Drawing on conceptualization of statelessness and ethnographic research on crucial insights of rightessness, this paper investigates how the politico‐geographic‐legality constructs statelessness in the enclaves in India and Bangladesh. Following the decolonization process in 1947, both India and Pakistan/Bangladesh inherited more than 200 enclaves, which comprise 80 per cent of the world's enclaves. With improved bilateral relations, India and Bangladesh officially exchanged the enclaves on 1 August 2015, and the enclave dwellers will gradually be granted citizenship rights over the next few years. In this period of transition from statelessness to statehood, this paper can be read as contemporary history. This paper will draw attention to three aspects of statelessness. First, conceptualization of statelessness not only applies to the refugeehood or de‐territorialization of people but also relates to the process of constructing transterritorial stateless people. Second, this paper will discuss the condition of statelessness constructed in a politico‐geographic‐legal trap. And finally, the paper calls for a wider empirical and critical focus on the hidden geographies of de facto statelessness.  相似文献

India's rapid population and economic growth leads to fast changing land use and management practices that have a major impact on the environment. Therefore, this study assesses spatio-temporal dynamics of land use and cropping frequencies using moderate resolution spaceborne data (Landsat 7 and LISS III). Based on a hierarchical knowledge-based classification approach, multi-temporal satellite data from the years 2000/2001 and 2010/2011 have been used to derive land use and cropping frequency maps. The approach adopted in this study resulted in a satisfactory classification quality as indicated by overall accuracies >90% for the individual classifications. A reduced land use pressure on mountainous areas was found, indicated by an increasing development of forests within the transition zones between cultivated land and steep slopes. Furthermore, an increase of tree plantations points to a shift from drought vulnerable plants to less risk prone perennial plants. We found a higher cropping frequency in 2010/11 related to both inter-annual precipitation differences over the course of the rainy season and long-term socio-economic changes. While low yield areas are left for natural succession or switched to tree plantations, the cultivation of high yield areas was intensified.  相似文献

Along with the large middle-income countries Brazil, China, and South Africa, India has been put under increasing pressure to shoulder parts of the mitigation burden and commit to national emission reduction targets. India, however, refers to its limited capacity and widespread poverty. Is India hiding behind its poor? While others examine the distribution of emissions within the country to answer this question, we study domestic policy making for energy subsidies and access to clean energy. Empirical evidence suggests that domestic policy making is at least partially consistent with the pro-poor arguments advanced at the international level. Given their large number and the country's democratic system, the poor do have some weight in Indian politics. However, pro-poor policies end where they do not translate into greater vote shares. Moreover, India's international position ignores the existing complementarities between climate-friendly and pro-poor activities.

Policy relevance

Despite India's recent growth spurt, its concern to fight energy poverty at home before engaging in any commitments on climate policy at the international level should be taken seriously within the international negotiations. Policy making in India is driven by democratic incentives, which, in this case, work to the benefit of the poor. Pro-poor policies may not go as far as one would wish from a developmental perspective, but the impact of the masses of the poor on domestic policy making is politically significant and cannot be ignored. This also provides some broader lessons for mitigation and adaptation policies in developing countries: politicians respond to incentives and support will only reach the needy if the appropriate incentives are in place. While we observe some significant commitment and implementation problems even in a democratic country like India, such problems must be expected to be even more serious elsewhere. This should not be overlooked when designing institutions for the allocation of climate finance, such as the Green Climate Fund.  相似文献

We discuss here the mineralogical and geochemical characteristics of mafic intrusive rocks from the Nagaland-Manipur Ophiolites (NMO) of Indo-Myanmar Orogenic Belt, northeast India to define their mantle source and tectonic environment. Mafic intrusive sequence in the NMO is characterized by hornblende-free (type-I) and hornblende-bearing (type-II) rocks. The type-I is further categorized as mafic dykes (type-Ia) of tholeiitic N-MORB composition, having TiO2 (0.72–1.93 wt.%) and flat REE patterns (LaN/YbN = 0.76–1.51) and as massive gabbros (type-Ib) that show alkaline E-MORB affinity, having moderate to high Ti content (TiO2 = 1.18 to 1.45 wt.%) with strong LREE-HREE fractionations (LaN/YbN = 4.54–7.47). Such geochemical enrichment from N-MORB to E-MORB composition indicates mixing of melts derived from a depleted mantle and a fertile mantle/plume source at the spreading center. On the other hand, type-II mafic intrusives are hornblende bearing gabbros of SSZ-type tholeiitic composition with low Ti content (TiO2 = 0.54 wt.%–0.86 wt.%) and depleted LREE pattern with respect to HREE (LaN/YbN = 0.37–0.49). They also have high Ba/Zr (1.13–2.82), Ba/Nb (45.56–151.66) and Ba/Th (84.58–744.19) and U/Th ratios (0.37–0.67) relative to the primitive mantle, which strongly represents the melt composition generated by partial melting of depleted lithospheric mantle wedge contaminated by hydrous fluids derived from subducting oceanic lithosphere in a forearc setting. Their subduction related origin is also supported by presence of calcium-rich plagioclase (An16.6–32.3). Geothermometry calculation shows that the hornblende bearing (type-II) mafic rocks crystallized at temperature in range of 565°–625 °C ± 50 (at 10 kbar). Based on these available mineralogical and geochemical evidences, we conclude that mid ocean ridge (MOR) type mafic intrusive rocks from the NMO represent the section of older oceanic crust which was generated during the divergent process of the Indian plate from the Australian plate during Cretaceous period. Conversely, the hornblende-bearing gabbros (type-II) represent the younger oceanic crust which was formed at the forearc region by partial melting of the depleted mantle wedge slightly modified by the hydrous fluids released from the subducting oceanic slab during the initial stage of subduction of Indian plate beneath the Myanmar plate.  相似文献

The carbon footprint (CF) has emerged as an important yardstick to understand the total contribution of countries, sectors and individuals to climate change. In contrast to conventional emissions accounting which captures only territorial or local production activities, the CF includes the emissions imposed by consumption across global supply chains for goods and services. Recent interest has grown in the application of CF assessment for municipalities owing to their large contribution to global carbon emissions and the limited coverage of existing data to monitor their climate pledges. By linking household-level consumer surveys to a global supply chain database, spatially-explicit CF assessment is possible at a district and household scale. To date, such technique has exposed otherwise unforeseen differences in consumer carbon footprints in developed countries. Within this study we calculate and compare the household carbon footprints 623 districts in India, based on micro consumption data from 203,313 households and explain their variation by economic, cultural and demographic factors. We show the eradication of extreme poverty does not conflict with ambitious climate change mitigation in India. However, our analysis suggests CF reduction policies within India need to target high-expenditure households which are responsible for nearly seven times the carbon emissions than low-expenditure households (living on $1.9 consumption a day). These vast disparities between the carbon footprint of citizens in India highlights the need to differentiate individual responsibilities for climate change in national and global climate policy.  相似文献

海南岛是位于华南地块南部的一个相对独立地块,其成因机制有多种说法。本文基于地理地貌、地层、断裂带、岩浆岩、矿带分布、地震勘探剖面、古生物,以及环绕海南岛的3个盆地的成因等诸多证据的系统分析研究,结果表明海南岛是从北部湾旋转分离出去的,从原始位置逆时针旋转了约150°达到当前位置。其分离起始时间大约起始于65 Ma,旋转漂移主期发生在40~24 Ma,目前还在整体向东南方向漂移同时伴随着逆时针旋转。海南岛的成因机制和印度板块与欧亚板块的碰撞过程密切相关,动力机制是印支地块的大规模挤出和旋转带动了海南岛从华南的裂离和旋转漂移。本研究为该碰撞过程的构造演化阶段性时限提供了远程约束。同时也对海南岛的成矿区带研究具有一定指导意义。  相似文献

吐木休克断裂位于塔里木盆地西部,巴楚隆起和阿瓦提凹陷之间,是一条大型基底卷入型冲断构造。走向NW‐SE,呈弧形向NEE凸出;倾向巴楚隆起。根据构造变形特征,断裂自NW向SE可以划分为4段。Ⅰ和Ⅲ段为简单基底卷入型冲断构造段;Ⅱ段发育背冲断层,与主干断层呈“y”字型剖面组合关系;Ⅳ段为基底卷入型楔状构造,主冲断层顶部出现一条向巴楚隆起逆冲的反冲断层。断裂上盘发育背斜,下盘有明显的“牵引构造”,显示吐木休克断裂可能是由吐木休克背斜北翼突破形成的,是一条褶皱相关断层。吐木休克断裂形成于中新世晚期至上新世初,持续演化至第四纪。断裂带上发育的上新世末—第四纪初正断层代表印度—亚洲碰撞脉动式远程效应的一个构造间歇期。吐木休克断裂东侧的巴东断裂是巴楚隆起与塔中隆起的过渡构造带,雏形形成于奥陶纪晚期—志留纪,晚新生代复活。  相似文献

本文对印度南部麻粒岩地体Namakkal陆块Tammampatti地区方柱石石榴子石钙硅酸盐岩进行了详细的岩石学、锆石U-Pb年代学和变质相平衡模拟研究,以研究其岩石成因和地质意义。岩相学观察识别出两阶段变质矿物组合:第一阶段为石榴子石+方柱石+斜长石+榍石+钛铁矿;第二阶段为石榴子石边部的绿帘石和方柱石边缘的方解石、斜长石和石英冠状体。CL图像分析显示锆石可分为两种,分别为高亮度和低亮度的变质锆石。LA-ICP-MS锆石U-Pb定年得到高亮度变质锆石~(207)Pb/~(206)Pb加权平均年龄为2562±17Ma,而低亮度变质锆石的~(207)Pb/~(206)Pb加权平均年龄稍年轻,为2495±15Ma。基于相平衡模拟计算了2个样品18ID-24和18ID-25的P-T视剖面图,确定它们峰期变质PT条件分别为4.3~7.1kbar、800~960℃和4.0~7.8kbar、750~854℃。高亮度变质锆石年龄2562±17Ma与Namakkal陆块紫苏花岗岩的原岩结晶年龄相当,其代表了紫苏花岗岩的原岩侵入导致的接触交代变质作用形成方柱石石榴子石钙硅酸盐岩的时代;低亮度变质锆石年龄2495±15Ma与该地区大约2530~2440Ma的高温-超高温变质作用时代相吻合,因此认为其代表区域性变质作用叠加的时代。根据全岩成分以及矿物组合,我们推测该岩石为中酸性岩浆岩(紫苏花岗岩原岩)与碳酸盐岩发生交代变质作用的产物。  相似文献

Agricultural water management (AWM) has been shown to improve and secure yields in the tropics and has been suggested as an important way to combat poverty in the region. In this paper, we describe potential impacts on upstream and downstream flows of extensive AWM interventions, using the watershed development programme of the Osman Sagar catchment of Musi sub‐basin, Andhra Pradesh semi‐arid India, as an example. Various AWM interventions are compared with a non‐intervention state and the current state of the study area, using 31 years of data by application of the calibrated and validated ARCSWAT 2005 (Version 2.1.4a) modelling tool. Different AWM interventions contribute to improved livelihoods of upstream smallholder farmers by increasing soil moisture availability and groundwater recharge, which can subsequently be used for irrigation. The result is higher crop production and hence larger incomes. Moreover, lower flow intensities and sediment losses reduced by 30–50%, reducing the risk of flooding and sediment accumulation in the Osman Sagar drinking water reservoir. On the other hand, AWM interventions are predicted to result in reduced total water inflows to the Osman Sagar reservoir from 11% of the total annual rainfall (754 mm) recorded at present, to 8% if AWM interventions were implemented at large scale throughout the catchment. A cost–benefit analysis of AWM interventions showed that the highest net economic returns were achieved at intermediate intervention levels (only in‐situ AWM). The Kontiagarh placer deposit in the Ganjam district, Orissa, India extends in northeast direction having a width of 700–1000 m. A total of 187 samples were collected meterwise from 55 bore holes in a grid pattern from beach, frontal, intermediate and back dunes covering an area of approximately 1 km2. Light minerals decrease in size from the beach to the back dunes, whereas the size distribution of heavy minerals in the beach and dunes is more or less uniform. The average heavy mineral content in the beach and dunes vary from 9.38% to 24.20%. The heavy minerals are ilmenite, garnet, sillimanite, rutile, monazite, and zircon with trace amounts of magnetite, hornblende, diopside, sphene, tourmaline, and epidote. Heavy minerals are mostly less than 350 µm in size, with a peak distribution in the range between 180 and 125 µm. Ilmenite shows exsolution intergrowth with hematite. Mineral chemistry of ilmenite, hematite, leucoxene, magnetite, monazite and sillimanite are examined by EPMA. Leucoxene is lower in Fe and higher in Ti, Al, Cr and V than ilmenite. The litho‐units of the Precambrian Eastern Ghats Mobile Belt, comprising primarily khondalite, charnockite, calc‐silicate granulite and gneiss, are the source of heavy minerals for this deposit. The bulk sample has 7.30% ilmenite, 5.24% sillimanite, 9.16% garnet, 0.18% rutile, 0.14% monazite, 0.06% zircon and 0.52% other heavy minerals. The deposit has good potential for economic exploitation of ilmenite, rutile, sillimanite, monazite, zircon and garnet.  相似文献
