The dynamic institutional arrangements, which characterized the past two decades of management in the Tubbataha Reefs Natural Park (TRNP), reflect flexibility and diversity in the use of governance incentives. At the initial stage, legal and knowledge incentives provided the main guidance in identifying the appropriate organizational structure to manage the Park and to establish its boundaries and jurisdictional limits. Knowledge incentives provided the added value of generating credible information that showed the significance of the Tubbataha Reefs and the positive impact of management actions. Communicating information to the public, as an interpretative incentive, supported greater recognition and influence at the national and international levels. During the middle stage, the use of economic incentives ensured that the Park management benefitted from tourism through user fees and that Cagayancillo Municipality received a fair share of benefits to partly compensate foregone income opportunities. The Tubbataha Trust Fund was created serving as a depository of revenue from grants and donations and included instituting fiscal management to encourage more partners and stakeholders to contribute. Presently, in the light of current issues and the recently passed TRNP Act, striking a balance between legal-economic-participative incentives takes precedence over interpretative and knowledge incentives which are in place and only need to be maintained.  相似文献

Disaster preparedness plans reduce future damages, but may lack testing to assess their effectiveness in operation. This study used the state-designed Local Government Unit Disaster Preparedness Journal: Checklist of Minimum Actions for Mayors in assessing the readiness to natural hazards of 92 profiled municipalities in central Philippines inhabited by 2.4 million people. Anchored on the Hyogo Framework for Action 2005–2015, it assessed their preparedness in 4 criteria—systems and structures, policies and plans, building competencies, and equipment and supplies. Data were analyzed using statistical package for social sciences, frequency count, percentage, and weighted mean. The local governments were found highly vulnerable to tropical cyclone and flood while vulnerable to earthquake, drought, and landslide. They were partially prepared regardless of profile, but the coastal, middle-earning, most populated, having the least number of villages, and middle-sized had higher levels of preparedness. Those highly vulnerable to earthquake and forest fire were prepared, yet only partially prepared to flood, storm surge, drought, tropical cyclone, tornado, tsunami and landslide. The diverse attitude of stakeholders, insufficient manpower, and poor database management were the major problems encountered in executing countermeasures. Appointing full-time disaster managers, developing a disaster information management system, massive information drive, organizing village-based volunteers, integrating disaster management into formal education, and mandatory trainings for officials, preparing for a possible major volcanic eruption and crafting a comprehensive plan against emerging emergencies like the COVID-19 pandemic may lead to a 360° preparedness.

A statistical downscaling known for producing station-scale climate information from GCM output was preferred to evaluate the impacts of climate change within the Mount Makiling forest watershed, Philippines. The lumped hydrologic BROOK90 model was utilized for the water balance assessment of climate change impacts based on two scenarios (A1B and A2) from CGCM3 experiment. The annual precipitation change was estimated to be 0.1–9.3% increase for A1B scenario, and ?3.3 to 3.3% decrease/increase for the A2 scenario. Difference in the mean temperature between the present and the 2080s were predicted to be 0.6–2.2°C and 0.6–3.0°C under A1B and A2 scenarios, respectively. The water balance showed that 42% of precipitation is converted into evaporation, 48% into streamflow, and 10% into deep seepage loss. The impacts of climate change on water balance reflected dramatic fluctuations in hydrologic events leading to high evaporation losses, and decrease in streamflow, while groundwater flow appeared unaffected. A study on the changes in monthly water balance provided insights into the hydrologic changes within the forest watershed system which can be used in mitigating the effects of climate change.  相似文献

As a result of declining and overfished small-scale nearshore fisheries in Southeast Asia, there are increasing conflicts and social tensions between and among different user groups, leading to coastal “fish wars”. A challenge facing fishers, resource managers and national decision makers in the region is to identify more appropriate governance and public policy mechanisms to manage conflicts over fishery resources and to resolve them productively in the interests of both long-term sustainability and short-term economic feasibility. A quantitative analysis undertaken in selected coastal communities in Indonesia, the Philippines, Thailand and Vietnam with and without co-management indicate that co-management does lead to reduced resource conflict levels. The analysis has also shown that when resource conflicts are reduced, food security improves.  相似文献

Mining operations in Palawan, Philippines, resulted in cinnabar (HgS) mine tailings being used to build a 600 m long peninsula in Honda Bay. Samples collected from the peninsula as well as sediments from the surrounding waters had elevated mercury levels as high as 570 ppm. Natural processes are transporting mercury as much as 10 km from the peninsula, mainly in a coastwise direction, and preferentially associated with fine-grained, organic-rich sediments. Depth of penetration into sediments exceeds 10 cm near the source. As the HgS is transported away from the peninsula, it is rapidly altered to more bioavailable forms; 50% conversion occurs within a distance of only 10–40 m.  相似文献

Abstract. The oceanic basement of the Central Philippines is exposed in ophiolitic massifs the age and origin of which remain debated. The Tacloban Ophiolite Complex (TOC) outcrops as a NW-SE trending massif in the northeastern portion of Leyte Island, Central Philippines. It is unconformably overlain by sedimentary sequences dated to Late Miocene-Pliocene and Pleistocene volcaniclastic deposits on its eastern and western flanks, respectively. Field, petrographic and trace element data suggest a subduction-related origin for this ophiolite. Sensitive High Resolution Ion Microprobe (SHRIMP) U-Pb dating of zircons from a gabbro yielded Early Cretaceous magmatic age for the TOC, which is very much older than a previously reported whole rock K-Ar derived Eocene age. The Early Cretaceous age of the TOC limits its possible progenitor to the proto-Philippine Sea Plate. Correlation with other Cretaceous ophiolites in Central Philippines reveals the possible extent of the proto-Philippine Sea Plate remnants now exposed onland.  相似文献

Abstract. The Pantingan Gold System (PGS) is a vein-type epithermal prospect exposed within the summit caldera of Mount Mariveles, Bagac, Bataan (Luzon), Philippines. It consists of nine major veins, eight of which trend NW-WNW and distributed in an en echelon array. The eastern tips of these veins appear to terminate near the NE-NNE trending Vein 1, which is located in the easternmost portion of the prospect. Metal assay results on vein and wall rock samples indicate concentrations of 0.01 to 1.1 g/ton Au, trace to 34 g/ton Ag and 0.003 to 0.02 % Cu. Andesite lava flow deposits host the PGS. Potassium-Argon isotopic dating of these andesites yields anarrow age range of 0.88± 0.13 to 1.13 ± 0.17 Ma. The surface exposures of the veins (up to 5 m wide) are encountered at different levels between 590–740 masl. These commonly display a massive texture although banding prominently occurs in Vein 1. The veins consist of gray to cream-colored crystalline and chalcedonic quartz and amorphous silica. Pyrite is the most ubiquitous sulfide mineral. It occurs either as fine-grained disseminations and aggregates in quartz or as infillings in vugs. Calcite, marcasite and bornite are also occasionally noted in the deposit. The prospect shows silicic, argillic, propylitic and advanced argillic alteration zones. Silicic and argillic alterations are confined in the immediate wall rocks of the quartz veins. Argillic alteration grades to a propylitic zone farther away from the veins. The advanced argillic alteration zone, indicated by a suite of acidic clay minerals that include kaolin-ite, dickite, pyrophyllite and alunite, might have been imprinted during the late stages of gold deposition. As a whole, the PGS displays geological and mineralogical features typical of gold mineralization in a low sulfidation, epithermal environment. It is also representative of a young, tectonically undisturbed gold deposit.  相似文献

Abstract. High seismic activity in the Philippines originates from tectonic convergence related to surface and subsurface seismotectonic features. Based on earthquake data, the archipelago can be divided into the seismically-active Philippine Mobile Belt and the aseismic North Palawan Block. The latter represents a rifted continental fragment of the Eurasian margin that juxtaposed with the rest of island arc units in central Philippines. Earthquake hypocenter plots on planar and in vertical profiles show that the seismic events are associated with known seismotectonic features. In addition, data suggest that the collision zone between the North Palawan Block and the Philippine Mobile Belt is characterized by a decreased amount of hypocenters at > 100 km depths. Although field evidence favors the presence of a subducted slab or slabs beneath western central Philippines, these are difficult to image using the present seismicity distribution dataset.  相似文献
