State mandated corporate social responsibility (CSR) programs emerged in Ecuador in the 1990s, following indigenous protests rooted in social and environmental impacts of oil extraction. CSR programs aim to deflect blame for a company’s operations, by providing development or infrastructural improvements in indigenous communities, including micro-credit projects, potable water systems, and electricity. Through an institutional ethnography of CSR programs of the Spanish owned multinational oil company, Repsol, I explore how companies intervene in transformations of social life challenging the roles of the state in securing its territorial sovereignty linked to subterranean oil resources. Drawing on interviews, participant observation, and textual analysis of company and state documents, my analysis demonstrates how CSR programs allow companies to secure their presence in the region, even in the face of shifting regimes of governance. In this article, I provide more insight into Ecuador’s transition from neoliberal to post-neoliberal eras, by calling attention to social processes that seek to legitimize expansion of corporate capital in spaces of sovereignty. If state control over subterranean resources is still crucial to understanding forms of sovereignty, then the extension of that control via CSR programs represents new relationships of power that construct the company as an expert in the region. Exploring the everyday processes of these legal relationships of sovereignty through an institutional ethnography of CSR programs uncovers the programs’ impacts and effects that seek to consolidate power in the company, undermine indigenous rights, and discipline the state.  相似文献

An expansive cementitious borehole plug emplaced in an underground opening in the vicinity of an underground nuclear waste repository may generate radial stresses on the walls of the opening due to an axial stress applied to the borehole plug and due to plug swelling. As these radial stresses may lead to the tensile fracturing of the rock, minimizing or preferably eliminating tensile stresses in rock is particularly important to preserve waste containment. Presented in this paper are the theoretical radial (normal) stress distribution and tensile strength in a borehole plug–rock system due to combined axial, thermal and lateral loading, along with analyses of plug–rock mechanical interactions in regards to borehole stability against tensile fracturing.  相似文献

China and Vietnam have recently signed two bilateral agreements to deal with maritime issues in Beibu Gulf. One is the maritime boundary delimitation agreement, and the other the fisheries agreement. The two parties have also formulated a supplementary protocol to the latter agreement. All of them have entered into force on 30 June 2004. This article introduces the new arrangements for fisheries management initiated by the two countries, focusing especially on the Joint Fishery Committee established by the two parties, the contracting waters covered by the fisheries agreement, and the conservation and management measures for the Gulf's fisheries. The challenges likely confronted by China after this institutional change takes place are analyzed. A brief comparison is drawn among the three effectual fisheries agreements signed by China, respectively, with Japan, South Korea and Vietnam. Finally, as for the future of fisheries management in the Gulf some recommendations are made.  相似文献

South African industrial fisheries have been dominated by a few large companies. The Marine Living Resources Act (MLRA) of 1998 emphasised that equity was to be achieved by redistribution through co-operative strategies among stakeholders. Instead, the reallocation of fishing rights has been treated as a resource management issue rather than a socio-economic challenge. Further, the institutional structures for transformation have been inappropriate. This paper investigates the institutional dynamics and discrepancies associated with transformation and concludes that the process became locked in a path dependency, which will eventually undermine the intentions of transformation.  相似文献

This paper engages with the vacillations in provincial and federal gender specific service funding in Canada between 2001 and 2007. I connect this state scale analysis to local settlement experiences of Sikh immigrant women living in a small British Columbia community. Using the concept of network analysis, particularly the idea of weak ties, I offer a corrective to the overly positive appraisals of strong ties and institutional completeness. I argue that experiences of settlement, especially in cases where women face various forms of domestic violence, are shaped by the articulation of neoliberalism and patriarchy. This analysis contributes to the ongoing reformulation advanced by feminist geographers with regard to the public/private binary. In its place this case study reveals the multiple public and private intersections and continuums that exist, and how the recognition of these geographies can assist in building effective public resources to tackle the challenges faced by some immigrant women.  相似文献

Bangladesh's hilsa shad (Tenulosa ilisha) comprises the largest single-species fishery in the country, constituting 11 per cent of the total catch and employing 2.5 million people directly or indirectly. Since 2003, following a sharp decline in catch figures, the hilsa fish has been the subject of a government conservation programme offering fishers economic incentives or payments for ecosystem services (PES). While PES schemes are widely used to conserve natural resources such as forests and watersheds, Bangladesh's programme is a rare example of PES for sustainable fishery management. Catch figures have improved since the programme was introduced; but concerns remain about fishers’ socioeconomic conditions and the long-term sustainability of Bangladesh's hilsa fishery. This paper analyses the conservation scheme's legal and institutional frameworks, identifying challenges to its design and implementation, and makes recommendations to overcome them.  相似文献

Due to the importance of venture capital (VC) firms in spurring regional economic growth, the geography of VC firms and VC investments have attracted a lot of attention. However, the spatial patterns of cross-regional VC flows have rarely been explored, particularly in the context of emerging economies. Drawing on a unique dataset on VC firms and investments related to domestic initial public offerings (IPOs), this study combines location analysis with network analysis to investigate the spatial patterns of VC activities in China. The results confirm that Beijing, Shenzhen and Shanghai are the leading VC centres in the country. Although Yangtze Delta Area hosts the largest number of investments, Beijing and Shenzhen have a considerable advantage over Shanghai in terms of the number of VC firms, investments, and the number of domestic VC-backed IPOs. Beijing and Shenzhen also appear more central than Shanghai in China’s VC networks, with Beijing-Shenzhen representing the most important city-dyad in terms of VC investment flows. The article explains how the dynamics of the VC centres is embedded in China’s institutional and cultural context, critical to understanding the evolution and geography of China’s VC industry.  相似文献

Abstract

Climate change does not yet feature prominently within the environmental or economic policy agendas of developing countries. Yet evidence shows that some of the most adverse effects of climate change will be in developing countries, where populations are most vulnerable and least likely to easily adapt to climate change, and that climate change will affect the potential for development in these countries. Some synergies already exist between climate change policies and the sustainable development agenda in developing countries, such as energy efficiency, renewable energy, transport and sustainable land-use policies. Despite limited attention from policy-makers to date, climate change policies could have significant ancillary benefits for the local environment. The reverse is also true as local and national policies to address congestion, air quality, access to energy services and energy diversity may also limit GHG emissions. Nevertheless there could be significant trade-offs associated with deeper levels of mitigation in some countries, for example where developing countries are dependent on indigenous coal and may be required to switch to cleaner yet more expensive fuels to limit emissions. The distributional impacts of such policies are an important determinant of their feasibility and need to be considered up-front. It follows that future agreements on mitigation and adaptation under the convention will need to recognise the diverse situations of developing countries with respect to their level of economic development, their vulnerability to climate change and their ability to adapt or mitigate. Recognition of how climate change is likely to influence other development priorities may be a first step toward building cost-effective strategies and integrated, institutional capacity in developing countries to respond to climate change. Opportunities may also exist in developing countries to use regional economic organisations to assist in the design of integrated responses and to exploit synergies between climate change and other policies such as those designed to combat desertification and preserve biodiversity.

This article uses a longitudinal survey (1999–2005) of commercial stakeholder organizations (CSOs) to assess the development, strengths and weaknesses of New Zealand's fisheries co-management over its first six years. After presenting the current characteristics and activities of CSOs, the institutional analysis and development (IAD) Framework is used to examine the regime. Results show a pattern of strengths and weaknesses with some areas substantially improved since earlier waves of the survey, while other areas have experienced surprising setbacks. These results suggest that in 2005 the regime remained fragile. Finally, New Zealand's recent move towards inshore “Shared Fisheries” management is explored in light of these findings.  相似文献

In this synthesis article, we claim that institutional innovation is required for ecosystem-based approaches to fisheries management (EBAFM), and that such innovation can best be achieved by engaging in a delicate process of societal decision making. Current instances of participation in fisheries shed light on the societal processes required for such institutional innovation. We apply the IBEFish analytical frame to examine findings from recent European research on participation in fisheries management at different jurisdictional levels. We distil several issues of major concern for institutional innovation towards EBAFM. These concern information management, legitimacy, social dynamics and costs, as well as aspects of cross-scale and cross-sector integration of fisheries governance.  相似文献
