 The economic benefits of the adoption of conservation tillage depend on site-specific factors including soil characteristics, local climatic conditions, cropping patterns, and other attributes of the overall farming operation. While it is possible to draw some general inferences about components of economic returns and costs, a comprehensive assessment of the net private benefits from greater use of conservation tillage is not feasible. Abstract

In this article we propose a careful analysis of the economic consequences of the Kyoto Protocol for Russia, taking into account the most recently available data and the latest developments in the trends regarding Russian economic recovery. We present a review of different GHG forecasts for Russia and develop a new forecast for uncertain GDP growth and changing elasticity of GHG emission per GDP. Since the rate of growth remains uncertain, elasticity could change over time, as well as the fuel mix. We apply the Monte-Carlo method to simulate these uncertainties and to produce a reasonable interval for CO2 emissions in 2010. The probability of Russia exceeding its Kyoto emissions budget is essentially zero. Further, we discuss the benefits for Russia from the Kyoto Protocol, and more generally from implementation of GHG mitigation policy. Ancillary benefits from Kyoto Protocol implementation will bring essential reductions in risk to human health. On the other hand, potential negative changes in the fuel mix and GDP structure, as well as a slowing of the innovation process, could exacerbate existing health problems. Alternatives to the Kyoto Protocol may bring much tougher commitments to Russia. We conclude that the Kyoto Protocol is the best possible deal for Russia. 分析资源型城市转型期间土地利用综合效益变化规律和制约因素有利于优化配置土地资源。从经济因子、社会因子和生态因子3个方面构建土地利用综合效益评价指标体系,综合熵权法和层次分析法确定权重,运用物元模型评价枣庄市土地利用综合效益,并揭示其变化规律与转型阶段之间的内在联系,最后总结相关制约因素。研究表明,转型政策对于土地利用综合效益具有明显影响;通过单指标关联度归纳的6个制约因素为转型过程中提升土地利用综合效益指明了方向;物元可拓模型可操作性强,可以有效评价土地利用综合效益。  相似文献

The fisheries subsidy discussion has largely overlooked the increased welfare for society from Pigouvian subsidies that increase the supply of and investment in public goods when there are external benefits and free riding. Important fisheries public goods and external benefits include knowledge associated with new technology for “target” species and “bycatch” reduction, research and development for new technology, and ecosystem services and biodiversity. Careful definition of subsidies also requires consideration of the counter-factual or what would have happened without the action to which the fishery “subsidy” is attributed. Subsidies in the Western and Central Pacific tuna fishery are evaluated according to these and other criteria.  相似文献

The social dimensions of marine protected areas (MPAs) play an important role in MPA success, yet these social dimensions are little understood. We explore the social impacts arising from the establishment of an MPA using Lyme Bay (south west England) as a case study. Through a series of small group semi-structured interviews the social impacts experienced by fishermen (mobile and static gear), recreational users (divers and sea anglers) and recreation service providers (charter boat and dive businesses) were explored. The social impacts expressed varied according to activity in which the stakeholder group engaged. Negative themes included lengthening fishing trips, tension and conflict, fishermen identity, equity and uncertainty in the long-term. Positive themes included improved experiences for both commercial fishermen and recreational users, and expectations for long-term benefits. These impacts need to be understood because they influence stakeholder behaviour. Failure to interpret stakeholder responses may lead to poor decision-making and worsening stakeholder relations. These findings have implications for the success of the MPA in Lyme Bay, but also for the future network of marine conservation zones around the UK. Any assessment of MPA impacts must therefore identify social as well as economic and environmental change.  相似文献

In recent years, there has been increasing awareness about the impact of urban time policies on the quality of people's everyday lives. However, within the urban planning field, evaluations of public service delivery have primarily focused on the spatial rather than the temporal organization of public service facilities. This study tries to fill this gap by using space-time accessibility analysis to explore the extent to which changes in open hours affect the social equity of service provision. To this end an accessibility model is implemented and employed in a case study of public service provision in the urban area of Ghent, Belgium. Our analysis not only demonstrates that access to public services exhibits substantial hour-to-hour and day-to-day variations, but it also shows that individuals with certain personal and household attributes are affected differently by changes to the temporal regime of public service facilities.  相似文献

The Shark Bay trawl fishery is Western Australia's most valuable prawn fishery (worth AUD$25 million in 2014). The 18-vessel fleet targets western king prawns (Penaeus latisulcatus), brown tiger prawns (P. esculentus) and also retains saucer scallops (Ylistrum balloti) and blue swimmer crabs (Portunus armatus). Increased fuel prices, falling prawn prices and lower catches of other species, following extreme environmental events, have impacted fishery profits. A biomass dynamics model with an economic component indicated that total revenue levels start to decline when annual effort increases beyond ~ 200 fishing days per boat. Annual effort required to achieve MEY, when based solely on prawn fishing, is 115–150 days per boat after accounting for fixed and variable fishing costs and annual fishing efficiency increases of 1–2%. From 2007–2014, the adjusted effort was 188–192 days per boat. Fishing occurred between March and November during 7–8 fishing periods, separated by 5–8 day (low catchability) moon closure periods. An empirical daily profit assessment (2007–2015), accounting for recruitment variation, daily prawn size compositions, monthly market prices for different prawn species and sizes, and daily fishing costs, showed vessels made profits on ~ 115–160 days and losses on ~ 15–55 days per year, when fishing occurred near the full moon. The fishery benefitted in 2013–2015 by starting later in the year and better targeting within-season effort. This management strategy within the effort-control framework, which improved profitability, maintained higher spawning stocks and reduced ecosystem fishing impacts, has wider application in prawn fishery management.  相似文献
