Collective Payments for Ecosystem Services (PES), where forest users receive compensation conditional on group rather than individual performance, are an increasingly used policy instrument to reduce tropical deforestation. However, implementing effective, (cost) efficient and equitable (3E) collective PES is challenging because individuals have an incentive to free ride on others’ conservation actions. Few comparative studies exist on how different enforcement strategies can improve collective PES performance. We conducted a framed field experiment in Brazil, Indonesia and Peru to evaluate how three different strategies to contain the local free-rider problem perform in terms of the 3Es: (i) Public monitoring of individual deforestation, (ii) internal, peer-to-peer sanctions (Community enforcement) and (iii) external sanctions (Government enforcement). We also examined how inequality in wealth, framed as differences in deforestation capacity, affects policy performance. We find that introducing individual level sanctions can improve the effectiveness, efficiency and equity of collective PES, but there is no silver bullet that consistently improves all 3Es across country sites. Public monitoring reduced deforestation and improved the equity of the program in sites with stronger history of collective action. External sanctions provided the strongest and most robust improvement in the 3Es. While internal, peer enforcement can significantly reduce free riding, it does not improve the program’s efficiency, and thus participants’ earnings. The sanctioning mechanisms failed to systematically improve the equitable distribution of benefits due to the ineffectiveness of punishments to target the largest free-riders. Inequality in wealth increased group deforestation and reduced the efficiency of Community enforcement in Indonesia but had no effect in the other two country sites. Factors explaining differences across country sites include the history of collective action and land tenure systems.  相似文献

The Wüstebach catchment belongs to the German TERENO (Terrestrial Environmental Observatories) network and was partially deforested (~21%) by the Eifel National Park in 2013. In this data paper, we provide 11-year precipitation and stream water isotope data and the corresponding runoff discharge rates recorded in the Wüstebach catchment (from 2009 to 2019). In addition, we provide an overview of available datasets and access information for environmental data of the Wüstebach catchment that are discoverable with associated metadata at the Web-based TERENO data portal. We anticipate that this comprehensive data set will give new insights in how deforestation influences the hydrological system, for exampole, in terms of transit time distribution, fraction of young water and water flow paths at the catchment scale.  相似文献

This study uses MSS data to derive sub-national level deforestation rates at the constituency administrative level for Jamaica for 1987 and 1992. It then investigates the role of poverty and population in driving forest loss during this period by linking these estimates in a GIS with constituency level demographic and socioeconomic census data for the island. OLS regression results support the importance of population pressures and poverty in driving the destruction of Jamaica's forests and the relative contribution to deforestation of their various measures are noted and discussed. In addition to providing information on Jamaica's deforestation attributes, the study demonstrates how remotely sensed data can be used in conjunction with household census data to derive information on human-forest interactions at the sub-national level. A small simulation experiment based on regression results using key variables suggests that under any scenario, the impacts of key social and demographic changes on Jamaica's remaining forest cover may be substantial by the year 2010. Over the past 50 years the Sherpa-inhabited Mt Everest region of Nepal has become a premier international mountaineering and trekking destination. Tourism development has brought prosperity to many Sherpas. It has also, however, had adverse impacts on regional forests and alpine vegetation because of the use of firewood by camping groups and inns and the felling of trees to construct inns and other tourist facilities. Concern that tourism was causing widespread deforestation helped catalyse the 1976 establishment of an inhabited protected area, Sagarmatha (Mt Everest) National Park, in the Khumbu region and spurred the implementation of a series of forest conservation and alternative energy development measures both within the national park and in a recently declared buffer zone in the adjacent Pharak region. This paper examines the changing pressures that tourism has placed on regional forests and alpine vegetation over the past half century and their role in regional vegetation change. This analysis is based primarily on detailed accounts of past and present forest use and change obtained during fieldwork conducted in all Khumbu and Pharak villages, along with corroborating evidence from early foreign visitors' accounts and photographs. Contrary to some early reports it now appears there has actually been little deforestation since 1950. The continuing use of firewood by inns, however, has contributed to the thinning of forests in some parts of the national park and to the depletion of shrub juniper in the most heavily visited alpine regions. There has been a greater impact on forests just outside the national park, which have been heavily thinned over an extensive area in order to provide timber to build inns within the national park.  相似文献

Forest‐transition theory suggests that economic development eventually leads to forest recovery, but there is great uncertainty about the existence, the characteristics, and the mechanisms of forest transitions that might be occurring under current socioeconomic conditions. A case study in a small region of highland Mexico finds agricultural abandonment and forest regeneration, but also forest degradation due to woodcutting. A discussion locates those findings in the international political economy of agriculture and emigration in Mexico, which are substantially different from the conditions associated with forest recovery in developed countries. Although regional forest transitions are possible in marginal agricultural areas such as that studied here, their environmental implications depend on the evolution of social institutions coordinating rural people's environmental actions.  相似文献

This article examines two key aspects of land‐cover change in the south of the Chocó region. First, it assesses and compares the local impact on forest condition of labor‐intensive and capital‐intensive commercial logging. Second, it assesses the regional significance and permanency of these changes. Studies of land‐cover change associated with commercial logging have focused almost exclusively on capital‐intensive extraction and have assumed that after logging, degraded forests are transformed into agricultural cover. This study shows that both capital‐ and labor‐intensive logging result in similar land‐cover changes (i.e., forest degradation) if the timber sought is the same. However, labor‐intensive loggers also seek timber species not sought by capital‐intensive loggers, and this impact is statistically different from the impact of the extraction of the first group of species. Results also show that only a small fraction (20–30 percent) of the area logged is later converted to agricultural cover types. The persistence of logged forests means that up to 20 percent of the remaining forest cover could correspond to forests with significant and lasting levels of degradation. Furthermore, the different production requirements for each group of species also mean that there is a spatial differentiation in the impact of logging in the region. Logged forests are arranged into two consecutive corridors on each side of access routes (e.g., rivers). The first corridor corresponds to a narrow (approximately 1‐km) band of high‐intensity degradation. The second, broader (approximately 2‐km) forest band, with lower levels of degradation, extends inland along first‐tier corridors. A key factor determining the permanency of this land‐cover pattern is the strong control local communities have over the land in the region. This limits the spread of patterns observed in other frontier areas, especially the conversion of logged forests into agricultural cover.  相似文献

ABSTRACT. The physical environment of the George's Creek Valley in western Maryland was altered dramatically during the late nineteenth and early twentieth centuries, as coal mining and associated activities expanded and intensified. Although mineral extraction was the chief agent of change, forest and water resources were also affected by other industrial and commercial activities, as well as by the region's growing population. Examining the environmental alteration that took place in the valley, this work also considers attitudes and motivations that contributed to the transformation.  相似文献

Late Holocene pollen and sediment records from the Lake Tauanui catchment, northern New Zealand, indicate that the lake formed about 5500 years ago following a series of volcanic events in the Tauanui Volcanic Centre. These volcanic events initiated a volcanosere resulting in a mixed conifer-hardwood forest. Dacrydium cupressinum was the dominant tree. Agathis australis was always present. Changes similar to those registered in other Northland pollen diagrams are apparent. At ca 4000 yr B.P., when the climate became cooler and drier than before, a fire occurred in the catchment area causing erosion of the surrounding slopes and some destruction of forest. Fluctuations in abundance of many forest species, including Ascarina lucida, A. australis and D. cupressinum, from ca 3500 yr B.P. indicate repeated disturbance, increasingly so after 1600 yr B.P. Summer droughts and increased frequency of cyclonic winds are suggested as the cause. Major anthropogenic deforestation events defined by palynology occurred across many parts of the New Zealand landscape at ca 700 yr B.P. At Lake Tauanui anthropogenic forest disturbance, radiocarbon dated to ca 1000 yr B.P., is indicated by significant decline in all tree and shrub elements with concomitant increase in pteridophytes, especially Pteridium esculentum. Charcoal concentration increases steadily from the onset of disturbance, and in the final phase after the arrival of Europeans, major clearance of vegetation is indicated. Herbs increase markedly in this period, in diversity and abundance.  相似文献

Accessibility is considered to be one of the most important determinants of use and land-cover change. In rural land-use change studies, the accessibility situation is often described by simple measures of the distance to a location of interest. In this paper, different measures of access are tested for a rural area at the forest fringe in the northeastern Philippines. The accessibility measures addressed range from simple distance measures to land-use type specific transport costs and a population potential measure. The different measures are tested based on their capacity to explain the spatial pattern of different land-use types. A comparison of the findings based on a spatial analysis and an analysis of household level data is made. It is concluded that the relation between land use and accessibility is dependent on the specific characteristics of the different land-use types. The (dis-)advantages of the use of the different accessibility measures are discussed.  相似文献

ABSTRACT

Surface runoff generation capacity can be modified by land-use and climate changes. Annual runoff volumes have been evaluated in a small watershed of tropical forest (Brazil), using the Soil and Water Assessment Tool (SWAT) model. Firstly, the accuracy of SWAT in runoff predictions has been assessed by default input parameters and improved by automatic calibration, using 20-year observations. Then, the hydrological response under land uses (cropland, pasture and deforested soil) alternative to tropical forest and climate change scenarios has been simulated. SWAT application has showed that, if forest was replaced by crops or pasture, the watershed’s hydrological response would not significantly be affected. Conversely, a complete deforestation would slightly increase its runoff generation capacity. Under forecasted climate scenarios, the runoff generation capacity of the watershed will tend to decrease and will not be noticeably different among the representative concentration pathways. Pasture and bare soil will give the lowest and highest runoff coefficients, respectively.  相似文献
