近年来食物浪费以及食物浪费的资源环境问题越来越成为全球关注的焦点,尤其是在发展中国家,食物浪费成为威胁食物安全的另一关键因素。尽管如此,在中国,人们仍然对食物浪费缺乏认识,尤其是餐饮业中消费者的食物浪费。因此,基于国内主流媒体报道的大量餐饮业食物浪费的案例数据资料,本研究针对餐饮业中的食物浪费做了系统的阐述。针对餐饮业食物浪费的初步估计,本研究揭示了我国餐饮业食物浪费的严重性。通过分析国际上大量食物浪费的相关文献资料,本研究具体阐述了食物浪费的资源环境代价。最后,本研究基于生命周期评价方法提出了针对餐饮业食物浪费及其资源环境效应研究的概念框架,以便更有效地减少食物浪费。  相似文献

Although existing economic research is informative with regard to the importance of including potential ‘catastrophic’ climate change impacts in the analysis of GHG mitigation benefits, the generic and abstract form of the ‘catastrophe’ implemented has led to a lack of specific policy implications. This article provides an important starting point for a discussion of how to improve economic modelling of potential large-scale impacts of climate change. It considers how the term ‘abrupt climate change’ has been used in the scientific literature to describe changes in the climate system and carefully reviews the characteristics of the events that have been discussed in this context. The findings are compared to the way in which the economic literature has modelled potential economic and human welfare impacts of these ‘catastrophic’ events. In general, the economics literature is found to have modelled such impacts in a uniform way that fails to account for differences in relevant end points and timescales. The result is policy recommendations based on events that do not resemble those of concern. Better treatment of these events in integrated assessment modelling would help ensure that future research efforts can serve as meaningful policy input.  相似文献

Air quality is a serious concern for the protection of human health and our natural environment. The pollutants contributing the most to both local and transboundary air pollution problems are SO2, NOx, NH3, volatile organic compounds (VOCs), and fine particulate matter (PM), and mostly originate from the same sources as greenhouse gases. There are thus strong interactions between strategies designed to improve air quality and those addressing climate change. This article examines these interactions, and the benefits of combined strategies with greater attention to the overall environmental impacts, and finding the ‘win—win’ solutions. Illustrations are provided from the development of policy in Europe under the UN ECE Convention on Long-Range Transboundary Air Pollution, which is now inextricably linked with strategies to control greenhouse gases.  相似文献

China is now the world's biggest annual emitter of greenhouse gases with 7467 million tons (Mt) carbon dioxide equivalent (CO2e) in 2005, with agriculture accounting for 11% of this total. As elsewhere, agricultural emissions mitigation policy in China faces a range of challenges due to the biophysical complexity and heterogeneity of farming systems, as well as other socioeconomic barriers. Existing research has contributed to improving our understanding of the technical potential of mitigation measures in this sector (i.e. what works). But for policy purposes it is important to convert these measures into a feasible economic potential, which provides a perspective on whether agricultural emissions reduction (measures) are low cost relative to mitigation measures and overall potential offered by other sectors of the economy. We develop a bottom-up marginal abatement cost curve (MACC) representing the cost of mitigation measures applicable in addition to business-as-usual agricultural practices. The MACC results demonstrate that while the sector offers a maximum technical potential of 402 MtCO2e in 2020, a reduction of 135 MtCO2e is potentially available at zero or negative cost (i.e. a cost saving), and 176 MtCO2e (approximately 44% of the total) can be abated at a cost below a threshold carbon price ≤¥ 100 (approximately €12) per tCO2e. Our findings highlight the relative cost effectiveness of nitrogen fertilizer and manure best management practices, and animal breeding practices. We outline the assumptions underlying MACC construction and discuss some scientific, socioeconomic and institutional barriers to realizing the indicated levels of mitigation.  相似文献

The contributions of carbon reduction policies were evaluated and compared for six carbon trading pilot schemes in China, in four municipalities(Beijing, Shanghai, Tianjin, and Chongqing) and two provinces(Guangdong and Hubei). The carbon emissions accounting method of the Intergovernmental Panel on Climate Change was used to calculate the actual CO2 and the support vector machine model was used to predict CO2. Chinese carbon reduction policies abated CO2 in the six carbon trading pilot schemes after the comprehensive policies came into force. However, the contribution of policies to CO2 abatement varied among regions, and the effect of carbon reduction policy on municipality pilot schemes was greater than on provincial pilot schemes. The largest contribution of carbon reduction policy to CO2 abatement was 28.3%, for the pilot carbon trading scheme in Beijing, and the smallest contribution was 3.7%, for that in Hubei. It is crucial to consider “carbon leakage” and a carbon trading linking program in order to evaluate the effects of carbon reduction policies.  相似文献

Substantial economic opportunities have been identified in many Australian fisheries but may remain unimplemented due to the perception that the role of government is to ensure harvests are biologically sustainable, while economic decisions should be left to the commercial industry. This paper explores the role of government in driving changes that increase revenue and profit from fisheries (termed economic benefit). Australian fisheries resources are managed by eight different jurisdictions. While each have separate legislation, there is invariably a responsibility to manage on behalf of, and to the benefit of the public, who are the owners of the resource. This paper uses case studies to explore how government can struggle to determine the public interest, separate this from private interests and then implement management changes to ensure the public utility is maximised. Common problems were: (i) overarching economic objectives, which define who should benefit, were often ambiguous and open to interpretation; (ii) the public interest was usually abstract and often under-represented in decision-making processes, (in contrast to industry, who have direct representation); (iii) special interest groups were often able to lobby against changes; and (iv) government was often reluctant to seize opportunities to increase economic benefit when there was significant industry opposition to management changes. In drawing attention to these challenges and how they have been overcome historically, it is argued that government has both a role and requirement under their legislative objectives to take the lead in implementing measures that increase the economic benefit from Australian fisheries.  相似文献

A risk analysis is developed for a test site located in the area north of Lisbon using a scenario of a temporary interruption of the motorway A9 due to a landslide of rotational or translational type. Landslide susceptibility is assessed at the regional scale independently for rotational and translational slides, comparing the landslide distribution with a set of assumed independent landslide predisposing factors. Susceptibility models are validated and classified through the computation of prediction rate curves based on the temporal partition of the landslide data sets. Landslide hazard maps are based on a scenario of future landslide occurrence for the next 27 years. These maps allow the definition of two critical areas on the motorway A9 with regards to landslide susceptibility. Direct costs associated with both critical spots are assessed taking into account the probable affected area of the motorway, and the reconstruction costs. Indirect costs derived from the traffic interruption are evaluated considering the alternatives paths to the motorway, and include costs resulting from: (1) additional fuel consumption; (2) decrease in tollgate income; and (3) loss of productive time. Results show that indirect costs may be 24 to 43 times higher than direct costs, assuming a temporary interruption of the motorway for 6 months.  相似文献

From a private investor’s point of view transaction costs of project-based Kyoto mechanisms relate mainly to project management and interaction with government representatives. However, when analysing the cost effectiveness of project-based Kyoto mechanisms these transaction costs are often underestimated or completely ignored1 due to limited data availability. This paper presents an analysis of transaction costs of project-based Kyoto mechanisms by applying cost estimates from comparable activities, for example, activities implemented jointly (AIJ). The findings show that transaction costs of AIJ projects range between 7% and more than 100% of production costs with 80% of projects lying between 14 and 89%. Furthermore the data clearly illustrate that “bigger” projects have lower specific project costs indicating the existence of economies of scale. Due to the fact that high transaction costs will push many promising projects out of the market, efforts should be undertaken to reduce transaction costs by improving procedures and business environments, for example, by standardisation.  相似文献
