Long-term studies of land system change can help providing insights into the relative importance of underlying drivers of change. Here, we analyze land system change in Germany for the period 1883–2007 to trace the effect of drastic socio-economic and institutional changes on land system dynamics. Germany is an especially interesting case study due to fundamentally changing economic and institutional conditions: the two World Wars, the separation into East and West Germany, the accession to the European Union, and Germany's reunification. We employed the Human Appropriation of Net Primary Production (HANPP) framework to comprehensively study long-term land system dynamics in the context of these events. HANPP quantifies biomass harvests and land-use-related changes in ecosystem productivity. By comparing these flows to the potential productivity of ecosystems, HANPP allows to consistently assess land cover changes as well as changes in land use intensity. Our results show that biomass harvest steadily increased while productivity losses declined from 1883 to 2007, leading to a decline in HANPP from around 75%–65% of the potential productivity. At the same time, decreasing agricultural areas allowed for forest regrowth. Overall, land system change in Germany was surprisingly gradual, indicating high resilience to the drastic socio-economic and institutional shifts that occurred during the last 125 years. We found strikingly similar land system trajectories in East and West Germany during the time of separation (1945–1989), despite the contrasting institutional settings and economic paradigms. Conversely, the German reunification sparked a fundamental and rapid shift in former East Germany's land system, leading to altered levels of production, land use intensity and land use efficiency. Gradual and continuous land use intensification, a result of industrialization and economic optimization of land use, was the dominant trend throughout the observed period, apparently overruling socio-economic framework conditions and land use policies.  相似文献

The sustainable science-based management of natural resources requires knowledge exchange between scientists and environmental decision-makers; however, evidence suggests that information flow is inhibited by a range of barriers. To date, our understanding of the range and importance of factors limiting knowledge exchange between scientists and decision-makers is based primarily on the perceptions of decision-makers, while the perceptions of scientists have been largely overlooked. This study addresses this knowledge gap by quantitatively assessing the perceptions of scientists, represented by a sample of 78 Australian marine scientists, regarding (i) the role and importance of engaging with environmental decision-makers on a personal level, (ii) the role and importance of engaging with environmental decision-makers at the institutional level, (iii) current barriers to engaging with environmental decision-makers and (iv) options for overcoming barriers to engaging with environmental decision-makers. Survey results suggest that Australian marine scientists feel that they have an obligation to engage decision-makers in their science, and that engaging with and communicating to environmental decision-makers is important on a personal level. This study also identifies a range of barriers that impede engagement activities, including inadequate measures of science impact that do not account for engagement activities, a lack of organisational support for engagement activities, insufficient time to conduct engagement activities in addition to other responsibilities and a lack of funding to support engagement activities. To overcome these barriers, participants identified the need for institutional innovation by research institutions, research funders and decision-making agencies alike to promote a culture whereby knowledge exchange activities are legitimised as core business for research scientists, and recognised and rewarded appropriately. Although difficulties exist in implementing such institutional innovations, doing so will improve two-way knowledge exchange among scientists and decision-makers and improve the likely success of environmental management.  相似文献

Understanding the linkages between social and ecological systems is key to developing sustainable natural resource management (NRM) institutions. Frequently, however, insufficient attention is paid to the historical development of NRM institutions. Instead, discussion largely focuses on models of economic efficiency at the expense of the cultural, historical, and ecological contexts within which institutions develop. Here we use the research program of historical ecology to explore the development, maintenance, and change of two contemporary fire management institutions in northern Australia and Colorado, USA, to demonstrate how social institutions and ecological systems change and resist change over time and how institutions interact across scales to negotiate contrasting goals and motivations. We argue that these NRM institutions are not strictly speaking evolutionary or adaptive, and that historical context is critical when evaluating how and why particular institutions and institutional relationships develop. As with ecosystems, the present characteristics of the NRM institutions are dependent on what has happened before and their efficacy can only be evaluated retrospectively. Therefore, an understanding of history is essential to questions of the desirability and feasibility of institutional change where such shifts are required from an ecological, social, or economic perspective. We further propose that institutional conflict arises from the differing goals and motives of resource management institutions at different scales. Our cases reveal that larger-scale institutions can be successful at achieving narrowly defined goals but often fall short of achieving socially desirable sustainable outcomes. Our findings support the use of narratives of community history, place, and being in considering the resilience and sustainability of social-ecological systems. We offer that historical ecology is complementary with institutional and economic approaches to the analysis of NRM institutions, and possesses a particular strength in linking ecology to the values and norms of small social groups.  相似文献

Integrated water resources management (IWRM) has been lauded as an integrative and participatory form of governance. However, critics claim that actual implementation remains problematic, because of deep path dependencies and the entrenched interests. This paper investigates this claim by looking at the formation of collective choice rules in integrated water resources management reforms in China’s Yellow River and the Ganges in India. The two rivers provide a natural experiment—similarity in physical scale, complexity, and integrated water resources management reforms, but highly different in social and policy contexts. Using the Q methodology and Ostrom’s Institutional Analysis and Development (IAD) framework, we find that, despite differences in policy contexts, narratives amongst the stakeholders in the two rivers are surprisingly similar, including a continued role for a negotiated local approach, and the presence of normative incentives for collective action, underwritten by deep historical meanings of the rivers. These narratives in turn provide some explanation for the choice of collective rules in use. They suggest that a modified form of integrated water resources management, taking into account narratives and collective choice rules, is useful for the governance of very large rivers across different contexts.  相似文献

Local government has a crucial role to play in climate change adaptation, both delivering adaptation strategies devised from above and coordinating bottom-up action. This paper draws on a unique longitudinal dataset to measure progress in adaptation by local authorities in Britain, comparing results from a national-scale survey and follow-up interviews conducted in 2003 with a second wave of research completed a decade later. Whereas a decade ago local authority staff were unable to find scientific information that they could understand and use, we find that these technical-cognitive barriers to adaptation are no longer a major problem for local authority respondents. Thanks to considerable Government investment in research and science brokerage to improve the quality and accessibility of climate information, local authorities have developed their adaptive capacity, and their staff are now engaging with the ‘right’ kind of information in assessing climate change risks and opportunities. However, better knowledge has not translated into tangible adaptation actions. Local authorities face substantial difficulties in implementing adaptation plans. Budget cuts and a lack of political support from central government have sapped institutional capacity and political appetite to address long-term climate vulnerabilities, as local authorities in Britain now struggle even to deliver their immediate statutory responsibilities. Local authority adaptation has progressed farthest where it has been rebranded as resiliency to extreme weather so as to fit with the focus on immediate risks to delivering statutory duties. In the current political environment, adaptation officers need information about the economic costs of weather impacts to local authority services if they are to build the business case for adaptation and gain the leverage to secure resources and institutional license to implement tangible action. Unless these institutional barriers are addressed, local government is likely to struggle to adapt to a changing climate.  相似文献

The participation of environmental non-governmental organizations (ENGOs) in regional fisheries management organizations has inspired optimism among many observers and researchers about increasing the effectiveness of these regional organizations in managing highly migratory and straddling fish stocks sustainably. Others claim that the attendance of ENGOs in meetings of regional fisheries management organizations as accredited observers or as part of member state or cooperating non-member state delegations, could make decision-making complex, long, and inefficient. More generally, NGO participation has attracted broad scholarly interest in the study of interest groups and transnational advocacy in political science. Yet, we know little about the determinants of ENGO participation in meetings of regional fisheries management organizations in the first place. To fill this gap, this article develops a theoretical framework conceptualizing ENGO participation and developing expectations about how ecological and institutional change shapes ENGO participation. The framework deals with structural determinants of ENGO participation, as existing literature primarily has been preoccupied with the study of actor-specific explanations of specific NGOs’ impact in specific political processes. By contrast, we examine how ecological change – such as target fish stock health and biomass status – and institutional change – such as financial resources, membership composition of regional fisheries management organizations and participation by other non-state actors, such as experts and fishing industry representatives – shape ENGO participation. We empirically explore this framework in the context of seven regional fisheries management organizations. A dataset comprising yearly fish stock-level data on participation, institutional, and ecological factors, for 1980–2014, was compiled for our quantitative inquiry into the determinants of ENGO participation. We find robust evidence that institutional change shapes ENGO participation, but not ecological factors related to target fish stock health. We discuss our findings against the backdrop of ongoing debates about NGOs in political science, and spell out broader implications for future research on NGOs in regional fisheries management organizations.  相似文献

The purpose of this paper is to examine the transfer of the green economy from a global discursive level to institutionalization at the national level in Tanzania. While there is a growing amount of research discussing technological aspects of the green economy, less attention has been paid to policy implications and governance aspects, especially in developing countries. There is an increasing emphasis on technological and market-based solutions to environmental challenges globally and in the developed part of the world. However, in developing countries, ‘green growth’ often implies transformed control over natural resources – under schemes that are often driven from abroad. Over the last five to ten years, investments aimed at increasing productivity in the rural agricultural sector in developing countries have become a focus area of the green economy, but various concepts of green have become confused. Such (mis-) interpretation of the green economy has consequences for implementation and outcomes of various ‘green’ projects. Drawing on governmentality as well as the concept of institutional bricolage, I examine how the green economy discourse and policy at the global level have been re-shaped and re-interpreted to fit the existing agri-business initiative of the Southern Agricultural Growth Corridor of Tanzania (SAGCOT), which has been championed as a model for green economy implementation in Africa. I discuss how the green discourse has been ‘grabbed’ as an opportunity to ‘greenwash’ SAGCOT in its establishment and institutionalization.  相似文献
