Climate change disproportionately impacts the world’s poorest countries. A recent World Bank report highlighted that over 100 million people are at risk of falling into extreme poverty as a result of climate change. There is currently a lack of information about how to simultaneously address climate change and poverty. Climate change challenges provide an opportunity for those impacted most to come up with new and innovative technologies and solutions. This article uses an example from Mozambique where local and international partners are working side-by-side, to show how developing countries can simultaneously address climate change and poverty reduction using an ecosystem-based adaptation approach. Using ecosystem-based adaptation, a technique that uses the natural environment to help societies adapt to climate change, developing countries can lead the way to improve climate adaptation globally. This paradigm shift would help developing countries become leaders in ecosystem-based adaptation and green infrastructure techniques and has implications for climate policy worldwide.

POLICY RELEVANCE

The Paris Agreement resulting from the United Nations Framework Convention on Climate Change (UNFCCC) 21st Conference of Parties (COP 21) in December 2015 was rightly lauded for its global commitment to cut greenhouse gas emissions. However, COP 21 was also historic because of its call for non-party stakeholders to address climate change, inclusion of a global goal of ‘enhancing adaptive capacity, strengthening resilience and reducing vulnerability’, and the United States’ commitment of $800 million to adaptation funding. The combination of recognizing the need for new stakeholders to commit to climate change adaptation, the large impact climate change will have on the developing world, and providing access to funds for climate change adaptation creates a unique opportunity for developing countries to pave the way in adaptation policies in practices. Currently, developing countries are creating National Adaptation Plans (NAPs) for the UNFCCC. Through including a strong component of ecosystem-based adaptation in NAPs, developing countries can shape their countries’ policies, improve local institutions and governments, and facilitate a new generation of innovative leaders. Lessons learned in places like Mozambique can help lead the way in other regions facing similar climatic risks.  相似文献

Observations of the stellar content of the bulge of the Milky Way can provide critical guidelines for the interpretation of observations of distant galaxies, in particular for understanding their stellar content and evolution. In this brief overview I will first highlight some recent work directed towards measuring the history of star formation and the chemical composition of the central few parsecs of the Galaxy. These observations point to an episodic history of star formation in the central region with several bursts having occurred over the past few 100 Myr (e.g. Blum et al., 1996b). High resolution spectroscopic observations by Ramírez et al. (1998) of luminous M stars in this region yield a near solar value for [Fe/H] from direct measurements of iron lines. Then I will present some results from an ongoing program by my colleagues and myself the objective of which is the delineation of the star formation and chemical enrichment histories of the central 100 parsecs of the Galaxy, the `inner bulge'. From new photometric data we have concluded that there is a small increase in mean [Fe/H] from Baade's Window to the Galactic Center and deduce a near solar value for stars in the central region. For radial distances greater than 1° from the Galactic Center we fail to find a measurable population of stars that are significantly younger than those in Baade's Window. Within 1° we find a number of luminous M giants that most likely are the result of a star formation episode not more than one or two Gyr ago. We present results from a continuing campaign to secure deep multi-colour CCD sequences for photometric calibration in UK Schmidt fields with galactic latitudes | b |>50°. In this paper we present UBVR photometry in 12 fields and BR photometry in a further 14 fields observed within UK Schmidt survey fields centred at δ =−30°. Photometric errors are at the 0.05 level at 20.2, 21, 20.5 and 20 mag for UBVR sequences respectively. Our observations were carried out with the 0.9-m telescope at the Cerro-Tololo Inter-American Observatory. These data are not intended for use as highly accurate individual photometric standards, but rather for use as sequences, using a large number of stars to calibrate wide-area data such as photographic plates. Summary Using figures derived from the UK Home Office, this paper analyses and reviews the impact and deployment of Part V of the Criminal Justice and Public Order Act 1994 since its enactment. This is done with special reference to its impact on citizenship and the regulation of 'the environment' and associated rural spaces. It is argued that, notwithstanding the actual use of the public order clauses in Part V of the Act, its underlying meanings are largely of a symbolic nature. Such symbolism is, however, a powerful indication of the defence of particularist constructions of rural space. It can also open out new conditions of possibility, providing a useful 'oppressed' status and media spectacle for a range of protesters and activists.  相似文献

The objective of in situ thermal treatment is typically to reduce the contaminant mass or average soil concentration below a specified value. Evaluation of whether the objective has been met is usually made by averaging soil concentrations from a limited number of soil samples. Results from several field sites indicate large performance uncertainty using this approach, even when the number of samples is large. We propose a method to estimate average soil concentration by fitting a log normal probability model to thermal mass recovery data. A statistical approach is presented for making termination decisions from mass recovery data, soil sample data, or both for an entire treatment volume or for subregions that explicitly considers estimation uncertainty which is coupled to a stochastic optimization algorithm to identify monitoring strategies to meet objectives with minimum expected cost. Early termination of heating in regions that reach cleanup targets sooner enables operating costs to be reduced while ensuring a high likelihood of meeting remediation objectives. Results for an example problem demonstrate that significant performance improvement and cost reductions can be achieved using this approach.  相似文献

In meandering rivers cut into bedrock, erosion across a channel cross‐section can be strongly asymmetric. At a meander apex, deep undercutting of the outer bank can result in the formation of a hanging cliff (which may drive hillslope failure), whereas the inner bank adjoins a slip‐off slope that connects to the hillslope itself. Here we propose a physically‐based model for predicting channel planform migration and incision, point bar and slip‐off slope formation, bedrock abrasion, the spatial distribution of alluvial cover, and adaptation of channel width in a mixed bedrock‐alluvial channel. We simplify the analysis by considering a numerical model of steady, uniform bend flow satisfying cyclic boundary conditions. Thus in our analysis, ‘sediment supply’, i.e. the total volume of alluvium in the system, is conserved. In our numerical simulations, the migration rate of the outer bank is a specified parameter. Our simulations demonstrate the existence of an approximate state of dynamic equilibrium corresponding to a near‐solution of permanent form in which a bend of constant curvature, width, cross‐sectional shape and alluvial cover distribution migrates diagonally downward at constant speed, leaving a bedrock equivalent of a point bar on the inside of the bend. Channel width is set internally by the processes of migration and incision. We find that equilibrium width increases with increasing sediment supply, but is insensitive to outer bank migration rate. The slope of the bedrock point bar varies inversely with both outer bank migration rate and sediment supply. Although the migration rate of the outer bank is externally imposed here, we discuss a model modification that would allow lateral side‐wall abrasion to be treated in a manner similar to the process of bedrock incision. Tongyu County in Northeast China is highly prone to land degradation due to its fragile physical settings characterized by a flat topography, a semi-arid climate, and a shallow groundwater table. This study aims to determine the causes of land degradation through detecting the long-term trend of land cover changes. Degraded lands were mapped from satellite images recorded in 1992 and 2002. These land cover maps revealed that the area subject to land degradation in the form of soil salinization, waterlogging and desertification increased from 2400 to 4214 km2, in sharp contrast to most severely degraded land that decreased by 122.5 km2. Newly degraded land stems from productive farmland (263 km2), harvested farmland (551 km2), and grassland (468 km2). Therefore, the worsened degradation situation is attributed to excessive reclamation of grassland for farming, over cultivation, overgrazing, and deforestation. Mechanical, biological, ecological and engineering means should be adopted to rehabilitate the degraded land.  相似文献
