Despite continuing technological advancement in hazard and vulnerability assessment, risk modelling and hazard mitigation techniques, losses to disasters associated with natural hazards continue and in some cases are increasing across Europe and worldwide. This paper focuses on the need to bridge the gap between technical solutions and the sociopolitical contexts in which these are produced, to better understand and create more effective risk management regimes. We do so with application of the science–policy co-production frame to landslide risk management in Italy. The methodology deployed included a desk study informed by semi-structured interviews carried out with selected key stakeholders at national, regional and municipal level. We propose a normative and analytical framework for transferring co-production into natural hazard research by presenting a matrix identifying four contexts within which co-production may unfold. The matrix is based on two axes, which distinguish between innovation and its absence in science and policy domains. We examine several examples of co-production, such as the water–soil integrated approach to risk management or the implementation of hazard/risk assessment. The results highlight that the insulation of science from the institutional context within which knowledge is produced and used is a very problematic issue. This often hinders the implementation of desirable policies and undermines the effectiveness of interventions. Moreover, innovation in science and policy does not automatically result in successful solutions for landslide risk management. Finally, results confirm the utility of co-production but also highlight methodological challenges associated with the introduction of this new conceptual paradigm into the well-structured communities of scientists and policy-makers.  相似文献

The combination of seasonal and orbital changes in Martian insolation result in complex latitude dependent surface temperature variations that effect the total radiance of the planet as seen from the earth. These surface temperature variations have been calculated, based upon a computer simulation of the thermal environment of the planet. The temperature variations are then integrated to yield the total radiance of the planet as seen from the earth as a function of time. The absolute radiance of Mars was measured on April 4, 1971, with a balloon-borne radiometer system operating in the wavelength range between 10.5 and 12.5 μm. The average brightness temperature of the Mars disk determined from these measurements was 254°K with a 1 σ error of 4°K.  相似文献

In the last few years, the scientific community has developed several hydrological models aimed at the simulation of hydrological processes acting at the basin scale. In this context, the portion of peak runoff contributing areas represents a critical variable for a correct estimate of surface runoff. Such areas are strongly influenced by the saturated portion of a river basin (influenced by antecedent conditions) but may also evolve during a specific rainfall event. In the recent years, we have developed 2 theoretically derived probability distributions that attempt to interpret these 2 processes adopting daily runoff and flood‐peak time series. The probability density functions (PDFs) obtained by these 2 schematisations were compared for humid river basins in southern Italy. Results highlighted that the PDFs of the peak runoff contributing areas can be interpreted by a gamma distribution and that the PDF of the relative saturated area provides a good interpretation of such process that can be used for flood prediction.  相似文献

We have analyzed Long-Period (LP) seismic events of Volcán de Colima (Mexico) recorded by four three-component broad-band seismometers during January 2006. Frequency-domain analysis shows spectra mainly peaked in the range 0.3–2 Hz and characterized by a monotonic decreasing envelope, as those produced in a cylindrically-symmetric self-oscillating cavity interacting with a confined jet. Independent Component Analysis, a time-series decomposition method, extracts two or three nonlinear oscillation modes depending on the station, with the fundamental one peaked at 0.4–0.5 Hz. These decomposed waves have a well defined spectral content and are self-sustained oscillations with low dimensionality, as shown by dynamic system reconstruction methods. Moreover, they show radial polarization in near field and transverse polarization in far field in North-West South-East direction. Finally, we hypothesize a branched plumbing system with two principal conduits having alignments orthogonal to one another.  相似文献

High‐resolution pollen, macrofossil and charcoal data, combined with accelerator mass spectrometry 14C dating and multivariate analysis, were used to reconstruct Holocene vegetation and fire dynamics at Urio Quattrocchi, a small lake in the supra‐mediterranean belt in the Nebrodi Mountains of Sicily (Italy). The data suggest that after 10 000 cal a BP increasing moisture availability supported closed forests with deciduous (Quercus cerris, Fagus sylvatica and Fraxinus spp.) and evergreen (Quercus ilex) species. Species‐rich closed forest persisted until 6850 cal a BP, when Neolithic activities caused a forest decline and affected plant diversity. Secondary forest with abundant Ilex aquifolium recovered between 6650 and 6000 cal a BP, indicating moist conditions. From 5000 cal a BP, agriculture and pastoralism led to the currently fragmented landscape with sparse deciduous forests (Quercus cerris). The study suggests that evergreen broadleaved species were more important at elevations above 1000 m a.s.l. before ca. 5000 cal a BP than subsequently, which might reflect less human impact or warmer‐than‐today climatic conditions between 10 000 and 5000 cal a BP. Despite land use since Neolithic times, deciduous supra‐mediterranean forests were never completely displaced from the Nebrodi Mountains, because of favourable moist conditions that persisted throughout the Holocene. Reconstructed vegetation dynamics document the absence of any pronounced mid‐ or late‐Holocene ‘aridification’ trend at the site, an issue which is controversially debated in Italy and the Mediterranean region.
