “open-access” and the history of administrative and legislative measures bear “contradiction and dilemmas” in resource extraction. The 1950 Fisheries act, the proclamation of 1973 that restricted lease to the registered fisher cooperatives and the experimental New Fisheries Management Policy (NFMP) of 1986 could not contribute to devolve into any participatory institution to introduce sustainable fisheries management. Because of the persistent dilemma in government policy, continued increase in fishing pressure and other anthropogenic reasons, the River resources degraded substantially. Over the past ten years, the Department of Fisheries (DOF) in collaboration with NGOs implemented community based fisheries management (CBFM) approaches with the technical assistance from the WorldFish Center. The principal goal of the approaches was to provide access rights to the fishers through organizing poor fishers and the community to introduce sustainable fisheries management in beels, floodplains and River sections. The CBFM experiences suggest that management and institution building process in river management is complex, and require participation of all concerned stakeholders including local government institutions and administration. CBFM-2 river fisheries management developed a broad-based institutional framework that include community and local government along with the direct beneficiaries and resource users. A positive feature of such institutions is its ability to facilitate flow of information among agents, which is a key to maintain solidarity within and across groups. This paper draws lessons from the CBFM experiences in Bangladesh to manage river fisheries resources in Bangladesh.  相似文献

Unsteady forces, torques and bending moments were predicted for a model podded propulsor unit at various azimuth angles. Predictions in time history include propeller shaft thrust, propulsor unit thrust, normal forces to the propeller shaft bearing, total forces acting on the propulsor unit, propeller shaft torque, blade spindle torque, in-plane and out-of-plane bending moments, and propulsor unit stock shaft torque and bending moments. Analysis was performed for averaged forces and their fluctuations as well. A time-domain unsteady multi-body panel method code, PROPELLA, was further developed for this prediction work. Predictions were compared with a set of time averaged in-house experimental data for a puller-type podded propulsor configuration in the first quadrant operation. Unsteady fluctuations of forces were predicted numerically. Analysis was made for the bending moment on propeller blades, shaft and the propulsor unit stock shaft for azimuth angles from 0° to 45°. It indicates that the magnitude and fluctuation of the forces are significant and they are essential for structural strength and design optimization. The predicted bending moment and global forces on the propulsor unit provide some useful data for ship maneuvering motion and simulation in off-design conditions.  相似文献

By inspection of photographs of the Hubble Atlas of Galaxies the frequency distribution of the sizes of dark cloud complexes in the four nearby galaxies NGC 3031, 5128, 5194 and 5457 is derived and the total amount of dust in these systems is estimated. The frequency distribution of the clouds is nearly the same in all the considered galaxies and may be approximated by n(R) ∼ ekR, k ≈︂ 0.050 pc−1. Flood hazard and risk assessment was conducted to identify the priority areas in the southwest region of Bangladesh for flood mitigation. Simulation of flood flow through the Gorai and Arial Khan river system and its floodplains was done by using a hydrodynamic model. After model calibration and verification, the model was used to simulate the flood flow of 100‐year return period for a duration of four months. The maximum flooding depths at different locations in the rivers and floodplains were determined. The process in determining long flooding durations at every grid point in the hydrodynamic model is laborious and time‐consuming. Therefore the flood durations were determined by using satellite images of the observed flood in 1988, which has a return period close to 100 years. Flood hazard assessment was done considering flooding depth and duration. By dividing the study area into smaller land units for hazard assessment, the hazard index and the hazard factor for each land unit for depth and duration of flooding were determined. From the hazard factors of the land units, a flood hazard map, which indicates the locations of different categories of hazard zones, was developed. It was found that 54% of the study area was in the medium hazard zone, 26% in the higher hazard zone and 20% in the lower hazard zone. Due to lack of sufficient flood damage data, flood damage vulnerability is simply considered proportional to population density. The flood risk factor of each land unit was determined as the product of the flood hazard factor and the vulnerability factor. Knowing the flood risk factors for the land units, a flood risk map was developed based on the risk factors. Visual interpretation of satellite images could help in the identification of present and past landforms. An attempt has been made to identify the palaeochannels of the Cauvery river in Karnataka state through visual interpretation of IRS-1C, LISS III False Colour Composites (FCC). In order to assess their inter-relationship with other hydrogeomorphic elements, various geomorphic units have been mapped. Major geomorphic units like alluvial plain, pediplain, valley fill. residual hill, ridges, meander scar, channel bars and water bodies have been demarcated. Considering the hydrogeomorphic setup of the palaeochannels. it is inferred that the disposition of palaeochannels of the area are controlled by the geology and structure and the prevailing geomorphic process.  相似文献

The South-East Asian region experienced a haze episode in 1994 which was widely believed to be due to widespread forest fires in Sumatra and Kalimantan (Indonesia). Broadband measurements of the surface level solar ultraviolet-B, UV-A and Global radiation at Penang (Malaysia) are used to study the effect of the 1994 haze on effective UV-B irradiance. We find that during the haze episode, there is enhanced absorption of surface level UV-B radiation. The effect of haze on UV-A and Global radiation is much less. The reduction in absolute noon time UV-B irradiance (mostly cloud free) during the 1994 haze period was 23% relative to the UV-B irradiance during thecorresponding haze-free period in 1995. Even though the noon time radiation data minimizes the cloud effect in the results presented some cloud effect is still present.  相似文献

We report data for Ag, Bi, Cd, Co, Cs, Ga, In, Se, Te, Tl and Zn determined by neutron activation in Allende samples heated for one week at 100° increments in the 1000–1400°C range in a low pressure (initially 10?5atmH2) environment using an apparatus of novel design. In the extremes, concentrations of these trace elements—initially present at ppm-ppb levels—in unheated material are lowered even farther by factors of 10?4–10?5 over a broad temperature span. Loss of some elements above 1000°C extends trends evident below 1000°C; loss of others is even more extreme. On Arrhenius diagrams some elements exhibit but one apparent activation energy over the entire temperature span of loss while others exhibit 2 or 3, each operative in a particular temperature region. These discontinuities seem related to mineralogic/petrologic alteration and probably reflect differences in diffusion mechanism rather than siting differences. The extension of previous experiments into the temperature regime postulated for chondritic differentiation should lead to a better understanding of the evolution of meteoritic parent bodies.  相似文献

Core samples from the “Praezechstein” formation of the bore “Dransfeld 1” were investigated by optical, X-ray, and chemical methods. The rock formation consists of graywackes interbedded with Slates. The graywackes contain mineral.components and rock fragments which are also common in the graywackes of Harz and “Rheinisches Schiefergebirge”, so that a common source of derivation may be concluded, namely the “Mitteldeutsche Schwelle”. The distinctive features of the Dransfeld-graywackes however as compared to those of Harz and “Rheinisches Schiefergebirge” are:

ABSTRACT

A baseflow separation methodology combining the outcomes of the flow–duration curve and the digital filtering algorithms to cope with the restrictions of traditional procedures has been assessed. Using this methodology as well as the monitored and simulated hydro-climatological data, the baseflow annual variations due to climate change and human-induced activities were determined. The outcomes show that the long-term baseflow index at the upstream sub-basin is nearly half of that at the downstream from October to April, whereas they are close to each other for the remaining months. Some of the groundwater reacts to precipitation and an evident rise in the groundwater contribution was detected for the hydrological years 1998–2001 and 2006–2008. The contrary was recorded for1987. The water released from the reservoir in the dry periods led to distinctions in the detected baseflow index between the pre-damming and post-damming periods of the river.  相似文献
