In 2007, the Australian federal government introduced a ‘new’ graduate visa scheme, the 485 visa sub-class. This visa facilitates the transition from student to worker for overseas graduates from Australian higher education institutions, with the potential to significantly increase their numbers in the country. At the same time, local governments have introduced various policies designed to attract and retain human capital in rural areas to address the shortfall of highly skilled individuals. This paper redresses the current lack of research into the spatial dynamics of overseas human capital in Australia and their relation to the new visa scheme in combination with shifts in rural development policies. Drawing on survey data of graduates describing the ‘before’ (2005) and ‘after’ (2008) periods of the introduction of the 485 visa scheme, this paper shows that the propensity of overseas graduates to move between Australia's regions has increased substantially. In particular, there have been an increasing proportion of overseas graduates moving to major cities despite rural development policy efforts to attract human capital to rural areas. However, these policy efforts appear to have attracted overseas graduates with particular qualifications (education and health) to work in such locales.  相似文献

During a recent expedition at the Gorringe Bank (eastern Atlantic, 150 miles SW off Portugal), one of the rare sites in the ocean where mantle rocks crop out at very shallow depths (? 30 m), the Gettysburg and Ormonde seamounts, the two summits on the Gorringe Bank, were surveyed in detail. At Gettysburg seamount, within the modern bioclastic material, which is continually produced on the summit and exported to deep water, several examples of Mesozoic cephalopods were found. These fossils, reworked ‘in situ’, gave an age spanning from Kimmeridgian–Tithonian to Hauterivian (145–155 Ma) and recall some condensed Jurassic sequences of the Thetyan region compatible with shallow water (< 200 m). The serendipitous discovery of such ancient faunas within modern sediments suggests that Gorringe Bank was a seamount at the early opening of the Atlantic Ocean and requires us to reassess the age of rifting along the Iberian margin and the importance of vertical tectonics for non‐volcanic, mantle‐rooted seamounts.  相似文献

Vulnerability and disaster risk assessment has been evaluated from different perspectives with focus on global or national scale. There is a lack of methodologies on city scale, which are able to capture inner-city disparities with regard to socioeconomic aspects. Therefore, the main objective was to develop a transparent and comprehensive indicator-based approach which is flexible in terms of data availability and is not tied to a specific case study side. This research proposes two flexible methodological approaches on how to perform socioeconomic vulnerability assessment. Susceptibility, Coping and Adaptation are the main elements of a modular hierarchical structure to capture the societal sphere of vulnerability. The first method is completely based on official census data at block scale. The second method is an expansion and includes data derived from a field survey to add components of risk perception. The proposed methodologies were developed and applied in the city of Genoa (Italy). The results are displayed spatially explicit on maps. Furthermore statistical analysis, to reveal the driving forces which influence vulnerability, was performed. The census-based approach revealed that vulnerability is forced along the river by the inherent susceptibility, as well as the lack of adaptation. The two approaches can be used effectively in gaining different insights. The flexibility of the framework proved to be suitable to the objective of the research. However, the values computed in this research do not claim completeness, and the aim was to provide useful information for stakeholders in decision making process to reduce vulnerability and risk.  相似文献

We derive a conservative coincidence time window for joint searches of gravitational-wave (GW) transients and high-energy neutrinos (HENs, with energies ?100 GeV), emitted by gamma-ray bursts (GRBs). The last are among the most interesting astrophysical sources for coincident detections with current and near-future detectors. We take into account a broad range of emission mechanisms. We take the upper limit of GRB durations as the 95% quantile of the T90’s of GRBs observed by BATSE, obtaining a GRB duration upper limit of ∼150 s. Using published results on high-energy (>100 MeV) photon light curves for 8 GRBs detected by Fermi LAT, we verify that most high-energy photons are expected to be observed within the first ∼150 s of the GRB. Taking into account the breakout-time of the relativistic jet produced by the central engine, we allow GW and HEN emission to begin up to 100 s before the onset of observable gamma photon production. Using published precursor time differences, we calculate a time upper bound for precursor activity, obtaining that 95% of precursors occur within ∼250 s prior to the onset of the GRB. Taking the above different processes into account, we arrive at a time window of tHEN − tGW ∈ [−500 s, +500 s]. Considering the above processes, an upper bound can also be determined for the expected time window of GW and/or HEN signals coincident with a detected GRB, tGW − tGRB ≈ tHEN − tGRB ∈ [−350 s, +150 s]. These upper bounds can be used to limit the coincidence time window in multimessenger searches, as well as aiding the interpretation of the times of arrival of measured signals.  相似文献

 To assess the extent to which atmospheric low-frequency variability can be ascribed to internal dynamical causes, two extended runs (1200 winter seasons) of a three level quasi-geostrophic model have been carried out. In the first experiment the model was forced by an average forcing field computed from nine winter seasons; in the second experiment we used a periodically variable forcing in order to simulate a seasonal cycle. The analysis has been focused on the leading Northern Hemisphere teleconnection patterns, namely the Pacific North American (PNA) and the North Atlantic Oscillation (NAO) patterns, and on blocking, both in the Euro-Atlantic and Pacific sectors. The NAO and PNA patterns are realistically simulated by the model; the main difference with observations is a westward shift of the centres of action of the NAO. Related to this, the region of maximum frequency of Atlantic blocking is shifted from the eastern boundary of the North Atlantic to its central part. Apart from this shift, the statistics of blocking frequency and duration compare favourably with their observed counterparts. In particular, the model exhibits a level of interannual and interdecadal variability in blocking frequency which is (at least) as large as the observed one, despite the absence of any variability in the atmospheric energy sources and boundary conditions on such time scales. Endocrine Disrupting Chemicals (EDCs) have the potential to alter hormone pathways that regulate reproductive processes in wildlife and fishes. In this research the hypothesis that Mediterranean top predator species (such as large pelagic fish) are potentially at risk due to EDCs is investigated. These marine organisms tend to accumulate high concentrations of EDCs such as polyhalogenated aromatic hydrocarbons (PHAHs). The potential effects of EDCs on a fish species of commercial interest, the top predator Xiphias gladius (swordfish), were investigated using vitellogenin (Vtg) and Zona radiata proteins (Zrp) as diagnostic and prognostic biomarkers. Dramatic induction of typically female proteins (Vtg and Zrp) was detected by ELISA and Western Blot in adult males of the species. These results are the first warning of the potential risk for reproductive function of Mediterranean top predators, and suggest the need for continuous monitoring of this fragile marine environment.  相似文献
