At high latitudes and in mountainous areas, evaluation and validation of water and energy flux simu-lations are greatly affected by systematic precipitation errors. These errors mainly come from topographic effects and undercatch of precipitation gauges. In this study, the Land Dynamics (LAD) land surface model is used to investigate impacts of systematic precipitation bias from topography and wind-blowing on water and energy flux simulation in Northwest America. The results show that topographic and wind adjustment reduced bias of streamflow simulations when compared with observed streamflow at 14 basins. These systematic biases resulted in a -50%-100% bias for runoff simulations, a -20%-20% bias for evapotranspiration, and a -40%-40% bias for sensible heat flux, subject to different locations and adjustments, when compared with the control run. Uncertain gauge adjustment leads to a 25% uncertainty for precipitation, a 20% 100% uncertainty for runoff simulation, a less-than-10% uncertainty for evapotranspiration, and a less-than-20% uncertainty for sensible heat flux. 相似文献

The United States’ decision to withdraw from the Paris Agreement (pending possible re-engagement under different terms) may have significant ramifications for international climate policy, but the implications of this decision remain contested. This commentary illustrates how comparative analysis of US participation in multilateral environmental agreements can inform predictions and future assessments of the decision. We compare and contrast US non-participation in the Kyoto Protocol and the Paris Agreement, focusing on four key areas that may condition the influence of US treaty decisions on international climate policy: (i) global momentum on climate change mitigation; (ii) the possibility of US non-participation giving rise to alternative forms of international collaboration on climate policy; (iii) the timing and circumstances of the US decision to exit; and (iv) the influence of treaty design on countries’ incentives to participate and comply. We find that differences across the two treaties relating to the first three factors are more likely to reduce the negative ramifications of US withdrawal from the Paris Agreement compared to the Kyoto Protocol. However, the increased urgency of deep decarbonization renders US non-participation a major concern despite its declining share of global emissions. Moreover, key design features of the Paris Agreement suggest that other countries may react to the US decision by scaling back their levels of ambition and compliance, even if they remain in the Agreement.
Key policy insights
Increasing global momentum on mitigation since 1997 means that US withdrawal from the Paris Agreement is potentially less damaging than its non-participation in the Kyoto Protocol
Despite the declining US share of global emissions, greater urgency of deep decarbonization means that the non-participation of a major player, such as the US, remains problematic for global cooperation and achieving the Paris Agreement’s goals
Differences in the design of the Kyoto Protocol and Paris Agreement suggest that US non-participation is more likely to prompt reluctant countries to stay within the Paris framework but reduce levels of ambition and compliance, rather than exit the Agreement altogether
The first attempted republican map of present-day Colombia remained unachieved. Francisco José de Caldas worked on it since 1797 and, come the revolution and Nueva Granada's republican inception, he prepared two successive cartouches to introduce it: the first one in 1811, the latter in 1815. Finally entitled Provincias de la Nueva Granada, Caldas's map remains understudied. In this article, I establish its basic cartographic parameters, discuss the political context of its unfinished making and link it to its pertinent cartographic precedents. 相似文献
Set in the broader context of increasing urban precarity and displacement of the urban poor and working classes, this paper examines the social and collective significance of housing precarity and eviction as it is experienced by Latin American, immigrant families living in informal hotels in Buenos Aires, Argentina. I analyze the internal dynamics, interactions and relationships between residents of informal hotels, the housing organization CIBA (Coordinadora de Inquilinos de Buenos Aires), which fights for housing rights for the poor in the city, and the city government sponsored housing subsidy. I argue that urban precarity severely limits opportunities for collective organization around better housing and political and social change. I show that despite CIBA’s objectives to transform social and political conditions for the poor in Buenos Aires, residents often operate under other assumptions and goals, in part because of the temporal and spatial restraints under which they live. Instead, residents of informal hotels work with CIBA in order to secure access to basic, urgent needs. These different expectations and understandings produce contentious relationships of dependence and subordination that are exacerbated by the eviction process and the city government housing subsidy. 相似文献
The modified Arps-Roberts Discovery Process Modeling System [ARDS (Ver. 4.01)] has recently been upgraded [ARDS (Ver. 5.0)]
and applied to a wide variety of field discovery and wildcat drilling data with differing characteristics. ARDS is designed
to forecast the number and sizes of undiscovered fields in an exploration play or basin by using historical drilling and discovery
data. Fields used as input may be grown or ungrown. Two models for field growth—one offshore and the other onshore—have been
implemented (Schuenemeyer and Drew, 1996). Uncertainty attributable to field growth is estimated via simulation. This upgrade
of ARDS has been designed to handle situations when the data cannot be partitioned into homogeneous regions, but where estimation
of the number of remaining oil and gas fields is still meaningful. In this upgrade of ARDS, many restrictions, which include
those on the number of fields and wildcat wells required to forecast the size distribution of the oil and gas fields that
remain to be discovered in an exploration play, a basin, or other target area, have been removed. In addition, flexibility
has been gained by reforming the criteria for convergence of the model. In all, 32 basins and subbasins in South America were
examined, 18 of which had sufficient data to be amenable to forecasting the field-size distribution of undiscovered oil and
gas resources directly by using the Petroconsultants Inc. (1993) field discovery and wildcat drilling data. Overall, ARDS
(Ver. 5.0) performed well in estimating the field-size distribution of undiscovered oil and gas resources in the 18 basins
and subbasins. The aggregate volume of undiscovered petroleum resources was characterized by using histograms of the distribution
of resources and the following five statistics: the mean, the 80% trimmed mean, and the 10,50 (median), and 90 quantiles.
More than 38 billion barrels of oil equivalent (BOE) in fields that contain more than one million BOE individually were forecast
as remaining to be discovered. The largest basin, the Campos (Brazil), is forecast to contain nearly 10 billion BOE undiscovered
resources. The East Venezuela Basin (excluding the Furrial Trend) is forecast to contain about 8 billion BOE; the Austral-Magallanes
Basin (Argentina and Chile), about 7 billion BOE; and the Napo (Colombia and Ecuador) and the Neuquen (Argentina) Basins,
between 3 billion and 4 billion BOE. A subset of these basins that illustrate the increased flexibility of ARDS are discussed. 相似文献
The magnitude m bLg 5.0 Mont-Laurier earthquake of 1990 October 19, in Quebec, Canada, was one of the largest to have occurred in eastern North America during the past decade. High-frequency ground motions recorded on regional network instruments exceeded values anticipated for an event of its size by a factor of 3. A commonly favoured explanation for the discrepancy is that the source was a rare 'high-stress' event. In this paper, detailed fault-slip models are derived to fit waveform and spectral characteristics of the regional data. The results establish that the effective rupture stress was normal (about 100 bars), that the fault rupture developed asymmetrically, and that the average slip time for points inside the rupture area (approx. 0.1 s) was significantly less than that associated with the standard Brune (1970) source spectral model. The rupture area developed in at least four distinct episodes, each extending the previously ruptured area. Taken together with similar results for the m bLg 6.5 Saguenay earthquake of 1988 November, the results indicate that a widely used assumption in hazard analyses, that earthquake spectra are adequately represented by the standard Brune spectral model, is unreliable for the interpretation and prediction of strong ground motion. 相似文献
