Patterns of national climate policy performance and their implications for the geopolitics of climate change are examined. An overview of levels of emissions performance across countries is first provided. Substantial changes in emissions trends over time are documented, notably with GHG emissions trajectories, which are shaped less and less by the developed/developing country divide. Various patterns of policy convergence and divergence in the types of policies states implement are then surveyed. Four broad types of explanation that may account for these trends are then explored: (1) variation in the institutional form of country-level governance regimes, (2) patterns of dependence on fossil fuel energy, (3) broad systemic differences among states (specifically in their population densities, carbon intensity, and per capita incomes, and (4) variations in the traditions of economic intervention by states. The article contributes to the growing body of work on comparative climate policy, and provides a first attempt at exploring the comparative politics of instrument choice. The analysis challenges the continued importance of a North–South divide for the future of climate policy, thus reinforcing a sense of the ‘new geopolitics’ of climate change. Some of the implications of the analysis for debates about the form of future international agreement on mitigation policy are also explored.

Policy relevance

The article contributes to the understanding of the variety of institutional conditions under which policy makers develop policy and thus the constraints and opportunities for the design of international agreements under these conditions.  相似文献

In this study, arsenic adsorption to an Australian laterite has been examined for a particle-size range between 38 μm and 25 mm. The results show that particle size influences both kinetic and equilibrium characteristics of arsenic adsorption. The equilibrium adsorption capacity increases from around 100 mg kg?1 for laterite particles coarser than 4 mm, to around 160 mg kg?1 for laterite particles between 75 μm and 4 mm, and to over 200 mg kg?1 for laterite particles finer than 75 μm. The kinetic adsorption data can be fitted with the pseudo-second-order reaction model, in particular for finer particles where the film diffusion and/or surface reaction are important processes. The model-fitted rate constant remains steady for laterite particles coarser than 2 mm, increases moderately with particle size in the range between 75 μm and 2 mm, and increases dramatically for laterite particles finer than 75 μm. These arsenic adsorption behaviours can be explained by the relative importance of two particle-size-dependent processes: quick external-surface adsorption (more important for fine particles) and slow intraparticle adsorption (more important for coarse particles). Most of the external-surface adsorption completes in the first hour of the experiment. To apply the studied laterite for dissolved arsenic removal, it is recommended that fine particles, in particular finer than 75 μm, should be used if the contact time is the limitation, and that coarse particles, in particular 2–4 mm, should be used if sufficient contact time is available.  相似文献

A bidimensional numerical model has been used in order to simulate the contaminant transport in the coastal groundwater area (Atlantic margin of the Rharb basin, Morocco). This groundwater is materialized by means of the salt contamination derived from several factors: evapotranspiration, lithological series formations, marine intrusion, and processes of interaction between water and rocks. In order to reduce the numerical diffusion and limit the numerical dispersion, we use the Superbee flux limiter as a total variation diminishing scheme to discretize the convective operator. This kind of discretization was applied to the coastal groundwater of the Rharb basin (Morocco). The results show that the Superbee flux limiter is efficient at drawing the path of the contaminant front with high accuracy. Consequently, this scheme could constitute an approach in water management and allows one to prevent the risks of pollution and to manage the groundwater resource from a durable development perspective. Chronological, sedimentological and geochemical analyses of a clastic infill from Kelly Hill Cave (5K1), Kangaroo Island, document a palaeoenvironmental record that spans from the Late Pleistocene to the middle Holocene. We AMS radiocarbon‐dated bone collagen and U–Th‐dated speleothem to determine that fossiliferous sediments were deposited between >20 ka and 7 ka ago. Most of the 15 sedimentary layers are dominated by sand‐ and silt‐sized quartz that is physically and geochemically comparable with surface soils in the Kelly Hill area. Late Pleistocene and Last Glacial Maximum strata are represented primarily by homogeneous, poorly sorted quartz‐rich sediments that contain little organic matter, but include a thin layer composed largely of silt‐sized clay pellets that resemble sediments deflated from playa lakes. Microstructures observed in petrographic slides indicate that, with the exception of one layer, all sediments experienced little reworking once deposited in the cave. Some layers display pedogenic microstructures such as redeposited clays and opaline silica infilling that indicate postdepositional modification; that is, cave‐floor soil development. Overlying Holocene‐aged sediments also consist mainly of quartz but have much greater organic matter content. Some of these sediments have been strongly influenced by re‐precipitated organic matter that appears to have been transported into the cave via vadose drip water. The presence of dissolved organic matter in soil/vadose waters suggests a high vegetation density and acidic soils, which are congruent with the more equitable climatic conditions characteristic of the Holocene. The sediments described here provide a valuable palaeoenvironmental record that will facilitate future interpretation of associated vertebrate fossils.  相似文献

An analytical transport‐model was developed to simulate the propagation of a contaminant in one‐ and two‐dimensional transient flow in groundwater. It is proved that the distribution of concentration at a given time and for a given discharge is identical to that obtained for a different discharge if the volumetric flux of water is the same in the two cases. The results of simulations have been compared with results obtained using the MT3DMS numerical model. There is good agreement when the calculated concentrations are flux‐weighted concentrations. On the other hand, there is a notable divergence when the resident mode is considered. Resident mode concentrations express the mass per unit volume whereas flux mode concentrations express the ratio of mass flux to fluid flux. The solutions presented in this paper can thus be a useful alternative to code MT3DMS when the objective is to simulate concentrations in transient flow according to a resident mode. Résumé

Le flux migratoire de la population vers les grandes villes et la multiplication des activités industrielles et agricoles, lors des ces dernières années (1990–2006), ont provoqué un accroissement des besoins en eaux de la nappe du bassin du Rharb (ouest du Maroc). Cette forte sollicitation a produit une augmentation de la minéralisation et une dégradation de la qualité hydrochimique (salinité) des eaux souterraines. Cet article a pour objectif de suivre l'évolution spatiale de la qualité hydrochimique des eaux souterraines et de comprendre le processus de cette minéralisation en fonction de l'intrusion marine, le gradient hydraulique et l'interaction eaux–réservoirs. Les corrélations hydrochimiques réalisées dans la zone côtière révèlent une contamination par les eaux marines. L'intrusion marine et la caractérisation des complexes pré-Rifains ont été identifiées par les méthodes géophysiques électriques et sismiques.

The effect of solar flare, sudden commencement of magnetic storm and of the disturbances ring current on the equatorial electrojet in the Eastern Brazil region, where the ground magnetic declination is as large as \(20^{^{\circ }}\hbox {W}\) is studied based on geomagnetic data with one minute resolution from Bacabal during November–December 1990. It is shown that the mean diurnal vector of the horizontal field was aligned along \(2{^{\circ }}\hbox {E}\) of north at Huancayo and \(30{^{\circ }}\hbox {W}\) of north at Bacabal during the month of December 1990. Number of solar flares that occurred on 30 December 1990 indicated the direction of solar flare related \(\Delta H\) vector to be aligned along \(5{^{\circ }}\hbox {E}\) of north at Huancayo and \(28{^{\circ }}\hbox {W}\) of north at Bacabal. This is expected as the solar flare effects are due to the enhanced conductivity in the ionosphere. The SC at 2230 UT on 26 November 1990 produced a positive impulse in \(\Delta X\) and negative impulse in \(\Delta Y\) at Bacabal with \(\Delta H\) vector aligned along \(27{^{\circ }}\hbox {W}\) of north. At Huancayo the \(\Delta H\) vector associated with SC is aligned along \(8{^{\circ }}\hbox {E}\) of north, few degrees east to the alignment of the diurnal vector of H. The magnetic storm that followed the SC had a minimum Dst index of –150 nT. The corresponding storm time disturbance in \(\Delta X\) at Huancayo as well as at Bacabal were about –250 nT but \(\Delta Y\) at Bacabal was about +70 nT and very small at Huancayo, that give the alignment of the H vector due to ring current about \(16{^{\circ }}\hbox {W}\) of north at Bacabal and almost along N–S at Huancayo. Thus alignment of the \(\Delta H\) vector due to ring current at Bacabal is \(14{^{\circ }}\hbox {E}\) of the mean direction of \(\Delta H\) vector during December 1990. This is consistent with the direction of ring current dependent on the dipole declination at the ring current altitude which is about \(5{^{\circ }}\hbox {W}\) of north over Bacabal and the deviation of declination due to the ring current during disturbed period given by the angle (\(\psi \)-D).  相似文献
