可持续发展作为现代化建设的两大战略之一 ,对我国政府的能力提出了挑战。可持续发展战略的实施 ,要求加强政府的作用 ,将政府建设成为强有力而又廉价的政府。为此 ,我国政府应从加强政府的财政汲取能力建设、强化中央政府协调地区发展的能力 ,加强政府调控能力建设、强化中央政府协调当前利益和长远利益、经济利益与生态效益的能力 ,并从根本上转变政府职能、精兵简政、建设廉价高效的政府等方面着手来提高我国政府推进和实施可持续发展战略的能力  相似文献

江山—绍兴断裂带是中国南方最重要的构造带之一。它是江南陆块与华夏陆块神功运动形成的碰撞拼贴带。它表现出明显的多期变形、构造叠加的特征：神功运动形成近东西向平卧褶皱；印支运动沿断裂带有向北西强烈的推覆挤压。断裂带不同时期的活动反映了不同特征的构造环境，形成不同的构造变形特征，并对两侧的地质历史具有明显的控制作用。  相似文献

The evaluation of sustainable land use is the key issue in the field of studying the sustainable land utilization. In general analysis, the sustainable land use is evaluated respectively from its ecological sustainability, economic sustainability and social sustainability in China and other countries in recent years. Although this evaluation is an important work, it seems insufficient and hard to comprehensively reflect the whole degree of land use sustainability. Thus, to make up this deficiency, this paper brings forward the evaluation indexes, which make it possible to quantitatively reflect the whole degree of land use sustainability, namely, the concept of ＂degrees of overall land use sustainability＂ （Dos）, and research and measurement development of the method of and calculation in Dos. Taking the evaluation of the degree of land use sustainability in county regions of Yunnan Province as the actual example for analysis, results are basically as follows：
1） The degree of land use sustainability （Dos） is the ration index to organically and systematically integrate the degree of ecological friendliness （DeF）, the degree of economic viability （Dev） and the degree of social acceptability （Dsa）, able to comprehensively reflect the whole sustainability degree of regional land use
2） Based on the value of Dos, the grading system and standard for the sustainability of land use may be established and totally divided into five grades, namely, the high-degree sustainability, middle-degree sustainability, low-degree sustainability, conditional sustainability and non-sustainability. Meanwhile, the standard for distinguishing sustainability grades has also been confirmed so as to determine the nature of sustainability degrees in different grades. This makes the possibility for the combination of nature determination with ration in research result and provides with the scientific guideline and decision-making gist for better implementation of sustainable land use strategy.

With a new theory on the 1PN celestial mechanics recently developed by Damour, Soffel and Xu (1991,1992,1993,1994), definitions and expressions of the 1PN spin angular momentum are investigated and analysed. The total spin angular momentum of a system of extended bodies such as the solar system is calculated and expressed as the function of local parameters and observables under reasonable assumptions, which would find its application in the evolution and dynamics of systems of celestial bodies. Effects of Different Diets on the Dietary Attractability and Selectivity of Chinese Shrimp, Fenneropenaeus chinensis

Attractabilities of different diets and dietary selectivity of Chinese shrimp, Fenneropenaeus chinensis were studied through behavior observation and feeding experiment, respectively. The five diets used in the experiment are: Fish Flesh (FF), Shrimp Flesh (SF), Clam Foot (CF), Polychaete Worm (PW), and Formulated Diet (FD). No significant differences of attractability exist between any two different diets when every two natural diets or all five diets are provided simultaneously. On the other hand, significant differences of attractability exist between FD and every single natural diet when they are provided simultaneously. Results of behavioral observation indicate that natural diets are more attractive than FD. In feeding experiment, Chinese shrimp has distinct selectivity on different diets. It positively selects CF and PW, negatively selects FF and SF, and excludes FD absolutely. The results of the present studies indicate that the dietary selectivity of shrimp was based not only on the attractabilities of the diets, but also on the responses such as growth and food conversion.  相似文献
