European Union directives as well as national legislation are placing great emphasis on the inclusion of stakeholder perspectives in the governance of risks from natural hazards. This should help decision makers formulate better policies. However, to date, there is little information on stakeholders’ perspectives with respect to landslide risk governance. This paper addresses the gap by reporting on research in Nocera Inferiore, Italy. The research is based on a documentary analysis, 43 semi-structured interviews and a survey submitted to 373 residents. The political instability, the unfairness of national funding allocation across municipalities and the residents’ lack of knowledge about risk assessment and emergency planning are some of the main barriers to effective risk governance. Moreover, there are divergent, sometimes even opposite, stakeholders’ views on several issues, such as the relevance of illegal development in risky areas. The results highlight the importance of addressing these divergent views and including the plurality of voices as a prerequisite for inclusive risk governance. The research provided essential background information for a participatory process, which was designed to support decisions on landslide risk mitigation measures in Nocera Inferiore (Linnerooth-Bayer et al. this issue). The methodology will be of more general interest to researchers and policymakers intent upon including stakeholder perspectives in natural risk governance.  相似文献

The magnitude and character of the global resource base of fossil fuels is a key determinant of the evolution of the future global energy system and corresponding fossil fuel carbon emissions. What is less well understood is the potential magnitude of impact of the availability of fossil fuels, due to the interaction with biomass energy, on agriculture, land use, ecosystems and therefore carbon emissions from land-use change. This paper explores these links and implications. We show that if oil resources are limited, then the consequently higher price for liquids induces both the use of coal-to-liquids technology deployment, but also enhanced production of bioenergy crops particularly in a business-as-usual scenario. This in turn implies greater pressure to convert unmanaged ecosystems to produce bioenergy, and higher rates of terrestrial carbon emissions from land use.  相似文献

Migration of stray methane gas near the town of Dimock, Pennsylvania, has been at the center of the debate on the safety of shale gas drilling and hydraulic fracturing in the United States. The presented study relates temporal variations in molecular concentrations and stable isotope compositions of methane and ethane to shale-gas well activity (i.e., vertical/horizontal drilling, hydraulic fracturing and remedial actions). This was accomplished by analyzing data collected, between 2008 and 2012, by state and federal agencies and the gas well operator. In some cases, methane migration started prior to hydraulic fracturing. Methane levels of contaminated water wells sampled were one to several orders of magnitude greater than the concentrations due to natural variation in water wells of the local area. Isotope analyses indicate that all samples had a thermogenic origin at varying maturity levels, but from formations above the hydraulically fractured Marcellus Shale. The results from the initial water well samples were similar to annular gas values, but not those of production gases. This indicates that leakage by casing cement seals most likely caused the impacts, not breaks in the production casing walls. Remediation by squeeze cementing was partially effective in mitigating impacts of gas migration. In several cases where remediation caused a substantial reduction in methane levels, there were also substantial changes in the isotope values, providing evidence of two sources, one natural and the other man-induced. Sampling water wells while venting gas wells appears to be a cost-effective method for determining if methane migration has occurred.

Early studies suggest that people living in rural neighbourhoods are more satisfied with their residential location than people living in cities. Consequently, most individuals seem to prefer low-density environments to reside in. More recent studies, however, state that rural residents are no more likely to be satisfied with their residential neighbourhood than their urban counterparts. In addition, a considerable, growing part of the population seems to have a clear preference for urban neighbourhoods. The results of our research, conducted in Flanders, Belgium, suggest that urbanites are more satisfied with their neighbourhood than rural residents are. Neighbourhood preferences differ less between urbanites and rural residents. However, there are differences indicating that urbanites have a preference for rural neighbourhoods and rural residents a preference for urban neighbourhoods. In sum, it seems that people, once they have selected their residential location, are not satisfied with the neighbourhood characteristics and tend to develop a preference for a different neighbourhood type. This mismatch can be partly explained by the strongly developed urban sprawl in Flanders, reducing the residential qualities of urban and especially rural environments. Restricting further urban sprawl, with the help of a more active spatial planning policy, seems necessary to increase neighbourhood satisfaction.  相似文献

The 1.4–22.4 Å range of the soft X-ray spectrum includes a multitude of emission lines which are important for the diagnosis of plasmas in the 1.5–50 million degree temperature range. In particular, the hydrogen and helium-like ions of all abundant solar elements with Z > 7 have their primary transitions in this region and these are especially useful for solar flare and active region studies. The soft X-ray polychromator (XRP) is a high resolution experiment working in this spectral region. The XRP consists of two instruments with a common control, data handling and power system. The bent crystal spectrometer is designed for high time resolution studies in lines of Fe i-Fe xxvi and Ca xix. The flat crystal scanning spectrometer provides for 7 channel polychromatic mapping of flares and active regions in the resonance lines of O viii, Ne ix, Mg xi, Si xiii, S xv, Ca xix, and Fe xxv with 14 spatial resolution. In its spectral scanning mode it covers essentially the entire 1.4–22.5 Å region.This paper summarizes the scientific objectives of the XRP experiment and describes the characteristics and capabilities of the two instruments. Sufficient technical information for experiment feasibility studies is included and the resources and procedures planned for the use of the XRP within the context of the Solar Maximum Mission is briefly discussed.  相似文献
