集体建设用地流转是市场经济体制下生产要素合理流动与优化配置的要求,是盘活农村存量土地资产,提高土地利用效率和效益的重要手段。本文在总结我国农村集体建设用地流转可行性、动因、现状、模式、主体、收益分配以及流转制度、支撑体系等方面研究进展的基础上,总结了现有研究内容和方法上存在的不足,对未来农村集体建设用地流转研究趋势进行展望,以促进农村集体建设用地流转研究的创新和发展,为进一步开展本领域的相关研究提供借鉴,使农村集体建设用地流转研究成果更好为统筹城乡发展提供政策参考。结合当前和未来一定时期内中国农村集体建设用地市场发展和城乡统一建设用地市场建立的要求,未来农村集体建设用地流转应加强以下5方面的研究：①完善农村集体建设用地流转潜力测算的方法研究,摸清家底,科学判断区域可流转的集体建设用地数量及空间分布,为集体建设用地流转的时序安排提供基础,为集体建设用地流转提供可量化的指标。②深化对农村集体建设用地流转价格的研究。目前农村集体建设用地的地价管理和地价评估研究滞后于农村土地市场发展的要求,应加强集体建设用地定价方法研究,为集体建设用地流转价格的确定提供依据。③加强集体建设用地流转收益分配研究。由于各地开展集体建设用地流转的形式不同,参与流转收益分配的主体及收益分配关系的差异较大,存在各主体利益无法得到合理保障等问题。应加强集体建设用地流转收益的形成机理研究,合理确定参与收益分配的主体及参与主体的收益分配比例。④重视集体建设用地流转的风险控制研究。集体建设用地流转涉及多个利益主体,存在不同程度的不确定性和风险。重视集体建设用地流转的风险识别及风险评估研究,探索建立集体建设用地流转风险控制机制,有效规避及降低风险,实现集体建设用地流转效益的最大化。⑤注重集体建设用地流转潜力、驱动力等方面定量研究。在现有定性分析为主的基础上,加强集体建设用地流转相关方面的定量研究为决策部门把握流转动态及相关决策的制定提供可量化的成果。  相似文献

产业集聚在四方面影响产业转移:能产生集聚经济效应,从而吸引同类企业入驻;能带动更多上下游及相关企业入驻;有利于吸引高素质务工人员,缓解产业转移中用工荒难题;能有效降低产业转移成本。运用EG指数模型对河南省农林牧渔业、采矿业、制造业、电力及能源供应业、建筑业、物流业、IT行业、金融业、房地产业九大行业2000—2009年的集聚程度进行了测量,发现3个规律:集聚度分层明显;近5年产业集聚度变化有明显规律;产业发展水平低。据此提出河南省承接产业转移的建议:1)积极采取有效措施提高制造业、IT业的集聚度,提高承接产业转移的集聚优势;2)依靠当前集聚优势,自然承接其它7个行业的转移;3)培育精品产业集聚区,进一步提高产业集聚程度;4)集约利用产业集聚区,打造完整产业链。  相似文献

Microwave remote sensing of Jupiter's atmosphere from an orbiting spacecraft

Microwave remote sounding from a spacecraft flying by or in orbit around Jupiter offers new possibilities for retrieving important and presently poorly understood properties of its atmosphere. In particular, we show that precise measurements of relative brightness temperature as a function of off-nadir emission angles, combined with absolute brightness temperature measurements, can allow us to determine the global abundances of water and ammonia and study the dynamics and deep circulations of the atmosphere in the altitude range from the ammonia cloud region to depths greater than 30 bars in a manner which would not be achievable with ground-based telescopes.  相似文献   

Bimodal Structure of Gas Streams in Interacting Binaries

There are two modes of gas streams in close binary systems: geometrically thick for low mass transfer rate or geometrically thin for higher mass transfer. The transfer matrix method applied to steel sheet pile walls

This paper proposes two subgrade reaction models for the analysis of steel sheet pile walls based on the transfer matrix method. In the first model a plastic hinge is generated when the maximum moment in the retaining structure is exceeded. The second model deals with a beam with an asymmetrical cross‐section that can bend in two directions. In the first part of this paper the transfer matrix method is explained on the basis of a simple example. Further the development of two computer models is described: Plaswall and Skewwall. The second part of this paper deals with an application of both models. In the application of Plaswall the effect of four current earth pressure theories to the subgrade reaction method is compared to a finite element calculation. It is shown that the earth pressure theory is of major importance on the calculation result of a sheet pile wall both with and without a plastic hinge. In the application of Skewwall the effectiveness of structural measures to reduce oblique bending is investigated. The results are compared to a 3D finite element calculation. It is shown that with simple structural measures the loss of structural resistance due to oblique bending can be reduced. Copyright © 2003 John Wiley & Sons, Ltd.  相似文献   

Testing models of X-ray reflection from irradiated discs

We model the reflected spectrum expected from localized magnetic flares above an ionized accretion disc. We concentrate on the case of very luminous magnetic flares above a standard accretion disc extending down to the last stable orbit, and use a simple parametrization to allow for an X-ray-driven wind. Full disc spectra including relativistic smearing are calculated. When fitted with the constant-density reflection models, these spectra give both a low reflected fraction and a small linewidth as seen in the hard spectra from galactic black hole binaries and active galactic nuclei. We fit our calculated spectra to real data from the low/hard state of Nova Muscae and Cyg X-1 and show that these models give comparable χ ² to those obtained from the constant-density reflection models, which implied a truncated disc. This explicitly demonstrates that the data are consistent either with magnetic flares above an ionized disc extending down to the last stable orbit around a black hole, or with non-ionized, truncated discs.  相似文献

The effects of radiative transfer on the reionization of an inhomogeneous universe

Assuming simple dynamics for the growth of density fluctuations, we implement six-dimensional (6D) radiative transfer calculations to elucidate the effects of photon propagation during the reionization of an inhomogeneous universe. The ionizing sources are postulated to be AGN-like in this paper. The present simulations reveal that radiative transfer effects are still prominent considerably after the percolation epoch, in which patchy ionized regions connect with each other. In other words, owing to the collective opacity, the Universe does not become perfectly transparent against ionizing radiation even though strongly self-shielded regions disappear. It turns out that the inhomogeneity of the medium enhances the opacity effects and delays the end of reionization. Owing to such radiative transfer effects, the reionization in an inhomogeneous universe proceeds fairly slowly, in contrast to the prompt reionization in a homogeneous universe, and as a result the surface of reionization is not so sharply edged, but highly uneven. As a signature of the uneven surface of reionization, the cosmic IR background (CIB) radiation, which is produced by Ly photons resulting from radiative recombination, could exhibit strong anisotropies, reflecting the amplitude of density fluctuations at the reionization era. The predicted CIB intensity lies on a level of possible detection by forthcoming IR space telescope facilities.  相似文献
