Early-stage transformation of coastal marine governance in Vietnam?   总被引:1,自引:0,他引:1  
This paper examines an apparent ‘early stage’ governance transformation in the Tam Giang Lagoon, Vietnam. In this context, the role of key policy windows for innovative governance practice is assessed (e.g., changes to Land and Fisheries Laws). Also examined is the emergence of recent initiatives to catalyze a wider shift in governance practice in the region, including the formation of co-management institutional networks that contribute to trust building and learning, and the allocation of collective territorial use rights for fisheries. While these changes are consistent with experiences in other coastal marine contexts, the paper shows that place-based and longitudinal research is necessary to explain and predict the conditions and incentives that catalyze governance shifts. Differences between a governance change and more fundamental transformation are difficult to discern using point-in-time analysis. Moreover, the results show that current declines in ecological conditions in the lagoon may not be reversed by changes to access rights or the emergence of co-management. Rather, these governance changes may simply help to stabilize the situation and buy time until other livelihood opportunities arise. Assessments of governance transformation thus need to be linked to ecological outcomes (i.e., reversing degradation of coastal marine systems, avoiding biophysical tipping points) which may not be easily identified in the short-term. Despite uncertainty, the emergence of policy windows, evidence of institutional innovation, and small-scale rights allocation experiments, all suggest important shifts in the trajectory of governance are underway in the Tam Giang Lagoon.  相似文献

Periodically-harvested fisheries closures are emerging as a socially acceptable and locally implementable way to balance concerns about conserving ecosystem function and sustaining livelihoods. Across the Indo-Pacific periodically-harvested closures are commonly employed, yet their contribution towards more sustainable fisheries remains largely untested in the social and ecological context of tropical small-scale fisheries. To address this, we use an interdisciplinary approach to examine harvesting dynamics that would affect sustainability, namely, fishing effort, yield, gear and method use, periodicity of harvesting, controls placed on harvesting and resource owners’ decisions to open and close four fishing grounds in Solomon Islands. We compare these fishing patterns with those on surrounding, continuously open fishing grounds. Our study shows that total effort and total catch from periodically-harvested reef closures are low to moderate compared to reefs open to continuous fishing. When periodically-harvested closures were opened, effort in the closures was relatively intense, however, in most cases yield did not exceed annual benchmarks of sustainability described by previous studies. In some cases, harvesting during openings was restricted to a single taxon and single fishing gear and method, while in others there was unrestricted multi-species and multi-method harvesting. The duration and frequency of openings were highly variable, with open periods ranging from a single night to one month in duration, and occurring between one and 15 times per year. Fishing during openings was permitted for entire fishing communities in some cases, and only for specific rights-holding families in others. Decisions to open periodically-harvested closures tended to be based on immediate social or economic needs, and the openings provided a small boost to fish catch landed in communities. While periodically-harvested closures may alleviate fishing pressure in a small area of fishing grounds by reducing the opportunity to fish, openings of long duration or high frequency, combined with heavy or destructive exploitation, may lead to unsustainable harvesting within the area.  相似文献

Why do fishers break rules? And why do they follow them? The answers to these pertinent questions could contribute to reducing overfishing, stock decimation, environmental degradation, economic losses and community failures. This explorative paper presents findings from a nationwide survey among Swedish fishers, who were asked what, in their opinion, would justify non-compliance, why fisheries management regulations are not being respected, and what might help improve the situation. The survey was conducted to test four inducements often suggested in the literature: Fishers’ compliance/non-compliance is based on (a) their own benefit, (b) whether they feel morally compelled to do one way or another, (c) whether compliance is believed to create a negative impression among peers and (d) whether they accept the justification given for introducing the rules. Among other things, the study finds that the moral motives of law-abidingness and peer group solidarity rank the highest among the reasons for compliance, that large-scale fishers are more concerned about deterrence than small- and medium-scale fishers and also that co-management experience makes fishers less inclined to accept non-compliance by fishers who seek to boost their income.  相似文献

Co-management has shown promising results for the sustainable use of fishery resources. The common octopus (Octopus vulgaris) pot and trap fishery in the Algarve (Portugal) holds the potential for implementation of a co-management system. To explore this potential, seven participatory workshops took place between 2014–2015, bringing together 60 participants from 10 fishing associations and 16 fisheries management and research institutions. The exercise resulted in promising outcomes with regards to the possible implementation of a co-management system for the fishery. In the present work an overview of the outcomes of the participatory workshops is given and compared with initiatives worldwide. Among the management actions identified, some have direct impacts on the octopus’ life cycle, while all target the same overall objective: to regulate fishing effort. In the informal setting of the workshops, a formal request was developed: the establishment of an annual closed season in the Algarve. This request was taken into consideration by the responsible management institution.  相似文献

How can legitimate local management be created in a situation initially lacking respect for both local authority and federal government regulations? This question is addressed through examination of the 18-year history of what became an effective local regulatory regime for clams in an aboriginal community in British Columbia, Canada. After considering structural conditions favoring local management in the fishery, the community, and governance arrangements, four stages in the development of legitimate local management are examined, considering the roles of regulatory, scientific, political, and moral legitimacy. Eight hypotheses regarding the larger question of legitimate fisheries regulations are confirmed or proposed.  相似文献

Shrimp aquaculture in northwestern Sri Lanka shows co-management like features. To understand the reasons behind co-management and to identify the mechanisms by which co-management is carried out, the paper examines shrimp aquaculture operations in three coastal communities using a case study approach. Water from an interconnected lagoon system is the key input for shrimp ponds, but it is also the potential source of shrimp disease outbreaks that threaten all shrimp farms. Farmers try to prevent the spread of disease by co-operating to adjust the timing of water intake and wastewater release. This is done through a zonal crop calendar system which is developed and implemented by a vertically integrated institutional structure with three levels: sub-zonal/community, zonal, and national. Partnerships, overall sharing of power and authority, and learning-by-doing are key features of this collaborative management system. The case shows that adaptive co-management can develop through collaborative problem-solving over time, even in the absence of legal arrangements.  相似文献

The reformed Common Fisheries Policy (CFP), adopted by the European Union in 2013, aims to achieve sustainable exploitation of marine resources. Beyond the mainstream of stakeholders׳ engagement, the literature increasingly calls for shared accountability in fisheries management. In such scenarios, identifying stakeholders׳ insights becomes critical for a successful design of innovative management approaches. This paper analyses how the stakeholders perceive a results-based management system for four fisheries in different European sea-basins as well as at a pan-European level. The results indicate a need for adaptive and participatory management approaches, building on regional adaptations within transparent and plural frameworks for fisheries. To succeed, the system should explicitly address its associated public and private costs; neither participation nor accountability comes for free.  相似文献

The nature of participation by fishing organizations in fisheries management in the Northeast US is changing. Evidence of this is the number of groups that are actively seeking opportunities for group governance of marine resources. This article explores emerging collaborative or co-management arrangements in this region (a process whereby decision-making is shared between federal/council level and fishery stakeholder groups) and the shift towards an ecosystem-based approach to the management of marine fisheries.This research suggests that it is an opportune time for the development of a regional policy in the Northeast that provides an enabling environment in support of decentralized governance of federally managed marine fisheries. It also suggests that these initiatives can play a key role in operationalizing ecosystem-based management.  相似文献

The results from a survey of Swedish commercial fishers on regulation compliance and attitudes to control and restrictions are reported. According to the responding fishers, 90% of all Swedish catches are reported, in spite of limited control efforts. From an economic perspective we would expect substantially lower levels of compliance. The results also show that the majority of Swedish fishers are in favour of co-management on a regional basis. However, on this and other management issues opinions divert significantly between large vessel operators and small vessel operators, which reveals conflicting interests for such and similar changes in Swedish management of fisheries.  相似文献

Marine fisheries in Costa Rica have become characterized by overexploitation, ineffective centralized management and increased conflict among fishing sectors. Despite high economic and socio-cultural importance of small-scale fisheries, no formal mechanisms existed until recently to facilitate the participation of fishers in management. Marine Areas for Responsible Fishing (Áreas Marinas para la Pesca Responsable, AMPR) were legally recognized in 2009 as a co-management approach, enabling the designation of spatial management areas to be implemented collaboratively by artisanal fishers and government agencies. In this paper, we examine property and access relations shaping this emerging participatory management model using case studies primarily from the Gulf of Nicoya region. The policy demonstrably improves upon some aspects of management, for instance, by allowing artisanal fishers to determine gear restrictions within designated areas. However, the model lacks other attributes of more successful co-management scenarios, particularly exclusive access. The fugitive nature of resources further complicates property relations over these fisheries. The cases explored also illustrate broader institutional and systemic issues that preclude effective participatory management. Lessons from the region are used to propose significant shifts to the management of small-scale fisheries in Costa Rica.  相似文献
