The government of Ontario, Canada, has passed legislation to protect large parts of the southern portions of the province from most development. An extensive plan for a Greenbelt that surrounds the Greater Toronto Area and other regional growth centers was introduced. This article looks at the new policy as a spatial strategy that shifts the scales of environmental and growth management policy in Ontario. The legislation also sets the framework for a state spatial project; that is, a set of changes in how the regional state internally operates. The current Greenbelt legislation is a new step in a longer term development by which governments in Ontario have attempted to regulate the relationships between cities and regions, town and hinterland. Overlapping strongly with what is usually called the Toronto bioregion between the Niagara Escarpment, Oak Ridges Moraine, and Lake Ontario, the Greenbelt reorganizes space in southern Ontario in ways that would further ecosystem policies and practices in the area. Theoretically guided by newer debates on rescaling and regionalism, and based on close reading of the planning and policy documents on the Greenbelt as well as a series of expert interviews, we argue that the current Greenbelt legislation is an act of up-scaling traditional urban-regional regulation in southern Ontario, which we shall call extended metropolitanization. Such rescaling recasts traditional political conflicts in new terms. We conclude that extended metropolitanization in southern Ontario has been a process that has brought nature, the state, and governance together into a new regional sustainability fix.  相似文献

The Amelia Creek impact structure is located in Australia's Northern Territory in folded Palaeoproterozoic strata of the Davenport Ranges (20°51'S, 134°53′E). An impact origin is confirmed by presence of unequivocal shatter cones with apices that point upwards, and by planar microstructures in quartz grains from target sandstones of the Hatches Creek Group. Aeromagnetic, advanced spaceborne thermal emission and reflection radiometer (ASTER), and X-band synthetic aperture radar (X-SAR) images show an area of anomalous deformation in which smooth regional trends are disrupted by arcuate features at a 10 km radius to the north and south of the shock-metamorphosed rocks. However, no arcuate forms are apparent to the east and west of these shocked rocks, and instead, large south-southwest-trending faults are present about 6 km away on both sides. Despite pervasive shatter coning, typical of the central region of complex impact structures, no structural uplift is apparent, but instead the shocked rocks lie at the southern toe of a north-northeast-trending syncline. These shatter cones overprint and post-date the Palaeoproterozoic regional deformation, and thus, the impact structure has not been refolded and its abnormal form is likely due to pre-existing structure in the target rocks and/or an oblique impact. Small pockets of undeformed Late Neoproterozoic and Middle Cambrian strata are exposed in palaeovalleys in the central region of the structure, constraining the time of the impact to the Proterozoic.  相似文献

Extreme forms of weather are predicted to become more frequent experiences in the future. However, the hardest event to mitigate against is the unexpected. In the UK, the occurrence of winter snowfall is difficult to predict, highly variable, both spatially and temporally and predicted to become less common in the future. This paper examines the consequences of the severe winter of 1946/1947 at the local scale through a Welsh case study of Cwm Tywi, a community of upland sheep farms. This community had shown great resilience during the snowiest winter on record in comparison with other, more urban communities, but the inhabitants eventually abandoned their homes because of the emotional distress caused by the loss of a large proportion of the livestock. In addition to the severity of the snow, perceptions of the extreme nature of this event and the community??s ability to mitigate as a result of rurality, self-sufficiency and remoteness are investigated through the analysis of interviews, oral histories, and other documentary accounts. This case study provides an insight into the complexity of understanding vulnerability, adaptation and resilience, which are temporally and spatially specific.  相似文献

Elemental (carbon and nitrogen) ratios and stable carbon and nitrogen isotope ratios (δ13C and δ15N) are examined in sediments and suspended particulate matter from Hudson Bay to study the influence of river inputs and autochthonous production on organic matter distribution. River-derived particulate organic matter (POM) is heterogeneous, nitrogen-poor and isotopically depleted, consistent with expectations for OM derived from terrestrial C3 vascular plant sources, and distinct from marine OM sources. Both δ13C and C/N source signatures seem to be transmitted to sediments with little or no modification, therefore making good tracers for terrigenous OM in Hudson Bay. They suggest progressively larger contributions from marine sources with distance from shore and secondarily from south to north, which broadly corresponds to the distribution of river inputs to Hudson Bay. Processes other than mixing of marine and terrigenous OM influence sedimentary δ15N values, including variability in the δ15N of phytoplankton in the Bay's surface waters due to differences in relative nitrate utilization, and post-production processes, which bring about an apparently constant 15N-enrichment between surface waters and underlying sediments. Variability in the δ15N of phytoplankton in the Bay's surface waters, in contrast, seems to be organized spatially with a pattern that suggests an inshore–offshore difference in surface water nitrogen conditions (open- vs. closed-system) and hence the δ15N value of phytoplankton. The δ15N patterns, supported by a simple nitrate box-model budget, suggest that in inshore regions of Hudson Bay, upwelling of deep, nutrient-rich waters replenishes surface nitrate, resulting in ‘open system’ conditions which tend to maintain nitrate δ15N at low and constant values, and these values are reflected in the sinking detritus. River inflow, which is constrained to inshore regions of Hudson Bay, appears to be a relatively minor source of nitrate compared to upwelling of deep waters. However, river inflow may contribute indirectly to enhanced inshore nutrient supply by supporting large-scale estuarine circulation and consequently entrainment and upwelling of deep water in this area. In contrast to previous proposals that Hudson Bay is oligotrophic because it receives too much fresh water (Dunbar, 1993), our results support most of the primary production being organized around the margin of the Bay, where river flow is constrained.  相似文献

Controls on the spatio‐temporal extent of groundwater flooding are poorly understood, despite the long duration of groundwater flood events and distinct social and economic impacts. We developed a novel approach using statistical analysis of groundwater level hydrographs and impulse response functions (IRFs) and applied it to the 2013/2014 Chalk groundwater flooding in the English Lowlands. We proposed a standardized index of groundwater flooding which we calculated for monthly groundwater levels for 26 boreholes in the Chalk. We grouped these standardized series using k‐means cluster analysis and cross‐correlated the cluster centroids with the Standardized Precipitation Index accumulated over time intervals between 1 and 60 months. This analysis reveals 2 spatially coherent groups of standardized hydrographs that responded to precipitation over different timescales. We estimated IRF models of the groundwater level response to effective precipitation for 3 boreholes in each group. The IRF models corroborate the Standardized Precipitation Index analysis showing different response functions between the groups. We applied identical effective precipitation inputs to each of the IRF models and observed differences between the hydrographs from each group. It is suggested this is due to the hydrogeological properties of the Chalk and of overlying relatively low permeability superficial deposits (recent unconsolidated sediments overlying the bedrock, such as clays and tills), which are extensive over 1 of the groups. The overarching controls on groundwater flood response are concluded to be a complex combination of antecedent conditions, rainfall, and catchment hydrogeological properties. These controls should be taken into consideration when anticipating and managing future groundwater flood events. The approach presented is generic and parsimonious and can be easily applied where sufficient groundwater level and rainfall data are available.  相似文献

The spatial and temporal distribution of microearthquake activity associated with the southern section of the Gorda Rise was monitored during a three week period using an array of four ocean bottom seismometers (OBS's) located at 41.5° N, 127.5° W on the rise axis. Sixty-two events were detected, of which roughly half occurred during a seismic swarm following an event of magnitude 4.9 that was well-recorded on land. A total of eighteen earthquakes could be located, seventeen of which originated from the valley floor, walls, and crestal mountains while the remaining event was located to the east of the rise in the Gorda plate. Well-constrained focal depths for four earthquakes ranged from roughly 4 to 12 km. Depths in excess of 10 km for two of the events provide strong evidence for the absence of a shallow steady-state magma chamber beneath the slow-spreading portion of the Gorda rise. Most of the events are believed to be the result of uplift of the crustal blocks comprising the valley walls. Four events located at an offset of the rise near 41.5° N may be related to strike-slip movement on a developing transform fault. Two of the events that occurred during the survey were large enough to be detected and located by land-based instruments. Comparison of these locations with the OBS locations indicates that well-recorded events having magnitudes of at least 4.5 are routinely mislocated 40–50 km to the east of their actual locations in this area while lower magnitude, poorly recorded earthquakes may have significantly larger location errors.  相似文献

This paper is a report of geological observations made using the submersible ALVIN on the crest of the East Pacific Rise near 21°N. The profile is 6 km long and crosses a 5–10 km wide plateau which rises 100 m±above the rise flanks. At the axis are exposed fresh glassy pillow lavas with no sediment accumulation in a region termed the neovolcanic zone. This zone is about one kilometer wide and includes elongate ridges of pillow lavas and seventeen hydrothermal vent fields in the study area. Outside the neovolcanic zone the seafloor is extensively fissured in another zone which is up to two kilometers wide. The neovolcanic zone and the fissured zone are included within a rift valley or graben about 3 to 5 km wide and 50 m±deep. This rift valley is asymmetrically located on the west side of the axial plateau; the neovolcanic zone in the study area is asymmetrically located on the east side of the rift graben. Fissured crust is not common outside the rift graben or in the neovolcanic zone; similarly, large throw faults such as those which form the edges of the graben are not found outside of it. These observations can be interpreted according to a volcanic-tectonic cycle in which volcanic eruptions and hydrothermal circulation are followed by a tectonic phase which includes fissuring and vertical movements. When a new cycle starts it may involve a lateral shift of the spreading axis. Lavas along the dive profile are suggested to be no older than a few thousand years based on sediment accumulation. In contrast, seafloor spreading rates here predict crust up to 105 yr old. This observation suggests that lavas from the neovolcanic zone can spread laterally about a kilometer or more and overlap on older crust.  相似文献

SeaMARC II and Sea Beam bathymetric data are combined to create a chart of the East Pacific Rise (EPR) from 8°N to 18°N reaching at least 1 Ma onto the rise flanks in most places. Based on these data as well as SeaMARC II side scan sonar mosaics we offer the following observations and conclusions. The EPR is segmented by ridge axis discontinuities such that the average segment lengths in the area are 360 km for first-order segments, 140 km for second-order segments, 52 km for third-order segments, and 13 km for fourth-order segments. All three first-order discontinuities are transform faults. Where the rise axis is a bathymetric high, second-order discontinuities are overlapping spreading centers (OSCs), usually with a distinctive 3:1 overlap to offset ratio. The off-axis discordant zones created by the OSCs are V-shaped in plan view indicating along axis migration at rates of 40–100 mm yr–1. The discordant zones consist of discrete abandoned ridge tips and overlap basins within a broad wake of anomalously deep bathymetry and high crustal magnetization. The discordant zones indicate that OSCs have commenced at different times and have migrated in different directions. This rules out any linkage between OSCs and a hot spot reference frame. The spacing of abandoned ridges indicates a recurrence interval for ridge abandonment of 20,000–200,000 yrs for OSCs with an average interval of approximately 100,000 yrs. Where the rise axis is a bathymetric low, the only second-order discontinuity mapped is a right-stepping jog in the axial rift valley. The discordant zone consists of a V-shaped wake of elongated deeps and interlocking ridges, similar to the wakes of second-order discontinuities on slow-spreading ridges. At the second-order segment level, long segments tend to lengthen at the expense of neighboring shorter segments. This can be understood if segments can be approximated by cracks, because the propagation force at a crack tip is directly proportional to crack length.There has been a counter-clockwise change in the direction of spreading on the EPR between 8 and 18° N during the last 1 Ma. The cumulative change has been 3°–6°, producing opening across the Orozco and Siqueiros transform faults and closing across the Clipperton transform. The instantaneous present-day Cocos-Pacific pole is located at approximately 38.4° N, 109.5° W with an angular rotation rate of 2.10° m.y.–1 This change in spreading direction explains the predominance of right-stepping discontinuities of orders 2–4 along the Siqueiros-Clipperton and Orozco-Rivera segments, but does not explain other aspects of segmentation which are thought to be linked to patterns of melt supply to the ridge axis.There are 23 significant seamount chains in the mapped area and most are created very near the spreading axis. Nearly all of the seamount chains have trends which fall between the absolute and relative plate motion vectors.  相似文献
