Although the Green Climate Fund (GCF) is widely commendable in several ways, access to the Fund has been very challenging for many African countries. Using GCF published statistics, we identify possible challenges likely to be responsible for this. First, we present an assessment of the GCF’s Readiness Support Programme with respect to how the programme’s performance may have affected achievement of African countries’ readiness outcomes. Second, a critical evaluation of the status of African GCF portfolio (pipeline and approved projects) provides a means by which to assess how well Africa’s current portfolio aligns with GCF strategic impact areas, results areas and investment priorities. We then discuss GCF access modalities and the implications of relying on International Accredited Entities (IAEs) to indirectly access the Fund. The readiness support assessment indicates that the distribution of support requests and funding approvals is nearly equal across the regions of Africa, Asia Pacific and Latin America and the Caribbean. However, when the regions are considered individually, Africa demonstrates lower approvals with respect to requests and securing funding. Results from the GCF portfolio evaluation reveal that little or no attention has been devoted to GCF critical result areas such as forests and land use or transport, where great potentials for low-carbon development transitions exist. With respect to access modalities, the IAE financing mechanism currently provides access to the Fund for the majority of projects in both the global and African GCF portfolios. The implications of these findings are extensively discussed.

Climate resilient development is emerging as a global policy strategy that integrates climate adaptation and mitigation into sustainable development decisions. For the Caribbean small island developing state (SIDS) of Antigua and Barbuda, the national government is pursuing climate resilient development through multilateral climate funds to protect economic growth from climate and weather-related disasters. Critical adaptation literature argues that interpreting climate vulnerability through an economic growth lens prioritizes economic solutions over other development concerns, which can further the uneven distribution of climate vulnerability and risk. Despite revealing the consequences of market-based climate actions, research has yet to fully understand the economization of vulnerability, which describes the political techniques that render and reconfigure vulnerability in calculated ways. By tracing the discursive interactions between multilateral climate financial institutions and the Antigua and Barbuda national government, this paper empirically examines how vulnerability is economized through climate resilient development. Findings identify the construction of ‘adaptation economies’ in watershed areas, which are economies that can capitalize upon climate challenges within areas of highest vulnerability through fee-for-climate services. The results illustrate that economic growth rationalities characterize climate vulnerability problematizations, which incentivize solutions that enforce the economic development of areas with the highest disaster impacts. Based on these findings, this study emphasizes a need to critically evaluate national actor efforts to re-organize development under climate financing rationales, and its vulnerability-inducing effects.  相似文献

Climate adaptation is not a neutral or apolitical process, but one that ignites social resistance. Government responses to risks of floods, droughts, or hurricanes – even those using a language of participation – might follow historical development pathways, strive to maintain the status quo, and directly or indirectly serve elite interests. Little attention has been paid to how people defy or resist top-down adaptation processes, overtly or covertly, in particular cultural, historical, and legal contexts. Drawing on sociological thought on popular resistance, this paper systematises research on people’s resistance to climate adaptation by scrutinising the sites, repertoires, and consequences of such resistance. We identified overt and covert resistance in 56 scientific adaptation articles, which concentrated on 5 ‘sites’ of resistance: Rural livelihoods, Urban informal settlements, Islands, First Nations, and Institutional landscapes. The findings imply that resistance to adaptation occurs globally, and not least in the context of relocation processes and participatory adaptation. We show how a resistance lens can help understand contemporary political behaviours, shed light on dynamic and compound vulnerability, and’unlock’ more context-sensitive and even transformative adaptation. Meanwhile, resistance and popular movements are not only progressive, and there might be conceptual barriers to moving from resistance to transformation or reconciling resistance with actions by or with the state.  相似文献

Effect of Mixtures of Heavy Metals on the Biological Treatment of Sewages Containing Naphthalenesulfonic Acid Biological wastewater treatment processes can be destabilized considerably by heavy metals. In this investigation, the effect of loadings of heavy metals on the degradation of naphthalene-2-sulfonic acid (2NS) by immobilized bacteria in continuously operated airlift-loop reactors was studied. Shock loadings with mixtures of cadmium and nickel, or cadmium and zinc, respectively, resulted in increases in inhibition compared to those observed with the single metals. In contrast, the 2NS-degradation was less inhibited by shock loadings with mixtures of nickel and zinc than by the single metal ions. Repeated shock loadings up to 100 mg L?1 nickel and 1000 mg L?1 zinc effected an adaptation of the microorganisms. Continuous loadings with up to 10 mg L?1 cadmium and nickel each, or with 50 mg L?1 nickel and 210 mg L?1 zinc, respectively, did not inhibit the degradation of 2NS. The permanent loadings led to an adaptation of the bacteria with an increased biosynthesis of proteins from 0.2 to 0.5 g g?1 cell dry weight. However, if the immobilized cells were incubated with mixtures of cadmium and nickel, the specific polysaccharide content decreased to less than 0.2 g g?1 cell dry weight, resulting in a detachment of the biofilms.  相似文献

It is now widely recognized that climate change is likely to have detrimental impacts across the Caribbean region, with the burden likely to fall disproportionately on the most vulnerable segments of society. It is therefore an appropriate time to ask whether the frameworks that lie behind climate change discourse and policy are consistent with the demands of social and environmental justice. In this paper, we use climate justice as a lens for evaluating three prominent frameworks for addressing climate change, those of adaptation, resilience, and vulnerability. Each of these discursive frameworks, we argue, can contribute to our understanding of climate change, but they do not all incorporate justice concerns to the same degree. In order to illustrate this, we examine the justice implications of using each of the three frameworks to assess a case study of agricultural transformation in Southwestern Jamaica. Farmers in this region have adapted to changing climate conditions in a variety of ways, including the use of new agricultural technology. The ability of many farmers to take advantage of such innovations, however, is constrained by the underlying landscape of vulnerability within the region. After interpreting this example from the perspectives of adaptation, resilience and vulnerability, we conclude that all three paradigms are capable of calling attention to climate justice issues, but only in the vulnerability perspective are such issues intrinsic. We believe, therefore, that a greater attention to vulnerability within Caribbean climate policy holds the potential to advance the goals of climate justice within the region.  相似文献

Extreme temperature events and global climatic changes may put human health at risk. Urban centers are particularly vulnerable to adverse effects of climate change. Japan is a densely populated and highly urbanized island frequently exposed to natural hazards and heat episodes. Japanese governments and practitioners design heat adaptation strategies to protect health and reduce risks. Are these strategies implemented at the local level? How do policymakers and researchers perceive heat and climate change adaptation measures? How are these strategies evaluated? In short: what is happening in Japan “on the ground”? This critical review briefly outlines heat adaptation solutions and challenges from three Japanese prefectures. It draws attention to implementation and evaluation barriers, and highlights creative approaches to adaptation, such as involving civil society volunteers.  相似文献

Adaptive management and related fields have theorized new governance strategies that embrace complexity and are able to respond effectively to changing and unpredictable biophysical dynamics. However, this body of work pays inadequate attention to important on-the-ground realities, including feasibility of implementation and the power dynamics embedded in multi-scalar systems of environmental governance. This paper presents findings from a research project on challenges to adaptive management in the variable wetland ecosystem of the Okavango Delta, Botswana. Many residents of this rural region rely on transitional agricultural practices, shifting between dryland and floodplain farming in response to dynamic precipitation and flooding patterns. Higher than average floods in 2009–2011 inundated many floodplain fields past the point of production, causing farmers to shift to the dryland for multiplem seasons. At the same time, the highly centralized Government of Botswana began to implement stricter regulations over floodplain resources, which stemmed in part from a new adaptive management plan developed for the region. As a result, many farmers felt pressured by the government to abandon transitional livelihood practices and to shift permanently to dryland agriculture even though many preferred to continue floodplain farming. This loss of a responsive livelihood strategy will likely result in decreased long-term adaptive capacity for many residents. Drawing on these findings, this paper advances the argument that if adaptive management is to become a viable option for communities in changing environments, more attention must be given to the role of unequal power relations in multi-scalar systems of environmental governance.  相似文献

Climate change is likely to drive migration from environmentally stressed areas. However quantifying short and long-term movements across large areas is challenging due to difficulties in the collection of highly spatially and temporally resolved human mobility data. In this study we use two datasets of individual mobility trajectories from six million de-identified mobile phone users in Bangladesh over three months and two years respectively. Using data collected during Cyclone Mahasen, which struck Bangladesh in May 2013, we show first how analyses based on mobile network data can describe important short-term features (hours–weeks) of human mobility during and after extreme weather events, which are extremely hard to quantify using standard survey based research. We then demonstrate how mobile data for the first time allow us to study the relationship between fundamental parameters of migration patterns on a national scale. We concurrently quantify incidence, direction, duration and seasonality of migration episodes in Bangladesh. While we show that changes in the incidence of migration episodes are highly correlated with changes in the duration of migration episodes, the correlation between in- and out-migration between areas is unexpectedly weak. The methodological framework described here provides an important addition to current methods in studies of human migration and climate change.  相似文献

Climate change is threatening global food production and could potentially exacerbate food insecurity in many parts of the world. China is the second largest maize producer. Variations in maize yields in China are likely to have major implications for food security in the world. Based on longitudinal data of 4861 households collected annually between 2004 and 2010, we assess the impact of weather variations on maize yields in the two main producing regions in China, the Northern spring maize zone and the Yellow-Huai Valley summer maize zone. We also explore the role of adaptation, by estimating the response of Chinese farmers in both regions, in particular in terms of income diversification. With the use of household and time fixed effects, our estimates relate within-household variations in household outcomes (maize yields, net income, land and input use) to within-location variations in weather conditions. Temperature, drought, wet conditions, and precipitations have detrimental effects on maize yields in the two maize zones. The impact is stronger in the Northern spring maize zone where one standard deviation in temperature and drought conditions decreases maize yields by 1.4% and 2.5%, respectively. Nonetheless, such impact does not seem to translate into a significant fall in total net income. Adaptation seems to be key in explaining such a contrast in the Northern spring maize zone where the largest impact is estimated. On the contrary, we find a lower impact in the other region, the Yellow-Huai Valley summer maize zone but such impact is likely to intensify. The lack of adaptation observed in that region results into detrimental impacts on net farm and total income. Enhancing adaptative behaviors among Chinese farmers even further is likely to be key to future food security in China and in the rest of the world.  相似文献

The capacity of a nation to address the hydrological impacts of climate change depends on the institutions through which water is governed. Inter-institutional networks that enable institutions to adapt and the factors that hinder smooth coordination are poorly understood. Using water governance in India as an example of a complex top-down bureaucratic system that requires effective networks between all key institutions, this research unravels the barriers to adaptation by combining quantitative internet data mining and qualitative analysis of interviews with representatives from twenty-six key institutions operating at the national level.Institutions' online presence shows a disconnect in the institutional discourse between climate change and water with institutions such as the Ministries of Water Resources, Earth Sciences and Agriculture, indicating a lesser involvement compared to institutions such as the Ministries of Finance, External Affairs, Planning Commission. The online documents also indicate a more centralised inter-institutional network, emanating from or pointing to a few key institutions including the Planning Commission and Ministry of Environment and Forests. However, the interviews suggest more complex relational dynamics between institutions and also demonstrate a gap between the aspirational ideals of the National Water Mission under the National Action Plan on Climate Change and the realities of climate change adaptation. This arises from institutional barriers, including lengthy bureaucratic processes and systemic failures, that hinder effective inter-institutional networks to facilitate adaptation. The study provides new understanding of the involvement and barriers of complex multi-layered institutions in climate change adaptation.  相似文献
