Germany is one of the two OECD countries having achieved substantial greenhouse gas reductions in the last decade. While a part was large reductions in industry after the economic crash in East Germany, a relevant share is due to the huge public infrastructure investments in East Germany. The real success of German climate policy in the past decade is the strong reduction of methane and nitrous oxide which has been almost unnoticed.German climate policy is a good example of how lobbying of interest groups leads to a complex maze of hundreds of measures whose effects are difficult to evaluate. Paradoxically, policies have focused on expensive measures and Germany clearly is a pioneer in the most expensive forms of renewable energy. Concerning cost-effective measures and market instruments, Germany is a laggard. Only slowly, policymakers start to notice this distortion and first, shaky steps towards a more cost-efficient policy are made. Several challenges such as nuclear phase-out and trends in household energy consumption will put pressure on government to embrace the Kyoto Mechanisms and to refocus domestic instruments well before the first commitment period.  相似文献

Transaction costs will reduce the attractiveness of the Kyoto Mechanisms compared to domestic abatement options. Especially the project-based mechanisms Clean Development Mechanism (CDM) and Joint Implementation (JI) are likely to entail considerable costs of baseline development, verification and certification. The Activities Implemented Jointly (AIJ) pilot phase and the Prototype Carbon Fund (PCF) programme give indications about the level of these costs. Under current estimates of world market prices for greenhouse gas emission permits, projects with annual emission reductions of less than 50,000 t CO2 equivalent are unlikely to be viable; for micro projects transaction costs can reach several hundred € per t CO2 equivalent. Thus, the Marrakech Accord rule to have special rules for small scale CDM projects makes sense, even if the thresholds chosen advantage certain project types; projects below 1000 t CO2 equivalent per year should get further exemptions. An alternative solution with no risk for the environmental credibility of the projects would be to subsidise baseline setting and charge lower, subsidised fees for small projects for the different steps of the CDM/second track JI project cycle.  相似文献

The reductive amination of low‐molecular‐weight saccharides, uronic acids, and amino sugars, followed by a separation of the derivates by means of ion‐pair chromatography or RP‐HPLC, offers an interesting alternative to HPAEC‐PAD for the environmental analysis of these compounds. Under this aspect various potential amination reagents, i.e., p‐amino‐benzoic acid (p‐AMBA), p‐AMBA propyl ester, 1‐aminopyrene, 2‐(2‐aminophenyl)indole, and 4‐aminoazobenzene, were tested with regard to the formation of derivates and to the chromatographic properties of the formed derivates. p‐AMBA, p‐AMBA propyl ester and 4‐aminoazobenzene proved to be especially suited, because they facilitate the amination of all carbohydrate reference components together with a complete separation and sensible detection (detection limits < 0.5 mg/L) of the derivates. Mainly the following elution sequence was ascertained: amino sugars (hexosamines) / disaccharide(s) / monosaccharides (hexoses) / hexuronic acid(s) / N‐acetyl‐D‐glucosamine. Detection limits down to 0.1 μmol/L were realized using p‐AMBA as reagent, facilitating the determination of the target compounds in landfill leachates and lysimeter percolates. Applying the p‐AMBA propyl ester for derivatization, chromatographic interferences with weakly retained derivates and the coelution of the reagent with its galactosamine derivate can be avoided, since the ester elutes after its derivates unlike p‐AMBA itself.  相似文献

Are there any general principles that govern the way in which life affects Earth system functioning? Most prominently, the Gaia hypothesis addresses this question by proposing that near-homeostatic conditions on Earth have been maintained “by and for the biosphere.” Here the role of the biota in the Earth system is described from a viewpoint of nonequilibrium thermodynamics, particularly with respect to the hypothesis of maximum entropy production (MEP). It is argued that the biota introduce additional degrees of freedom to Earth system processes. Therefore, we should expect biotic activity, and Earth system processes affected by the biota, to evolve to states of MEP. The consistent effects of the biota on entropy production are demonstrated with a conceptual model of biogeochemical cycling, by using extreme climate model simulations of a “Desert World” and a “Green Planet”, and by a simple coupled climate-carbon cycle model. It is shown that homeostatic behavior can emerge from a state of MEP associated with the planetary albedo. This thermodynamic perspective is then discussed in the context of the original Gaia hypothesis and in light of a recent discussion in Climatic Change. Potential implications of the MEP hypothesis for global change research are also discussed. It is concluded that the resulting behavior of a biotic Earth at a state of MEP may well lead to near-homeostatic behavior of the Earth system on long time scales, as stated by the Gaia hypothesis. However, here homeostasis is a result of the application of the MEP hypothesis to biotically influenced processes rather than a postulate. Besides providing a fundamental perspective on homeostasis, the MEP hypothesis also provides a framework to understand why photosynthetic life would be a highly probable emergent characteristic of the Earth system and why the diversity of life is an important characteristic of Earth system functioning.  相似文献

The population of Latin America will be increasing by 130 % between 1970 and the year 2000. Due to excessive rural exodus the urban population grows almost twice as fast as the rural does. The urbanization of the subcontinent must be regarded as being the dominant spatial process in Latin America. It results in fundamental changes of the structure and the way of life of the population as well as in the size and character of the settlements.Three case studies (Popayán/Colombia, Sucre/Bolivia and Santiago/Chile) show that a process of westernization can be observed within the analogous to their size, in the course of which the compact structure of the colonial town pattern is succeeded by a sectorially or cellularly arranged cityorganism.From today's point of view a definite judgement on urbanization as a relevant phenomenon of development cannot yet be made. It can be stated, however, that the southern countries of Latin America which have been urbanized the most show distinct signs of a social and economic take off.  相似文献

Summary A diversity of diagrams shows the fluctuation of the mean sea level at Esbjerg. There is no sign of a definite long-periodical motion. The only indisputable result seems to be a steady rise of the sea level. A combined set of U–Pb and Lu–Hf in situ laser ablationICP-(MC)-MS zircon analyses were obtained from orthogneissesand granitoids in the Central Zone of the Limpopo Belt, whichcomprises the Beit Bridge and Mahalapye complexes. The resultsindicate that by combining the two isotope systems primary magmaticzircon domains can be distinguished from those formed duringlater metamorphic events, even if the distinct zircon domainsunderwent multiple Pb loss and the texture–age relationships,as obtained by cathodoluminescence images and U–Pb analyses,are ambiguous. Furthermore, the applied technique allows distinctionof zircon grains formed in juvenile magmas from those generatedby melting of older continental crust or affected by substantialcrustal contamination. The combined U–Pb and Lu–Hfdata reveal that the Sand River gneiss suite of the Beit BridgeComplex was emplaced at 3283 ± 8 Ma and formed from meltingof an older Archaean crust, which was derived from a depletedmantle source at around 3·65 Ga. The hafnium model age(TDMHf) is significantly older than those obtained from zirconsfrom numerous Neoarchaean granitoids of the Beit Bridge Complex,comprising the Singelele gneiss (2647 ± 12 Ma), the Bulaigranite (2612 ± 7 Ma), the Regina gneiss (2649 ±9 Ma) and two samples of the Zanzibar gneiss (2613 ±6 Ma). These granitoids show initial Hf(t) values between +0·5 and –7·1, which correspond to initialTDMHf between 3·46 and 3·01 Ga. These variableTDMHfinitial and Hf(t)initial values are interpreted to be theresult of different mixtures of reworked 3·65 Ga Palaeoarchaeancrust with juvenile magmas extracted from the depleted mantleduring the Neoarchaean at 2·65 Ga. This conclusion issupported by results obtained from the Mahalapye Complex, whichwas affected by migmatization and granite intrusions duringthe Palaeoproterozoic at 2·02–2·06 Ga. TheMokgware granite (2019 ± 9 Ma) contains zircon xenocrystswith Pb–Pb ages of 2·52–2·65 Ga and2·93 Ga and hafnium model ages of 3·0–3·4Ga, indicating that this granite is derived from remelting ofArchaean crust. In contrast, uniform TDMHfinitial ages of 2·61–2·67Ga obtained from a diorite gneiss (2061 ± 6 Ma) of theMahalapye Complex indicate that its protolith may have beenformed from remelting of a Neoarchaean juvenile crust. VariableHf(t)initial values from –3·7 to +6·3 ofzircon cores (2711 ± 11 Ma) in an adjacent leucosomealso support a model of mixing of juvenile mantle derived matterwith older crust in the Neoarchaean.
