This article examines how legality verification in Indonesia, as developed under the European Union (EU) Forest Law Enforcement, Governance and Trade (FLEGT) Voluntary Partnership Agreement (VPA), shapes who and what count as legal. A review of Indonesia’s evolving legality verification system and in-depth stakeholder interviews reveal a process of commodification driven by international demand for an interchangeable label of “legality.” This interchangeability is produced through a reduction of forest governance to a narrow set of legal standards and third-party, private auditing, which risks obscuring key governance challenges such as corruption and unclear tenure, and excluding most domestic and small-scale operators from economic and legal recognition. Given the market logic of legality licensing, it is more likely to “ratchet down” than “ratchet up” local access to, and benefit from, wood production, unless there is greater support and investment in legal and tenure reforms and improved local benefit capture.  相似文献

On 1 January, 1996 at 16:05 p.m. local time, an earthquake of magnitude M = 7.8 struck the central part of Sulawesi Island (Indonesia). It was accompanied by tsunami waves 2–4 m high. Nine people were killed and 63 were injured. A tsunami survey was conducted by Indonesian and Russian specialists. The measured tsunami runup heights and eyewitness accounts are reported and discussed. Historical data on the Sulawesi Island tsunamis are analysed and tsunami risk prediction in the central part of Sulawesi Island carried out for the first time.  相似文献

Many difficulties have arisen from top-down approaches to the design and implementation of global environmental initiatives. The concept of translation and other analytical features of Actor-Network Theory (ANT) can offer a way of conceptualising these difficulties and their practical effects. By translation, we refer to what happens in-between the formulation of international goals and the results of implementation, and more specifically, relations and negotiations within this broader process. We examine several aspects of translation in the case of Reducing Emissions from Deforestation and Forest Degradation (REDD+), a prominent global environmental initiative. Using an ethnographic approach, we explore local responses in Central Kalimantan province, Indonesia, to REDD+ ideas and goals that originate at international and national levels. Following selection in 2010 as the official REDD+ pilot province, Central Kalimantan became a site for the convergence of actors and projects with varied sources of funding. The study identifies a central tension that emerged between an initial vision of Central Kalimantan as a pioneer, and local concerns about being used as an experimental subject or ‘guinea pig’ for the testing of externally designed schemes. Results show that greater flexibility in the design of programs and initiatives is needed, to provide space for local inputs. Implementation should pay attention to how local actors are included in planning processes that inform decision-making at higher jurisdictional levels. To bring about intended changes in land use, programs like REDD+ need to extend beyond a focus on short-term projects and targets, to instead emphasise long-term investments and forms of collective action that support learning.  相似文献

Ultrahigh-temperature (UHT) metamorphism represents an extreme crustal thermal event with peak conditions exceeding 900 °C at 7–13 kbar. In the modern-style plate tectonic system, records of the UHT metamorphism are relatively rare due to the secular cooling of Earth. In the Palu region of Western Sulawesi, we newly discovered a series of HT-UHT metamorphic rocks including amphibolite, granulite, eclogites and gneiss. Of them, two granulite samples (18CS14-2, 18CS14-4) with high garnet content (>50 mol%) are chosen for petrographic observation, phase equilibrium modelling, and zircon U-Pb dating. These rocks are characterized by a relic M1 assemblage of Grt + Ky + Bt + Rt and a M2 assemblage of Grt + Sil + Pl + Spl + Crd ± Qtz + Ilm + melt. Phase equilibrium modelling based on effective bulk compositions yields UHT conditions of 7.2–8.5 kbar/940–1080 °C (18CS14-2) and 7.0–7.3 kbar/1000–1040 °C (18CS14-4). U-Pb analysis reveals two generations of metamorphic zircon with evolving REE content that is intimately related to garnet growth and decomposition. Zircon age of 36–5.3 Ma is ascribed to syn- to post-M1 metamorphism, whereas the young zircon age of 5.1–3.8 Ma is linked to syn- and post-M2 stage. The UHT metamorphism was probably the consequence of the upwelling of asthenospheric mantle triggered by post-collisional delamination of lithosphere in the Miocene-Pliocene (ca. 5 Ma). It could represent the youngest known UHT metamorphism on Earth.  相似文献

Climate change and associated weather extremes and natural hazards have large impacts on the urban population of the Global South where population growth will rapidly increase the already large number of people who will be affected. Using Protection Motivation Theory (PMT), we investigate how hot temperatures, manifested as heat stress, is affecting the intentions of moving among the urban population in three Asian countries (Indonesia, Malaysia, Philippines). We conducted an online survey with 2219 respondents. Almost all respondents (98%) had experienced heat stress, albeit at different levels. When asked whether respondents would be likely to move away from their current locations because of heat, nearly a quarter (23%) reported that they were very likely to do so, and 50% that they probably would. Stronger moving intentions because of heat were associated with women and older people. Concerns about increases from damage from heat (threat appraisal) were more strongly associated with moving intentions than an understanding of the costs and benefits (coping appraisal). Among the threat appraisal, heat stress levels and risk perception were the strongest predictors of moving intentions because of heat. The results contrast with the findings of migration studies in response to sudden onset hazards and underpin the differences in adaptation behaviour in response to different climate change impacts. Moving away to cooler places as an adaptation strategy to heat may be challenging to foresee in terms of timing, capabilities, destination and potential costs because it may not happen soon. We strongly recommend further research on climate change migration of the urban population, including within urban and urban-to-urban movements. While many people move back after sudden onset disasters, heat potentially leads to permanent movements given it is likely to be better planned, and as the habitability of some places is increasingly compromised. Overall the effects of slow onset environmental hazards such as pollution and heat on migration warrant more research attention given the rapidity of urban population growth, particularly in the global south.  相似文献

The macrobenthic animal biomass of the intertidal area of the Sembilang peninsula of South Sumatra, Indonesia, has been studied in 2004. Each month (March–August) 21 core samples were taken at each of six sampling stations. Macrobenthic fauna were identified at the lowest taxonomical level possible and counted. Biomass was measured as ash-free dry mass (afdm). The average biomass over all stations and months was 3.62 g afdm m−2, the highest biomass (47.45 g afdm m−2) found at a station in one month was due to abundant occurrence of the bivalve Anadara granosa. Low biomass of macrobenthic fauna at Sembilang peninsula cannot easily be explained but is in line with low biomasses found elsewhere in the tropics. For that reason we analyzed a data set of 268 soft-bottom intertidal biomasses collected world-wide to look for a relationship with latitude. It was shown that average biomass of intertidal macrobenthic fauna in the tropics was significantly (p < 0.05) lower than that at non-tropical sites. A significant second-order relationship between biomass of macrobenthic fauna and latitude was established.  相似文献

Fauna species living in seagrass meadows depend on different food sources, with seagrasses often being marginally important for higher trophic levels. To determine the food web of a mixed-species tropical seagrass meadow in Sulawesi, Indonesia, we analyzed the stable isotope (δ13C and δ15N) signatures of primary producers, particulate organic matter (POM) and fauna species. In addition invertebrates, both infauna and macrobenthic, and fish densities were examined to identify the important species in the meadow. The aims of this study were to identify the main food sources of fauna species by comparing isotopic signatures of different primary producers and fauna, and to estimate qualitatively the importance of seagrass material in the food web. Phytoplankton and water column POM were the most depleted primary food sources for δ13C (range −23.1 to −19.6‰), but no fauna species depended only on these sources for carbon. Epiphytes and Sargassum sp. had intermediate δ13C values (−14.2 to −11.9‰). Sea urchins, gastropods and certain fish species were the main species assimilating this material. Seagrasses and sedimentary POM had the least depleted values (−11.5 to −5.7‰). Between the five seagrass species significant differences in δ13C were measured. The small species Halophila ovalis and Halodule uninervis were most depleted, the largest species Enhalus acoroides was least depleted, while Thalassia hemprichii and Cymodocea rotundata had intermediate values. Fourteen fauna species, accounting for 10% of the total fauna density, were shown to assimilate predominantly (>50%) seagrass material, either directly or indirectly by feeding on seagrass consumers. These species ranged from amphipods up to the benthic top predator Taeniura lymma. Besides these species, about half of the 55 fauna species analyzed had δ13C values higher than the least depleted non-seagrass source, indicating they depended at least partly for their food on seagrass material. This study shows that seagrass material is consumed by a large number of fauna species and is important for a large portion of the food web in tropical seagrass meadows.  相似文献
