基于空间连续数据,采用局部空间关联指标(LISA)——局部Moran指数(Local Moran Index, LMI),通过探测小流域内景观均质性和异质性的变化情况来反映景观格局破碎化的变化过程。作为一种空间明确的景观格局研究方法,LMI能够发现流域景观格局变化过程中的热点地区,并分析其与流域土地利用变化之间的联系,明确了土地利用变化是引起小流域景观格局变化的最主要的驱动因素。研究表明,基于空间连续数据的局部空间关联指标方法可以作为传统景观格局变化研究方法的有益补充。  相似文献

Voluntary sustainability standards and certification schemes are expanding in a variety of economic sectors. The relatively uncoordinated coexistence of multiple competing schemes has created a very fragmented governance system. One way to analytically approach the search for solutions to this fragmentation is grasped with the relatively new concept of meta-governance. Meta-governance as we understand it draws attention to the management of plurality with the aim to induce more coherence in the governance of an issue area. In political science, meta-governance has mainly been attributed to governmental authorities. However, over the past decade, a number of voluntary standards setters have – with or without the support of UN agencies – started to address the need for meta-governance as well. Their efforts generally entail the coming together of a number of frontrunner schemes and the organizations backing them to jointly address the challenges their self-created regulatory systems face and produce greater coherence among their efforts. This paper studies private meta-governance attempts in the fields of fair labor (JO-IN), sustainable tourism (GSTC), and organic agriculture (ITF), as well as a meta-governance initiative that aims to improve the credibility of private standards as governance mechanisms (ISEAL Alliance). Based on document analysis and interviews we analyze how these meta-governance initiatives have given shape to their aspirations, how successful their efforts have been in effecting change, and what determining factors are. From the empirical research, we distil some more general lessons and insights about the politics and practice of private meta-governance.  相似文献

This article examines how jurisdictional fragmentation has been addressed in Ontario’s governance of the Great Lakes Basin from 1912 to 2012. The water resources literature has frequently lamented fragmentation in water governance and called for integration; however, it infrequently specifies how and what to integrate. By examining key moments in water quality and quantity governance, this study provides insight on how the presence or absence of particular institutional arrangements in the context of jurisdictional fragmentation produced different governance patterns and outcomes. Specifically, to determine governance patterns the study focused on four elements: an institution that facilitates coordination, agreement on roles and responsibilities, agreement on the issue management plan, and the scope of the issue. Combinations of these elements can produce governance patterns that are cooperative, conflictual or reactive and outcomes that are innovative, stagnant, or piecemeal. The study results suggest that when governing in the context of jurisdictional fragmentation efforts may best be directed at particular institutional arrangements. Further, it suggests that jurisdictional fragmentation be understood as a feature of the institutional complexity of water management that can be mobilized to develop unique solutions to multi-scalar water governance challenges.  相似文献

Global sustainability governance is marked by a highly fragmented system of distinct clusters of international organizations, along with states and other actors. Enhancing inter-organizational coordination and cooperation is thus often recognized as an important reform challenge in global sustainability governance. The 17 Sustainable Development Goals, agreed by the United Nations in 2015, thus explicitly aim at advancing policy coherence and institutional integration among the myriad international institutions. Yet, have these goals been effective in this regard? We assess here the impact of the Sustainable Development Goals on the network structure of 276 international organizations in the period 2012–2019, that is, four years before and four years after the launch of the Sustainable Development Goals. The network structure was approximated by analyzing data from the websites of these 276 international organizations that were joined by more than 1.5 million hyperlinks, which we collected using a custom-made web crawler. Our findings are contrary to what is widely expected from the Sustainable Development Goals: we find that fragmentation has in fact increased after the Sustainable Development Goals came into effect. In addition, silos are increasing around the 17 SDGs as well as around the social, economic, and environmental dimensions of sustainable development.  相似文献
