While carbon pricing is widely seen as a crucial element of climate policy and has been implemented in many countries, it also has met with strong resistance. We provide a comprehensive overview of public perceptions of the fairness of carbon pricing and how these affect policy acceptability. To this end, we review evidence from empirical studies on how individuals judge personal, distributional and procedural aspects of carbon taxes and cap-and-trade. In addition, we examine preferences for particular redistributive and other uses of revenues generated by carbon pricing and their role in instrument acceptability. Our results indicate a high concern over distributional effects, particularly in relation to policy impacts on poor people, in turn reducing policy acceptability. In addition, people show little trust in the capacities of governments to put the revenues of carbon pricing to good use. Somewhat surprisingly, most studies do not indicate clear public preferences for using revenues to ensure fairer policy outcomes, notably by reducing its regressive effects. Instead, many people prefer using revenues for ‘environmental projects’ of various kinds. We end by providing recommendations for improving public acceptability of carbon pricing. One suggestion to increase policy acceptability is combining the redistribution of revenue to vulnerable groups with the funding for environmental projects, such as on renewable energy.

A perturbative inversion method for estimating sediment compressional-wave-speed profiles from modal travel-time data is extended to include range-dependent environments. The procedure entails dividing a region into range-independent sections and obtaining estimates of the sediment properties for each region. Inversion results obtained using synthetic data show that range-dependent properties can be obtained if an experiment is designed to include multiple source/receiver combinations. This approach is applied to field data collected during the 2006 Shallow Water Experiment (SW06). The sediment compressional-wave-speed profiles resulting from analysis of the field data are evaluated by comparing acoustic fields predicted based on the inversion to acoustic fields measured during a different experiment conducted in the same region. The model is also compared to seismic reflection survey data collected during SW06. Resolution and variance estimated for the inversion results are also presented. 相似文献
New Zealand has a large exclusive economic zone (EEZ) that contains a variety of marine habitats and commercially-important species. The commercial fishing industry operating within New Zealand's EEZ is of significant value to the economy and fisheries resources are managed through the extensive use of Individual Transferable Quotas (ITQs). One of the benefits of ITQs has been to better align some of the private incentives of quota owners with the public interest. These incentives contributed to an initiative proposed by the fishing industry to close large areas of New Zealand's EEZ to protect the seabed from trawling. These closed areas are termed benthic protection areas (BPAs) and protect the benthic biodiversity of about 1.1 million square kilometres of seabed—approximately 30% of New Zealand's EEZ. A significant proportion of New Zealand's known seamounts and active hydrothermal vents are protected by these closed areas. We describe and discuss the criteria used to select BPAs and some of the criticism of this marine protection initiative. We argue that the assignment of strong property rights in fishing resources was an important precondition to an industry initiative that has a significant public benefit. Where private and public interests are well aligned, government can adopt an enabling and facilitation role, ceding direct control of processes in order to get the results the align with the public interest. 相似文献
Interactive resource planning is an increasingly important aspect of emission trading markets. The conferences of Rio de Janeiro, 1992, and Kyoto, 1997, originally focusing on environmental protection at both macro- and micro-economic levels, called for new economic instruments of this kind. An important economic tool in this area is Joint Implementation (JI), defined in Article 6 of the Kyoto Protocol. Sustainable development can be guaranteed only if JI is embedded in optimal energy management. In this contribution we describe and evaluate one international procedure within uncertain markets which helps to establish optimal energy management and interactive resource planning processes within uncertain emission trading markets. 相似文献
Rate constants for the reaction of OH radicals with some branched alkyl nitrates have been measured applying a competitive technique. Methyl nitrite photolysis in synthetic air was used as OH radical source at 295±2 K and 1000 mbar total pressure. Using a rate constant of 2.53×10-12 cm3 s-1 for the reaction of OH radicals with n-butane as reference, the following rate constants were obtained (units: 10-12 cm3 s-1): isopropyl nitrate, 0.59±0.22; isobutyl nitrate, 1.63±0.20; 3-methyl-2-butyl nitrate, 1.95±0.15; 2-methyl-1-butyl nitrate, 2.50±0.15; 3-methyl-1-butyl nitrate, 2.55±0.35. These values have been combined with the literature data to recalculate the substituent factors F(X) for the different nitrate groups which can be used to predict OH rate constants for organic nitrates for which experimental data are not available.Preliminary measurements of the photolysis frequency of isopropyl nitrate have shown that for this nitrate as a model substance, OH reactions and direct photolysis are of equal importance under tropospheric conditions. 相似文献
In this work we have developed a theoretical model that helps the interpretation of the remotely sensed thermal infrared measurements carried out over citrus orchards. A detailed analysis of the different factors which take part in the definition of the effective emissivity and temperature (observation height, viewing angle, type of soil, dimensions and separation between orange trees) is made. The model was validated under vertical observation in a citrus orchard during seven nights. In this situation we have determined that the model performs to an accuracy of about 1%. 相似文献
