Conflicting rights to the city in New York's community gardens   总被引:1,自引:0,他引:1  
In the mid-1990s, New York City initiated what would prove to be a long, highly visible struggle involving rights claims related to property, housing, and public space in the form of community gardens. The competing discourses of rights were part of a struggle over the kind of city that New York was to become, and more specifically, whether it would be one in which difference is accepted and in which access to the city and the public realm would be guaranteed. Using interviews with participants in the conflict over community gardens, we evaluate how the resolution to the gardens crisis, which in part occurred through the privatization of what are often taken to be public or community rights to land, transform not only the legal status of the gardens but also, potentially, their role as places where different `publics' can both exercise their right to the city and solidify that right in the landscape.  相似文献

This article presents the outcome of research aimed at assisting governments in meeting their commitments and legal obligations for sustainable fisheries, based on increasing evidence that global fisheries are in crisis. The article assesses the effectiveness of the existing legal and institutional framework for high seas living resources. It focuses on: (1) the role of regional fisheries management organizations (RFMOs); (2) tools for compliance and enforcement to stem illegal fishing; and (3) mechanisms for habitat protection. The article further highlights a variety of options for addressing key weaknesses and gaps in current ocean governance, including United Nations General Assembly (UNGA) resolutions, reforms at the regional level, as well as a possible new legal instrument, with a view to informing international discussions on ways to ensure the sustainable use of high seas resources without compromising the health of the marine environment.  相似文献

The results from a semi-experimental study of Swedish students’ stated willingness to purchase emission allowances for carbon dioxide are presented. Drawing heavily on recent developments in the literature on integrating norm-motivated behaviour into neoclassical consumer theory, it is assumed that individuals have a preference for maintaining a self-image as a responsible (and thus norm-compliant) person. The results indicate that students’ willingness to purchase carbon allowances is determined by both price and the presence of norms: those who feel personally responsible for contributing to reducing climate damages also appear more inclined to buy allowances. The empirical findings are consistent with the notion that a person's beliefs about others’ stated willingness to purchase carbon allowances imply improvements in their own self-image and ultimately behavioural change. This suggests that information campaigns that attempt to influence beliefs about others’ intentions could promote ‘green’ consumer behaviour in the carbon allowance market. Such (stated) behaviour also appears to be influenced by a person's awareness of the problem of climate change and their beliefs about their own ability to contribute to solving it.

Policy relevance

Although there is a concern that public goods such as reduced climate change may be under-provided in the free market, individual concern for the environment occasionally has profound impacts on consumer choice and voluntary action. This research suggests that information campaigns that attempt to influence beliefs about others’ intentions could promote ‘green’ consumer behaviour in carbon allowance markets. Publicly-provided information about the impacts of climate change and the ways in which these damages stem from individual choices could also induce this type of behaviour.  相似文献

The importance of ecological management for reducing the vulnerability of biodiversity to climate change is increasingly recognized, yet frameworks to facilitate a structured approach to climate adaptation management are lacking. We developed a conceptual framework that can guide identification of climate change impacts and adaptive management options in a given region or biome. The framework focuses on potential points of early climate change impact, and organizes these along two main axes. First, it recognizes that climate change can act at a range of ecological scales. Secondly, it emphasizes that outcomes are dependent on two potentially interacting and countervailing forces: (1) changes to environmental parameters and ecological processes brought about by climate change, and (2) responses of component systems as determined by attributes of resistance and resilience. Through this structure, the framework draws together a broad range of ecological concepts, with a novel emphasis on attributes of resistance and resilience that can temper the response of species, ecosystems and landscapes to climate change. We applied the framework to the world’s largest remaining Mediterranean-climate woodland, the ‘Great Western Woodlands’ of south-western Australia. In this relatively intact region, maintaining inherent resistance and resilience by preventing anthropogenic degradation is of highest priority and lowest risk. Limited, higher risk options such as fire management, protection of refugia and translocation of adaptive genes may be justifiable under more extreme change, hence our capacity to predict the extent of change strongly impinges on such management decisions. These conclusions may contrast with similar analyses in degraded landscapes, where natural integrity is already compromised, and existing investment in restoration may facilitate experimentation with higher risk?options.  相似文献

We conducted a laboratory study to measure the effect of magnetite concentration and grain size on proton nuclear magnetic resonance (NMR) relaxation rates of sand mixtures and to determine the dominant mechanism by which relaxation occurs. We measured mixtures of quartz and three different forms of magnetite: a powdered synthetic magnetite; a small-grained, natural magnetite; and a large-grained, natural magnetite. The powdered synthetic magnetite was mixed with quartz in five concentrations ranging from 0.14 to 1.4% magnetite by weight; both sizes of natural magnetite were mixed with quartz in concentrations of 1 and 2% magnetite by weight. The NMR response of the water-saturated samples was measured and used to calculate four averaged relaxation rates for each magnetite concentration: the total mean log, bulk fluid, surface, and diffusion relaxation rates. The results of this study show that: 1) surface relaxation was the dominant relaxation mechanism for all samples except the powdered synthetic magnetite sample containing 1.4% magnetite; 2) the surface relaxivity is a function of the fraction of the surface area in the sample composed of magnetite; 3) there is no clear dependence of the diffusion relaxation rate on the concentration of magnetite.  相似文献

Climate change and high magnitude mass wasting events pose adverse societal effects and hazards, especially in alpine regions. Quantification of such geomorphic processes and their rates is therefore critical but is often hampered by the lack of appropriate techniques and the various spatiotemporal scales involved in these studies. Here we exploit both in situ cosmogenic beryllium-10 (10Be) and carbon-14 (14C) nuclide concentrations for deducing exposure ages and tracing of sediment through small alpine debris flow catchments in central Switzerland. The sediment cascade and modern processes we track from the source areas, through debris flow torrents to their final export out into sink regions with cosmogenic nuclides over an unprecedented five-year time series with seasonal resolution. Data from a seismic survey and a 90 m core revealed a glacially overdeepened basin, filled with glacial and paraglacial sediments. Surface exposure dating of fan boulders and radiocarbon ages constrain the valley fill from the last deglaciation until the Holocene and show that most of the fan existed in early Holocene times already. Current fan processes are controlled by episodic debris flow activity, snow (firn) and rock avalanches. Field investigations, digital elevation models (DEMs) of difference and geomorphic analysis agree with sediment fingerprinting with cosmogenic nuclides, highlighting that the bulk of material exported today at the outlet of the subcatchments derives from the lower fans. Cosmogenic nuclide concentrations steadily decrease from headwater sources to distal fan channels due to the incorporation of material with lower nuclide concentrations. Further downstream the admixture of sediment from catchments with less frequent debris flow activity can dilute the cosmogenic nuclide signals from debris flow dominated catchments but may also reach thresholds where buffering is limited. Consequently, careful assessment of boundary conditions and driving forces is required when apparent denudation rates derived from cosmogenic nuclide analysis are upscaled to larger regions. © 2018 John Wiley & Sons, Ltd.  相似文献

The precipitation of freshwater carbonates (tufa) along karstic rivers is enhanced by degassing of carbon dioxide (CO2) downstream of karstic springs. However, in most karstic springs CO2 degassing is not enough to force the precipitation of tufa sediments. Little is known about the role of dissolution of gypsum or dolomite in the hydrochemistry of these systems and how this affects the formation of tufa deposits. Here we present a monitoring study conducted over a year in Trabaque River (Spain). The river has typical karst hydrological dynamics with water sinking upstream and re‐emerging downstream of the canyon. Mixing of calcium–magnesium bicarbonate and calcium sulphate waters downstream of the sink enhances the dissolution of carbonates and potentially plays a positive role in the formation of tufa sediments. However, due to the common‐ion effect, dissolution of dolomite and/or gypsum causes precipitation of underground calcite cements as part of the incongruent dissolution of dolomite/dedolomitization process, which limits the precipitation of tufa sediments. Current precipitation of tufa is scant compared to previous Holocene tufa deposits, which likely precipitated from solutions with higher saturation indexes of calcite (SIcc values) than nowadays. Limited incongruent dissolution of dolomite/dedolomitization favours higher SIcc values. This circumstance occurs when waters with relatively high supersaturation of dolomite and low SO42? composition sink in the upper sector of the canyon. In such a scenario, the process of mixing waters enhances the exclusive dissolution of limestones, preventing the precipitation of calcite within the aquifer and favouring the increase of SIcc values downstream of the springs. Such conditions were recorded during periods of high water level of the aquifers and during floods. This research shows that the common‐ion effect caused by the dissolution of gypsum and/or dolomite rocks can limit [or favour] the precipitation of tufa sediments depending on the occurrence [or not] of incongruent dissolution of dolomite/dedolomitization. Deleterious effects of urban stormwater are widely recognized. In several countries, regulations have been put into place to improve the conditions of receiving water bodies, but planning and engineering of stormwater control is typically carried out at smaller scales. Quantifying cumulative effectiveness of many stormwater control measures on a watershed scale is critical to understanding how small‐scale practices translate to urban river health. We review 100 empirical and modelling studies of stormwater management effectiveness at the watershed scale in diverse physiographic settings. Effects of networks with stormwater control measures (SCMs) that promote infiltration and harvest have been more intensively studied than have detention‐based SCM networks. Studies of peak flows and flow volumes are common, whereas baseflow, groundwater recharge, and evapotranspiration have received comparatively little attention. Export of nutrients and suspended sediments have been the primary water quality focus in the United States, whereas metals, particularly those associated with sediments, have received greater attention in Europe and Australia. Often, quantifying cumulative effects of stormwater management is complicated by needing to separate its signal from the signal of urbanization itself, innate watershed characteristics that lead to a range of hydrologic and water quality responses, and the varying functions of multiple types of SCMs. Biases in geographic distribution of study areas, and size and impervious surface cover of watersheds studied also limit our understanding of responses. We propose hysteretic trajectories for how watershed function responds to increasing imperviousness and stormwater management. Even where impervious area is treated with SCMs, watershed function may not be restored to its predevelopment condition because of the lack of treatment of all stormwater generated from impervious surfaces; non‐additive effects of individual SCMs; and persistence of urban effects beyond impervious surfaces. In most cases, pollutant load decreases largely result from run‐off reductions rather than lowered solute or particulate concentrations. Understanding interactions between natural and built landscapes, including stormwater management strategies, is critical for successfully managing detrimental impacts of stormwater at the watershed scale.  相似文献

Proliferation of fast-growing ephemeral macroalgae in shallow-water embayments constitutes a large-scale environmental change of coastal marine ecosystems. Since inorganic nutrients essential for the initiation and maintenance of macroalgal growth may be supplied from the underlying sediment, we investigated the coupling between benthic inorganic nutrient (mainly N and P) fluxes and sediment properties in 6 bays representing a wide gradient of sediment characteristics (grain size, organic matter content, solid phase C and N). The initial characterization of bays was made in June and also included measurements of oxygen flux and microphytobenthic and macrofaunal biomass. In September, still within the growth season of the macroalgae, complementary experiments with sediment-water incubations for benthic flux measurements of oxygen and nutrients focused on trophic status (balance between auto- and heterotrophy) as a controlling factor for rates of measured benthic nutrient fluxes. Generally, sediments rendered autotrophic by microphytobenthic photosynthesis removed nutrients from the overlying water, while heterotrophic sediments supplied nutrients to the overlying bottom water. Estimations of the green-algal nutrient demand suggested that late in the growth season, net heterotrophic sediments could cover 20% of the N-demand and 70% of the P demand. As the benthic trophic status is a functional variable more closely coupled to nutrient fluxes than the comparably conservative structural parameter organic matter content, we suggest that the trophic status is a more viable parameter to classify sediments and predict benthic nutrient fluxes in shallow-water environments.  相似文献
