The place of expertise in modern systems of government continues to be of concern to critical social scientists. Recent years have seen something of a shift away from conceptions of expertise that tended to see it as distant, overly technical and aligned with the needs of the state and capital. Expertise is increasingly recognised as having a more complex relation with the subjects of government than just as a means for shoring up authority, offering them a space for engagement, critique and counter-expertise. This paper argues that focusing on particular experts and their changing roles in governmental assemblages can flesh out one-dimensional conceptions of expertise and provide insights into governmental change. Drawing on a variety of literature, it is argued that expertise can usefully be conceived as; first, a social relation based on one party having access to knowledge which gives them authority over another; second, as distributed across a governmental assemblage in a particular way, with some expert relations being positioned to have more influence, understood here as expert power, across the assemblage; and third, as a matter of strategic engagement on the part of experts located in particular epistemic communities seeking to gain expert power. The potential of this perspective is explored through an analysis of an emergent expert system for the creative industries in the UK where a small community of actors have realigned their practices and cast themselves as creative industries experts. This has allowed then to reshape the governmental assemblage forming around this economic sector in a direction favourable to their own ideas. It is concluded that efforts to convert expertise into greater expert power is a key dynamic transforming governmental assemblages.  相似文献

A morphometric analysis was carried out to describe the topography and drainage characteristics of Papanasam and Manimuthar watersheds. These watersheds are part of Western Ghats, which is an ecologically sensitive region. The drainage areas of Papanasam and Manimuthar watersheds are 163 and 211 km2, respectively and they show patterns of dendritic to sub-dendritic drainage. The slope of both watersheds varied from 0° to 59° and 0° to 55°, respectively. Moreover, the slope variation is chiefly controlled by the local geology and erosion cycles. Each watershed was classified as a fifth-order drainage basin. The stream order of the basin was predominantly controlled by physiographic and structural conditions. The increase in stream length ratio from lower to higher order suggests that the study area has reached a mature geomorphic stage. The development of stream segments is affected by rainfall and local lithology of the watersheds.  相似文献

Most crude oils spread on open water to an average thickness as low as 0.1 mm. The application of dispersants enhances the transport of oil as small droplets into the water column, and when combined with the turbulence of 1 m waves will quickly entrain oil into the top 1 m of the water column, where it rapidly dilutes to concentrations less than 100 ppm. In less than 24 h, the dispersed oil is expected to mix into the top 10 m of the water column and be diluted to concentrations well below 10 ppm, with dilution continuing as time proceeds. Over the multiple weeks that biodegradation takes place, dispersed oil concentrations are expected to be below 1 ppm. Measurements from spills and wave basin studies support these calculations. Published laboratory studies focused on the quantification of contaminant biodegradation rates have used concentrations orders of magnitude greater than this, as it was necessary to ensure the concentrations of hydrocarbons and other chemicals were higher than the detection limits of chemical analysis. However, current analytical methods can quantify individual alkanes and PAHs (and their alkyl homologues) at ppb and ppm levels. To simulate marine biodegradation of dispersed oil at dilute concentrations commonly encountered in the field, laboratory studies should be conducted at similarly low hydrocarbon concentrations.  相似文献

Abstract

The Leigh Marine Laboratory (LML) has taken full advantage of its location on the shores of one of the world's first no-take marine reserves. The foresight of the founders of the laboratory has enabled the pursuit of ecological studies that have been amongst the first to demonstrate the effectiveness of reserves as a tool for conservation and restoration. The insights flowing from this work at Leigh are important, not only for targeted marine species, but also at the ecosystem level, and have proven to be highly relevant to broader resource management issues. Novel methodologies have been employed in the pursuit of these aims, helping to popularise their wider use. More recent work has focused on understanding the processes underlying the variability in response to marine conservation in marine reserves across the spectrum of coastal marine habitats in New Zealand. The LML has probably exceeded the expectations of its founders, who hoped the laboratory might generate information of interest in the fields of ‘resource management, food web dynamics and natural fluctuations distinct from man-induced changes’, and its contribution in the field of marine conservation has been significant both within New Zealand and internationally. This has been a 50-year journey that has gone from a focus on local effects of conservation to the broader context, from direct effects of protection to indirect effects, and from small-scale spatial conservation management to ecosystem-based management.  相似文献

Despite the growing recognition that poverty and environmental degradation remain a threat to achieving sustainable development goals, poverty–environment relationship is rarely explored. Crucial is the changing geography of the Lake Bosomtwe basin of Ghana. In this paper we examine how intensive and extensive fishing and farming in the name of livelihood sustainability, poverty reduction and human well-being undermine ecological health within the lake basin by subjecting data collected from 250 respondents to factor analysis. From a geo-referenced and processed classification of remotely sensed and GIS images over three periods using the maximum likelihood classifier algorithm, the results showed that, built up areas within the lake basin increased from 543.64 ha in 1986 to 7682.97 ha in 2008. Dense forest and rangeland decreased from 8698.95 and 22,660.88 ha over the same period to 1416.33 and 8577.99 ha in 2008 respectively. Other indicators such as water levels and fish stock also saw drastic reduction. The results further showed that major changes in the ecological landscape of the basin over the years are the outcomes of both direct and indirect drivers such as slash and burn agriculture, unregulated development of tourism facilities, overfishing, use of illegal fishing gear, poverty, annual overturn, climate change, market and institutional failures. Hence, a paradigm shift from the traditional site level forest restoration efforts to a landscape level, and a “conservation first principle” as a top priority in planning for the future, as well as focus on non-farm activities to reduce pressure on the natural capital are required.  相似文献

A small experimental oil spill was conducted on the northern tip of Baffin Island Nunavut, Canada (72 degrees 31' N, 79 degrees 50' W) in August 1981, and the natural weathering of the oil has been followed by periodic visits. This paper reports on the chemical composition of oil collected in August 2001. The vast majority of the initial oil has gone, but small patches remain. Some samples remain essentially unaltered despite their 20 years of exposure to the elements, while others show that biodegradation and photooxidation can play important roles in removing the majority of the components of the oil. Using 17alpha(H)21beta(H)hopane as a conserved marker within the oil, we show that the most biodegraded sample has lost more than 87% of the hydrocarbons initially present, while another has lost a substantial proportion of its initial chrysene and alkylated congeners. Potential explanations for the different weathering patterns seen in samples collected from this small site are briefly discussed.  相似文献

Over the years, many city managers, policy makers and academics alike have turned to high-rise buildings as pathway to sustainable urban development. However, the sustainability of such types of development in various geographical contexts, especially in sub-Saharan Africa, is a subject less explored. Amidst the promotion of high-rise development in a rapidly urbanizing metropolis in Ghana, Kumasi, the research empirically examined the social acceptability of high-rise residential facilities and the institutional capacity for their effective management. By conducting face-to-face interviews with sampled households, and critical public service providers in the metropolis, the study uncovered that, contrary to the evidence from many Asian cities, there is generally low social acceptability of high-rise developments, and a weak institutional capacity for effective service delivery. The research concludes that, whilst it is tempting to embrace high-rise buildings as sustainable development pathway, it is crucial they are pursued with much circumspection. In addition to their design being tailored to the local needs of the people for whom they are built, the promotion of high-rise development should recognize the importance of effective service delivery, and general social acceptability.  相似文献
