Vulnerability of Aboriginal health systems in Canada to climate change   总被引:1,自引:0,他引:1  
Climate change has been identified as potentially the biggest health threat of the 21st century. Canada in general has a well developed public health system and low burden of health which will moderate vulnerability. However, there is significant heterogeneity in health outcomes, and health inequality is particularly pronounced among Aboriginal Canadians. Intervention is needed to prevent, prepare for, and manage climate change effects on Aboriginal health but is constrained by a limited understanding of vulnerability and its determinants. Despite limited research on climate change and Aboriginal health, however, there is a well established literature on Aboriginal health outcomes, determinants, and trends in Canada; characteristics that will determine vulnerability to climate change. In this paper we systematically review this literature, using a vulnerability framework to identify the broad level factors constraining adaptive capacity and increasing sensitivity to climate change. Determinants identified include: poverty, technological capacity constraints, socio-political values and inequality, institutional capacity challenges, and information deficit. The magnitude and nature of these determinants will be distributed unevenly within and between Aboriginal populations necessitating place-based and regional level studies to examine how these broad factors will affect vulnerability at lower levels. The study also supports the need for collaboration across all sectors and levels of government, open and meaningful dialogue between policy makers, scientists, health professionals, and Aboriginal communities, and capacity building at a local level, to plan for climate change. Ultimately, however, efforts to reduce the vulnerability of Aboriginal Canadians to climate change and intervene to prevent, reduce, and manage climate-sensitive health outcomes, will fail unless the broader determinants of socio-economic and health inequality are addressed.  相似文献

The transition to a post‐orogenic state in mountain ranges has been identified by a change from active subsidence to isostatic rebound of the foreland basin. However, the nature of the interplay between isostatic rebound and sediment supply, and their impact on the topographic evolution of a range and foreland basin during this transition, has not been fully investigated. Here, we use a box model to explore the syn‐ to post‐orogenic evolution of foreland basin/thrust wedge systems. Using a set of parameter values that approximate the northern Pyrenees and the neighbouring Aquitaine foreland basin, we evaluate the controls on sediment drape over the frontal parts of the retro‐wedge following cessation of crustal thickening. Conglomerates preserved at approximately 600‐m elevation, which is ~ 300 m above the present mountain front in the northern Pyrenees are ca. 12 Ma, approximately 10 Myrs younger than the last evidence of crustal thickening in the wedge. Using the model, this post‐orogenic sediment drape is explained by the combination of a sustained, high sediment influx from the range into the basin relative to the efflux out of the basin, combined with cessation of the generation of accommodation space through basin subsidence. Post‐orogenic sediment drape is considered a generic process that is likely to be responsible for elevated low‐gradient surfaces and preserved remnants of continental sedimentation draping the outer margins of the northern Pyrenean thrust wedge.  相似文献

The agri-food sector must adapt to changes in climate variability, while also helping to mitigate climate change. Measures termed ‘triple-win’ mitigate and adapt to climate change, while also improving soil health, thereby increasing yields. These measures might appear to be the easiest to implement, but in practice, barriers prevent full realisation. This study aims to move beyond previous research efforts that identify and categorise barriers by (i) revealing hidden barriers, (ii) understanding the interactions between barriers and (iii) exploring ways to address barriers. A case study focusing on crop rotation as a triple-win strategy in Ukraine demonstrates how a participant-driven iterative research approach can achieve these objectives. During semi-structured interviews with farmers and stakeholders, crop rotation emerged as an area of considerable dissensus with stakeholders commonly citing the greedy behaviour of producers as the problem. Further discussion indicated that the political economy of Ukraine caused financial constraints for producers and Q methodology allowed for additional clarity on the opposing views of crop rotation. Three factors emerged: producer insecurity, national insecurity and business insecurity. These three perspectives reveal contrasting priorities with producer insecurity and business insecurity concerned with the conditions under which producers must operate, while national insecurity has a focus on improving agricultural production to benefit the nation. Consensus statements across all factors could provide first steps to addressing barriers and an opportunity to open discussions amongst stakeholders. Finally, barriers arising from political processes demonstrate that climate policy needs to be integrated with other sector-specific policy decisions.  相似文献

The development of the Alpine mountain belt has been governed by the convergence of the African and European plates since the Late Cretaceous. During the Cenozoic, this orogeny was accompanied with two major kinds of intraplate deformation in the NW-European foreland: (1) the European Cenozoic Rift System (ECRIS), a left-lateral transtensional wrench zone striking NNE-SSW between the western Mediterranean Sea and the Bohemian Massif; (2) long-wavelength lithospheric folds striking NE and located between the Alpine front and the North Sea. The present-day geometry of the European crust comprises the signatures of these two events superimposed on all preceding ones. In order to better define the processes and causes of each event, we identify and separate their respective geometrical signatures on depth maps of the pre-Mesozoic basement and of the Moho. We derive the respective timing of rifting and folding from sedimentary accumulation curves computed for selected locations of the Upper Rhine Graben. From this geometrical and chronological separation, we infer that the ECRIS developed mostly from 37 to 17 Ma, in response to north-directed impingement of Adria into the European plate. Lithospheric folds developed between 17 and 0 Ma, after the azimuth of relative displacement between Adria and Europe turned counter-clockwise to NW–SE. The geometry of these folds (wavelength = 270 km; amplitude = 1,500 m) is consistent with the geometry, as predicted by analogue and numerical models, of buckle folds produced by horizontal shortening of the whole lithosphere. The development of the folds resulted in ca. 1,000 m of rock uplift along the hinge lines of the anticlines (Burgundy–Swabian Jura and Normandy–Vogelsberg) and ca. 500 m of rock subsidence along the hinge line of the intervening syncline (Sologne–Franconian Basin). The grabens of the ECRIS were tilted by the development of the folds, and their rift-related sedimentary infill was reduced on anticlines, while sedimentary accumulation was enhanced in synclines. We interpret the occurrence of Miocene volcanic activity and of topographic highs, and the basement and Moho configurations in the Vosges–Black Forest area and in the Rhenish Massif as interference patterns between linear lithospheric anticlines and linear grabens, rather than as signatures of asthenospheric plumes.

Aggtelek National Park, Hungary, is a limestone karst upland characterized by karren, dolines and river caves. For a period of two years, climatic and carbonate dissolution variables were monitored at four depths in a 7·5 m shaft through the soil fill in the floor of a typical large (150 m diameter) doline. Results are compared to other monitoring stations in the shallow soils on side slopes. Runoff and groundwater flow are focused into the base of the doline soil fill, where moisture is maintained at 70–90 per cent field capacity and temperatures permit year-round production of soil CO2. The capacity to dissolve calcite (limestone) ranges from c. 3 g m−2 per year beneath thin soils on the driest slopes to 17–30 g m−2 per year in the top 1–2 m of doline fill and at its base 5–7 m below. © 1997 John Wiley & Sons, Ltd.  相似文献

Igneous intrusions, notably carbonatitic–alkalic intrusions, peralkaline intrusions, and pegmatites, represent significant sources of rare‐earth metals. Geophysical exploration for and of such intrusions has met with considerable success. Examples of the application of the gravity, magnetic, and radiometric methods in the search for rare metals are presented and described. Ground gravity surveys defining small positive gravity anomalies helped outline the shape and depth of the Nechalacho (formerly Lake) deposit within the Blatchford Lake alkaline complex, Northwest Territories, and of spodumene‐rich mineralization associated with the Tanco deposit, Manitoba, within the hosting Tanco pegmatite. Based on density considerations, the bastnaesite‐bearing main ore body within the Mountain Pass carbonatite, California, should produce a gravity high similar in amplitude to those associated with the Nechalacho and Tanco deposits. Gravity also has utility in modelling hosting carbonatite intrusions, such as the Mount Weld intrusion, Western Australia, and Elk Creek intrusion, Nebraska. The magnetic method is probably the most successful geophysical technique for locating carbonatitic–alkalic host intrusions, which are typically characterized by intense positive, circular to sub‐circular, crescentic, or annular anomalies. Intrusions found by this technique include the Mount Weld carbonatite and the Misery Lake alkali complex, Quebec. Two potential carbonatitic–alkalic intrusions are proposed in the Grenville Province of Eastern Quebec, where application of an automatic technique to locate circular magnetic anomalies identified several examples. Two in particular displayed strong similarities in magnetic pattern to anomalies accompanying known carbonatitic or alkalic intrusions hosting rare‐metal mineralization and are proposed to have a similar origin. Discovery of carbonatitic–alkalic hosts of rare metals has also been achieved by the radiometric method. The Thor Lake group of rare‐earth metal deposits, which includes the Nechalacho deposit, were found by follow‐up investigations of strong equivalent thorium and uranium peaks defined by an airborne survey. Prominent linear radiometric anomalies associated with glacial till in the Canadian Shield have provided vectors based on ice flow directions to source intrusions. The Allan Lake carbonatite in the Grenville Province of Ontario is one such intrusion found by this method. Although not discovered by its radiometric characteristics, the Strange Lake alkali intrusion on the Quebec–Labrador border is associated with prominent linear thorium and uranium anomalies extending at least 50 km down ice from the intrusion. Radiometric exploration of rare metals hosted by pegmatites is evaluated through examination of radiometric signatures of peraluminous pegmatitic granites in the area of the Tanco pegmatite.  相似文献

The Corinth rift (Greece) is one of the world's most active rifts. The early Plio‐Pleistocene rift is preserved in the northern Peloponnese peninsula, south of the active Corinth rift. Although chronostratigraphic resolution is limited, new structural, stratigraphic and sedimentological data for an area >400 km2 record early rift evolution in three phases separated by distinct episodes of extension rate acceleration and northward fault migration associated with major erosion. Minimum total N–S extension is estimated at 6.4–7.7 km. The earliest asymmetrical, broad rift accommodated slow extension (0.6–1 mm a?1) over >3 Myrs and closed to the west. North‐dipping faults with throws of 1000–2200 m defined narrow blocks (4–7 km) with little footwall relief. A N‐NE flowing antecedent river system infilled significant inherited relief (Lower group). In the earliest Pleistocene, significant fluvial incision coincided with a 15 km northward rift margin migration. Extension rates increased to 2–2.5 mm a?1. The antecedent rivers then built giant Gilbert‐type fan deltas (Middle group) north into a deepening lacustrine/marine basin. N‐dipping, basin margin faults accommodated throws <1500 m. Delta architecture records initiation, growth and death of this fault system over ca. 800 ka. In the Middle Pleistocene, the rift margin again migrated 5 km north. Extension rate increased to 3.4–4.8 mm a?1. This transition may correspond to an unconformity in offshore lithostratigraphy. Middle group deltas were uplifted and incised as new hangingwall deltas built into the Gulf (Upper group). A final increase to present‐day extension rates (11–16 mm a?1) probably occurred in the Holocene. Fault and fault block dimensions did not change significantly with time suggesting control by crustal rheological layering. Extension rate acceleration may be due to strain softening or to regional tectonic factors.  相似文献

As Arctic sea ice declines in response to climate change, a shift from thick multiyear ice to a thinner ice cover is occurring. With this transition, ice thicknesses approach a threshold below which ice no longer insulates the atmosphere from oceanic surface fluxes. While this is well known, there are no estimates of the magnitude of this threshold, nor of the proportion of sea ice area that is below this threshold as ice thins. We determine this threshold by simulating the atmospheric response to varying thicknesses, ranging from 0.0 to 2.0 m and determine that threshold to be 0.40–0.50 m. The resulting “effective” ice area is 4–14% lower than reported total ice area, as 0.39–0.97 × 106 km2 of the total ice area falls below the threshold throughout the twentieth century, including during notable ice minima. The atmosphere above large non-insulating ice-covered regions is susceptible to more than 2 °C of warming despite ice presence. Observed mean Arctic Ocean ice thickness is projected to fall below this threshold as early as the mid-2020s. Studies on ocean–atmosphere interactions in relation to sea ice area should focus on this insulating sea ice area, where ice is at least 0.40–0.50 m thick, and treat ice regions below 0.40–0.50 m thickness with caution.
