UNESCO is one of the specialized agencies under the United Nations charged with the advancement and improvement of education, social and natural sciences, culture and communication. This global mandate translates into programmes in the field tailored to the member states' specific requirements that build on the full breadth of expertise available in UNESCO. Environmental awareness building is an integral component of many of UNESCO's programmes. This paper describes how UNESCO addresses the need for awareness building in a variety of settings under different programmes and sectors. A first example is taken from the work of the education sector, which aims at introducing innovative learning methods and curricula that change or cultivate the perspective of people of all ages on sustainable development. The second example is taken from the Man and Biosphere Programme. The Biosphere Reserve concept has had a long history within UNESCO and is increasingly applied to protected areas in the coastal zone. Notable examples are Ranong Biosphere Reserve in Thailand, Can Gio Biosphere Reserve in Vietnam and the Island of Palawan in the Philippines. The concept is currently experiencing a revival as more and more countries realize the importance of striking a balance between human development and strict conservation. Many people know about UNESCO through the so-called World Heritage Sites. These are sites that are recognized by the world community as particular monuments, either natural or cultural, that warrant preservation for the whole of mankind. In the Asia-Pacific region, there are quite a number of coastal and marine sites that have been designated as natural world heritage sites, e.g. Halong Bay in Vietnam, the Komodo marine national park, Indonesia, the Great Barrier Reef in Australia, East-Rennell Island in the Solomon Islands, and Tubbataha Reef in the Philippines. The need for a cross-sectoral approach is evident under the so-called Coastal Zone and Small Islands endeavour, which aims at assisting Member States towards environmentally sound, socially equitable and culturally appropriate development in coastal regions and in small islands. Four examples of current pilot projects (Surin Island, Thailand, Jakarta Bay, Indonesia, Upolo Island, Samoa and Ulugan Bay, the Philippines) are highlighted. Each setting and each audience requires a different strategy. UNESCO's strength is to learn from all these experiences and make such new insights universally available and to put novel concepts into practice.  相似文献

Two integrated assessment models, one for climate change on a global scale (IMAGE 2) and another for the regional analysis of the impacts of acidifying deposition (RAINS), have been linked to assess the impacts of reducing sulphur emission on ecosystems in Asia and Europe. While such reductions have the beneficial effect of reducing the deposition of acidifying compounds and thus the exceedance of critical loads of ecosystems, they also reduce the global level of sulphate aerosols and thus enhance the impact of increased emissions of greenhouse gases, and consequently increase the risk of potential vegetation changes. The calculations indicate that about 70% of the ecosystems in Asia would be affected by either acid deposition or climate change in the year 2100 (up from 20% in 1990) for both sulphur emission scenarios (controlled and uncontrolled), whereas in Europe the impacted area would remain at a level of about 50%, with a dip early next century. More generally, the effects of reducing sulphur emissions and thus enhancing climate change would about balance for the Asian region, whereas for Europe the desirable impact of sulphur emission reductions would greatly outweigh its undesirable effects.  相似文献

A broad zone of dominantly subaerial silicic volcanism associated with regional extensional faulting developed in southern South America during the Middle Jurassic, contemporaneously with the initiation of plutonism along the present Pacific continental margin. Stratigraphic variations observed in cross sections through the silicic Jurassic volcanics along the Pacific margin of southernmost South America indicate that this region of the rift zone developed as volcanism continued during faulting, subsidence and marine innundation. A deep, fault-bounded submarine trough formed near the Pacific margin of the southern part of the volcano-tectonic rift zone during the Late Jurassic. Tholeiitic magma intruded within the trough formed the mafic portion of the floor of this down-faulted basin. During the Early Cretaceous this basin separated an active calc-alkaline volcanic arc, founded on a sliver of continental crust, from the then volcanically quiescent South American continent. Geochemical data suggest that the Jurassic silicic volcanics along the Pacific margin of the volcano-tectonic rift zone were derived by crustal anatexis. Mafic lavas and sills which occur within the silicic volcanics have geochemical affinities with both the tholeiitic basalts forming the ophiolitic lenses which are the remnants of the mafic part of the back-arc basin floor, and also the calc-alkaline rocks of the adjacent Patagonian batholith and their flanking lavas which represent the eroded late Mesozoic calc-alkaline volcanic arc. The source of these tholeiitic and calc-alkaline igneous rocks was partially melted upper mantle material. The igneous and tectonic processes responsible for the development of the volcano-tectonic rift zone and the subsequent back-arc basin are attributed to diapirism in the upper mantle beneath southern South America. The tectonic setting and sequence of igneous and tectonic events suggest that diapirism may have been initiated in response to subduction.  相似文献

A ca. 1400-yr record from a raised bog in Isla Grande, Tierra del Fuego, Argentina, registers climate fluctuations, including a Medieval Warm Period, although evidence for the ‘Little Ice Age’ is less clear. Changes in temperature and/or precipitation were inferred from plant macrofossils, pollen, fungal spores, testate amebae, and peat humification. The chronology was established using a 14C wiggle-matching technique that provides improved age control for at least part of the record compared to other sites. These new data are presented and compared with other lines of evidence from the Southern and Northern Hemispheres. A period of low local water tables occurred in the bog between A.D. 960-1020, which may correspond to the Medieval Warm Period date range of A.D. 950-1045 generated from Northern Hemisphere tree-ring data. A period of cooler and/or wetter conditions was detected between ca. A.D. 1030 and 1100 and a later period of cooler/wetter conditions estimated at ca. cal A.D. 1800-1930, which may correspond to a cooling episode inferred from Law Dome, Antarctica.  相似文献

Dip‐moveout (DMO) correction is often applied to common‐offset sections of seismic data using a homogeneous isotropic medium assumption, which results in a fast execution. Velocity‐residual DMO is developed to correct for the medium‐treatment limitation of the fast DMO. For reasonable‐sized velocity perturbations, the residual DMO operator is small, and thus is an efficient means of applying a conventional Kirchhoff approach. However, the shape of the residual DMO operator is complicated and may form caustics. We use the Fourier domain for the operator development part of the residual DMO, while performing the convolution with common‐offset data in the space–time domain. Since the application is based on an integral (Kirchhoff) method, this residual DMO preserves all the flexibility features of an integral DMO. An application to synthetic and real data demonstrates effectiveness of the velocity‐residual DMO in data processing and velocity analysis.  相似文献

This article describes the turn to new integrative water management strategies in the Netherlands. It illustrates that some of the new and the general objectives and principles are not easily applied in practice. First, the article focuses on the development of integrative management of water and spatial development. A main policy line, the ‘Room for the River’ directive, was originally an ad hoc reaction to unexpected floods, but accompanied by other policy reforms it grew into an application of the river basin approach with an emphasis on its spatial consequences. The resulting Space-Water-Adjustment Management Principle (SWAMP) emphasizes the mutual adjustments in policy that must be made in both water policy and spatial development. Officially, water is proclaimed as an ordering element, yet actual spatial developments still follow lines of economic and social priorities as executed by institutional powers. Three case studies are presented to illustrate the emergence of new principles and governance issues linked to these management approaches. In practice, the paper concludes, spatial planning and land use decisions show a centralization tendency that is not in line with the proclaimed prevalence of local identity, resilience and open decentralized and deliberative governance in the SWAMP-based integrated river basin management.  相似文献
