This paper gives an account of the work carried out in the AFRICA’NTI research network, which gathered together a hundred, mostly African, researchers. The results were presented at the conference on “the North–South Digital Divide” in 2003 and 2004 (see www.africanti.org). From network to uses patterns, it first questions the way in which the subject is defined. This is a controversial question; should we speak of a “ditch” rather than of “fracture”? This depends on the point of view, but also on the geopolitical situation, and is difficult to measure. The digital divide may be less important than it is usually believed. This paper presents several types of approaches dealing with the opportunities of new technologies for Africa, geographical aspects stressing the diversity of the situations considered, and the importance of a multilevel systemic analysis based on case studies. It is shown that a slow down in the dynamics of equipment has been observed in Africa for both mobile telephony and the Internet. This then raises the question of a risk of regression for the continent, based on the idea that inequalities in access and uses of ICTs matter less than whether these uses improve the living conditions of the poor people concerned.  相似文献

This paper presents a review of recent results concerning the structure and the rotation of the inner core, as inferred from seismological observations. We first focus on the apparent hemispherical pattern of the inner core structure, observed in both the anisotropy and the heterogeneity of the uppermost layers, whereas isotropic velocities seem to be homogeneous in a broad wavelength domain. Then we present results on the radial variations of the attenuation and its possible anisotropy, for which viscoelasticity and wave scattering provide complementary explanations. Linked to these results is a discussion about the detection of the PKJKP phase, which propagates as S-wave inside the inner core. Finally, the seismological observations of a possible inner core rotation are discussed; recent results seem to favour rotation rates below 0.2° yr?1.  相似文献

This study presents a detailed analysis of the seismic records of a strong explosion that occurred on 21 September 2001 at a chemical complex located south of Toulouse, France, and provoked important damages. The explosion, which is equivalent to a 3.4 magnitude earthquake, has been recorded at most of the stations of the National Seismological Network, as well as at a station under test at the ‘Observatoire Midi-Pyrénées’, 4.2 km away from the epicentre. The main seismic phases are interpreted using the known crustal structures, and a modelling with synthetic seismograms is performed. To cite this article: A. Souriau et al., C. R. A model of population synthesis for our Galaxy is used to estimate the constraints imposed by photometric and astrometric star counts. We construct a statistical method to compute the degree of compatibility of the model with the data in the form of a multidimensional functionf(V, B-V, U-B, ). We apply the method to the determination of the star formation history in the Galaxy from Schmidt plates towards the anticentre. Although the presently available data do not allow us to draw firm conclusions, we show that the same kind of data with a slightly better photometric accuracy and with proper motions would give new constraints on the past star formation rate of the Galaxy.  相似文献

In fish, as well as in mammals, it is well known that the cytochrome P450-dependent oxidative metabolism of xenobiotics can generate DNA-reactive species. Moreover, this metabolism is known to be inducible by several compounds of environmental significance, such as polychlorobiphenyls, polycyclic aromatic hydrocarbons (PAHs) and dioxins. Consequently, we studied the relationship between the degree of induction of the cytochrome P4501A, expressed as that of 7-ethylresorufin O-deethylase (EROD) activity, and the level of DNA-adducts, using the post-labelling assay, in the liver of rainbow trout exposed to benzo(a)pyrene (a representative PAH). The results showed a significant 2- to 4-fold increase in EROD activity 2, 4 and 8 days after treatment, paralleled by an increase in DNA-adduct levels. This work further emphasizes the involvement of cytochrome P4501A in the metabolism of benzo(a)pyrene into genotoxic metabolites in rainbow trout.  相似文献

Flow cytometry was used to characterize suspended particles in the Krka estuary (Croatia). This technique allows a rapid characterization and quantification of individual particles; it is based on the simultaneous measurement of the light scatter and natural or induced fluorescence. The relative size of the particles was determined by light scatter signals and by a calibration with fluorescent beads.The determination of organic particles was carried out by staining with fluorescein isothiocyanate (FITC). The autofluorescence of photosynthetic pigments (chlorophyll and phycoerythrin) present in the phytoplankton population was measured. The carbohydrates (galactose and glucose-mannose) were stained by lectins conjugated to FITC. The abundance of organic coatings or mineral particles and detritus was obtained from the difference between the total number of particles stained by specific carbohydrate fluorochromes and living cells.Results show that the Krka estuary is characterized by the occurrence of very small particles. About 80% of suspended particles are organic, most of these particles being living cells. The only exception is the Guduca River, a small tributary.  相似文献

The cause- or causes-of the excitation of the Chandler wobble is one of the most intriguing problems in geophysics. As a result of one of the most valuable examples of an international programme, the positions of the pole have been determined since the late 19th century with remarkable accuracy. These data have always been accepted as of great importance in the study of the atmosphere, oceans and solid Earth. Recently, new techniques have greatly improved the accuracy with which the polar motion can be determined. Interpretation of the older data was made much more difficult because of their errors-for example the interesting suggestion that earthquakes were a cause of the excitation (by D. E. Smylie and L. Manshinha) could not be tested because their effects, if any, were lost in the noise. With the great improvement in the data it is now possible to suppose that comparable advances will be made in the theoretical interpretation. A discussion meeting at the Royal Astronomical Society on 8 May, 1987 on this topic was held and the following gives a short survey of this topic, consisting of brief summaries given by the speakers. This review is therefore a collective one which it is hoped will make more widely known these great technical advances and to fundamental interest of the phenomena of thepolar motion.  相似文献

Résumé Une des techniques de détermination fine et globale du champ de gravitation terrestre U est la gradiométrie spatiale, dans laquelle on mesure à bord d'un satellite sur orbite basse certaines combinations linéaires des composantes du tenseur ∂2 U/∂xi ∂xj dans des axes {x i } liés au satellite. Un tel projet, appelé GRADIO, est actuellement à l'étude en France et pourrait aboutir à partir de 1990. Après avoir rappelé les objectifs scientifiques d'une telle mission, nous en donnons les spécifications—étayées par une série d'études analytiques; nous définissons ensuite le satellite porteur et ses caractères techniques, en insistant sur les points délicats de la faisabilité (facteurs d'échelle des micro-accéléromètres constituant l'appareil, connaissance de l'attitude...) et en présentant des idées de solution en cours d'approfondissement.
Summary Satellite gradiometry arises as one of the methods for improving our knowledge of the global Earth gravity field at high resolution: by means of micro-accelerometers on board a low orbiting spacecraft, linear combination of the gravity tensor components ∂2 U/∂xi ∂xj are measured in a satellite-fixed reference frame {x i }. Based on this technique, a project named GRADIO is presently under study in France and could fly in 1990 at the earliest. After the scientific objectives of that experiment have been reviewed, the measurement specifications are given as coming from various analytical studies. The platform and its characteristics are then defined: the critical realization problems (scale factors of the micro-accelerometers, spacecraft attitude control and restitution) are pointed out together with some ideas for their solution which are under analysis and require further study.
