2008年推广施行的新国标GB/T 21714.2已广泛应用于各地雷击风险评估业务中。但在实际应用过程中人们也发现用其建立评估模型时,标准的一些简约化约定,使得其计算结果不够精准,特别是描述和处理也显得越来越困难,影响和制约了它的应用范围和前景。为此,本文针对带有多种电气和电子系统的复杂结构建筑,提出按其进线分布特点,对Lo损失因子取值方法进行改进(下文均称"Lo优化取值法"),为多线路进线建筑物的雷击风险管理提供更细化的依据和算法,并举例证实。结果表明:细化考虑不同线路的Lo对于建筑物雷击风险评估更为切近真实。  相似文献

通过分析给出了一种基于多指标综合指数的灾害性天气过程预评估方案,提出预估应包含对灾害性天气过程本身程度预估和灾害影响预估两个部分。通过建立综合指数来描述灾害性天气过程本身的程度,利用历史和实时气象资料对综合指数进行计算,分别对灾害性天气过程进行历史分析和实时监测;通过列表法,对收集的历史和实时灾害影响资料进行解析,综合指数中组合要素的差异,可用于分析灾害的不同特征;最后利用历史统计情景、相似指数年份类比和中短期预报等三种方案,对灾害性天气进程和影响发展程度进行预估。并以湖北省2008年初持续低温雨雪冰冻过程为例进行具体说明,此次过程综合指数值位居历史第二位,约70年一遇,直接经济损失超过110亿元,是1951年以来冬季损失最大的一次气象灾害。  相似文献

A simulation of climate change trends over North China in the past 50 years and future 30 years was performed with the actual greenhouse gas concentration and IPCC SRES B2 scenario concentration by IAP/LASG GOALS 4.0 (Global Ocean-Atmosphere-Land system coupled model), developed by the State Key Laboratory of Numerical Modelling for Atmospheric Sciences and Geophysical Fluid Dynamics (LASG), Institute of Atmospheric Physics (IAP), Chinese Academy of Sciences (CAS). In order to validate the model, the modern climate during 1951-2000 was first simulated by the GOALS model with the actual greenhouse gas concentration, and the simulation results were compared with observed data. The simulation results basically reproduce the lower temperature from the 1960s to mid-1970s and the warming from the 1980s for the globe and Northern Hemisphere, and better the important cold (1950 1976) and warm (1977-2000) periods in the past 50 years over North China. The correlation coefficient is 0.34 between simulations and observations (significant at a more than 0.05 confidence level). The range of winter temperature departures for North China is between those for the eastern and western China's Mainland. Meanwhile, the summer precipitation trend turning around the 1980s is also successfully simulated. The climate change trends in the future 30 years were simulated with the CO2 concentration under IPCC SRES-B2 emission scenario. The results show that, in the future 30 years, winter temperature will keep a warming trend in North China and increase by about 2.5~C relative to climate mean (1960-1990). Meanwhile, summer precipitation will obviously increase in North China and decrease in South China, displaying a south-deficit-north-excessive pattern of precipitation.  相似文献

Famines are often linked to drought in semi-arid areas of Sub-Saharan Africa where not only pastoralists, but also increasingly agro-pastoralists are affected. This study addresses the interplay between drought and famine in the rural semi-arid areas of Makueni district, Kenya, by examining whether, and how crop production conditions and agro-pastoral strategies predispose smallholder households to drought-triggered food insecurity. If this hypothesis holds, then approaches to deal with drought and famine have to target factors causing household food insecurity during non-drought periods. Data from a longitudinal survey of 127 households, interviews, workshops, and daily rainfall records (1961–2003) were analysed using quantitative and qualitative methods. This integrated approach confirms the above hypothesis and reveals that factors other than rainfall, like asset and labour constraints, inadequate policy enforcement, as well as the poverty-driven inability to adopt risk-averse production systems play a key role. When linking these factors to the high rainfall variability, farmer-relevant definitions and forecasts of drought have to be applied.  相似文献

Check dams are commonly constructed around the world for alleviating soil erosion and preventing sedimentation of downstream rivers and reservoirs.Check dams are more vulnerable to failure due to their less stringent flood control standards compared to other dams.Determining the critical precipitation that will result in overtopping of a dam is a useful approach to assessing the risk of failure on a probabilistic basis and for providing early warning in case of an emergency.However,many check dams are built in groups,spreading in several tributaries in cascade forms,comprising a complex network.Determining the critical precipitation for dam overtopping requires a knowledge of its upstream dams on whether they survived or were overtopped during the same storm,while these upstream dams in turn need the information for their upstream dams.The current paper presents an approach of decomposing the dam cluster into(1)the heading dam,(2)border dams,and(3)intermediate dams.The algorithm begins with the border dams that have no upstream dams and proceeds with upgraded maps without the previous border dams until all the dams have been checked.It is believed that this approach is applicable for small-scale check dam systems where the time lag of flood routing can be neglected.As a pilot study,the current paper presents the analytical results for the Wangmaogou Check Dam System that has 22 dams connected in series and parallel.The algorithm clearly identified 7 surviving dams,with the remaining ones being overtopped for a storm of 179.6 mm in 12 h,which is associated with a return period of one in 200 years.  相似文献

研究城乡土地利用变化规律与驱动机制,有利于实现区域土地资源可持续发展。本文以长春市为例,以监督分类与人工解译相结合的方式对1997、2007和2017年Landsat卫星影像进行分类,总体精度分别为93.06%,90.70%和94.12%。1997-2017年,草地、耕地和其他土地面积分别减少354.74、922.11和55.35 km2,建设用地、水域和林地面积分别增加1 154.14、70.38和107.54 km2,整体表现为建设用地向周边扩张,侵占其他用地类型面积。利用未来土地利用模拟(future land use simulation,FLUS)模型,以2007年分类数据为基础,结合地形、交通区位和社会经济等土地利用变化驱动因子,仿真2017年土地利用格局,仿真结果与真实情况吻合较好,仿真精度达85.10%,Kappa系数为0.821 2,验证了模型和驱动因子精度可靠,符合土地利用变化趋势。以此模型因子预测2027年土地利用格局,结果表明:在城镇周围,建设用地将持续侵占耕地、林地、草地和其他土地的面积,但趋势减缓,同时林地面积和水域面积增加。  相似文献

Over the past several decades, risk has become a distinct field of social inquiry as scholars in a variety of disciplines have developed theories about the ‘nature’ of risk and the role it plays in contemporary society. Collectively, these theories enrich our understanding of the politics of risk, the dynamics of risk perception, and the way risk shapes and is shaped by space, culture, social change, and modes of governing in the neoliberal era. In this paper, however, we argue these theories are helpful but not entirely suited to understanding risk when it becomes the subject of something Whatmore (2009, p. 587, 2013) calls “environmental knowledge controversies”. These controversies are generative events where more-than-human agencies and the political and knowledge making practices of heterogeneous actors reshape our sense of the real. To address this issue, we draw on the concepts of enactment, multiplicity, and ontological politics to explore how different kinds of risk and tree were made more or less real during a contentious debate over the risk posed by a group of urban trees in Newcastle, Australia. This case study suggests we can think of risk and hazardous entities like trees as effects that also affect because they elicit interventions that transform bodies and spaces in more or less enduring ways. Attending to the enactment, multiplicity, and ontological politics of risk, we argue, provides an alternative way to navigate moments of political contestation over the assessment and management of risk that has implications for how these processes are conceived and conducted in the future.  相似文献

因台风风暴潮的突发性、情景演变时间的连续性和路径的不确定性,导致应急决策者在应急救援中难以做出正确决策,针对这一现状,将“情景—应对”应用在台风风暴潮应急决策中。本文在分析台风风暴潮情景、情景要素的概念模型基础上,首先通过资料搜集、属性识别等方法提取关键情景要素,采用框架表示法构建情景;然后分析台风风暴潮情景演变规律及演变路径;其次通过动态贝叶斯网络法构建台风风暴潮动态情景网络;最后利用先验概率与条件概率计算情景状态概率,实现了台风风暴潮的关键情景推演。本文以2018年9月16日11时至17时山竹台风对广东省沿海城市影响为例,演示了台风风暴潮的情景推演流程及关键技术。实证分析结果表明,溃堤、海水倒灌、洪水、滑坡发生的概率分别为85%、81%、74%、54%,验证了情景推演在风暴潮中应用的合理性。  相似文献

城市增长边界是管控城市建设用地无序扩张的有效手段,科学合理划定城市增长边界是当前研究关注的重要课题。本研究试图引入百度动态交通时间和POI数据改进FLUS模型,以长沙市中心城区为例,采用2000、2010和2018年3期土地利用数据对比验证改进FLUS模型模拟精度,并利用改进FLUS模型设置2种情景,模拟2030年长沙市中心城区土地利用变化,结合用地适宜性评价划定城市增长边界。结果显示:① 纳入动态数据的改进FLUS模型模拟2010年和2018年土地利用相比原模型KAPPA系数提高了2.90%和2.74%,总体精度提高了1.79%和1.83%,表明改进模型具有更高模拟精度;② 利用改进FLUS模型模拟的2030年长沙市中心城区土地利用变化,基准情景和生态保护情景建设用地规模分别为930.06 km2和881.36 km2,均以耕地转为建设用地比例最大;③ 长沙市中心城区刚性增长边界范围为1479.59 km2,占中心城区总面积的37.38%,边界内包含了芙蓉区、天心区、雨花区、岳麓区和开福区的大部分区域;④ 基准情景和生态保护情景下,长沙市中心城区弹性增长边界面积分别为799.35 km2和742.92 km2,建设用地扩张空间主要为长沙县和望城区,结果与2010版长沙市城市总体规划拓展方向一致。纳入动态数据的改进FLUS模型多情景模拟划定城市增长边界,能更高精度的为规划决策提供科学依据。  相似文献

Global GDP projections for the 21st century are needed for the exploration of long-term global environmental problems, in particular climate change. Greenhouse gas emissions as well as climate change mitigation and adaption capacities strongly depend on growth of per capita income. However, long-term economic projections are highly uncertain. This paper provides five new long-term economic scenarios as part of the newly developed shared socio-economic pathways (SSPs) which represent a set of widely diverging narratives. A method of GDP scenario building is presented that is based on assumptions about technological progress, and human and physical capital formation as major drivers of long-term GDP per capita growth. The impact of these drivers differs significantly between different shared socio-economic pathways and is traced back to the underlying narratives and the associated population and education scenarios. In a highly fragmented world, technological and knowledge spillovers are low. Hence, the growth impact of technological progress and human capital is comparatively low, and per capita income diverges between world regions. These factors play a much larger role in globalization scenarios, leading to higher economic growth and stronger convergence between world regions. At the global average, per capita GDP is projected to grow annually in a range between 1.0% (SSP3) and 2.8% (SSP5) from 2010 to 2100. While this covers a large portion of variety in future global economic growth projections, plausible lower and higher growth projections may still be conceivable. The GDP projections are put into the context of historic patterns of economic growth (stylized facts), and their sensitivity to key assumptions is explored.  相似文献
