正确进行战略成本动因分析,选择与己有利的战略成本动因作为成本竞争的突破口,在企业的竞争中发挥着重要的作用。针对具体成本项目的最优化对企业整体战略成本动因最优化重要性程度的排序方法还不够完善。为解决上述问题,提出一种新的模糊多属性格序决策方法。利用区间数与三角模糊数的乘积是梯形模糊数这一结论,结合判断矩阵,给出一种新的方案的排序方法。研究结果表明,通过利用方法不仅可以使成本最小化,而且通过企业战略成本的最优化,成为企业战略管理的重要支撑。 相似文献

An alternative approach for the seismic rehabilitation of existing RC buildings using seismic isolation

Usually, buildings with seismic isolation are designed to comply with an operational building performance level after strong earthquakes. This approach, however, may limit the use of seismic isolation for the seismic rehabilitation of existing buildings with low lateral strength or substandard details, because it often requires invasive strengthening measures in the superstructure or the use of expensive custom‐made devices. In this paper, an alternative approach for the seismic rehabilitation of existing buildings with seismic isolation, based on the acceptance of limited plastic deformations in the superstructure under strong earthquakes, is proposed and then applied to a real case study, represented by a four‐storey RC frame building. Nonlinear response‐time histories analyses of an accurate model of the case‐study building are carried out to evaluate the seismic performances of the structure, comparing different rehabilitation strategies with and without seismic isolation. Initial costs of the intervention and possible (future) repair costs are then estimated. Based on the results of this study, values of the behavior factor (i.e. response modification factor) higher than those adopted in the current codes for base‐isolated buildings are tentatively proposed. The aim of this paper is to use an economic framework to derive decision making rules for river basin management with a focus on groundwater resources. Using an example from northern Nigeria, the paper provides an example of how decision making for sustainable water resources management may be facilitated by comparing net benefits and costs across a river basin. It is argued that economic tools can be used to assess the value of water resources in different uses, identify and analyze management scenarios, and provide decision rules for the sustainable use and management of surface and ground water resources in the region.

The European Emissions Trading System (EU ETS) is the central pillar of the EU response against climate change. This trading mechanism is considered, from the theoretical point of view, as the most cost-effective method to reduce GHG. However, previous studies show that the agents who participate in these markets may behave in a way that may lead to inefficient CO2 prices, creating doubts about the static and dynamic efficiency of the system. This article analyses these possible anomalies by first trying to model the ETS in a more realistic way, addressing some of the limitations of previous models, and second, by comparing the results with real market transactions. For this, a bottom-up, multi-sector model has been built, which represents the EU ETS in an integrated, cross-sectoral way, paying particular attention to the interactions among the most emissions intensive industries. The results show the benefits of this modelling approach and how it better reflects real market conditions. Some preliminary conclusions regarding the behaviour of the agents in the ETS market are also presented.
POLICY RELEVANCE
Low allowance prices in the EU ETS have put into question the dynamic efficiency of the EU ETS system, prompting various ideas for structural reform. However, determining the right reform also requires estimating correctly how agents will respond to it. This article proposes a tool to realistically simulate the EU ETS under the assumption of rational agents, and compare it to real market outcomes, in order to understand better the behaviour of agents in this carbon market, and therefore how to design better policies. 相似文献

Abstract The article considers the potential for community-based forest management (of existing forests) in developing countries, as a future CDM strategy, to sequester and mitigate carbon and to claim credits in future commitment periods. This kind of forestry is cost-effective, and should bring many more benefits to local populations than do afforestation and reforestation, thus contributing more strongly to sustainable development. However, community forest management projects are small-scale, and the transaction costs associated with justifying them as climate projects are likely to be high. A research project being carried out in five developing countries is testing carbon measurement and monitoring methods which can be carried out by community members with very little formal education, which should greatly reduce these transaction costs. Using hand-held computers with GIS capability and attached GPS, villagers with 4 years of primary education are able to accurately map their forest resource and input biomass data from sample plots into a program which calculates carbon values. 相似文献

One of the reasons why the Kyoto Protocol has been environmentally ineffective is the flaws in the land use, land-use change and forestry (LULUCF) accounting rules, including voluntary accounting for Article 3.4 activities, the adoption of a definition of forest management that allowed parties to preferentially include and exclude forest lands, and allowing parties with net emissions from LULUCF in 1990 to include deforestation emissions in their 1990 emissions base year. Three proposed amendments to the LULUCF rules for the post-2012 regime are discussed and analysed: (1) a force majeure rule, (2) a baseline-and-credit system for forest management and (3) an ‘emissions-to-atmosphere’ approach for harvested wood products. Although these proposals have the potential to significantly improve the accounting framework, there are still significant problems such as the failure to account for the biophysical effects of forest activities, uncertainties associated with the application of the forest management baseline-and-credit system and continuing optional coverage of Article 3.4 activities. 相似文献

This article empirically investigates the impact of transaction costs for monitoring, reporting, and verification (MRV) of emissions on companies regulated by the EU Emissions Trading System (EU ETS) in Germany. Based on a unique panel dataset, we investigate if MRV costs are dependent on the amount of annual emissions of regulated companies and if there are differences in transaction costs between economic sectors. The results indicate that administrative costs are dependent on the amount of annual emissions for larger companies, which has implications for the economic efficiency of the EU ETS. The most important finding, however, is that there are significant differences in MRV transaction costs dependent on the type and size of companies. This implies the existence of considerable economies of scale. Overall, the EU ETS could benefit from reforms by means of a push towards upstream regulation as this would likely increase administrative efficiency.Policy relevance statementTransaction costs are, among other things, an important aspect of market-based climate policy design. A policy instrument with low transaction costs is preferred over instruments with larger transaction costs under equal conditions. This is occasionally referred to as administrative efficiency, and its importance was acknowledged in directive 2009/29/EC of the European Commission. Thoughtful empirical examination of transaction costs is essential in order to inform about the extent and impact of these costs. This article provides an analysis of transaction costs for monitoring, reporting, and verification (MRV) of emissions in the EU ETS. It is shown that administrative costs will likely have negative effects on the cost efficiency of the EU ETS. However, the most relevant finding is that small companies (<250 employees) or firms emitting small amounts of carbon dioxide per year face far higher average transaction costs compared with larger firms or emitters. Thus, there is a tendency for the EU ETS to cause MRV transaction costs that are disadvantageous for small companies. A regulation that is more upstream-oriented could mitigate this negative effect to some extent. The EU ETS could initiate a reform that is targeted on putting a price on the carbon content of fossil fuels instead of directly regulating emissions in a so-called ‘end-of-the-pipe’ way at the installation level. 相似文献
