The sustainable science-based management of natural resources requires knowledge exchange between scientists and environmental decision-makers; however, evidence suggests that information flow is inhibited by a range of barriers. To date, our understanding of the range and importance of factors limiting knowledge exchange between scientists and decision-makers is based primarily on the perceptions of decision-makers, while the perceptions of scientists have been largely overlooked. This study addresses this knowledge gap by quantitatively assessing the perceptions of scientists, represented by a sample of 78 Australian marine scientists, regarding (i) the role and importance of engaging with environmental decision-makers on a personal level, (ii) the role and importance of engaging with environmental decision-makers at the institutional level, (iii) current barriers to engaging with environmental decision-makers and (iv) options for overcoming barriers to engaging with environmental decision-makers. Survey results suggest that Australian marine scientists feel that they have an obligation to engage decision-makers in their science, and that engaging with and communicating to environmental decision-makers is important on a personal level. This study also identifies a range of barriers that impede engagement activities, including inadequate measures of science impact that do not account for engagement activities, a lack of organisational support for engagement activities, insufficient time to conduct engagement activities in addition to other responsibilities and a lack of funding to support engagement activities. To overcome these barriers, participants identified the need for institutional innovation by research institutions, research funders and decision-making agencies alike to promote a culture whereby knowledge exchange activities are legitimised as core business for research scientists, and recognised and rewarded appropriately. Although difficulties exist in implementing such institutional innovations, doing so will improve two-way knowledge exchange among scientists and decision-makers and improve the likely success of environmental management.  相似文献

This paper provides an overview of climate change impacts on tribal water resources and the subsequent cascading effects on the livelihoods and cultures of American Indians and Alaska Natives living on tribal lands in the U.S. A hazards and vulnerability framework for understanding these impacts is first presented followed by context on the framework components, including climate, hydrologic, and ecosystem changes (i.e. hazards) and tribe-specific vulnerability factors (socioeconomic, political, infrastructural, environmental, spiritual and cultural), which when combined with hazards lead to impacts. Next regional summaries of impacts around the U.S. are discussed. Although each tribal community experiences unique sets of impacts because of their individual history, culture, and geographic setting, many of the observed impacts are common among different groups and can be categorized as impacts on—1) water supply and management (including water sources and infrastructure), 2) aquatic species important for culture and subsistence, 3) ranching and agriculture particularly from climate extremes (e.g., droughts, floods), 4) tribal sovereignty and rights associated with water resources, fishing, hunting, and gathering, and 5) soil quality (e.g., from coastal and riverine erosion prompting tribal relocation or from drought-related land degradation). The paper finishes by highlighting potentially relevant research questions based on the five impact categories.  相似文献

The economic impacts of climate-change-induced adjustments on the performance of the Tanzanian economy are analysed, using a countrywide computable general equilibrium (CGE) model. The effect of overall climate change on agricultural productivity (modelled as reduced land productivity) is projected to be relatively limited until about 2030, thereafter becoming worse. The simulation results indicate that despite the projected reduction in agricultural productivity, the negative impacts can potentially be quite limited. This is because the timescales involved, as well as the low starting point of the economy, leave ample room for factor substitutability and increased overall productivity. This indicates that policies that give farmers the opportunity to invest in autonomous climate adaptation, as well as those that improve the overall performance of the economy, can be as important in reducing the impacts of climate change in the economy as direct government policies for adaptation.  相似文献

The Araucaria Plateau is a geomorphological unit that occupies approximately three-quarters of the terrain in the southern region of Brazil. The plateau displays different altitudinal levels (600 to <1400 m a.s.l.) that are locally recognized as remnants of planed surfaces (S8–S1). These surfaces are maintained by basic (S3–S8) and acidic (S1 and S2) volcanic flows from the Neocretaceous period of the Paraná Basin. The largest extent of this plateau is located in a humid subtropical climate zone. Colluvial, colluvial–alluvial, alluvial sediments and paleosols (Ab diagnostic horizons) occur predominantly in S2. The paleosols are located in low-hierarchical-order fossil valleys (first- to fourth-order in Strahler's stream classification) and valley heads, which are referred to as paleovalleys in this paper. We employed these paleosols as stratigraphic level markers of the pedogenesis of the regional Upper Quaternary and propose their importance as records of the paleoenvironmental conditions of the Araucaria Plateau in areas above 1200 m a.s.l. These paleosols were dated by 14C and show ages between 23.8 ± 0.05 kyr BP (28.06–29.08 kyr cal. BP) and 41.16 ± 0.48 kyr BP (44.13–45.58 kyr cal. BP). The calibrated ages are related to Marine Isotope Stage 3 (MIS 3), in which the last period of global warming occurred (approximately 60–25 kyr cal. BP). We integrated the morphological, pedogeochemical, clay fraction mineralogy, micromorphological and δC-13 analyses of five paleosols from S2 to verify the paleoenvironmental conditions of the Araucaria Plateau and its correspondence with the paleoclimatic phenomena that were identified on a global scale during MIS 3 in the Southern Hemisphere. We obtained the following conclusions: a) the properties of paleosols reflect pedological processes that are adjusted to the paleoenvironmental conditions at the end of MIS 3 and the transition to MIS 2 (Last Glacial Maximum); b) aplasmogenic partial acidolysis was the predominant pedogeochemical process during MIS 3; c) during this period, the water regime was sufficiently humid to develop hydromorphic horizons in the valley bottoms of the entire drainage network to the valley heads; d) regional change toward a drier hydric regime occurred in MIS 2, when erosion of the paleosols predominated; and e) in MIS 1 (current Holocene interglacial), burial of the paleosols and relief inversion occurred, which resulted in fossilization of the valleys.  相似文献

Optical in situ chemical sensors enable sampling intervals and durations that rival acoustic techniques used for measuring currents. Coupling these high-frequency biogeochemical and physical measurements in estuaries to address ecosystem-scale questions, however, is still comparatively novel. This study investigated how tides affect ecosystem metabolism in a mesotidal estuary in central California (Elkhorn Slough). Dissolved oxygen measurements were used to estimate the terms in a control volume budget for a tidal creek/marsh complex at tidal timescales over several weeks. Respiration rates were 1.6 to 7.3 g O2 m?2 day?1; net community production approached 20 g O2 m?2 day?1. We found that aquatic NCP integrated throughout the creek complex varied significantly over the spring-neap cycle. The intertidal contribution to aquatic metabolism was net heterotrophic during spring tides and generally in balance during neap tides because spring-tide marsh inundation was limited to nighttime, and therefore the marsh could not contribute any primary production to the water column. At the estuary scale, the fortnightly export of oxygen from the main channel to the intertidal was largely balanced by an advective flux up-estuary.  相似文献

Seagrasses provide a number of critical ecosystem services, including habitat for numerous species, sediment stabilization, and shoreline protection. Ariel photography is a useful tool to estimate the areal extent of seagrasses, but recent innovations in radiometrically calibrated sensors and algorithm development have allowed identification of benthic types and retrieval of absolute density. This study demonstrates the quantitative ability of a high spatial resolution (1 m) airborne hyperspectral sensor (3.2 nm bandwidth) in the complex coastal waters of Saint Joseph’s Bay (SJB). Several benthic types were distinguished, including submerged and floating aquatic vegetation, benthic red algae, bare sand, and optically deep water. A total of 23.6 km2 of benthic vegetation was detected, indicating no dramatic change in vegetation area over the past 30 years. SJB supported high seagrass density at depths shallower than 2 m with an average leaf area index of 2.0?±?0.6 m2 m?2. Annual seagrass production in the bay was 13,570 t C year?1 and represented 41 % of total marine primary production. The effects of coarser spatial resolution were investigated and found to reduce biomass retrievals, underestimate productivity, and alter patch size statistics. Although data requirements for this approach are considerable, water column optical modeling may reduce the in situ requirements and facilitate the transition of this technique to routine monitoring efforts. The ability to quantify not just areal extent but also productivity of a seagrass meadow in optically complex coastal waters can provide information on the capacity of these environments to support marine food webs.  相似文献

Tsunami evacuation planning in coastal communities is typically focused on local events where at-risk individuals must move on foot in a matter of minutes to safety. Less attention has been placed on distant tsunamis, where evacuations unfold over several hours, are often dominated by vehicle use and are managed by public safety officials. Traditional traffic simulation models focus on estimating clearance times but often overlook the influence of varying population demand, alternative modes, background traffic, shadow evacuation, and traffic management alternatives. These factors are especially important for island communities with limited egress options to safety. We use the coastal community of Balboa Island, California (USA), as a case study to explore the range of potential clearance times prior to wave arrival for a distant tsunami scenario. We use a first-in–first-out queuing simulation environment to estimate variations in clearance times, given varying assumptions of the evacuating population (demand) and the road network over which they evacuate (supply). Results suggest clearance times are less than wave arrival times for a distant tsunami, except when we assume maximum vehicle usage for residents, employees, and tourists for a weekend scenario. A two-lane bridge to the mainland was the primary traffic bottleneck, thereby minimizing the effect of departure times, shadow evacuations, background traffic, boat-based evacuations, and traffic light timing on overall community clearance time. Reducing vehicular demand generally reduced clearance time, whereas improvements to road capacity had mixed results. Finally, failure to recognize non-residential employee and tourist populations in the vehicle demand substantially underestimated clearance time.  相似文献

By 2019, the Common Fisheries Policy will prohibit discarding in all European fisheries of any pelagic, demersal or shellfish species for which removals are managed by TACs and quotas or minimum sizes. However, the regulation allows for exemptions from the prohibition for species for which scientific evidence demonstrates high survival rates associated with discarding. Producing reliable evidence of high survival typically requires long and costly studies involving tagging or captivity. This paper proposes to use the capacity to resist air exposure, a key stressor for discarded animals, as a proxy for survival that can be used to prioritize candidate species for more in-depth discard survival studies. The time required to induce mortality (TM) in air-exposed fish was estimated for ten discarded species under commercial fishing conditions for two artisanal French otter trawlers in the Bay of Biscay and in the English Channel. European seabass, plaice, sole and skates had extended TM values on average, suggesting that these species are good candidates. The three species observed in both regions (plaice, sole and skates) had larger TM values in the English Channel experiment compared to the Bay of Biscay experiment. Among the four measured external conditions that could influence TM (air temperature, fish length, tow depth and tow duration), the air temperature was the most important and the factor that most distinguished the two experiments.  相似文献

With the world's increasing demand for tuna and the subsequent exhaustion of tuna stocks, this paper tries to assess the different attempts and/or practices that lead towards sustainability along the tuna value chain in the Philippines. In terms of economic gains, the net margins analysis, was used to measure the level of income of the actors which was considered as a factor that could possibly incentivize the adoption of sustainable practices, along with other market phenomena which were reviewed in this paper. These significant practices in the market include the provision of price premiums for the capture of mature tuna and the stringency of the market in terms of eco-labelling and certifications in contrast to the indifference of the local Philippine market in terms of preference. Lastly, having purse seine as a less sustainable method of tuna fishing, it was seen that there is a lack of incentive for them to adopt more sustainable practices.  相似文献
