Marine spatial planning is often confronted with different types of hurdles that make the implementation of plans and strategies more difficult than scientists and planners—who have done most of the preparatory work—have foreseen. How does this situation come about? Is it due to the lack of interest or will of politicians? Are the technical proposals and plans too complex or too far from reality? Do they cost too much without comparable benefits? What can be done to avoid this? Based on recent experience within Belgium, some suggestions for more effective implementation of marine spatial plans are presented in this paper from a policy-making perspective.  相似文献

Despite recent efforts from space exploration to sound the martian subsurface with RADAR, the structure of the martian subsurface is still unknown. Major geologic contacts or discontinuities inside the martian crust have not been revealed. Another way to analyze the subsurface is to study rocks that have been exhumed from depth by impact processes. The last martian mission, MRO (Mars Reconnaissance Orbiter), put forth a great deal of effort in targeting the central peaks of impact craters with both of its high resolution instruments: CRISM (Compact Reconnaissance Imaging Spectrometer for Mars) and HiRISE (High Resolution Science Experiment). We analyzed the composition with CRISM and the physical characteristics on HiRISE of the rocks exhumed from depth from 31 impact craters in the vicinity of Valles Marineris. Our analyses revealed the presence at depth of two kinds of material: massive light-toned rocks and intact layers. Exhumed light-toned massive rocks are enriched in low calcium pyroxenes and olivine. Hydrated phases such as smectites and putative serpentine are present and may provide evidence of hydrothermal processes. Some of the rocks may represent portions of the volatile-rich, pre-Noachian martian primitive crust. In the second class of central peaks, exhumed layers are deformed, folded, and fractured. Visible-near infrared (VNIR) spectra suggest that they are composed of a mixture of olivine and high calcium pyroxene associated with hydrated phases. These layers may represent a Noachian volcanic accumulation of up to 18 km due to Tharsis activity. The spatial distribution, as well as the in-depth distribution between the two groups of rocks exhumed, are not random and reveal a major geologic discontinuity below the Tharsis lava plateau. The contact may be vertical over several kilometers depth suggesting the pre-existence of a steep basin (early giant impact or subsidence basin) or sagduction processes.  相似文献

The availability of water shapes life in the western United States, and much of the water in the region originates in the Rocky Mountains. Few studies, however, have explicitly examined the history of water levels in the Rocky Mountains during the Holocene. Here, we examine the past levels of three lakes near the Continental Divide in Montana and Colorado to reconstruct Holocene moisture trends. Using transects of sediment cores and sub-surface geophysical profiles from each lake, we find that mid-Holocene shorelines in the small lakes (4–110 ha) were as much as 10 m below the modern lake surfaces. Our results are consistent with existing evidence from other lakes and show that a wide range of settings in the region were much drier than today before 3000–2000 years ago. We also discuss evidence for millennial-scale moisture variation, including an abruptly-initiated and -terminated wet period in Colorado from 4400 to 3700 cal yr BP, and find only limited evidence for low-lake stands during the past millennium. The extent of low-water levels during the mid-Holocene, which were most severe and widespread ca 7000–4500 cal yr BP, is consistent with the extent of insolation-induced aridity in previously published regional climate model simulations. Like the simulations, the lake data provide no evidence for enhanced zonal flow during the mid-Holocene, which has been invoked to explain enhanced mid-continent aridity at the time. The data, including widespread evidence for large changes on orbital time scales and for more limited changes during the last millennium, confirm the ability of large boundary-condition changes to push western water supplies beyond the range of recent natural variability.  相似文献

The history of the low-elevation forest and forest-steppe ecotone on the east side of the Andes is revealed in pollen and charcoal records obtained from mid-latitude lakes. Prior to 15,000 cal yr BP, the vegetation was characterized by steppe vegetation with isolated stands of Nothofagus. The climate was generally dry, and the sparse vegetation apparently lacked sufficient fuels to burn extensively. After 15,000 cal yr BP, a mixture of Nothofagus forest and shrubland/steppe developed. Fire activity increased between 13,250 and 11,400 cal yr BP, contemporaneous with a regionally defined cold dry period (Huelmo/Mascardi Cold Reversal). The early-Holocene period was characterized by an open Nothofagus forest/shrubland mosaic, and fire frequency was high in dry sites and low in wet sites; the data suggest a sharp decrease in moisture eastward from the Andes. A shift to a surface-fire regime occurred at 7500 cal yr BP at the wet site and at 4400 cal yr BP at the dry site, preceding the expansion of Austrocedrus by 1000-1500 yr. The spread of Austrocedrus is explained by a shift towards a cooler and wetter climate in the middle and late Holocene. The change to a surface-fire regime is consistent with increased interannual climate variability and the onset or strengthening of ENSO. The present-day mixed forest dominated by Nothofagus and Austrocedrus was established in the last few millennia.  相似文献

Holocene fire-climate-vegetation linkages are mostly understood at individual sites by comparing charcoal and pollen records with other paleoenvironmental proxy and model simulations. This scale of reconstruction often obscures detection of large-scale patterns in past fire activity that are related to changes in regional climate and vegetation. A network of 31 charcoal records from southern South America was examined to assess fire history along a transect from subtropic to subantarctic biomes. The charcoal data indicate that fire activity was greater than present at ca. 12,000 cal yr BP and increased further and was widespread at 9500 cal yr BP. Fire activity decreased and became more spatially variable by 6000 cal yr BP, and this trend continued to present. Atmospheric circulation anomalies during recent high-fire years show a southward shift in westerlies, and paleoclimate model simulations and data syntheses suggest that such conditions may have prevailed for millennia in the early Holocene when the pole-to-equator temperature gradients were weaker and annual temperatures were higher than present, in response to orbital-time-scale insolation changes.  相似文献

Nganabbarru , or water buffalo ( Bubalus bubalis ), is frequently hunted by Aboriginal men, and buffalo meat is an important food source for many Arnhem Land Aboriginal communities. The experience of buffalo hunting trips with Aboriginal men who reside at Korlohbidahdah outstation in central Arnhem Land is used as a point of departure to consider the relationships between Aboriginal people and megaherbivores in the past and the present, and to explore the complexity of feral animal management in cross-cultural settings. This enquiry raised the question of the cultural conception of feral animals and demonstrates that there is no simple answer to the question: what is a buffalo? Buffaloes have been the focus of a colonial economic industry and are iconic of the Territorian way of life. However, they spread economically significant livestock diseases and cause widespread environmental damage. In the 1980s feral buffalo populations were the target of the Brucellosis and Tuberculosis Eradication Campaign (BTEC) control program. The failure to continue control programs following the cessation of BTEC program and inadequate consultation with Aboriginal landowners has meant that today's land managers are once again faced with conflicting views about controlling feral buffalo populations on Aboriginal land and within National Parks like Kakadu. It is concluded that there are genuine, previously overlooked opportunities for cross-cultural collaboration in managing feral buffaloes. Cross-disciplinary research involving ecologists, anthropologists, linguists, economists and environmental historians is required to help develop sustainable and culturally appropriate feral animal control programs.  相似文献

Peperites formed by mixing of magma and wet sediment are well exposed along Punta China, Baja California, Mexico, where two sills intrude a section of lava flows, limestones, and volcaniclastic rocks. Irregular lobes and dikes extend from the sills several meters into host sediments, including highly comminuted flow top breccias (lithic lapilli tuff breccias) and shelly micrites, whereas intrusive contacts with lava flows are sharp and planar. Where one sill intruded both coarse-grained volcaniclastic rock and fine-grained limestone, textural differences between the hosts produced strikingly different styles of peperite. Blocky masses of the basaltic intrusions up to 1 m in size were dispersed for distances up to 3 m into host lithic lapilli tuff breccias; the blocks consequently underwent in situ fragmentation as they were rapidly quenched. The high degree of dispersion resulted from steam explosions as the magma enveloped pockets of water in the coarse-grained permeable host. Elutriation of fine-grained material from vertical pipes in tuff breccia above the lower sill provides evidence for meter-scale fluidization of the host. The contact zone between the basaltic magma and the shelly micrite host resembles a mixture of two viscous, immiscible fluids (fluidal peperite). Intrusion occurred behind a stable vapor film which entrained lime mud particles and carried them off grain by grain as magma advanced into the host. Thin-section-scale elutriation pipes formed. Microglobular peperite represents a frozen example of a fuel-coolant interaction (FCI) between basaltic magma and fluidized micrite host. The intimate intermixing of magma and host at the submillimeter level is attributed to fluid instabilities developed along the magma-vapor-host interface. Such intimate intermixing of magma and water-bearing fragmental debris is commonly a precursory step toward explosive hydrovolcanism.  相似文献

Gulls were released after treatment and allowed to incubate their eggs for 5 days. Pollen and macrofossil analyses of a core spanning 26,000 yr from Davis Lake reveal late Pleistocene and Holocene vegetational patterns in the Puget Lowland. The core ranges lithologically from a basal inorganic clay to a detritus gyttja to an upper fibrous peat and includes eight tephra units. The late Pleistocene pollen sequence records two intervals of tundra-parkland vegetation. The earlier of these has high percentages of Picea, Gramineae, and Artemisia pollen and represents the vegetation during the Evans Creek Stade (Fraser Glaciation) (ca. 25,000–17,000 yr B.P.). The later parkland interval is dominated by Picea, Tsuga mertensiana, and Gramineae. It corresponds to the maximum ice advance in the Puget Lowland during the Vashon Stade (Fraser Glaciation) (ca. 14,000 yr B.P.). An increase in Pinus ontorta pollen between the two tundra-parkland intervals suggests a temporary rise in treeline during an unnamed interstade. After 13,500 yr B.P., a mixed woodland of subalpine and lowland conifers grew at Davis Lake during a period of rapid climatic amelioration. In the early Holocene, the prolonged expansion of Pseudotsuga and Alnus woodland suggests dry, temperate conditions similar to those of present rainshadow sites in the Puget Lowland. More-mesic forests of Tsuga eterophylla, Thuja plicata, and Pseudotsuga, similar to present lowland vegetation, appeared in the late Holocene (ca. 5500 yr B.P.).  相似文献

Pollen data from two sites provide information on the postglacial vegetation and climate history of the Cascade Range. Indian Prairie in the western Cascade Range was colonized by subalpine forests of Pinus, Picea, and Tsuga and open meadows prior to ca. 12,400 14C yr B.P. The treeline lay 500 to 1000 m below its modern elevation and conditions were cooler than at present. From ca. 12,400 to ca. 9950 14C yr B.P. Abies became important and the forest resembled that presently found at middle elevations in the western Cascade Range. The pollen record implies a rise in treeline and warmer conditions than before. From ca. 10,000 to 4000-4500 14C yr B.P., conditions that were warmer and effectively drier than today led to the establishment of a closed forest composed of Pseudotsuga , Abies, and, at lower elevations, Quercus and Corylus . During this period, Gold Lake Bog in the High Cascades was surrounded by closed forest of Pinus and Abies. The early-Holocene pollen assemblages at both Indian Prairie and Gold Lake Bog lack modern analogues, and it is likely that greater-than-present summer radiation fostered unique climatic conditions and vegetation associations at middle and high elevations. In the late Holocene, beginning ca. 4000-4500 14C yr B.P., cooler and more humid conditions prevailed and the modern vegetation was established. A comparison of these sites with others in the Pacific Northwest suggests that major patterns of vegetational change at individual sites were a response to large-scale changes in the climate system that affected the entire region.  相似文献
