具有生物活性的元素Fe被认为限制了海洋生物生产力,其在海洋生态系统中的生物地球化学循环对全球碳循环起到调节作用,全球40%~50%的海洋因“高叶绿素低营养盐”(HNLC)“缺Fe”而初级生产力较低.然而,关于生物活性元素Fe的研究不仅涉及海洋科学,还与大气科学、环境科学、地球科学等学科紧密联系.近些年,围绕生物活性元素“Fe”开展的研究不仅是地球科学领域的前沿问题,还是海洋学家与环境学家共同关注的热点问题.目前,尽管对于生物活性元素Fe的研究已取得很大的进展,但模型、室内实验及野外观测之间仍存在很大的挑战与不确定性.系统地总结了生物活性元素Fe最重要的自然来源方式,详细介绍了影响生物活性元素Fe溶解度的主要因素,最后,对将来的工作提出建议,为我国未来开展类似的研究提供参考.  相似文献

The Marine Strategy Framework Directive (MSFD) requires EU member states (MS) to develop and implement marine strategies containing programs of measures to protect and preserve the marine environment. Prior to their implementation, impact assessments, including Cost-Benefit-Analyses (CBA), need to be carried out. While the costs of introducing such measures are often relatively easy to determine, the economic valuation of the benefits derived from environmental improvements is much more challenging, particularly in the marine context. Still, it remains an important prerequisite for conducting CBA. The aim of this paper is to evaluate to what extent benefits can be quantified for use in CBA focusing on the German marine waters. The results indicate that there are still considerable gaps in the scientific knowledge about many of the pressures mentioned in the MSFD. Moreover, few economic studies exist that evaluate the benefits of marine protection measures, and many of them are not applicable in the German context. In addition, there is the risk that some benefits accruing from marine protection measures are systematically omitted in CBA. This raises the question to what extent comprehensive CBAs as required by the MSFD are possible in Germany, but also in other EU MS.  相似文献

This paper is a comparative analysis of the contribution to UK marine governance of two recent EU initiatives: the Marine Strategy Framework Directive (MSFD) and Marine Spatial Planning (MSP). MSFD imposed a duty on Member States to achieve Good Environmental Status (GES) in four regional seas, while MSP required Member States to replace their fragmented, sector-based system of maritime decision making with an integrated approach. This paper explains MSFD and MSP, examines their relationship, and compares their practicability, concluding that MSP is both the more dominant and the more practicable instrument, reflecting the UK's preference for sustainable development over conservationism in marine policy. A recent proposal by the European Commission to make MSP and integrated coastal management a Directive reinforces the UK position.  相似文献

In recent years, the Chinese government has been increasingly supportive of the development of the ocean economy, implementing several national ocean-related strategies. For the first time, China's 12th five-year Plan for National and Social Development (2011—2015) includes “developing the ocean economy” as a key national development strategy for the country. Because of this, the demand for ocean economic statistics and indicators is growing rapidly. The aim of this paper is to define and quantify the value of the major ocean industries in China and to examine the growth in the major Chinese ocean industries in the period 2001 to 2010. The paper also outlines a methodology that provides a robust quantification of the marine sector over time. It finds that in 2010 the major ocean industries in China contributed $239.09 billion to the national economy and employed over 9 million individuals.  相似文献

This paper examines the potential relationships between the ecosystem services provided by the coastal and marine environment and the designation of marine protected areas. The hypothesis is that relationships exist between the provision of ecosystem services and the features protected by marine protected areas. It is considered that protection will maintain these features in good ecological condition and in some cases will restore ecological functioning with positive effects on the delivery of ecosystem services, as pressures upon the protected features are reduced. As the number of marine protected area designations grows, system-wide effects to communities from improvements in delivery of a range of ecosystem services may be realised. This paper provides a comparative analysis of the jurisdictional marine protected area policies proposed by the English, Welsh and Scottish Governments. It presents structured assessment matrices developed from the literature and expert opinion, of ecosystem service provision by marine protected habitats and species and applies the findings to a range of existing UK marine protected areas to demonstrate its relevance. The approach and case study findings are discussed within the wider context of marine ecosystem services and marine protected area management.  相似文献

Delivering the ambitious renewable energy targets set by the Scottish Government will require significant expenditures. Plans have been set out to develop 1.6 GW of marine (wave and tidal) energy capacity between 2010 and 2020 in the Pentland Firth and Orkney Waters area (off the north coast of Scotland) with construction costs estimated at £6 billion. This paper uses multi-sectoral economic models to explore the impact that these (temporary) expenditures could have on the Scottish economy. It is shown that the standard Input–Output (IO) modelling approach significantly overstates the employment and value added impacts compared to Computable General Equilibrium (CGE) methods—in which short-run scarcity of factors of production are explicitly modelled. CGE results (under myopic and forward-looking model specifications) produce smaller impacts during the timespan of expenditures but, unlike IO methods, identify non-trivial “legacy effects” after the expenditures cease.  相似文献

This study investigated the effects of legal and societal punishment on fishermen's compliance behaviour, according to fishermen's age and level of dependency on fisheries, through the use of interviews and scenarios. Ninety-five fishermen living in a coastal park (Ponta do Tubarão Sustainable Development Reserve) in the Brazilian northeast, where controlled exploitation of natural resources is allowed, took part in this study. The results showed that age alone would not affect compliance, regardless of the level of enforcement. However, it was noticed that the fishermen who claimed to depend on the money provided by fisheries, regardless of their age, were more likely to say that they would not comply, even if enforcement were stricter. The scenario analysis showed that increased monitoring and punishment (including societal pressure) could enhance compliance, especially among younger fishermen, who claimed not to depend solely on fisheries. Therefore, fisheries management should also consider differences in social groups, and not focus solely on the enforcement and punishment mechanisms, assuring that livelihood options that consider different social needs are provided.  相似文献

The concepts of ecosystem services and human welfare provide strong integrative frameworks that can be used to inform marine policy and management decisions that support sustainable development. A theoretical framework has been developed and applied to create a model for UK seas to measure changes in final ecosystem services, in terms of human welfare. The model that has been developed is explicitly spatial and temporal to facilitate its use in supporting marine planning decisions. The development and application of this framework to UK seas necessarily requires many assumptions to be made. The paper describes the development and population of the framework and discusses the practical limitations and challenges in seeking to develop and apply such models. Significant differences in long-term values of different services were identified under the different scenarios. All scenarios highlight the projected decline in oil and gas revenues which provide particular intense values at sites of extraction. These values are partially replaced by revenues from offshore renewables in some of the scenarios. Values associated with carbon sequestration, maritime transport, tourism and pollution assimilation are also very significant but more spatially diffuse. The study has demonstrated that it is possible to develop spatio-temporal models to evaluate changes in final ecosystem service benefits using existing data, although the approach necessarily requires many assumptions to be made.  相似文献

This study aims to evaluate the effectiveness of currently available substrate data to designate marine reserves to meet conservation objectives. The case study site is Lyme Bay (approx. 2460 km2), in the western English Channel. An area of 240 km2 in Lyme Bay was designated ‘closed to bottom dredging’ in July 2008 with the aim of protecting reefs which are an important habitat for Eunicella verrucosa (pink sea fan). The effects of using different substrate data resolution on the selection of sites to protect a range of biotopes using the Marxan package are determined. The effect of including a closed area on the efficiency of a marine reserve network is also investigated. Findings suggest that substrate data did not capture the biodiversity of the area and that using no data at all was equally effective. If low resolution data are all that are available then other options, such as expert opinion, or other data, such as activity use information could be used instead. Including a predefined closed area into the analysis led to an increase in area required to meet conservation goals using high resolution biotope data. It also increased the area of the reserve using the three substrate layers with no increase in protection for biotopes. This suggests that when designing networks of marine protected area sites, including current protected areas may be inefficient, resulting in larger areas being protected with no increased conservation of marine biodiversity. Policy makers must be prepared to adapt management in light of these findings and be aware of the shortcomings of the data available for use in marine conservation planning.  相似文献
