This paper uses the concept of “grantocracy” as an analytic to understand a form of governance through grant-making by state actors as one aspect of the reregulation wrought by neoliberalization of the state. We explore this idea through a case study of conservation grant making in the Keweenaw Peninsula of Michigan’s Upper Peninsula, a highly rural and remote forestry-dependent economy. Grantocracy requires the disaggregation and rescaling of the public good, as grants are provided to address specific problems and provide single-purpose solutions. We found that while grants were intended for single purposes, in practice the use of partnerships and matching funds espoused by these programs resulted in funding programs being recombined in often conflicting and unstable ways. Moreover, limited transparency in the grant-making process restricted opportunities for public input and has helped to elide the role of the state in land conservation, undermining democratic environmental governance. This further promotes a neoliberal ideology that government is the problem, never the solution. Many of these difficulties, we conclude, arise from reliance upon the territorial strategy of private property to achieve land conservation goals.  相似文献

This study investigated the internal osmotic regulatory capabilities of the Manila clam (Ruditapes philippinarum) following in vivo exposure to a range of salinities. A second objective was to measure the health status of the Manila clam following exposure to different salinities using the neutral red retention (NRR) assay, and to compare results using a range of physiological saline solutions (PSS). On exposure to seawater of differing salinities, the Manila clam followed a pattern of an osmoconformer, although they seemed to partially regulate their circulatory haemolytic fluids to be hyperosmotic to the surrounding aqueous environment. Significant differences were found when different PSS were used, emphasizing the importance of using a suitable PSS to reduce additional osmotic stress. Using PSS in the NRR assay that do not exert additional damage to lysosomal membrane integrity will help to more accurately quantify the effects of exposure to pollutants on the organism(s) under investigation.  相似文献

Alpine areas play a major role in water supply in downstream valleys by releasing water during warm and dry periods. However, the hydrogeology of alpine catchments, which are particularly exposed to the effects of climate change, is currently not well understood. Increasing our knowledge of alpine hydrogeological processes is thus of considerable importance for any forward-looking hydrological investigations in alpine areas. The objectives of this study are to quantify seasonal groundwater storage variations in a small Swiss alpine catchment and to evaluate the capabilities of time-lapse gravimetry in the identification of zones of high groundwater storage fluctuations. Time-lapse gravimetric measurements enable rapid localisation of zones of dynamic groundwater storage changes and help to highlight aquifers with a higher storage decrease. Temperature sensors enable measurement of the temporal trend in stream and spring drying in the post-snowmelt period. Stable isotope measurements allow us to identify the origin of surface water exiting the catchment. The results improve our comprehension of a conceptual schema highlighting two different hydrogeological systems: (a) a shallow, rapidly depleted one fed directly by snowmelt and (b) a deeper one, with a slower recession, fed by main recharge during peak snowmelt and emerging at the lower part of the catchment below the talus and moraine of the catchment where bedrock is exposed. These dynamics confirm the high variability of storage in the talus and moraine aquifers and highlight the dominant role of Quaternary deposits and their connectivity to store water over seasonal and multi-year time-scales. The mechanisms explaining the importance of Quaternary deposits are the combination of moraine and talus with different permeabilities allowing the storage of sufficient quantities of water permitting continuous release during drier periods of the year.  相似文献

Sediments frequently cause damage to biota due to the accumulation of toxic compounds and the bioavailability of sediment-bound contaminants. Damage can be assessed using biomarkers, such as the degree of genotoxic impact following in vivo exposure to pollutants. Genotoxic damage, expressed as single-strand DNA breaks, was measured in cells isolated from haemolymph, gill and digestive gland from the clam Tapes semidecussatus, using the single cell gel electrophoresis (Comet assay). Clams were exposed for three weeks to sediment samples collected from a polluted site and a ‘clean’ reference site.The level of DNA damage was assessed using an image analysis package and expressed as Tail Moment. Throughout the study, significant differences in DNA damage were recorded for each tissue type between clams exposed to the two sediment samples. We conclude that the Comet assay is a useful tool for the detection of DNA damage in clams chronically exposed to polluted sediments.  相似文献

A reliable and economical method for the estimation of nutrient export (e.g. phosphorus) in stream flow from catchments is necessary to quantify the impact of land use or land use change upon aquatic systems. The transport of phosphorus (P) from soil to water is known to impact negatively on water quality. A key observation from studies is that most P export occurs during high stream flow. However, it is not yet clear how flood-antecedent conditions affect the P export during flood events. In this study, the P loss from soil to water as represented by soluble reactive phosphorus (SRP) in stream waters from three different catchments, varying in land use, scale and location in Ireland was monitored over 1 year. This study examined the role of antecedent stream flow conditions on SRP export and identifies a catchment-specific relationship between SRP flood event load (EL) and a flow ratio (FR). The FR is defined as the ratio of the flood event volume (EV) to the pre-event volume (PEV). The latter is the cumulative flow volume for a number of days preceding the event. This PEV period was found to be longer (average 81 days) in the grassland catchments which were known to be saturated with soil P than in the forested catchments (average 21 days) with minimal soil P. This FR ratio is a measure of the antecedent hydrological state (wet or dry) of the catchment. For SRP for each catchment, a specific relationship between SRP EL and FR was identified. The annual SRP export was estimated, using this ratio and compared with the concentration/discharge (C/Q) method. The new flow ratio method was used with data from 12 flood events during the year to estimate an annual export of SRP. For the two grassland catchments in the study, using the FR method, we estimated an SRP export of 1.77 and 0.41 kg ha−1 yr−1. Using the C/Q method, for the same sites, our estimate of SRP export was 1.70 and 0.50 kg ha−1 yr−1 respectively. The C/Q method used SRP concentrations covering 40% of the year while the FR method used only 12 flood events covering less than 2% of the year. This new method which takes account of the antecedent flow state of the river is an alternative to and may be more promising than the traditional C/Q method, particularly when short duration or flood sampling of water quality is carried out.  相似文献
