Despite ongoing faith in their ability to deliver meaningful reductions in GHG emissions as the Durban climate summit approaches in December 2011 and as the end of the first commitment period of the Kyoto Protocol in 2012 looms large, carbon markets have been adversely affected by low prices that are failing to drive necessary investment in low-carbon technology and a series of scandals about their integrity. Some Clean Development Mechanism (CDM) projects have nevertheless delivered reductions in GHG emissions and sustainable development benefits. However, these benefits are too few, and strong incentives still remain in place to go for ‘low-hanging fruit’ opportunities that bring few additional environmental and developmental gains. Although governance reforms have a part to play in addressing these issues, these are not teething problems that can be easily weeded out with further institutional learning and innovation. They touch on the deeper politics of carbon markets and the role politics play in responses to climate change that have to be addressed. 相似文献

The HydraSleeve is a sampling device for collecting groundwater from the screened interval of a monitoring well without purging that uses a check valve to take in water over the first 3 to 5 feet of an upward pulling motion. If the check valve does not perform as expected, then the HydraSleeve has the potential to collect water from an incorrect depth interval, possibly above the screened interval of the well. We have evaluated volatile organic chemical (VOC) results from groundwater samples collected with the HydraSleeve sampler compared to other methods for sampling monitoring wells at three sites. At all three sites, lower VOC concentration results were observed for samples collected using the HydraSleeve. At two of these three sites, the low concentration sample results were most strongly associated with monitoring wells with more than 10 feet of water above the monitoring well‐screened interval. At the site with the largest dataset, the median bias for samples collected with HydraSleeve was ?20% (p < 0.001). At this site, a bias of ?26% (p < 0.001) was observed for the subset of monitoring wells with greater than 10 feet of water above the screened interval compared to a bias of ?7% (p = 0.21) for wells screened across the top of the water table. In addition to lower VOC concentrations, the monitoring records obtained using the HydraSleeve were more variable compared to monitoring records obtained using purge sampling methods, a characteristic that would make it more difficult to determine the long‐term concentration trend in the well. 相似文献

This study evaluated the long‐term performance of enhanced anaerobic bioremediation (EAB) at chlorinated solvent sites to determine if sustained treatment processes were helping to prevent concentration rebound. A database of groundwater concentration versus time records was compiled for 34 sites, with at least 3 years of posttreatment monitoring data (median = 4.7 years, range = 3.0 to 11.7 years). Long‐term performance was evaluated based on order‐of‐magnitude (OoM) changes in parent compound concentrations during various monitoring periods. Results indicate that, relative to the pretreatment concentration, a median concentration reduction for all 34 sites of 1.0 OoM (90% reduction) was achieved by the end of the posttreatment monitoring period. No rebound was observed at 65% of the sites between the first year of posttreatment monitoring and the final year. During this posttreatment period, Mann‐Kendall trend analysis indicated that the concentration was stable or decreasing at 89% of the sites where a trend could be established (n = 27; 33% decreasing, 56% stable, 11% increasing). Statistical analysis indicates there is no evidence that the distribution of median concentration reductions after the first year of posttreatment monitoring was different than the distribution of median reductions 2 to 11 years later at the end of the monitoring period (p = 0.67). Similarly, statistical analysis indicates that there is no evidence that the distribution of median reductions for a larger set of sites (n = 84) with less than 3 years of posttreatment monitoring data (1.1 OoM; 92% reduction) was different than the distribution of median OoM reductions for the 34‐site dataset with longer monitoring periods (p = 0.80). This suggests that, at a typical site, a 3‐year monitoring period should be sufficient for evaluating performance. The results of this study indicate that, in the long term, after the end of active treatment, sustained treatment processes contribute to relatively modest concentration reductions but do mitigate rebound at the majority of EAB sites. 相似文献

Ground-based dual-frequency GPS observations can be used to create images of electron density. This is well established for the Arctic ionosphere; here one of the first results is presented for the Antarctic. In this study, the GPS receivers in the Antarctic are supplemented with another GPS receiver onboard CHAMP. The aim of the study is to demonstrate the technique for investigating geophysical events, for example, an ionospheric disturbance period on 11 February 2004. The images have been validated by in-situ measurements from DMSP and CHAMP satellites, as well as Super Dual Auroral Radar Network (SuperDARN) convection patterns, which are able to confirm the location, presence, and transportation of large-scale plasma patches. This study indicates that although the convection still dominates in the high-latitude ionosphere, soft precipitation within the polar cap may play a role in the evolution of the polar patches. Polar rain has a beautiful set of symmetry properties, individually established, but not previously discussed collectively, which can be organized by a single unifying principle. The key polar rain properties are favored hemisphere (controlled by the interplanetary magnetic field Bx), dawn/dusk gradient (IMF By), merging rate (IMF Bz or more generally dΦMP/dt), nightside/dayside gradient, and seasonal effect. We argue that all five properties involve variants on a single theme: the further downstream a field line exits the magnetosphere (or less directly points toward the solar wind electron heat flux), the weaker the polar rain. This effect is the result of the requirements of charge quasi-neutrality, and because the ion thermal velocity declines and the tailward ion bulk flow velocity rises moving down tail from the frontside magnetopause.Polar cap arcs (or more properly, high-latitude sun-aligned arcs) are largely complementary to the polar rain, occurring most frequently when the dayside merging rate is low, and thus when polar rain is weak. Sun-aligned arcs are often considered as originating either in the polar rain or the expansion of the plasma sheet into the polar cap. In fact three quite distinct types of sun-aligned high-latitude arcs exist, two common, and one rare. One type of arc occurs as intensifications of the polar rain, and is common, but weak, typically <0.1 ergs/cm2 s, and lacks associated ion precipitation. A second category of Sun-aligned arcs with energy flux >0.1 ergs/cm2 s usually occurs adjacent to the auroral oval, and includes ion precipitation. The plasma regime of these common, and at times intense, arcs is often distinct from the oval which they abut. Convection alone does not specify the open/closed nature of these arcs, because multiple narrow convection reversals are common around such arcs, and the arcs themselves can be embedded within flows that are either sunward or anti-sunward. These observational facts do not neatly fit into either a plasma sheet origin or a polar rain origin (e.g., the necessity to abut the auroral oval, and the presence of ions does not fit the properties of polar rain, which can in any event be nearly absent for northward interplanetary magnetic field). One theory is that such arcs are associated with merging tailward of the cusp. Both of these common types of sun-aligned arcs fade within about 30 min of a southward IMF turning.The third, and rarest, category of sun-aligned arcs are intense, well detached from the auroral oval, contain plasma sheet origin ion precipitation as well as electrons, and persist for hours after a southward turning. These intense detached sun-aligned arcs can rapidly cross the polar cap, sometimes multiple times. Most events discussed in the literature as “theta-aurora” do not fit into this category (for example, although they may appear detached in images, they abut the oval in particle data, and do not have the persistence of detached events under southward IMF turnings). It is possible that no single theory can account for all three types of sun-aligned arcs.Solar energetic particle (SEP) events are at times used to demarcate polar cap open/closed boundaries. Although this works at times, examples exist where this method fails (e.g., very quiet conditions for which SEP reaches below L=4), and the method should be used with caution. Accurate characterization of contaminant mass in zones of low hydraulic conductivity (low k) is essential for site management because this difficult‐to‐treat mass can be a long‐term secondary source. This study developed a protocol for the membrane interface probe (MIP) as a low‐cost, rapid data‐acquisition tool for qualitatively evaluating the location and relative distribution of mass in low‐k zones. MIP operating parameters were varied systematically at high and low concentration locations at a contaminated site to evaluate the impact of the parameters on data quality relative to a detailed adjacent profile of soil concentrations. Evaluation of the relative location of maximum concentrations and the shape of the MIP vs. soil profiles led to a standard operating procedure (SOP) for the MIP to delineate contamination in low‐k zones. This includes recommendations for: (1) preferred detector (ECD for low concentration zones, PID or ECD for higher concentration zones); (2) combining downlogged and uplogged data to reduce carryover; and (3) higher carrier gas flow rate in high concentration zones. Linear regression indicated scatter in all MIP‐to‐soil comparisons, including R2 values using the SOP of 0.32 in the low concentration boring and 0.49 in the high concentration boring. In contrast, a control dataset with soil‐to‐soil correlations from borings 1‐m apart exhibited an R2 of ≥0.88, highlighting the uncertainty in predicting soil concentrations using MIP data. This study demonstrates that the MIP provides lower‐precision contaminant distribution and heterogeneity data compared to more intensive high‐resolution characterization methods. We have observed a number of minor radio flares in Cyg X-3 using the MERLIN array. Photometric observations show the system to be highly active with multiple flares on hourly time-scales over the one month observing programme. Analysis of the power spectrum of the source show no persistent periodicities in these data, and no evidence of the 4.8-h orbital period. An upper limit of 15 mJy can be placed on the amplitude of any sinusoidal variation of source flux at the orbital period. The brightness temperature of a flare is typically T b ≥109 –1010 K , with a number of small flares of 5-min duration having brightness temperatures of T b ≥ few×1011 K . For such a change in flux to occur within a typical 10-min time-scale, the radiation must originate from plasmons with a size ≤1.22 au. This emission is unlikely to originate close to the centre of the system as both the jets and compact object are buried deep within an optically thick stellar wind. Assuming a spherically symmetric wind, plasmons would become visible at distances ∼13 au from the core. 相似文献

Understanding the processes controlling groundwater/surface-water interaction is essential for effective resource management and for protecting sensitive ecosystems. Through intensive monitoring of Chalk groundwater, shallow gravel groundwater and surface water in the River Lambourn, UK, using a combination of hydrochemical and hydrophysical techniques, a complex pattern of interactions has been elucidated. The river is broadly in hydraulic contact with the streambed sediments and adjacent gravels and sands, but these deposits are mainly hydraulically separate from the underlying Chalk at the site. The hydraulic relationship between the river and underlying alluvium is variable, involving components of groundwater flow both parallel and transverse to the river and with both effluent and influent behaviour seen. While the gravel aquifer is significant in controlling groundwater/surface-water interaction, its importance as a route for flow down the catchment is likely to be modest compared with river discharge. The hydrological complexity revealed in a geological setting typical of lowland UK Chalk streams has implications both for investigation methods and for management such as in the setting of environmental objectives in the European Water Framework Directive. 相似文献
