The last few decades have seen increasing attempts to foster ‘collaborative’ and ‘participatory’ approaches to spatial planning and decision-making, with a more sophisticated conceptualisation of the contested term, participation. Participatory, ‘bottom-up’ geo-information technologies have been concurrently developing and these are expected to strengthen participatory spatial planning; important among these has been the transformation of conventional mapping and GIS tools into Participatory GIS (PGIS). In this paper we explore the potential contributions of participatory geo-information tools towards participatory spatial planning, in terms of the principles and criteria of good governance. We discuss five fundamental principles of ‘good’ governance: accountability, legitimacy, respect, equity, and competence, and the potential of geo-information tools to contribute to, and detract from, such principles; although we focus especially on participation and the recognition and validation of local knowledge. We derive criteria for the five principles, and we identify a range of evaluation questions which can be operationalised so as to interrogate the criteria for judging the contribution of participatory tools and participatory spatial planning activities. We conclude by summarily assessing the potentials of participatory geo-information tools, particularly participatory mobile GIS, participatory 3-dimensional modelling, and visualisation features in PGIS.  相似文献

Nonlinear analysis of rainfall dynamics in California's Sacramento Valley   总被引:1,自引:0,他引:1  
This study investigates the dynamic nature of rainfall observed at the Sustainable Agriculture Farming Systems (SAFS) site in California's Sacramento Valley, which was established to study the benefits of winter cover cropping in Mediterranean irrigated‐arid systems. Rainfall data of four different temporal scales (i.e. daily, weekly, biweekly, and monthly) are analysed to determine the dynamic nature of precipitation in time. In an arid climate with seasonal precipitation this has large implications for land and water management, both in the short term and in the long term. A nonlinear dynamic technique (correlation dimension method) that uses the phase‐space reconstruction and dimension concepts is employed. Bearing in mind the possible effects of the presence of zeros (i.e. no rain) on the outcomes of this analysis, an attempt is also made to compare the dynamic nature of all‐year rainfall and winter rainfall. Analysis of 15 years of data suggests that rainfall dynamics at this site are dominated by a large number of variables, regardless of the scales and seasons studied. The dimension results also suggest that: (1) rainfall dynamics at coarser resolutions are more irregular than that at finer resolutions; (2) winter rainfall has a higher variability than all‐year rainfall. These results are indeed useful to gain information about the complexity of the rainfall process at this site with respect to (temporal) scales and seasons and, hence, the appropriate model (high‐dimensional) type. However, in view of the potential effects of certain rainfall data characteristics (e.g. zeros, measurement errors, scale effects) on the correlation dimension analysis, the discussion also emphasizes the need for further verification, and possibly confirmation, of these results. A 1.5 kg iron found in 1960 at Gosnells, near Perth, Western Australia, belongs to Wasson's chemical group I-An3 and is structurally unusual, being best described as a heat-altered granular coarse octahedrite. It is chemically and structurally very similar to the Mount Dooling iron, found in 1909 about 400 km away, and has a fracture surface which fits the Mount Dooling mass very closely. The Gosnells fragment was probably transported by human agency, though it is not known when or by whom.  相似文献

Summary This paper presents a range of applications of the Regional Atmospheric Modeling System (RAMS), a comprehensive mesoscale meterological modeling system. Applications discussed in this paper include large eddy simulations (LES) and simulations of thunderstorms, cumulus fields, mesoscale convective systems, mid-latitude cirrus clouds, winter storms, mechanically- and thermally-forced mesoscale systems, and mesoscale atmospheric disperision. A summary of current RAMS options is also presented. Improvements to RAMS currently underway include refinements to the cloud radiation, cloud microphysics, cumulus, and surface soil/vegetative parameterization schemes, the parallelization of the code, development of a more versatile visualization capability, and research into meso--scale cumulus parameterization.With 18 Figures  相似文献

Illite clay particles with adsorbed137Cs were added as a submillimeter layer to the surface of silt-clay sediments contained in rectangular Plexiglas cells stored in a temperature-regulated aquarium, in order to trace the effect of the oligochaete, Tubifex tubifex, and the amphipod, Pontoporeia hoyi, on mass redistribution near the sediment-water interface. A well-collimated NaI gamma detector scanned each sediment column (~10 cm deep) at daily or weekly intervals for six months, depicting the time evolution of radioactivity with and without added benthos. In a cell with tubificids (~5 × 104 m?2), which feed below 3 cm and defecate on surface sediments, the labeled layer was buried at a rate of 0.052 ± 0.007 cm/day (20°C). When labeled particles entered the feeding zone,137Cs reappeared in surface sediments creating a bimodal activity profile. In time, the activity tended toward a uniform distribution over the upper 6 cm, decreasing exponentially below to undetectable levels by 9 cm. In a cell with amphipods (~1.6 × 104 m?2) uniform activity developed rapidly (~17 days) down to a well-defined depth (1.5 cm). The mixing of sediments by Pontoporeia is described by a simple quantitative model of eddy diffusive mixing of sediment solids. The value of the diffusion coefficient, 4.4 cm2/yr (7°C) was computed from a least squares fit of theoretical to observed profile broadening over time. In a cell without benthos, small but measurable migration of137Cs indicated an effective molecular diffusion coefficient of 0.02 cm2/yr.  相似文献

Protection of non-human biota from ionizing contaminants, especially in the vicinity of nuclear installations is a very important aspect for nuclear engineers and ecologists. In this view, a baseline data on the activity concentration of (210)Po and (210)Pb were quantified in different tissues of molluscs inhabiting the intertidal region along the coast of Kudankulam. The activity concentration was noticed higher in the organs associated with digestion and metabolism. Filter feeding bivalve molluscs registered the maximum activity of (210)Po in their whole body compared to grazing gastropods. (210)Po:(210)Pb ratio was calculated to be greater than unity in most of the analysed tissues. The ecological sensitivity of molluscs to the radiation exposure and the safeness of the environment was analysed by calculating the external and internal dose rate. The hazard quotient for molluscs was lesser than the global bench mark dose rate of 10 μGyh(-1).  相似文献
