Sea-level rise due to climate change will have significant effects on coastal areas and populations. Adaptation policies recommend the managed realignment of the most vulnerable assets and activities. Despite their medium- and long-term benefits, these policies face significant friction due to social acceptability in the communities where they are implemented.

This article investigates the hypothesis that respecting principles of justice in the implementation of managed realignment should increase its acceptability. We compare preferences of those people who are exposed to the risk of climate-change-induced flooding and those who are not, as regards funding managed retreat policies and defining compensation criteria for assets at risk. The main theories of social justice provide the four principles included in the analysis: efficiency, need, responsibility and priority assigned to property rights.

A choice experiment survey was conducted with 258 residents of coastal and hinterland communities in the south of France. Four attributes were selected to define the managed realignment policy: the dialogue arrangements, the implementation period, the policy implementation schedule and the cost. The results show support for a relatively fast launch of these policies (within 15 years) but in stages and through a process of dialogue with the population. People's perceptions of the funding criteria reveal a preference for national solidarity. Finally, national funding of managed retreat policies and compensation criteria based on market prices have a significant positive influence on the acceptability of managed realignment policies, whereas introducing responsibility-based compensation criteria tends to favour the status quo over the adaptation policy.

Policy relevance

Prioritization of the funding criteria reveals the preference for national solidarity. Preferences for the justice criteria underpinning compensation reveal a great diversity of values. Besides implantation modalities, preferences for managed realignment policies depend on which level they are implemented at, on the expropriation criteria (the emphasis given to property rights, i.e. market price), on the attachment (people perceived as worst off, i.e. the property is their main residence rather than a second home or they have lower levels of income) and on the degree of responsibility (related to the date of purchase, i.e. on the information given at the time on the risk).  相似文献

Residential areas in Kuwait City have witnessed a dramatic rise in subsurface water tables over the last three decades. This water rise phenomenon is attributed mainly to over irrigation practices of private gardens along with leakage from domestic and sewage networks. This paper presents a comprehensive study for urban drainage in two selected areas representing the two hydrogeological settings encountered in Kuwait City. In the first area, a vertical drainage scheme was applied successfully over an area of 1 km2. The system has been under continuous operation and monitoring for more than 4 years without problems, providing a permanent solution for the water rise problem in this area. The hydrogeological system has approached steady state conditions and the water levels have dropped to about 3·5 m below the ground surface. In the second area a dual drainage scheme, composing of horizontal and vertical elements, is proposed. Horizontal elements are suggested in the areas where the deep groundwater contains hazardous gases that may pose environmental problems. The proposed drainage scheme in the second area has not yet been implemented. Field tests were conducted to assess the aquifer parameters in both areas and a numerical model has been developed to predict the long‐term response of the hydrogeological system in the two areas under consideration. Summary. (Part 1) Fourier analyses of mean monthly sea-level data from Belém, Fortaleza, Salvador and Imbituba, ports on the Brazilian coast, are made with simultaneous data of air temperature, sea surface atmospheric pressure, atmospheric precipitation and evaporation. Results show that the mean monthly sea-levels of ports below Recife's latitude show peaks in February-March and April-May which are apparently related to the seasonal temperature changes and the combined action of precipitation, winds and oceanographic large-scale changes. The port of Belém showed a stronger semi-annual seasonal component, which seems to be related to the alternate southern and northern hemispheres' influences of the atmospheric precipitation. (Part 2 of the paper presented at the Symposium concerned the longer term changes of sea-level, including an analysis of principal components. Morphological mapping and stratigraphical investigations have identified surface and buried relict marine features in the inner Moray Firth area. The features consist of a buried gravel layer formed during the Loch Lomond Stadial, a buried beach of early Flandrian age, and surface beaches and estuarine flats of mid-late Flandrian age. Analysis of the altitudes of morphological features has identified two buried and five (possibly six) surface glacio-isostatically tilted raised shorelines. The steepest shoreline is associated with the buried gravel layer and slopes down towards N20°E at a gradient of 0.20m/km. Younger shorelines have lower gradients between 0.16–0.03m/km. The shoreline sequence combined with published data defines relative sea-level movements in the area during the last 11000 years. The inner Moray Firth shorelines are correlated with similar features in other areas of Scotland which include the Main Lateglacial, Main Buried and Main Postglacial Shorelines.  相似文献

Summary. The ability of the Australian sea-level monitoring network is assessed in the investigation of long-period sea-level signals. Through the character of coastal long waves, seasonal variations in level and inter-annual level anomalies, the importance of the south coast of the Continent is identified as a coherent indicator of large-scale marine and atmospheric teleconnections. The source of the sea-level signal is investigated by the tracing of progressive features, by the numerical modelling of wind stress over the Southern Ocean, by the modelling of the effect of monsoonal rains over the Indian Ocean and the mass transport through the Indonesian Strait. These features are related to the ENSO cycle which for the first time is linked, inter alia , with Southern Ocean mechanisms.  相似文献

Summary. Monthly sea-levels from an extensive array of North Atlantic tide gauges (26-50N) are examined. The spatial scale of the sea-level variations, and the reasons for them, are discussed; one application of such a study is clearly in the design of a tide gauge network for monitoring eustatic changes of sea-level.
The spatial scale of the sea-level changes is large. There is a coherent sea-level signal which can be traced along the eastern boundary of the North Atlantic from Newlyn (50N) to Tenerife (28N). There are also two distinct groupings of tide gauges along the western boundary, separated by Cape Hatteras.
The contribution of local air pressure and wind stress is quantified at each gauge through multiple regression techniques and the gains are then interpreted in terms of recent theoretical and numerical modelling studies. For example, the gains suggest that the wind-forced boundary current along the Nova Scotian shelf is trapped to within about 16 km of the coast.
The influence of local meteorology cannot account for the large-scale modes of variability. The coherent signal along the eastern boundary is correlated with changes in the Sverdrup transport of the North Atlantic and hence the large-scale wind field. The two modes on the western boundary appear to be related to baroclinic boundary current variations.
The Newlyn sea-level record is finally 'corrected' for some of the above effects to illustrate the utility of such a residual series in the identification of eustatic changes and vertical crustal movement.  相似文献

Summary. Sea-level records at nine ports along the coasts of Namibia and South Africa are used to establish the existence of coastal trapped disturbances in sea-level as a response to the passage of synoptic weather systems. Using spectral analysis the characteristics and spatial variability of the sea-level fluctuations are identified. The results of cross-correlation analyses performed on sea-level data at adjacent ports for two periods during 1982 are discussed in detail to examine the propagation of coastal trapped waves round the coast.  相似文献

Studies of the Nile Delta coast have indicated wide values of local subsidence, ranging from 0.4 to 5 mm/yr. Trend analysis of sea-level rise and shoreline retreat at two Nile Delta promontories have been studied. Records from tide gauges at Alexandria (1944–1989) and Port Said (1926–1987), north of the Nile delta coast, indicate a submergence of the land and/or a rise of the sea-level of 2 and 2.4 mm/yr, respectively.Dramatic erosion has occurred on some beaches of the Nile Delta. This is greatest at the tips of the Rosetta and Damietta promontories, with shoreline retreat up to 58 m/yr. Relationship between the shoreline retreat and sea level trends in terms of correlation analysis and application of the Bruun Rule indicates that the sea level rise has, by itself, a relatively minor effect on coastal erosion. The sea-level trend at the Nile delta coast is found to be only one of several effects on shoreline retreat. Major recent effects include a combination of cut-off of sediment supply to the coast by damming the River Nile and local hydrodynamic forces of waves and currents. Estimates of local future sea-level rise by the year 2100 at Alexandria and Port Said, respectively, is expected to be 37.9 and 44.2 cm. These expectations, combined with other factors, could accelerate coastal erosion, inundate wetlands and lowlands, and increase the salinity of lakes and aquifers.  相似文献
